O objetivo deste trabalho é compreender a etapa de ajuste no contexto da gestão do portfólio de projetos, destacando sua relação com os processos de categorização e balanceamento. A pesquisa realizada tem caráter qualitativo, sendo a abordagem adotada o estudo de caso longitudinal. A pesquisa foi desenvolvida em uma empresa do setor químico brasileiro. As evidências, de várias fontes, foram coletadas através de entrevistas, documentos e dados dos sistemas corporativos. Para a compreensão do portfólio de projetos da empresa foram coletados e analisados dados de mil projetos realizados entre 2001 e 2005. Os resultados indicam que maior atenção é dada à etapa de seleção, negligenciando a etapa de ajuste. A adoção de ferramentas de balanceamento permitiu evidenciar lacunas e fontes de desbalanceamento no portfólio de projetos, promovendo o debate entre os tomadores de decisão no que concerne ao viés introduzido pelos critérios adotados na etapa de seleção e levantando a necessidade de introdução de uma sistemática de ajuste e balanceamento. Observou-se que sem uma adequada categorização dos projetos da empresa seria difícil promover a análise de balanceamento.

In autumn 2005 InWEnt (Internationale Weiterbildung und Entwicklung/Capacity Building International gGmbH) on behalf of the EU invited to tender for three web based trainings (WBT). The precondition: either the open-source-platform Stud.IP or ILIAS should be used. The company data-quest decided not to offer the use of either Stud.IP or ILIAS, but both in combination - and won the contract. Several month later, the new learning environment with the combined powers of Stud.IP and ILIAS was ready to serve WBT-participants from all over the world. The following text describes the EU-Project "Efficient Management of Wastewater, its Treatment and Reuse in the Mediterranean Countries" (EMWater), the WBT concept and the experiences with the new Stud.IP-ILIAS-interface.

