O objetivo deste trabalho é compreender e avaliar a utilização da Contratualização de Resultados pela Secretaria Municipal de Assistência Social de São Paulo com entidades privadas sem fins lucrativos, em especial para a prestação do serviço de acolhimento institucional. Para tanto, buscaremos apresentar as características desse novo formato de relacionamento do Estado com a sociedade civil e avaliar em que medida o acordo de resultados pode colaborar com a melhoria da efetividade na prestação deste serviço no município de São Paulo.

Este trabalho trata dos desafios de implementação em nível local do Programa Nacional de Acesso ao Ensino Técnico e Emprego – Brasil Sem Miséria (Pronatec-BSM) a partir de uma perspectiva de gênero. A dissertação buscou problematizar o acesso de mulheres de baixa renda em cursos de qualificação profissional. A qualificação profissional tem sido alvo de políticas públicas desde a criação das primeiras escolas técnicas pelo presidente Getúlio Vargas, na década de 1940, até os dias de hoje. O Pronatec – vigente desde 2011 – configura-se atualmente como a política mais recente nesse campo de atuação. De abrangência nacional e coordenado pelo Ministério da Educação, o Programa, que prevê parcerias com outros ministérios e com outros níveis da federação para que seja executado, oferece diversas modalidades de oferta de cursos, dentre essas modalidades, a Bolsa Formação Trabalhador, a qual prioriza o ingresso do público beneficiário dos programas sociais do governo federal. Compreendendo a relevância do Pronatec no percurso das políticas de qualificação profissional no Brasil, esta dissertação o toma como objeto de análise buscando problematizar os desafios enfrentados em sua implementação e a relação desses desafios com a perspectiva de gênero. Como estudos de caso foram analisadas as experiências de implementação em dois municípios da região metropolitana de São Paulo: Suzano e Osasco. As fontes analíticas para o estudo constituiram-se: a) falas de gestores e gestoras nacionais, b) conteúdo dos materiais produzidos pelo governo federal para regular e orientar a execução do Programa nos municípios; e, finalmente, c) discursos das pessoas envolvidas na implementação local – de servidores(as) municipais, de funcionário(as)s das escolas e das próprias beneficiárias. A pesquisa identificou (1) a necessidade da construção de convergências entre as instituições para que o Programa1 se efetive e, (2) a relevância das imagens de gênero que permeiam as ações de implementadores(as) de todos os níveis e que influenciam, por sua vez, o acesso de mulheres de baixa renda aos cursos de qualificação profissional em que sua presença é minoritária.

The study focuses on the psychology and Social Well-being Policy encounters. The objective is to understand how the psychologists in the health services of Natal, RN, specifically in the Basic Health Units and social assistance, experience their daily practices. The methodology included observation and interviews of 13 psychologists regarding their daily activities and forms of practice in these services. We utilized an interview protocol directed at the affective memory and the professional life history of these technicians. Field notes were used to produce a cartography of the encounter intensities experienced by the researcher in the investigated context. The data analysis enabled the construction of the following analytic axes: 1) Work processes and proximity/ distancing points between these fields; 2) Forms of government and life management in the well-being context; 3) Experiments of self in the daily services. The first axis showed the precariousness of working conditions (remuneration issues, lack of structure, of training and autonomy for the activities). In the second axis the identified care forms produced in these fields indicated an adherence to the production of ideal subjects characterized as autonomous, productive, healthy and aware of own rights . These were considered normative insofar as they express attempts to break with the established patterns. In the third axis, many technicians experienced constraint with the daily activities because they found themselves in contexts that were adverse to the habitual forms of action. This situation provoked two distinct forms of positioning: a) action expressed by compassion, pity and resentment; b) investment in the practices themselves, so as to overcome its limits and to respond innovatively to the difficulties and/or challenges that these contexts provoke

This research comprises a study about the social assessment performed by the Social Worker in the review process of the Benefit of Continued Installment. The Benefit of Continued Installment was implemented in 1996 and guarantees a minimum salary to the deficiency person and to an elder with sixty five years or more and that proves not to have ways to support neither himself/herself nor his/her own family. It is a demand to include in the BPC that the maximum income of a family does not exceed ¼ of minimum salary and that every two years this benefit to be revised to evaluate its continuity based in its original conditions. This study was carried out in the municipality of Natal/RN, with thirteen social workers, being the collection of data performed through interviews and social assessments of the users that count with the benefit. The results show that the users selected by the criterion of the income, present a profile of poverty and deprivations demonstrated through several situations survived in its daily life, indicative of vulnerability. It was demonstrated that the Social workers has relative autonomy in the evaluations along with the users and that it denotes the necessity of inclusion. However, by following the imposed criteria, it corroborates with the logic of exclusion. So, it is identified in the Municipality of Natal/RN, following the orientation given the politics of social work at national level, the implementation of revision of the BPC, for the social workers, from rigorous processes of selection and exclusions

This article is the result of a research study concluded in 2003, which aimed at investigating how the conception of Law is expressed in the actions of the so-called social pastoral commissions of the Catholic Church in Londrina, Brazil. By observing that the conception of charity and that of social rights walk side-bi-side within the Catholic Church, a question emerged: how is the conception of social right expressed in the actions of social pastoral commissions? Charity is preached as a Christian duty, as an action expressed in the experience of solidarity towards others who are in a situation that prevents them from having minimal living conditions. At least at discourse level, the actions developed are not limited to provide basic goods, clothes or medicine. We realized that those who act in social pastoral commissions, driven by values such as love to fellow human beings and solidarity, have not lost sight of the idea of social right - on the contrary, they have been reinforcing it. © 2006 Programa de Pós-Graduação em Sociologia - UFRGS.

In order to understand what is the situation of entities that serve children and adolescents today, as well as the institutional plot that comprises these institutions, we aimed to formulate a set of paradigmatic possibilities that would allow us to understand the configuration of the dialectical field of various pulses, in which these entities are located. We detected the subjects we associate with counterparts paradigms of Charity, of Human Promotion, of Philanthropy, of assistentialist government patronage, of Social Work as a State Policy, and finally, another set of events that we propose to designate as the paradigm of Citizen Subjects we associate with the ethical perspective of People Education. These paradigmatic possibilities range from the simply various and contrasting ones, including the similar and competing ones, to the dialectically contradictory ones. Its spectrum oscillates between tutelage and citizenship. The characterization of these didactic paradigms can provide us a compass that is required in a highly complex social field, allowing us to understand the variety of ethical effects promoted by these paradigms in the social field.
