Para além da informação: dilemas e desafios da participação

Na era da chamada sociedade da informação, tende-se a pensar que "saber das coisas" faz toda a diferença na hora da escolha por determinado comportamento. O que se percebe, no entanto, é que, sem desmerecer a relevância da informação nos processos de tomada de consciência e empoderamento social, tal correlação está longe de ter uma evidência tão direta. Apesar disso, inúmeras instituições voltadas ao desenvolvimento, mesmo com discursos avançados, ainda se mantém atreladas a visões difusionistas ultrapassadas, que tratam informação e comunicação como sinônimos. Tentar entender a relação entre comunicação e participação cidadã foi o que motivou este estudo, que tem como foco o espaço rural amazônico. Para tanto foi realizado um estudo de caso, levando em conta um processo determinado de indução externa ao desenvolvimento local sustentável (Projeto GESP AN), com destaque para os processo de participação de um ator social específico (Conselho Municipal de Desenvolvimento Rural). Evidenciou- se que a comunicação, enquanto processo de produção e consumo de mensagem, como é normalmente entendida pelos agentes de intervenção, desempenha um papel ambivalente nas dinâmicas do desenvolvimento rural. Podem contribuir para a participação e inclusão das comunidades rurais ou, o contrário, podem limitar, manipular ou impedir o acesso à informação e, portanto, promover um isolamento ainda maior das comunidades periféricas. Revelou-se também uma correlação entre capital social e disseminação da informação relevante nas comunidades.

The focus of this research is centered on organic information production, sharingand use on the enterprise decision making process. The information on the present economy becomes value source for organizations. The organic information is produced on the organization s internal environment been a product of the activities made by execution its functions. Knowing the elements that involve this process gives a great help to managers once the decision making process is permeated by conflicts and different perceptions. Therefore, the organic information can reduce these conflicts on organizational contexts, because it reduces the uncertainness, propitiates more security and more trustworthiness to the decision making process, besides it gives dynamism to people s time involved on the process. The investigated universe was composed by the companies affiliated to Construnova Net, from construction material segment, located at Marilia Region s cities, Sao Paulo State, because it is an important segment which influences the local and regional economy. The methodological proceedings used are based on the qualitative approach which method is related to descriptive and exploratory research. As data collecting instruments were elaborated a structured questionnaire with closed questions and an interview s syllabus which contents are related to the research s aims. As analysis proceedings for the collected data and also to consider the qualitative approach it was chosen the Contents Analysis method from Bardin and more specifically the Categorical Analysis . Consequently, we conclude that it is deficient in production of organic information, or to produce documents that prove and control the activities that are developed within the organization is not satisfactory. From the established goals will be carried out research, conceptual and field, to analyze and evaluate some educational practices and resulting forms of communication and also to assess the effects brought about by replacing the linear communication model and the model of unilateral to multilateral communication networks on digital models, and practices of schooling. The results obtained from both theoretical and practical will be on the selection of concepts, content production, methodologies and resources run by different "means" integrated with the cultural, economic and social development, both locally, regionally or nationally.