In the year 1999 approves the Law of Construction Building (LOE, in Spanish) to regulate a sector such as construction, which contained some shortcomings from the legal point of view. Currently, the LOE has been in force 12 years, changing the spanish world of the construction, due to influenced by internationalization. Within the LOE, there regulating the different actors involved in the construction building, as the Projects design, the Director of Construction, the developer, The builder, Director of execution of the construction (actor only in Spain, similar as construcion engineer and abroad in), control entities and the users, but lacks figure Project manager will assume the delegation of the promoter helping and you organize, direct and management the process. This figure assumes that the market and contracts are not legally regulated in Spain, then should define and establish its regulation in the LOE. (Spain Construction Law) The translation in spanish of the words "Project Manager is owed to Professor Rafael de Heredia in his book Integrated Project Management, as agent acting on behalf of the organization and promoter assuming control of the project, ie Integraded Project Management . Already exist in Spain, AEDIP (Spanish Association Integrated of Project Construction management) which comprises the major companies in “Project Management” in Spain, and MeDIP (Master in Integrated Construction Project) the largest and most advanced studies at the Polytechnic University of Madrid, in "Construction Project Management" they teach which is also in Argentina. The Integrated Project ("Project Management") applied to the construction process is a methodological technique that helps to organize, control and manage the resources of the promoters in the building process. When resources are limited (which is usually most situations) to manage them efficiently becomes very important. Well, we find that in this situation, the resources are not only limited, but it is limited, so a comprehensive control and monitoring of them becomes not only important if not crucial. The alternative of starting from scratch with a team that specializes in developing these follow directly intervening to ensure that scarce resources are used in the best possible way requires the use of a specific methodology (Manual DIP, Matrix Foreign EDR breakdown structure EDP Project, Risk Management and Control, Design Management, et ..), that is the methodology used by "Projects managers" to ensure that the initial objectives of the promoters or investors are met and all actors in process, from design to construction company have the mind aim of the project will do, trying to get their interests do not prevail over the interests of the project. Among the agents listed in the building process, "Project Management" or DIPE (Director Comprehensive building process, a proposed name for possible incorporation into the LOE, ) currently not listed as such in the LOE (Act on Construction Planning ), one of the agents that exist within the building process is not regulated from the legal point of view, no obligations, ie, as is required by law to have a project, a builder, a construction management, etc. DIPE only one who wants to hire you as have been advanced knowledge of their services by the clients they have been hiring these agents, there being no legal obligation as mentioned above, then the market is dictating its ruling on this new figure, as if it were necessary, he was not hired and eventually disappeared from the building process. Actualmente existen multitud de aplicaciones creadas para la gestión de proyectos software; cada una de ellas pretende dar solución y facilitar las tareas propias de los gestores y los desarrolladores pertenecientes a los equipos de desarrollo. Los equipos de desarrollo software suelen estar integrados por gran variedad de recursos, tanto humanos como materiales. Cada uno desempeña una función concreta en el proyecto, pudiendo no tener una dedicación plena al proyecto. Por eso, es necesario que dichos recursos sean compartidos entre la cartera proyectos existentes. Para resolver este planteamiento en las aplicaciones de gestión de proyectos, ha sido requisito fundamental que se puedan gestionar varios proyectos de forma simultánea (gestión multiproyecto), pudiendo repartir la dedicación de los recursos entre los proyectos existentes en la cartera. En la actualidad, existe un gran número de metodologías de gestión de proyectos, por lo que, en parte, el éxito del proyecto radica en la elección de la más adecuada. Entre todas las metodologías existentes, este estudio se ha centrado en las cada vez más utilizadas metodologías de gestión de proyectos ágiles; se describe en qué consisten, qué beneficios aportan frente a las metodologías clásicas y cuáles son las más utilizadas por sus ya contrastados beneficios y el valor que aportan a la gestión de proyectos. Por lo descrito anteriormente, otro requisito fundamental a la hora de valorar las aplicaciones de gestión de proyectos ha sido la capacidad de soportar y aplicar metodologías ágiles de gestión de proyectos. En este estudio también se ha tenido en cuenta el tipo de aplicación atendiendo a su instalación y acceso, y se ha realizado la diferenciación entre aplicaciones web- las cuales precisan ser instaladas en un servidor web y son accesibles desde cualquier dispositivo con navegador -, y aplicaciones de escritorio - las cuales precisan estar instaladas en un equipo de forma local y sólo pueden ser accedidas a ellas desde dicho equipo. En este estudio se han evaluado varias aplicaciones, intentando analizar el cumplimiento de las características comentadas anteriormente, dando como resultado tres aplicaciones seleccionadas siendo éstas las que pueden aportar más valor a la hora de gestionar una cartera de proyectos. ABSTRACT. At present, there are many applications aimed at managing software projects. Every application intends to solve and facilitate tasks to managers and developers belonging to the development teams. Software development teams are usually made up of many different human and material resources, each of them developing a specific task in the project and sometimes without a full dedication to the project. Therefore, these resources have to be shared within the existing project portfolio. To meet this need in project management applications, the main requirement is to be able to manage several projects simultaneously (multi-project management), thus allowing resources to be shared within the existing project portfolio. At present, there are a large number of project management methodologies and the success of the project lies in choosing the most appropriate one. Among all the existing methodologies, this study has focused on the increasingly used agile project management methodologies. The study describes the way they work, their added value in comparison traditional methodologies, and which ones are more often used due to their already verified benefits and value in managing projects. Taking into account the above-mention characteristics, another key requirement when assessing the project management applications has been their capacity to support and implement project management agile methodologies. This study has also taken into account the type of application according to its installation and access. A difference is established between web applications – which require to be installed in a web server and are accessible from any device with a web browser – and desktop applications, which must be installed in the equipment to be used and are only accessible from this equipment. The study has assessed several applications by analyzing the compliance with the above-mentioned characteristics and has chosen three applications that provide the management of the project portfolio with an added value.

