Aníbal Pinto Santa Cruz, Director of the Review since 1986, died on 3 January. His death fills us with profound grief and leaves a deep vacuum in this organization. The Economic Commission for Latin America and the Caribbean benefited for many years from the intellectual sparkle and human warmth of Mr. Pinto, who served for several years as Director of the Economic Development Division. What is more, he was one of the personalities who gave the ECLAC secretariat a clear institutional identity. The depth and clarity of his analyses of Chile and its development process were matched by his real dedication to Latin America, which inspired him to make solid and valuable contributions to the progress of ideas in our region. He belonged in his own right to the select group of those thinkers whose new categories and concepts afford others a richer vision of reality. It is not surprising, therefore, that followers and former students of his abound in the region. A person of great intellectual generosity, impatient with conventional wisdom and intolerance from all academic and political quarters, Aníbal Pinto received recognition from the international academic community, as embodied in the Raúl Prebisch Ibero­American Prize in Economics, an honorary doctorate from the University of Campinas, Brazil, and the Chilean National Prize in the Humanities and Social Sciences for 1995. In recent months he received two further distinctions: first, a tribute from his ECLAC colleagues on the occasion of the fiftieth anniversary of the United Nations, and second, a collection of his writings published by the Universidad Nacional Autónoma de México which was presented to him in a ceremony held at the Santiago Book Fair in December 1995. ECLAC has been immensely fortunate in having among its senior officials great personalities who have left behind a legacy of values, principles and key ideas; institution­builders, if you will. If there is anything which distinguishes ECLAC from other United Nations bodies, it is this. Aníbal Pinto's name will undoubtedly be among those which resound the loudest. For this reason, and for his exceptional human qualities, we shall remember him with affection and admiration.

The crisis of globalization has given renewed topicality to the idea of development as a complex process involving social and institutional changes as well as a variety of democratic learning processes. Placed at the margin of the international academic and political debate, the political economy of development can come back into its own if academics and politicians responsible for the economy are forced to think for the long term. The political economy of development needs to be twinned with politics so that what we understand by the general interest can be reconfigured in pursuit of freedom, justice and democracy. These can be the keys to turning globalization, whose essence is openness and interdependence, into an active agent in the development of national density, something that is indispensable if we are to think critically about reality and, as Prebisch taught and practised, set history on a future-creating course.

The research undertaken for this doctoral thesis explores the issue of teachers professionalism within pre-school institutions. The issue of early childhood professionalism has become increasingly important in the academic debate over the last decade as it is documented by a growing body of research published on the topic both nationally (Contini & Manini, 2007; Bondioli & Ferrari, 2004) and internationally (Peeters, 2008; Urban & Dalli, 2008; Urban, 2010). The study presented in this thesis aims at investigating teachers’ conceptualisations of professionalism by focusing on their understandings of educational work. The idea standing at the core of this research is that exploring the concept of professionalism from a ground-up perspective could lead to important reflections for a re-conceptualisation of professional development as a space for change directed from within institutions. The study is framed within a broadly sociological concern that inform the data analysis by contextualising the issue of early childhood professionalism in the contemporary socio-political arena. The research involves sixty teachers operating in state, municipal and private pre-school institutions located in Bologna province that took part to focus groups and interviews. The empirical materials, consisting of oral and written statements, are interpreted through phenomenographical analysis that gives account of how features of professionalism vary across the different institutional settings in which they are played out. This thesis, written in English and informed by an European research background, offers a contribution to the furthering of systemic approaches to the investigation of early childhood education professionalism in the context of the national and international academic debate.

The article explores the developments in German-language anthropology in the past decades, focussing on the period after the 1970s. It argues that the recent history of German-language Ethnologie (social and cultural anthropology) is one of catching-up modernization. German-speaking anthropologists are increasingly involved in, and contribute to, broader theoretical debates, publish in English and in international journals, and are actively engaged in international academic networks. The paper discusses how and under what conditions of knowledge production these transformations have taken place. It analyses the changing institutional environment in which German anthropologists have worked and work today, as well as the theoretical impulses from within and outside the discipline that have given rise to the contemporary orientation of German-language anthropology as an anthropology of the 'present'. Finally, and beyond the focus on Germany, the article offers some ideas on the future of anthropology as a symmetrical social science, characterized by a continued strong reliance on field work and a high level of 'worldliness', a basic attitude of systematically shifting perspectives, the critical reflection of the social and political embeddedness of knowledge production, and an engagement with social theory across disciplinary boundaries.

