Perceptions of quality in higher education : a comparative study of Turkish and Australian business academics

Finding a common definition of ‘quality’ in studies of quality and quality improvement in higher education institutions is very important. This study identifies the views of a key stakeholder group, academics, with reference to their beliefs (what is currently occurring) and their attitudes (what ought to be occurring) in relation to quality in their departments. The focus of this paper is on the collection of data from 64 business administration academics in Turkish universities. Face-to-face interviews were conducted using an instrument titled ‘Quality in Accounting Education Survey’. The questionnaire was developed by Watty and is based on the conceptions of quality framework, developed by Harvey and Green. The results are compared with the beliefs and attitudes of Australian accounting academics as reported in an earlier paper by Watty. The findings show that academics from Turkey adopt the perspective of quality as excellent or élitist, both in their beliefs (current situation perception) and in their attitudes (desired situation perception). This compares with the findings that Australian academics’ attitudes reflect a quality perspective as fitness for purpose in the current situation and beliefs that reflect a transformational quality perspective as the desired situation (what ought to be).

Poetic boundary conditions : Australian poets in the ivory tower

This article explores the experience of women poets in academe and posits that by institutionalising themselves in universities, women poets gain financial stability by working in the wider field of poetry. However, they also face discrimination and a lack of opportunity in these workplaces. The article uses two case studies of poets Maria Takolander and Jill Jones, who work at Deakin University and the University of Adelaide, Australia, respectively. These case studies show the way in which these poets explore the experience of academe in their poetry.

US censorship of public discussion of the bombings during the Allied Occupation of Japan ensured that the Japanese public knew little about the human consequences of the atomic bombing of Hiroshima and Nagasaki. When hibakusha poets seek a public audience for their poetry, their experiences make them potentially powerful public intellectuals. As Noam Chomsky has observed, the most effective public intellectuals are dissidents who act from the margins. Tōge Sankichi and Kurihara Sadako became activists and their poetry offers a powerful and rousing response to the atomic bombing and lobbies for nuclear disarmament. The simplicity and accessibility of these poems is essential to the public dissemination of their message and Kurihara’s and Tōge’s identification as public intellectuals. This article examines the ways in which hibakusha poets can be recognised as public intellectuals when they seek public audiences for their work. Discussion hinges on a number of considerations centred on public intellectualism, trauma and the uses of language.

Understanding Recent Developments in the Turkish Labor Market: Empirical Essays with a Gender Focus

This dissertation comprises three essays on the Turkish labor market. The first essay characterizes the distinctive characteristics of the Turkish labor market with the aim of understanding the factors lying behind its long-standing poor performance relative to its European counterparts. The analysis is based on a cross-country comparison among selected European Union countries. Among all the indicators of labor market flexibility, non-wage cost rigidities are regarded as one of the most important factors in slowing down employment creation in Turkey. The second essay focuses on an employment subsidy policy which introduces a reduction in non-wage costs through social security premium incentives granted to women and young men. Exploiting a difference-in-difference-in differences strategy, I evaluate the effectiveness of this policy in creating employment for the target group. The results, net of the recent crisis effect, suggest that the policy accounts for a 1.4% to 1.6% increase in the probability of being hired for women aged 30 to 34 above men of the same age group in the periods shortly after the announcement of the policy. In the third essay of the dissertation, I analyze the labor supply response of married women to their husbands' job losses (AWE). I empirically test the hypothesis of added worker effect for the global economic crisis of 2008 by relying on the Turkey context. Identification is achieved by exploiting the exogenous variation in the output of male-dominated sectors hard-hit by the crisis and the gender-segmentation that characterizes the Turkish labor market. Findings based on the instrumental variable approach suggest that the added worker effect explains up to 64% of the observed increase in female labor force participation in Turkey. The size of the effect depends on how long it takes for wives to adjust their labor supply to their husbands' job losses.