The main purpose of the study is to develop an integrated framework for managing project risks by analyzing risk across project, work package and activity levels, and developing responses. Design/methodology/approach: The study first reviews the literature of various contemporary risk management frameworks in order to identify gaps in project risk management knowledge. Then it develops a conceptual risk management framework using combined analytic hierarchy process (AHP) and risk map for managing project risks. The proposed framework has then been applied to a 1500 km oil pipeline construction project in India in order to demonstrate its effectiveness. The concerned project stakeholders were involved through focus group discussions for applying the proposed risk management framework in the project under study. Findings: The combined AHP and risk map approach is very effective to manage project risks across project, work package and activity levels. The risk factors in project level are caused because of external forces such as business environment (e.g. customers, competitors, technological development, politics, socioeconomic environment). The risk factors in work package and activity levels are operational in nature and created due to internal causes such as lack of material and labor productivity, implementation issues, team ineffectiveness, etc. Practical implications: The suggested model can be applied to any complex project and helps manage risk throughout the project life cycle. Originality/value: Both business and operational risks constitute project risks. In one hand, the conventional project risk management frameworks emphasize on managing business risks and often ignore operational risks. On the other hand, the studies that deal with operational risk often do not link them with business risks. However, they need to be addressed in an integrated way as there are a few risks that affect only the specific level. Hence, this study bridges the gaps. © 2010 Elsevier B.V. All rights reserved.

The availability of regular supply has been identified as one of the major stimulants for the growth and development of any nation and is thus important for the economic well-being of a nation. The problems of the Nigerian power sector stems from a lot of factors culminating in her slow developmental growth and inability to meet the power demands of her citizens regardless of the abundance of human and natural resources prevalent in the nation. The research therefore had the main aim of investigating the importance and contributions of risk management to the success of projects specific to the power sector. To achieve this aim it was pertinent to examine the efficacy of risk management process in practice and elucidate the various risks typically associated with projects (Construction, Contractual, Political, Financial, Design, Human resource and Environmental risk factors) in the power sector as well as determine the current situation of risk management practice in Nigeria. To address this factors inhibiting the proficiency of the overarching and prevailing issue which have only been subject to limited in-depth academic research, a rigorous mixed research method was adopted (quantitative and qualitative data analysis). A review of the Nigeria power sector was also carried out as a precursor to the data collection stage. Using purposive sampling technique, respondents were identified and a questionnaire survey was administered. The research hypotheses were tested using inferential statistics (Pearson correlation, Chi-square test, t-test and ANOVA technique) and the findings revealed the need for the development of a new risk management implementation Framework. The proposed Framework was tested within a company project, for interpreting the dynamism and essential benefits of risk management with the aim of improving the project performances (time), reducing the level of fragmentation (quality) and improving profitability (cost) within the Nigerian power sector in order to bridge a gap between theory and practice. It was concluded that Nigeria’s poor risk management practices have prevented it from experiencing strong growth and development. The study however, concludes that the successful implementation of the developed risk management framework may help it to attain this status by enabling it to become more prepared and flexible, to face challenges that previously led to project failures, and thus contributing to its prosperity. The research study provides an original contribution theoretically, methodologically and practically which adds to the project risk management body of knowledge and to the Nigerian power sector.