This article synthesizes findings from a review of the state of research on sustainable land management in Kyrgyzstan and Tajikistan and from an analysis of the interface between research and action. Using the Global Land Project (GLP 2005) analytical framework, we analyzed the distribution of 131 selected publications (including a clearly defined set of local and international academic and gray literature) across the framework's components and links in a social–ecological system. There is a strong emphasis in the literature on the impact of changes in land use and management on ecosystems; however, there is little research on the implications for ecosystem services. This finding is opposed to that of a similar analysis of publications at the global scale (Björnsen Gurung et al 2012). Another major gap was the lack of research on Kyrgyzstan and Tajikistan regarding the influence of global factors on social and ecological systems, despite social, economic, and political integration into global structures since the collapse of the Soviet Union and the increasing influence of climate change. Our analysis disaggregated academic literature published in the region and international academic literature, revealing stark differences. These differences are partly attributable to the legacy of the late Soviet era principle of “rational use of land resources,” which fit the planned economy but lacks approaches for decentralized resource governance. Finally, the emphasis of research on systems knowledge, the lack of transdisciplinary research, and the critical feedback of stakeholders at a regional sustainable land management forum suggest that actionable sustainable land management research on Kyrgyzstan and Tajikistan is rare. Recommendations are made for targeted, application-focused, multistakeholder research and knowledge sharing, including local and international researchers as well as practitioners, policy-makers, and land users.

When the First World War began, the international co-operation of legal academics, which had been a characteristic of the late 19th and early 20th century came to a halt. In the context of the atrocities in Belgium as well as Serbia academics on both sides became involved in the propaganda campaigns of the belligerents on both sides. Not many of them were able to divest themselves. The presentation will claim that as a consequence the time between the First World War and the beginning of the Second can be characterized as «Broken Years» not only in regard to war veterans (Gammage 1974), but also in regard to the international academic discourse on issues of war crimes and the laws of war. This shall be substantiated by a look at academic activities in the interwar period within the International Law Association, the Institut de Droit International, the Interparliamentary Union, the Association Internationale de Droit Pénal and the Internationale Kriminalistische Vereinigung.

This article aims at presenting an already existing research project. The Repertorium Academicum Germanicum (RAG) is supposed to be a "Who’s who" of the graduated and noble scholars of the late medieval Empire. It is designed to record biographical and social data of graduated theologians, jurists, physicians and Masters of Art as well as data of nobles from universities between 1250 and 1550. Furthermore, the project focuses on their examinations, networks, fields of activity in ecclesiastical and secular offices as well as their achievements and legacies (books, treatises, tombs etc). Right now, over 49.000 prosopographic entries are stored in the RAG database, partly available online (www.rag-online.org) and combined with digital maps (infographics), which already provide a basis for research in academic mobility determined by the top scholars of the time. In a next step, it should be possible to draw conclusions not only about personnel and knowledge transfer from university to society, its effects on political systems, daily life, the emergence of new occupational groups and professions, but also about cultural exchange within Europe.

Politicians, social scientists and general readers have noted in both Cuban and international academic forums and periodicals that the well-being enjoyed by the Cuban people in the 1980s has been seriously compromised since the economic crisis of the 1990s. Even for the most skeptical of observers it is clear that this worsening of conditions can be attributed not only to external factors, such as the breakup of the international socialist system, the tightening of the US blockade, and the worldwide economic crisis suffered by underdeveloped countries, but also to internal factors that have kept the country from taking full advantage of the human and material potential available on the island. Although Cuba is currently experiencing an economic recovery from the collapse in GDP in the mid 1990s following the collapse of its ties with the Socialist Bloc, it continues to maintain high import coefficients due to longstanding structural.

