The paper enumerated the following ways of improving fisheries:- Effective implementation of the inland fisheries Decree of 1992, stocking and introduction of new species in to small and medium size reservoirs, enhancement of fish catch through increased artisanal fisheries development, fish hatchery development in strategic zones for increased fingerling production to stock reservoirs and natural water bodies, extensive culture development in flood ponds, and encouragement of commercial aquaculture under private entrepreneurship. The paper further elaborate on the strategies for effective implementation of the above guidelines with the hope of offering solution to problems hindering production in Nigeria

A display hologram of an object can be recorded and reconstructed in three primary colors if the angular selectivity of volume recording media is exploited. Three holograms are recorded in the same medium, each at a different primary color. These three holograms are reconstructed by simultaneous illumination of the hologram with the original reference beams. By proper choice of the angles that the reference beams make to the hologram, it is possible to suppress strongly cross talk between the different reconstructions (e.g., the red object reconstruction in green light). The technique exhibits high resolution, high diffraction efficiency, and vivid colors. Through the addition of three holographically recorded volume gratings it is possible to reconstruct the hologram with a beam of white light. The saturation and brightness of each primary color in the reconstruction can be adjusted by selection of an appropriate thickness for the corresponding grating.

Aquaculture drive in the Niger Delta has necessitated the springing up of various forms of hatcheries in Nigeria in the area. The hatchery level is high as most fish farmers now want to produce their own fingerlings for the stocking of their production ponds for culture to market (table) size. The paper shows that there is a lot of market in the Niger-Delta for fresh fish. Majority of the numerous fish farmers are not well empowered to breed and produce fish seeds especially species most loved and eaten. The rising cost of materials in the Nigerian economy has become a bottleneck in the construction of more fish hatcheries for fingerling production. However, the assistance of multinationals has become very necessary to enhance its feasibility to encourage better involvement in the fish hatchery works. One remarkable area where assistance is being felt by the communities in the Niger-Delta is in fish farming and more so in the supply of fish fingerling to top fish farmers by The Shell Petroleum Development Company of Nigeria Limited (SPDC), a multinational oil company in the area. Few fish farmers have benefited from this. If more hatcheries are available to service and provide the needed fingerlings to stock the available water bodies such as, home backyard ponds, the 0.74 million hectares of brackish water, 1.01 million hectares of perennial swamps, and other marginal land available for aquaculture and properly managed, it will yield between 2.5 and 10 metric tones of fish depending on the species stocked and bred

Estudo de natureza qualitativa, descritiva e exploratória, que teve como objeto o raciocínio clínico elaborado pelos enfermeiros ao cuidarem de feridas em clientes com afecções oncológicas. Os objetivos traçados para o estudo foram: identificar as estratégias cognitivas que os enfermeiros com especialização em área oncológica consideram adotar para o estabelecimento de um julgamento clínico na avaliação de feridas em clientes com afecções oncológicas e caracterizar as etapas de elaboração mental para construção do raciocínio clínico que os enfermeiros consideram percorrer quando da avaliação de feridas em cliente acometido por afecções oncológicas. O campo de pesquisa foi o Instituto Nacional do Câncer, no qual os cenários de coleta foi a unidade HC-I nas Seções de Oncologia Clínica, Neurocirurgia, Abdominopélvica, Centro de Tratamento Intensivo e Cirurgia de Cabeça e Pescoço. Os sujeitos do estudo foram treze enfermeiros com especialização em oncologia, que assistiam clientes com afecções oncológicas, há pelo menos cinco anos. A coleta dos dados aconteceu nos meses de junho e julho de 2009, sendo utilizado um roteiro de entrevista semi-estruturada para captar as informações. A análise dos dados foi realizada com base no método de análise de conteúdo, que ao ser aplicado possibilitou a apreensão de quatro categorias: (1) a afecção oncológica como fator expressivo na elaboração mental diagnóstica do enfermeiro; (2) a relevância do conhecimento teórico-prático avançado para a elaboração mental avaliativa do enfermeiro; (3) a construção da elaboração mental para o raciocínio clínico diagnóstico do enfermeiro; (4) a importância da interação humana no contexto avaliativo. Concluiu-se que, este estudo identificou, na discussão das categorias, as quatro principais estratégias cognitivas que os enfermeiros com especialização em área oncológica consideram adotar para o estabelecimento de um julgamento clínico na avaliação de feridas em clientes com afecções oncológicas e caracterizou as etapas de elaboração mental para construção do raciocínio clínico diagnóstico do tipo hipotético-dedutivo e intuitivo. Compreendeu-se que os sujeitos da pesquisa detêm qualidades intelectuais específicas e avançadas, quando elaboram diagnósticos e intervenções baseadas nas respostas humanas em situação de avaliação de feridas nos clientes com doença oncológica, e foi considerado que o ensino pode impulsionar o desenvolvimento das competências cognitivas no sentido de formar profissionais capazes de avaliar o próprio conhecimento, bem como a fomentação de novas pesquisas relativas a essa temática imprescindível para uma assistência de enfermagem qualificada.

