Politics at the water's edge: The presidency, Congress, and the North Korea policy of the United States

For all their efforts to avoid a nuclear North Korea, the Clinton and Bush administrations failed to achieve this goal, the most important policy objective of the United States in its relations with North Korea for decades, mainly because of inconsistencies in U.S. policy. This dissertation seeks to explain why both administrations ultimately failed to prevent North Korea from going nuclear. It finds the origins of this failure in the implementation of different U.S. policy options toward North Korea during the Clinton and Bush administrations. To explain the lack of policy consistency, the dissertation investigates how the relations between the executive and the legislative branches and, more specifically, different government types���unified government and divided government���have affected U.S. policy toward North Korea. It particularly emphasizes the role of Congress and partisan politics in the making of U.S. policy toward North Korea. This study finds that divided government played a pivotal role. Partisan politics are also central to the explanation: politics did not stop at the water���s edge. A divided U.S. government produced more status quo policies toward North Korea than a unified U.S. government, while a unified government produced more active policies than a divided government. Moreover, a unified government with a Republican President produced more aggressive policies toward North Korea, whereas a unified government with a Democratic President produced more conciliatory policies. This study concludes that the different government types and intensified partisan politics were the main causes of the inconsistencies in the United States��� North Korea policy that led to a nuclear North Korea.

We Are the Ones We Have Been Waiting for: Pan-African Consciousness Raising and Organizing in the United States and Venezuela

<p>We Are the Ones We Have Been Waiting for: Pan-African Consciousness Raising and Organizing in the United States and Venezuela, draws on fifteen months of field research accompanying organizers, participating in protests, planning/strategy meetings, state-run programs, academic conferences and everyday life in these two countries. Through comparative examination of the processes by which African Diaspora youth become radically politicized, this work deconstructs tendencies to deify political s/heroes of eras past by historicizing their ascent to political acclaim and centering the narratives of present youth leading movements for Black/African liberation across the Diaspora. I employ Manuel Callahan���s description of ���encuentros���, ���the disruption of despotic democracy and related white middle-class hegemony through the reconstruction of the collective subject���; ���dialogue, insurgent learning, and convivial research that allows for a collective analysis and vision to emerge while affirming local struggles��� to theorize the moments of encounter, specifically, the moments (in which) Black/African youth find themselves becoming politically radicalized and by what. I examine the ways in which Black/African youth organizing differs when responding to their perpetual victimization by neoliberal, genocidal state-politics in the US, and a Venezuelan state that has charged itself with the responsibility of radically improving the quality of life of all its citizens. Through comparative analysis, I suggest the vertical structures of ���representative democracy��� dominating the U.S. political climate remain unyielding to critical analyses of social stratification based on race, gender, and class as articulated by Black youth. Conversely, I contend that present Venezuelan attempts to construct and fortify more horizontal structures of ���popular democracy��� under what Hugo Chavez termed 21st Century Socialism, have resulted in social fissures, allowing for a more dynamic and hopeful negation between Afro-Venezuelan youth and the state.</p>

'In the hands of the Receivers': The Politics of Literacy in The Savage by David Almond and Dave McKean

David Almond and Dave McKean's The Savage is a hybrid prose and graphic novel which tells the story of one young man���s maturation through literacy. The protagonist learns to deal with the death of his father and his own 'savage' self by writing a graphic novel. This article reads The Savage in the context of earlier, 'Northern' literacy narrative - particularly Tony Harrison's poem "Them & [uz]" and Barry Hines' Kes ��� through the discourse of neoliberalism and the notion of the reluctant boy reader. It is suggested that Almond and McKean are influenced by currently dominant ideologies of gender and literacy.

Othering the Malay in Malaysia : a planned consequence of politics?

This paper examines the rise in the politicisation of Islam in Malaysia and links it to the othering of the Malaysian Malay. It is my argument that both were ���conquering��� tools of Malaysia���s ���Father of Modernisation���, Mahathir Mohamad, devised to win the support of the Malay Muslim majority in Malaysia. The many awards bestowed on Mahathir obscure the fact that he was instrumental in the systematic erosion of the power and roles of state institutions, especially at the Federal government level. This includes the significant loss of the independence of the Malaysian judiciary. Whilst per capita income in Malaysia may well have increased eight times under his 22-year leadership, this paper asks why is it that the majority of the Malays remain the largest number among the poor and the more disenfranchised of ethnicities in the country? Why have Malay and Muslim women suffered such a rapid decreasing ability to access justice? This paper examines existing research on the social and political changes Malaysia has experienced with Islamisation and under Mahathir���s rule, as well as studies on Malayness, Malay nationalism and Muslim Malay identity formation. The paper elaborates the othering of a majority people, the Malays in Malaysia, and how this othering has brought forth a fast-growing political power in the name of a supremacist Islam, a puritanical Sunni and Malay Islam. Specific events in the rise and rule of Mahathir as Malaysia���s then Prime Minister are reviewed, such as the banning of The Malay Dilemma, and the split in the United Malays National Organisation (UMNO) in 1987. Also examined is the varying emphasis between Muslim and race, and how during Mahathir���s rule, that strong misogynist and patriarchal attitudes took hold in Malay Muslim consciousness, a colonising consciousness that is othering the perceived cultural and genetic ���impurities��� within the Malay.

But what makes it doctoral? Taking on the traditionalists : interdisciplinary, practice-led doctoral research in the creative industries - a case study in academic politics, research, rigour and relevance

This paper examines a Doctoral journey of interdisciplinary exploration, explication, examination...and exasperation. In choosing to pursue a practice-led doctorate I had determined from the outset that ���writing 100,000 words that only two people ever read���, was not something which interested me. Hence, the oft-asked question of ���what kind of doctorate��� I was engaged in, consistently elicited the response, ���a useful one���. In order to satisfy my own imperatives of authenticity and usefulness, my doctoral research had to clearly demonstrate relevance to; productively inform; engage with; and add value to: wider professional field(s) of practice; students in the university courses I teach; and the broader community - not just the academic community. Consequently, over the course of my research, the question, ���But what makes it Doctoral?��� consistently resounded and resonated. Answering that question, to satisfy not only the traditionalists asking it but, perhaps surprisingly, some academic innovators - and more particularly, myself as researcher - revealed academic/political inconsistencies and issues which challenged both the fundamental assumptions and actuality of practice-led research. This paper examines some of those inconsistencies, issues and challenges and provides at least one possible answer to the question: ���But what makes it Doctoral?���
