The Australian Government has set two targets for the nation's universities: (i) increase the proportion of people from low socioeconomic status (SES) backgrounds attending university, to 20 percent of all undergraduate students by 2020; and (ii) increase the proportion of 25 to 34 year-old Australians holding a bachelor's degree, to 40 percent by 2025. Both targets will require an increased effort by governments and universities to enable and encourage more people to access higher education, particularly more from low SES backgrounds. It will also require them to think differently about the problem. Three new concepts are now redefining the equity dimensions of higher education. Despite aspirations to expand the system, students' appetites for university are no longer a given. While universities are seeking to enrol different students in greater numbers, the challenge now is how to give greater voice to this difference. And the limited mobility of students from low SES backgrounds, including those in outer metropolitan and regional areas, is now the most significant indicator of their limited access to higher education and to social mobility. The paper outlines these new conceptions of student equity and how they are informing the research of the National Centre.

Crudely, social inclusion in Australian higher education is a numbers game. While the student recruitment departments of universities focus on ‘bums on seats’, equity advocates draw attention to ‘which bums’, in ‘what proportions’, and, more to the point, ‘which seats’, ‘where’. But if the counting of bums is crude, so is the differentiation of seats. Just distinguishing between courses and universities and scrutinizing the distribution of groups, is a limited view of equity. The most prestigious seats of learning give students access primarily to dominant forms of knowledge and ways of thinking. In terms of access, it is to a diminished higher education, for all. Further, undergraduates – particularly in their first year – are rarely credited with having much to contribute. Higher education is the poorer for it. In this paper I propose an expanded conception for social inclusion and an enlarged regard for what is being accessed by students who gain entry to university. Drawing on Connell’s conception of ‘Southern Theory’, I highlight power/knowledge relations in higher education and particularly ‘southerners’: those under‐represented in universities – often located south of ENTER (Equivalent National Tertiary Entrance Rank) cut‐offs – and whose cultural capital is similarly marginalised and discounted. While increasing regard for the importance of Indigenous knowledges is beginning to challenge the norms of higher education, we are yet to generalise such reconceptions of epistemology to include knowledges particular to people from regional and rural areas, with disabilities, and from low socioeconomic backgrounds. Nor have we really engaged with different ways of thinking about the physical and social worlds that are particular to these groups. To take account of marginalized forms of knowledge and of thinking will mean thinking differently about what higher education is and how it gets done.

I want to begin by thanking Professor Johnson for this opportunity to rehearse and indeed expand on the comments I made earlier this year at the Universities Australia meeting of Vice‐Chancellors in Brisbane. My comments then and now are in part speculative, given that they comment on what might be, although they are also cognizant of what we already know about student equity issues in Australian higher education and of the research data currently available, including research undertaken by the National Centre but also research available more widely, nationally and internationally. Informed by this work, the central thesis that I want to put to you today and to open up to discussion is that if the Australian higher education sector is to take seriously the federal government’s 20/40 targets, then there are three main challenges that need to be confronted.

First, that expansion of higher education provision and of a particular mix, will need to be done in the context of limited excess student demand, certainly compared with previous periods of expansion by the sector. Second, that the 20/40 targets have brought into sharp relief the problems with our current set of definitions and measurements of students: of equity groups (including socioeconomic status) but also student achievement and aspiration. And third, that universities will need to confront the teaching and learning that is higher education. This is the very thing – or at least one of them – for which we would hope school students would aspire.

Leading higher education restructuring is challenging. It involves various degrees of engagement, decision making and strategic alliances to achieve success. Factors such as the fundamental characteristics and practices of higher education, and external factors need to be taken into account. This paper presents the preliminary findings of a case study on organizational restructuring at a higher education institution in Australia. The study focuses on leadership themes appearing during the restructuring. Data for the study were derived from interviews with parties involved - leaders, academic and administrative staff. Analysis of the interviews found three main leadership themes occurring throughout the change process. This study concludes that leadership is a critical factor in organizational change in universities.