O aleitamento é uma prática humana reconhecida como um direito social, e como tal é um direito de todos que deve ser garantido pelo Estado. Apesar desse entendimento presente no arcabouço jurídico, como na Constituição Federal e no Estatuto da Criança e do Adolescente ainda há muitas mulheres e crianças privadas desse direito devido às estruturas organizacionais presentes nos equipamentos sociais, públicos e privados, que deveriam contemplar a condição feminina e proteger o livre exercício do aleitamento materno e não o fazem. O presente estudo buscou compreender a prática da amamentação de mulheres residentes na Região Metropolitana I (Baixada Fluminense), estado do Rio de Janeiro, em seu contexto social, político e econômico. O estudo se apoiou no conceito de privação (exclusão e inclusão injusta) da teoria de justiça de Amartya Sen. Utilizou-se a pesquisa qualitativa, o grupo focal como técnica de coleta de dados e a hermenêutica-dialética como método de análise. A etapa de campo foi realizada em três municípios da região estudada e ao todo foram realizados cinco grupos focais. Os sujeitos do estudo foram 29 mulheres com idade entre 17 e 49 anos, residentes na região e que vivenciaram a amamentação em condições de algum tipo de privação de direitos. Como resultado do estudo foram construídas duas categorias: 1. Instituições e desigualdades: a experiência da mulher que amamenta, e 2. Posicionalidade e condição de agente: amamentação como uma prática feminina. A primeira categoria se ocupou de descrever o direito como se apresenta na realidade concreta das mulheres que amamentam; a segunda categoria traz uma reflexão sobre o lugar que a mulher ocupa afetando sua condição de agente. A escolha de Amartya Sen como teórico para compreender a prática da amamentação de mulheres que vivenciam privações encontra identificação neste estudo, por se tratar de uma teoria de justiça que parte das injustiças impactantes e não de teorizações acerca da economia e dos sistemas políticos. Sendo as pessoas o foco da atenção, o autor está interessado na eliminação ou minimização dos efeitos das injustiças sentidas por estas e que tanto afetam seu desenvolvimento. Não há como chegar à justiça sem falar em instituições justas, uma vez que o alargamento das liberdades como fundamento da justiça requer de igual forma a ampliação das oportunidades e nessa questão as políticas públicas têm importante contribuição a dar à efetivação dos direitos e redução das desigualdades. Cabe, portanto, aos diferentes atores sociais o enfrentamento das iniquidades por meio de maior participação política e social numa perspectiva de agência em que se busca transformação no coletivo e para o coletivo e não apenas na perspectiva de bem-estar, paciente das benesses dos programas sociais.

The Bayesian perspective of designing for the consequences of hazard is discussed. Structural engineers should be educated in Bayesian theory and its underlying philosophy, and about the centrality to the prediction problem of the predictive distribution. The primary contribution that Bayesianism can make to the debate about extreme possibilities is its clarification of the language of and thinking about risk. Frequentist methodologies are the wrong approach to the decisions that engineers need to make, decisions that involve assessments of abstract future possibilities based on incomplete and abstract information.

Steel production accounts for 25% of industrial carbon emissions. Long-term forecasts of steel demand and scrap supply are needed to develop strategies for how the steel industry could respond to industrialization and urbanization in the developing world while simultaneously reducing its environmental impact, and in particular, its carbon footprint. We developed a dynamic stock model to estimate future final demand for steel and the available scrap for 10 world regions. Based on evidence from developed countries, we assumed that per capita in-use stocks will saturate eventually. We determined the response of the entire steel cycle to stock saturation, in particular the future split between primary and secondary steel production. During the 21st century, steel demand may peak in the developed world, China, the Middle East, Latin America, and India. As China completes its industrialization, global primary steel production may peak between 2020 and 2030 and decline thereafter. We developed a capacity model to show how extensive trade of finished steel could prolong the lifetime of the Chinese steelmaking assets. Secondary steel production will more than double by 2050, and it may surpass primary production between 2050 and 2060: the late 21st century can become the steel scrap age.

