The scarcity of large parcels of land in well-serviced areas is one motivator for redeveloping industrial or commercial property that is abandoned or underused and often environmentally contaminated – so-called brownfield land. Poor industrial waste disposal practices caused by industrial activities including gas works, factories, railway land and waste tips have contributed to many instances of contaminated land identified as brownfield sites. It is estimated there are between 10,000 and 160,000 brownfield sites in Australia, with Queensland accounting for around 4000 of these.

Management of the industrial nations' hazardous waste is a current and exponentially increasing, global threatening situation. Improved environmental information must be obtained and managed concerning the current status, temporal dynamics and potential future status of these critical sites. To test the application of spatial environmental techniques to the problem of hazardous waste sites, as Superfund (CERCLA) test site was chosen in an industrial/urban valley experiencing severe TCE, PCE, and CTC ground water contamination. A paradigm is presented for investigating spatial/environmental tools available for the mapping, monitoring and modelling of the environment and its toxic contaminated plumes. This model incorporates a range of technical issues concerning the collection of data as augmented by remotely sensed tools, the format and storage of data utilizing geographic information systems, and the analysis and modelling of environment through the use of advance GIS analysis algorithms and geophysic models of hydrologic transport including statistical surface generation. This spatial based approach is evaluated against the current government/industry standards of operations. Advantages and lessons learned of the spatial approach are discussed.

Thirty sites were sampled in southern Biscayne Bay and Manatee Bay in December 1999 to determine the extent of toxicity in sediments. Analyses and assays included: pesticides and phenols in seawater; chemical contaminants in sediment; amphipod mortality, HRGS P450, sea urchin sperm fertilization and embryology, MicrotoxTM, MutatoxTM, grass shrimp AChE and juvenile clam mortality assays; sea urchin sperm, amphipod and oyster DNA damage; and benthic community assessment. Sediment sites near the mouth of canals showed evidence of contamination. Contaminant plumes and associated toxicity do not appear to extend seaward of the mouth of the canals in an appreciable manner. Concentrations of contaminants in the sediments in open areas of Biscayne and Manatee Bays are generally low. (PDF contains 140 pages)

Toxic-waste associated with coastal brownfield sites can pose serious risks to human and environmental health. In light of anticipated sea-level rise (SLR) due to global climate change, coastal brownfields require heightened attention. The primary intent of this study is to pose questions and encourage discussion of this problem among policy makers. Impacts from SLR on coastal zones are examined within a brownfield policy framework and, current coastal brownfield policy discussions with respect to SLR are also examined. (PDF contains 4 pages)

Este estudo baseou-se na análise dos mecanismos de transferência de elementos potencialmente tóxicos (PTE’s) entre o solo, a solução do solo e as plantas como forma de realizar uma avaliação mais eficaz do risco em áreas agrícolas. Foram aplicados conceitos recentemente desenvolvidos para a avaliação da reactividade biogeoquímica de contaminantes no solo e da sua partição sólido:solução recorrendo-se a modelos empíricos (tipo Freundlich). Estes modelos permitiram analisar a transferência de PTE’s ao longo da cadeia alimentar e avaliar o impacto da contaminação do solo na qualidade da alimentação animal (forragens) e Humana (vegetais e carne) em Portugal. Os modelos empíricos de transferência solo-planta de PTE’s foram utilizadas para obter limites críticos para estes elementos em solos agrícolas em Portugal, a partir dos seus limites legais nos alimentos para animais e teores máximos nos géneros alimentícios. Simultaneamente, modelos de exposição Humana a contaminantes do solo, desenvolvidos noutros países da UE foram analisados e foi proposto um modelo de exposição para Portugal. Este trabalho é uma contribuição para o desenvolvimento de critérios de qualidade de solos para áreas agrícolas em Portugal, tendo em vista a protecção da saúde animal e Humana. Contribuiu também para o desenvolvimento de uma estratégia de harmonização de políticas de protecção do solo (nomeadamente no que diz respeito aos problemas de contaminação) na União Europeia.