The Victorian Planning Minister’s response to the ‘Coastal Climate Change Advisor Report’, initiated by the Baillieu government in 2010, identified the need to “initiate ! a skills audit with the view to developing a range of professional development courses to meet the shortfall of professionals with the capability to assess coastal climate change impacts” (Victoria 2012). The following paper addresses this deficiency by examining how Australia’s higher education and further education sectors currently attend to the issue of coastal planning.

A detailed review of a large number of national and international planning programs was undertaken to highlight the subject matter contained in each program with a specific focus on any coastal planning courses. Working from a theoretical perspective, the first part of the paper addresses why a dedicated subject on Coastal Planning is required in the present Australian planning school syllabus, and how such a program would be positioned within the intent of PIA’s Education Policy.

Utilising the benefits of Problem Based learning and Student Centred Learning in relating to delivering a Coastal planning course, the second part of the paper provides a theoretical overview of the types of competencies which students may be expected to attain when undertaking such a course. The third part of the paper proposes a series of 12 lectures to underpin a unit titled “Coastal Planning: The Australian Context” which includes a draft lecture relating to the monitoring of Coastal Erosion in Adelaide.

Today’s learners exhibits the attitude towards 24/7 access to their learning materials, and wanting these materials to be available in mobile format so it can be portable, and they will be able to access it on-the-go. This paper investigates the use of mobile learning technologies in higher education, and proposes a blended mobile learning model, which has the ability to serve the emerging learning process and delivery, and provide a well balanced learning environment that meets the current learners’ needs.

International VET students have divergent, shifting and in some cases multiple purposes for undertaking their VET courses. Students' motives may be instrumental and/or intrinsic and can include obtaining permanent residency, accumulating skills that can secure good employment, gaining a foothold that leads to higher education, and/or personal transformation. Moreover, students' study purposes and imagining of acquired values are neither fixed nor unitary. They can be shaped and reshaped by their families and personal aspirations and by the social world and the learning environment with which they interact. We argue that, whatever a student's study purpose, s/he needs to engage in a learning practice and should be provided with a high quality education. Indeed, we insist this remains the case even if students enroll only in order to gain the qualifications needed to migrate. The paper details the association between migration and learning, and argues that the four variations emerging from the empirical data of this study that centre on migration and skills' accumulation better explain this association than does the 'international VET students simply want to migrate' perspective. We conclude with a discussion of why the stereotype that holds VET international students are mere 'PR hunters' is unjust and constitutes a threat to the international VET sector.

This chapter compares early twentieth-century Australian novels by Ethel Turner, Mary Grant Bruce, and Lilian Turner to Canadian novels by Nellie McClung and L.M. Montgomery to demonstrate important differences in attitudes towards education and work. Girls’ fiction in these white settler colonies has many similarities, containing strong ideals related to domesticity, education, employment, and femininity. In the Canadian fiction, attitudes towards women’s higher education and employement are generally much more positive. Although both Australian and Canadian girls’ fiction typically conclude with marriage, Montgomery’s Anne of Green Gables and Nellie McClung’s Pearlie Watson are offered the opportunity to pursue higher education and use this education to teach others. In contrast, Lilian Turner’s Paradise and the Perrys, Ethel Turner’s Fair Ines, and Mary Grant Bruce’s ’Possum emphasise the importance of domesticity while also showing how girls sought to earn income without leaving home. Through our comparison of these Canadian and Australian novels, all published between 1908 and 1921, we demonstrate how the different feminine ideals embodied through these heroines are inevitably intertwined with the needs of the nation

The main objective of this paper was to visualize the relation between government spending on basic education and the human capital accumulation process, observing the impacts of this spending on individual investments in higher education, and on economic growth. It is used an overlapping-generations model where the government tax the adult generation and spent it in basic education of the next generations. It was demonstrated that the magnitude of the marginal effect of government spending in basic education on growth crucially depends on public budget constrains. The paper explains why some countries with a lot of public investment in basic education growth at low rates. In that sense if a country has only a lot of public investment in basic education without investment in higher education it may growth at low rates because the taxation can cause distortions in the agents incentives to invest in higher education.