Industrial emergence is a broad and complex domain, with relevant perspectives ranging in scale from the individual entrepreneur and firm with the business decisions and actions they make to the policies of nations and global patterns of industrialisation. The research described in this article has adopted a holistic approach, based on structured mapping methods, in an attempt to depict and understand the dynamics and patterns of industrial emergence across a broad spectrum from early scientific discovery to large-scale industrialisation. The breadth of scope and application has enabled a framework and set of four tools to be developed that have wide applicability. The utility of the approaches has been demonstrated through case studies and trials in a diverse range of industrial contexts. The adoption of such a broad scope also presents substantial challenges and limitations, with these providing an opportunity for further research. © IMechE 2013.

This study documents, analyzes, and interprets Korean American United Methodist (KAUM) clergywomen‘s experiences in and understandings of the church. It examines contributions these (and potentially, other) clergywomen might make to Wesleyan ecclesiology generally, and particular ways United Methodists live out their faith in transitional, diverse, and global contexts. The project attempts to re-vision existing Wesleyan ecclesial discourse in the United Methodist Church (UMC) by recognizing and incorporating the contributions of racial-ethnic clergy as expressed through their leadership and practices of faith. A "practice-theory-practice" model of practical theology was used to pay systematic attention to the practical locus of the inquiries. Twenty Korean American United Methodist clergywomen were interviewed by telephone, using a voluntary sampling technique to ascertain how they both experienced the church and understood and lived out various practices of faith, including preaching, participation in and administration of the sacraments, preparation for ordained ministry, and other spiritual practices such as prayer, worship, retreats, and journaling. The dissertation summarizes those findings, provides contextual and historical interpretation, and then analyzes their responses in relation to Wesleyan theology, MinJung (mass of people) theology, and the theology of YeoSung (women who display dignity and honor as human beings). This study identifies the extraordinary call of the KAUM clergywomen interviewees to be bridge builders, strong nurturers, wounded healers, committed educators, breakers of old stereotypes, persistent seekers to fulfill God‘s call, and ecclesial leaders with ―tragic consciousness‖ who can disrupt marginality and facilitate the creative transformation of Han (a deep experience of suffering and oppression) into a constructive energy capable of shaping a new reality. According to this study, KAUM clergywomen‘s experiences and practices of faith as ecclesial leaders strengthen Wesleyan ecclesiology in terms of the UMC‘s efforts to be an inclusive church through connectionalism, and its commitment to social justice. MinJung theology and the theology of YeoSung, in their respective understandings of the church, broaden Wesleyan ecclesiology and enable the Church to be more relevant in a global context by embracing those who have not been normative theological subjects.

This thesis assesses the current regulatory framework regarding clinical trials with neonates in Ireland from a children’s rights perspective, as derived from the UN Convention on the Rights of the Child 1989 (UN CRC) and its supporting instruments. The focus on neonates in the thesis is due to the particular need for clinical research with this group of children, their dependency on others for their protection and the lack of attention which has been given to them in the regulatory framework. The importance of children’s rights in this area is linked to the role of human rights in the regulation of clinical research in general. A rights-based approach is of great practical relevance in reforming law, policy and practice. For example, the CRC contains a set of commonly agreed legal benchmarks which can be used to assess the current framework and shape recommendations for reform. In this way, it provides a set of binding norms under international law, which must be complied with by states and state actors in all law, policy and practice affecting children. However, the contribution which a children’s rights approach could make to the regulation of research with children has not, to date, been explored in detail. This thesis aims to address this gap by developing a set of children’s rights-based benchmarks, which are used to assess the Irish regulatory framework for clinical trials with neonates and to develop recommendations for reform. The purpose of the analysis and recommendations is to assess Ireland’s compliance with international children’s rights law in the area and to analyse the potential of children’s rights to effectively address inadequacies in the Irish framework. The recommendations ultimately aim to develop a framework which will enhance the protection of neonates’ rights in this important area of children’s lives.