The evolution of industrial society to a knowledge society has provided the ideal scenario for the evolution of higher education which has undergone severe changes in the last quarter century. Some of these events are setting new trends, with mobility and academic exchange being some of them. This article aims to formulate a proposal for an exchange program for students from engineering schools in Latin America and the Caribbean, taking as reference the ATHENS Program developed in Europe with considerable success. The proposal is mainly characterized by being a student mobility program to develop intensive courses for short periods of time in various subject areas in the field of engineering, with the aim of making available to more students the benefits of academic mobility for the integral development of the participants. El objetivo de este trabajo es la aportación de un caso que evidencie la importancia de realizar esfuerzos tanto en el terreno económico como en el laboral para conseguir una adecuada retención y atracción del conocimiento científico. Para ello, se analizan los datos de un estudio que destaca estas cuestiones para un país como España, que necesita urgentemente mejorar su balance de movilidad investigadora. Los resultados confirman la importancia de la aplicación de estas medidas y las debilidades que presenta en este tipo de políticas el sistema nacional de investigación, desarrollo e innovación (I+D+i). Abstract: The goal of this paper is to disclose a case study which highlights the impor tance of realising effor ts at an economic and labour scale in order to reach an adequate retention and attraction of scientific knowledge. Although science has evolved during different periods through the flow of mankind and ideas, studies about international mobility of scientists are recent in time. It started mid XXth century with the brain drain phenomenon. To alleviate the loss of scientists, countries have disclosed different politics. Some countries like Singapore, Southern Korea, India and China have been successful in bringing scientists back home. Those countries have made huge effor ts in human resources investments and scientific infrastructures, so as to enforce their national R&D&I systems. Despite such experiences and despite the increasement in terms of evidences related with international scientific mobility, few studies and figures have been disclosed. The goal of this current work is to disclose data, which backs up the liability of such kind of politics that combine effor ts in economic and labour terms. For that reason, data has been analyzed from a study which highlights these key aspects for a country like Spain and which recently established a wide range of politics in order to attract scientists. Despite the increasement of financial resources, such politics have turned out unable to reach a proper balance in terms of mobility research. Such data as well as it analysis comes from the development of an annual survey to Spanish scientists during the period 2008- 2011. Based on sample data and analysis an expectations index for the coming year has been constructed. This compares the level of confidence which related the support and prestige of their national R&D&I systems in which they operate. Two groups where surveyed: young researchers which currently work in Spain and as a group are more likely to go working abroad and Spanish scientists who are currently working abroad. Samples were obtained for young researchers were the following: 2008 (217), 2009 (270), 2010 (390) and 2011 (610). In the case of Spanish scientists abroad, the following data were obtained: 2008 (218), 2009 (250), 2010 (241) and 2011 (167). Both groups assume simple random sampling, with a level of confidence of 95%. The results obtained confirm the importance of this combined effor t of labor and economic policies which presents weaknesses of Spanish national R&D&I systems and its application, so that Spain becomes a pole of excellence in terms of attraction and retention of scientific knowledge.

The rural population is getting smaller as percentage of the total population in the countries. There is a constant depopulation of rural areas to urban areas. The most extreme data are in countries like USA, where the rural population is 1.5%, from which 1% of that amount is part time and only 0.5% full time. On the other side, we have countries with more than 50% rural population. Related to training, cultural development, business and specific weight in society, rural residents have no significance in their societies. As they are few, and separated across the territory they have no influence on their societies. Comparing the USA farmer with one from the EU, we see that the American one is a businessperson and the European one, in most cases is a farm worker. To reduce this gap between these different farmers, we believe that we must train the new generations of children belonging to farming Europe. They must have a common language, English; they must know other countries culture and farming systems, live and network with other young Europeans colleagues,future young farmers. It is what we have coined as AGRO-ERASMUS. A project to be placed within the EU Common Agriculture Policies. The project must be designed before its implementation. Even some previous experience should make better viability. It should make use of a network of agricultural universities in several European countries. Each university would build a "farm school" where young people would learn "English?, and visit and work in small agricultural practices with a correct use of the time. One important subject dealing with should be agribusiness. The procedure based on the ?Farm School? (F-S) experience, should start with young people from 13 years up to 18 years. Their attendance, every summer, to the F-S should be rotated between different countries besides their own. The first and second year, with young people 13/14 years old, the Farm School would last less than three weeks in an English speaking country (Ireland, UK or someone else). They should live with a local family the time they stay outside of the Farm School (F-S). This two years period must be devoted to learn and become familiar with the English language and cultural differences. The rest of the four years left, the Farm Schools will have longer duration and be placed in other countries from the network. The living way would be in multinational teams of young people where the only spoken language would be English. After six years of summer oexistence speaking English and learning new competences and skills with colleagues from other countries, we would have a great team of young and future European farmers, able to travel free and confident through the whole Europe and ready to be engaged in productive, commercial and research activities. These new young farmers may revive European agriculture and would not look any more like rural habitants, but international business-farmers, professionally speaking. In a brief survey among the assistants to the Fifth International Academic Conference titled "Alternative Income Sources in Small Agricultural Holdings of the European Union" held in Krakow (PL) in June 2015, participants from universities and countries like Poland, Hungary, Rep. Czech, Portugal, Romania, etc., expressed the necessity of addressing this problem in a new and bold way.
