Co-management is typically known to be a resource management system that shares managerial responsibility between the state and other stakeholders of a resource. In the case of Lake Victoria, one would expect the state to be represented by the fisheries departments of Kenya, Uganda and Tanzania, while stakeholder groups may comprise fishing communities, fish processing factories and municipalities. Taking that into account, the survey's objectives were defined as: (a) To identify the difficulties and impracticalities inherent in implementing state-based regulations via a "top-down" management strategy. (b) To assess the prevalence of community-based institutions that either seek to regulate the fishery or have the potential to be used to regulate it. (c) To identify ways in which community-based regulatory and monitory systems may be established, and how these will fare over time. (d) To identify roles for national Fisheries Departments, industrial fish processors and other stakeholders. (e) To develop well-founded policy suggestions for the establishment of a co-management framework to manage the fisheries of Lake Victoria.

Fisheries co-management is increasingly seen as a solution to the problems of resource use conflicts and overexploitation. The importance of transactions costs may not have been given adequate attention. The transaction costs are 1) information costs, 2) collective decisionmaking tools, and 3) collective operational costs. The various components of transaction costs of fisheries co-management systems are described in this paper. These costs need to be determined for evaluating the feasibility of a co-managed fishery compared to a centrally managed one.

The freshwater wetlands (beels) of Assam, India, cover an area of 101 232 ha. For the rural poor, the neighboring wetlands are the only source of fish. They depend on them for their daily consumption of fish as well as a source of livelihood. Ecoenergy studies indicate that these wetlands have a fairly high production potential. However, the current regulations and system of management are not conducive to sustainable production from these water bodies. It is resulting in overexploitation and degradation. It is imperative some form of co-management with local communities be established for the beels of Assam.

In Mozambique, compliance with regulations in beach seines fishery is improved when the fishers themselves choose the season the government will declare closed. Beneficial side effects of co-management include a stronger sense of community and individual responsibility toward the common good. This article reports on a case study of fisheries co-management in the community of Inhassoro in the northern part of the province of Inhambane, about 800 km north of the capital of Mozambique, Maputo.

The Adaptive Collaborative Management of Fisheries Training workshop was held in Sekondi, Western Region of Ghana as part of the project “Integrated Coastal and Fisheries Governance Initiative” locally referred to as “H n Mpoano”. The aim of the project is to support the government of Ghana achieve its development objective of poverty reduction, food security, sustainable fisheries management and biodiversity conservation and contributes to its vision: Ghana’s coastal and marine ecosystems are sustainably managed to provide goods and services that generate long-term socioeconomic benefit to communities while sustaining biodiversity.