This Second Wave presentation focused on 'Creative Leadership and Communities of Practice', with particular reference to issues of trust affecting young people, unemployment and wider uncertainties in an economic recession when people were facing job cuts and in a social environment characterised by cynicism and a downturn in trust. Young people who join Second Wave are brought into a community of practice (CoP) (Lave and Wenger, 1991; Wenger, 1999) involving a dynamic, fluid process which is distinctive in its transformative power to change people's lives. The philosophy behind this involves Dewey's notion of the 'active self' (Dewey, 1916) and the theories of 'social constructivism' (Vygotsky, 1978). The process fosters trust, confidence and social learning (Bandura, 1977; Vygotsky, 1978) in which young people join in with a dialogue involving participation in the youth-centred creative space. The 'border zone' (Heath, 1994) in that creative space enables young people to connect with each other in the specialist field of youth arts. The youth-centred partnerships involved lead to greater confidence and development in a range of important artistic, social, cognitive and emotional skills and opportunities. Ultimately, the young person may become engaged in multi-agency working with Second Wave's external partners. Throughout all of these processes, young people are encouraged progressively to develop a more 'active self' to engage proactively with many different beneficial opportunities relating to the performing arts. In an era in which there has been a loss of trust in public life this is particularly important. If trust is defined in part as a belief in the honesty, competence and benevolence of others, it tends to act like 'social glue', cushioning difficult situations and enabling actions to take place easily that otherwise would not be permissible. The Edelman Trust Barometer for 2009 has recorded a marked diminution of trust in corporations, businesses and government, as a result of the credit crunch. While the US and parts of Europe were showing recovery from a generalised loss of trust by mid-year 2009, the UK had not. Social attitudes in Britain may be hardening - from being a nation of sceptics we may be becoming a nation of cynics: for example, only 13% of the population surveyed by Edelman trust politicians to tell the truth. In this situation, there is a need to promote positive measures to build trust. The presentation aims described key aspects of Second Wave's approach to identify and disseminate its model of good practice to make this more explicit and accessible to others. It is with awareness of the profoundly challenging circumstances facing young people, particularly but not exclusively in inner city urban areas such as Deptford, and the valuable contribution youth arts work can make to their well-being and development, that the presentation was carried out. In an era of generalised mistrust, the work done at Second Wave is crucial in empowering and supporting young people to find a positive and creative direction as part of the community.

First results of a coupled modeling and forecasting system for the pelagic fisheries are being presented. The system consists currently of three mathematically fundamentally different model subsystems: POLCOMS-ERSEM providing the physical-biogeochemical environment implemented in the domain of the North-West European shelf and the SPAM model which describes sandeel stocks in the North Sea. The third component, the SLAM model, connects POLCOMS-ERSEM and SPAM by computing the physical-biological interaction. Our major experience by the coupling model subsystems is that well-defined and generic model interfaces are very important for a successful and extendable coupled model framework. The integrated approach, simulating ecosystem dynamics from physics to fish, allows for analysis of the pathways in the ecosystem to investigate the propagation of changes in the ocean climate and lower trophic levels to quantify the impacts on the higher trophic level, in this case the sandeel population, demonstrated here on the base of hindcast data. The coupled forecasting system is tested for some typical scientific questions appearing in spatial fish stock management and marine spatial planning, including determination of local and basin scale maximum sustainable yield, stock connectivity and source/sink structure. Our presented simulations indicate that sandeels stocks are currently exploited close to the maximum sustainable yield, but large uncertainty is associated with determining stock maximum sustainable yield due to stock eigen dynamics and climatic variability. Our statistical ensemble simulations indicates that the predictive horizon set by climate interannual variability is 2–6 yr, after which only an asymptotic probability distribution of stock properties, like biomass, are predictable.

The Norway pout (Trisopterus esmarkii) stock in the North Sea has experienced poor recruitment recently. Herring (Clupea harengus) has been suggested to be a major predator on fish larvae in the North Sea. We investigated possible interactions between herring and Norway pout using a simple statistical analysis and a modified stock - recruit relationship. There was a significant negative relationship (linear regression, r = 20.44, p < 0.05) between total herring biomass and recruitment of Norway pout. The spawning stock of Norway pout is typically dominated by 2-year-olds, and there was a strong negative relationship (linear regression, r = 20.79, p < 0.01) between herring biomass and Norway pout spawning-stock biomass (SSB) 2 years later. A Beverton-Holt model fitted to stock recruit data of Norway pout produced a rather poor correlation (r(2) = 0.04). However, when only the Norway pout SSB not overlapping with herring is considered, the fit between the model and the stock - recruit data improves (r(2) = 0.31). The analyses indicate a negative impact by herring on recruitment of Norway pout, the most plausible cause for this being herring predation on Norway pout larvae, but field studies are needed to verify such predation.