In an age of globalisation and internationalisation, how women learn to represent themselves in terms of their cultural, social and gender identities in the wider world is significant. A group of 17 Japanese women studying in postgraduate courses in three Australian universities were interviewed for part of this longitudinal project, and their case studies are presented in this paper to portray the women's lived experiences and interpret how higher education overseas affects their reconstruction of their 'selves' and traditional Japanese femininity. I set my analytic framework through a discussion of the forceful globalisation of higher education and discourses of identity and 'self', and then analyse the present status of Japanese women in contemporary Japan. I then provide excerpts of the women's narratives which indicate ambivalent 'selves' in transition. Two possibilities have arisen from their narratives to illuminate this ambivalence - one possibility is that women's positive experiences in Australia and their increased and diverse exposure to and experience of other cultures may influence cultural change such as the transformation of constructs of women at home, and challenge existing identity and femininity discourses in Japan. The second possibility is that negative aspects of their 'diasporic experiences' can also articulate other complex identity politics, such as Japanese women's 'double marginalisation' which means being both a woman and a member of an ethnic minority group, conflicts between the homogenisation of 'Asian women' and representations of 'new Japanese women', and their sense of belongingness to their original culture. These contradictory phenomena of identity formations within Japanese women have the potential to shift the debate and challenge current essentialist views of hegemonic homogenisation of regional identities.

The need to improve the management of language learning organizations in the light of the trend toward mass higher education and of the use of English as a world language was the starting point of this thesis. The thesis aims to assess the relevance, adequacy and the relative success of Total Quality Management (TQM) as a management philosophy. Taking this empirical evidence a TQM-oriented management project in a Turkish Higher Education context, the thesis observes the consequences of a change of organizational culture, with specific reference to teachers' attitudes towards management. Both qualitative and quantitative devices are employed to plot change and the value of these devices for identifying such is considered. The main focus of the thesis is the Soft S's (Shared Values, Style, Staff and Skills) of an organization rather than the Hard S's (System, Structure, Strategy). The thesis is not concerned with the teaching and learning processes, though the PDCA cycle (the Action Research Cycle) did play a part in the project for both teachers and the researcher involved in this study of organizational development. Both before the management project was launched, and at the end of the research period, the external measurement devices (Harrison's Culture Specification Device and Hofstede's VSM) were used to describe the culture of the Centre. During the management project, internal measurement devices were used to record the change including middle-management style change (the researcher in this case). The time period chosen for this study was between September 1991 and June 1994. During this period, each device was administered twice within a specific time period, ranging from a year to 32 months.

Assessing Learning in Higher Education addresses what is probably the most time-consuming part of the work of staff in higher education, and something to the complexity of which many of the recent developments in higher education have added. Getting assessment ‘right’– that is, designing and implementing appropriate models and methods, can determine the future lives and careers of students. But, as Professor Phil Race comments in his excellent and thought-provoking foreword, students entering higher education often have little idea about how exactly assessment will work, and often find that the process is very different from anything they have previously encountered. Assessing Learning in Higher Education contains innovative approaches to assessment drawn from many different cultures and disciplines. The chapter authors argue the need for changing assessment and feedback processes so that they embrace online collaboration and discussion between students as well as between ‘students’ and ‘faculty’. The chapters demonstrate that at some points there is a need to be able to measure individual achievement, and to do this in ways that are valid, transparent, authentic – and above all fair. Assessment and feedback processes need to ensure that students are well prepared for this individual assessment, but also to take account of collaboration and interaction. The respective chapters of Assessing Learning in Higher Education all of which are complete in themselves, but with very useful links to ideas in other chapters, provide numerous illustrations of how this can be achieved.