Since the 1990s, scholars have paid special attention to public management’s role in theory and research under the assumption that effective management is one of the primary means for achieving superior performance. To some extent, this was influenced by popular business writings of the 1980s as well as the reinventing literature of the 1990s. A number of case studies but limited quantitative research papers have been published showing that management matters in the performance of public organizations. ^ My study examined whether or not management capacity increased organizational performance using quantitative techniques. The specific research problem analyzed was whether significant differences existed between high and average performing public housing agencies on select criteria identified in the Government Performance Project (GPP) management capacity model, and whether this model could predict outcome performance measures in a statistically significant manner, while controlling for exogenous influences. My model included two of four GPP management subsystems (human resources and information technology), integration and alignment of subsystems, and an overall managing for results framework. It also included environmental and client control variables that were hypothesized to affect performance independent of management action. ^ Descriptive results of survey responses showed high performing agencies with better scores on most high performance dimensions of individual criteria, suggesting support for the model; however, quantitative analysis found limited statistically significant differences between high and average performers and limited predictive power of the model. My analysis led to the following major conclusions: past performance was the strongest predictor of present performance; high unionization hurt performance; and budget related criterion mattered more for high performance than other model factors. As to the specific research question, management capacity may be necessary but it is not sufficient to increase performance. ^ The research suggested managers may benefit by implementing best practices identified through the GPP model. The usefulness of the model could be improved by adding direct service delivery to the model, which may also improve its predictive power. Finally, there are abundant tested concepts and tools designed to improve system performance that are available for practitioners designed to improve management subsystem support of direct service delivery.^

Infrastructure management agencies are facing multiple challenges, including aging infrastructure, reduction in capacity of existing infrastructure, and availability of limited funds. Therefore, decision makers are required to think innovatively and develop inventive ways of using available funds. Maintenance investment decisions are generally made based on physical condition only. It is important to understand that spending money on public infrastructure is synonymous with spending money on people themselves. This also requires consideration of decision parameters, in addition to physical condition, such as strategic importance, socioeconomic contribution and infrastructure utilization. Consideration of multiple decision parameters for infrastructure maintenance investments can be beneficial in case of limited funding. Given this motivation, this dissertation presents a prototype decision support framework to evaluate trade-off, among competing infrastructures, that are candidates for infrastructure maintenance, repair and rehabilitation investments. Decision parameters' performances measured through various factors are combined to determine the integrated state of an infrastructure using Multi-Attribute Utility Theory (MAUT). The integrated state, cost and benefit estimates of probable maintenance actions are utilized alongside expert opinion to develop transition probability and reward matrices for each probable maintenance action for a particular candidate infrastructure. These matrices are then used as an input to the Markov Decision Process (MDP) for the finite-stage dynamic programming model to perform project (candidate)-level analysis to determine optimized maintenance strategies based on reward maximization. The outcomes of project (candidate)-level analysis are then utilized to perform network-level analysis taking the portfolio management approach to determine a suitable portfolio under budgetary constraints. The major decision support outcomes of the prototype framework include performance trend curves, decision logic maps, and a network-level maintenance investment plan for the upcoming years. The framework has been implemented with a set of bridges considered as a network with the assistance of the Pima County DOT, AZ. It is expected that the concept of this prototype framework can help infrastructure management agencies better manage their available funds for maintenance.

El presente proyecto de grado busca contribuir a una efectiva gerencia estratégica de proyectos de inversión orientados a incrementar el valor de empresa en una compañía del sector eléctrico colombiano -- Con el fin de conocer el estado actual de las prácticas de gerencia estratégica de proyectos, se realizó un diagnóstico para medir el nivel de madurez; también se entrevistaron ejecutivos involucrados en el actual proceso de crecimiento, todo lo anterior con el fin de señalar las brechas y oportunidades de mejoramiento en la organización en estudio -- Para conocer la identificación de prácticas que se han implementado en el sector, se entrevistaron expertos que han hecho parte de los procesos de transformación organizacional originados a partir de los procesos de crecimiento corporativo en tres de las principales organizaciones del sector eléctrico colombiano, esto con el propósito de retomar sus experiencias de éxito -- Como marco teórico-metodológico se trabajó con los estándares del PMI para fundamentar los conceptos alrededor de las prácticas a proponer como resultado de esta investigación -- Finalmente se realizó una triangulación de información a través de la cual se integraron los conceptos teóricos y prácticos que permitieron elaborar una propuesta de mejoramiento de la gerencia estratégica de proyectos de crecimiento corporativo