La protection de l’environnement est un enjeu capital de la société contemporaine. Suite à la révolution industrielle, la contamination de l’environnement a pris divers chemins pour se retrouver dans notre eau, notre atmosphère et, de manière parfois moins évidente, dans nos sols. Considérant le nombre de sites contaminés répertoriés par le ministère du Développement durable, de l’Environnement et des Parcs, on peut s’interroger sur l’efficacité des dispositions prévues à la section IV.2.1 de la Loi sur la qualité de l’environnement qui prévoit des pouvoirs d’ordonnance de caractérisation et de réhabilitation pouvant viser de manière rétroactive non seulement le pollueur et celui ayant permis la contamination, mais également, dans certains cas, le gardien, à quelque titre que ce soit, du terrain. En 2003, le cadre réglementaire en matière d’ordonnances de décontamination a fait l’objet d’une réforme majeure, dont les grandes lignes sont rapportées dans la première partie de cette étude. Toutefois, l’application de ces mesures relève d’un pouvoir de nature discrétionnaire pour le ministre, cette discrétion faisant l’objet de développements dans la deuxième partie de notre mémoire. Le nombre d’ordonnances rendues par le ministre en matière de décontamination des sites est si peu élevé qu’on ne peut éviter de traiter, dans la dernière partie de notre étude, de l’éventuelle responsabilité de l’État en lien avec la contamination des sols, considérant les principes de développement durable et surtout, d’équité intergénérationnelle qui, selon nous, devraient se refléter dans l’application des pouvoirs d’ordonnance du ministre de l’Environnement.

Organic materials such as compost are often proposed as suitable materials for the remediation of contaminated brownfield sites intended for soft end-use. In addition to vitalising the soil, they are also believed to immobilise metals thereby breaking contaminant-receptor pathways and reducing the ecotoxicity of the contaminants. However, some research has demonstrated contradictory effects between composts on metal immobilisation. In the present study, four different composts and a liming product containing organic matter (LimeX70) were tested to examine both their metal retention and toxicity reduction capabilities on three different metal contaminated soils. Leaching tests, a plant growth test with Greek cress (Lepidium sativum), an earthworm (Eisenia fetida) survival and condition test and a bacterial toxicity test using Vibrio fischeri were carried out. The leaching test results showed that spent mushroom compost caused an increase in metal concentration in the leachates, while LimeX70 caused a decrease. The variation in behaviour between different amendments for each soil was high, so a generic conclusion could not be drawn. Toxicity tests showed significant reduction of metal bioavailability and toxicity for Greek cress, earthworms and bacteria. The results also suggest that more research should be undertaken to understand the mechanisms involved in metal complexation using different types of organic matter, in order to optimise the use of organic materials like compost for soil remediation. The uptake of arsenic (As) by plants from contaminated soils presents a health hazard that may affect the use of agricultural and former industrial land. Methods for limiting the hazard are desirable. A proposed remediation treatment comprises the precipitation of iron (Fe) oxides in the contaminated soil by adding ferrous sulfate and lime. The effects on As bioavailability were assessed using a range of vegetable crops grown in the field. Four UK locations were used, where soil was contaminated by As from different sources. At the most contaminated site, a clay loam containing a mean of 748 mg As kg(-1) soil, beetroot, calabrese, cauliflower, lettuce, potato, radish and spinach were grown. For all crops except spinach, ferrous sulfate treatment caused a significant reduction in the bioavailability of As in some part of the crop. Application of ferrous sulfate in solution, providing 0.2% Fe oxides in the soil (0-10 cm), reduced As uptake by a mean of 22%. Solid ferrous sulfate was applied to give concentrations of 0.5% and 1% Fe oxides: the 0.5% concentration reduced As uptake by a mean of 32% and the 1% concentration gave no significant additional benefit. On a sandy loam containing 65 mg As kg(-1) soil, there was tentative evidence that ferrous sulfate treatment up to 2% Fe oxides caused a significant reduction in lettuce As, but calabrese did not respond. At the other two sites, the effects of ferrous sulfate treatment were not significant, but the uptake of soil As was low in treated and untreated soils. Differences between sites in the bioavailable fraction of soil As may be related to the soil texture or the source of As. Hardcore, or long-term derelict and vacant brownfield sites which are often contaminated, form a significant proportion of brownfield land in many cities, not only in the UK but also in other countries. The recent economic recession has placed the economic viability of such sites in jeopardy. This paper compares the approaches for bringing back hardcore brownfield sites into use in England and Japan by focusing on ten case studies in Manchester and Osaka, using an `agency'-based frame- work. The findings are set in the context of (i) national brownfield and related policy agendas; (ii) recent trends in land and property markets in both England and Japan; and (iii) city-level comparisons of brownfields in Manchester and Osaka. The research, which was conducted during 2009 ^ 10, suggests that hardcore brownfield sites have been badly affected by the recent recession in both Manchester and Osaka. Despite this, not only is there evidence that hardcore sites have been successfully regenerated in both cities, but also that the critical success factors (CSFs) operating in bringing sites back into use share a large degree of commonality. These CSFs include the presence of strong potential markets, seeing the recession as an opportunity, long-term vision, strong branding, strong partnerships, integrated development, and getting infrastructure into place. Finally, the paper outlines the policy implications of the research.
