In this paper, we propose to study a class of neural networks with recent-history distributed delays. A sufficient condition is derived for the global exponential periodicity of the proposed neural networks, which has the advantage that it assumes neither the differentiability nor monotonicity of the activation function of each neuron nor the symmetry of the feedback matrix or delayed feedback matrix. Our criterion is shown to be valid by applying it to an illustrative system. (c) 2005 Elsevier Ltd. All rights reserved.

Drought is a global problem that has far-reaching impacts and especially 47 on vulnerable populations in developing regions. This paper highlights the need for a Global Drought Early Warning System (GDEWS), the elements that constitute its underlying framework (GDEWF) and the recent progress made towards its development. Many countries lack drought monitoring systems, as well as the capacity to respond via appropriate political, institutional and technological frameworks, and these have inhibited the development of integrated drought management plans or early warning systems. The GDEWS will provide a source of drought tools and products via the GDEWF for countries and regions to develop tailored drought early warning systems for their own users. A key goal of a GDEWS is to maximize the lead time for early warning, allowing drought managers and disaster coordinators more time to put mitigation measures in place to reduce the vulnerability to drought. To address this, the GDEWF will take both a top-down approach to provide global real-time drought monitoring and seasonal forecasting, and a bottom-up approach that builds upon existing national and regional systems to provide continental to global coverage. A number of challenges must be overcome, however, before a GDEWS can become a reality, including the lack of in-situ measurement networks and modest seasonal forecast skill in many regions, and the lack of infrastructure to translate data into useable information. A set of international partners, through a series of recent workshops and evolving collaborations, has made progress towards meeting these challenges and developing a global system.

Deviations from the average can provide valuable insights about the organization of natural systems. The present article extends this important principle to the systematic identification and analysis of singular motifs in complex networks. Six measurements quantifying different and complementary features of the connectivity around each node of a network were calculated, and multivariate statistical methods applied to identify singular nodes. The potential of the presented concepts and methodology was illustrated with respect to different types of complex real-world networks, namely the US air transportation network, the protein-protein interactions of the yeast Saccharomyces cerevisiae and the Roget thesaurus networks. The obtained singular motifs possessed unique functional roles in the networks. Three classic theoretical network models were also investigated, with the Barabasi-Albert model resulting in singular motifs corresponding to hubs, confirming the potential of the approach. Interestingly, the number of different types of singular node motifs as well as the number of their instances were found to be considerably higher in the real-world networks than in any of the benchmark networks. Unlike other technology, lCT has the tremendous capacity to eliminate various social and economic barriers impeding the poor, helping them discover their potential. Wider access and use of lCT can improve social networks and increase civic engagement, thereby improving social fabric and developing social capital. Thus, scholars now have realized lCT plays a primary role in the formation and maintenance of social network. This paper identifies microfinance programs as an agent with unparalleled capacity to facilitate access to lCT and thus the formation of social capital and socio-economic development of the poor. In this paper, we also discuss the role of MFls in developing social capital in
South Asia and present an analytical model of how the intervention of microfinance can facilitate access to lCT by the poor with the result of an improved both socio-economic situation and social capital.

This article adds to the ongoing debate on the relationship between poverty reduction, profits, and environmental sustainability. Drawing from the literature, it presents a conceptual model with propositions to explain how social entrepreneurs can lead to sustainable development in developing countries. These propositions are further strengthened by using a descriptive case of Waste Concern—an initiative of social entrepreneurs—in Bangladesh. Findings illustrate that, despite contextual constraints in developing countries, it is possible to have sustainable development with no trade-off between poverty reduction and environmental sustainability. This win-win outcome is possible through the innovative approaches and creative thinking of social entrepreneurs who, rather than being hindered by contextual constraints, act as catalysts for sustainable development. The findings have implications for academics and policy-makers, highlighting the significance of supporting social entrepreneurs to come up with innovative methods for sustainable development.

Recentemente, a questão da Responsabilidade Social Empresarial tem se apresentado perante a sociedade como um assunto significativamente relevante, polêmico e dinâmico. Embora estudos mostrem que empresas têm abordado este tema através de uma gestão formal das ações socialmente responsáveis junto aos seus públicos envolvidos, deve-se destacar que poucas empresas implementam esta prática em seus negócios por desconhecerem seus resultados. Este trabalho visa contribuir para o preenchimento desta lacuna, analisando práticas e conceitos vinculados a este tema. O estudo busca, então, avaliar o grau de Responsabilidade Social Interna numa organização, partindo da experiência da empresa de auditoria e consultoria Deloitte Touche Tohmatsu, com foco em sua área de Consultoria Empresarial do escritório do Rio de Janeiro. Tomou-se como base teórica, conceitos sobre autogestão e organização comunitária, responsabilidades e papel social da organização, desenvolvimento sustentável e a responsabilidade social da empresa. O trabalho apresenta uma pesquisa de abordagem qualitativa e, com relação aos meios, bibliográfica e de campo. A pesquisa foi aplicada junto a 41 consultores, dos quais 37 responderam ao questionário previamente elaborado. Como resultado, a investigação aponta para confirmação das suposições levantadas, ou seja, a Responsabilidade Social Empresarial pode ser utilizada como uma forma de gestão capaz de focar os seus negócios no desenvolvimento sustentável, no relacionamento transparente com os públicos envolvidos e no compromisso com a sociedade.

Purpose – This case study presents an impact assessment of Corporate Social Responsibility (CSR) programs of the TFM Company in order to understand how they contribute to the sustainable development of communities in areas in which they operate. Design/Methodology/Approach - Data for this study was collected using qualitative data methods that included semi-structured interviews and Focus Group Discussions most of them audio and video recorded. Documentary analysis and a field visit were also undertaken for the purpose of quality analysis of the CSR programs on the terrain. Data collected was analyzed using the Seven Questions to sustainability (7Qs) framework, an evaluation tool developed by the Mining, Minerals and Sustainable Development (MMSD) North America chapter. Content analysis method was on the other hand used to examine the interviews and FGDs of the study participants. Findings - Results shows that CSR programs of TFM SA do contribute to community development, as there have been notable changes in the communities’ living conditions. But whether they have contributed to sustainable development is not yet the case as programs that enhance the capacity of communities and other stakeholders to support these projects development beyond the implementation stage and the mines operation lifetime need to be considered and implemented. Originality/Value – In DRC, there is paucity of information of research studies that focus on impact assessment of CSR programs in general and specifically those of mining companies and their contribution to sustainable development of local communities. Many of the available studies cover issues of minerals and conflict or conflict minerals as mostly referred to. This study addressees this gap.
