The era of legislation and creditable methods towards producing sustainable buildings is upon us. Yet, a major barrier to achieving environmental responsive design is in the lack of available information at the programming or pre-design phases of a project. The review and evaluation of climate as well as energy-efficient strategies could be difficult to consider at these preliminary stages. Until recently, introducing energy simulation tools at the design stage has been difficult and perhaps next to impossible at a pre-design or programming stage. However, analysis of this sort is essential to ‘green building rating’ or performance assessment schemes such as LEED (Leadership in Energy and Environmental Design) and BREEAM (Building Research Establishment Environment Assessment Method). This paper discusses the implementation of a particular tool, ENERGY-10, where ‘basecase’ building defaults are compared to a low-energy case which has applied multiple energy-efficient strategies automatically. An annual hour-by-hour simulation provides a daylighting calculation with a subsequent thermal evaluation. Calculation results provide energy consumption, peak load equipment sizing, a RANK feature of the energy-efficient strategies, reporting of CO2, SO2 and NOx reduction, optimum glazing type as well as excellent graphic output. Consideration is given as to the approach of how such information can be introduced into the building project brief enforcing a low-energy
performance target.

A practical experiment is described which was used to help university students increase their understanding of the effect of construction methods and window design on passive solar heating and electrical heating. A number of one tenth scale model rooms were constructed by students and sited out-of-doors in the late autumn. The models were fabricated to mimic available commercial construction techniques with careful consideration being given to window size and placement for solar access. Each model had a thermostatically controlled electric heating element. The temperatures and electricity use of the models were recorded using data-loggers over a two week period. The performances of the models based on energy consumption and internal temperature were compared with each other and with predictions based upon thermal mass and R-values. Examples of questions used by students to facilitate this process are included. The effect of scaling on thermal properties was analysed using Buckingham’s p-theorem.

The following research has been undertaken as a response to the recent controversy regarding the suitability of rammed earth wall construction as an effective building envelope. Empirical (in-situ) measurements of temperature and heat flux are taken on the walls of an existing rammed earth building in New South Wales, Australia. An analysis is performed which examines the influence of walls, floor, ceiling and windows on the recorded temperatures within the building. It appears that diffuse sky radiation transmitted by the windows is an important factor in the summer heat load, and that night time cooling coupled with thermal mass has a valuable conditioning effect.

It is commonly assumed that solar hot water systems save energy and reduce greenhouse gas emissions. Very rarely has the life-cycle energy requirements of solar hot water systems been analysed, including their embodied energy. The extent to which solar hot water systems save energy compared to conventional systems in Melbourne, Australia, is shown through a comparative net energy analysis. The solar systems provided a net energy saving compared to the conventional systems after 0.5 to 2 years, for electricity and gas systems respectively.

The Built Environment Research Group (BERG) at the School of Architecture and Building at Deakin University is involved in the monitoring of building energy consumption, lighting and acoustic levels, as well as material and thermal performance. Such measurements have taken place in several buildings over the last few years. This has been the result of a deliberate policy of BERG to initiate a process that completes the loop of design, prediction, monitoring, verification, teaching, then back to design again. This paper presents a summary of some projects that have involved building monitoring. We have established a methodology for measuring buildings which will be discussed, as well as the reasoning behind our desire to monitor buildings in general. The paper will present a summary of the results of measurement acquired to date (energy consumption, schedules, operation, etc.) and the lessons that have been learned from this monitoring program.

This paper presents an idea of using solar powered adsorption ice making system as an alternative or an auxiliary way for the traditional ice storage air conditioning systems. A simple solar adsorption refrigeration system runs in intermittent cycle. It makes cooling effect at night, and the cooling effect can be stored for the day use. It fits in well with the cycle of the existing off-peak ice storage air conditioning system. On the top of green effect of the solar powered ice making system, the idea is specifically beneficial for places where the price of the off-peak electricity is not significantly lower than peak price. Based on our many years experience on the solar ice making systems, the paper discusses the technical feature of the solar ice making technology and the solutions we are working on to attack the problems which may have potential damage to application of the solar ice making system for air conditioning purposes.

A new solar absorber structure has been proposed and studied in this paper. The metal tubes running perpendicular to a set of parallel rectangular metal fins make the solar absorber with rectangular slots. Studies on the collector were theoretically carried out in the aspects of heat transfer, thermodynamics and . hydrodynamics. The calculating methods for calculating fin efficiency F and efficiency factors of the collector F' were obtained. The results showed that the new solar collector would have the higher efficiency and better performance at higher fluid temperature than that of the traditional flat-plate collectors. A collector prototype with the new structure was built and tested. The testing results agree with our theoretical results.

An experimental rig with a flat-plate solar reactor was built to study the effectiveness of degradation using the reactive methylene blue as sensitive objective. The factors that affect the degradation performance, such as dosages of photocatalyst (Ti02), initial concentration of reactive methylene blue, flow rate through the flat-plate reactor, solar UV radiation intensity and decolourising efficiency of the solution, have been investigated. The results showed that the solar PCO process with a Flat-plate Reactor could degrade the methylene blue and decolour in methylene blue solution efficiently.

To solve the leaking problem faced by current vacuum adsorption refrigeration systems, the authors have carried out a series of studies on the concept of raising the system's pressure to around atmospheric pressure with an inert gas (eg. Helium) as the pressure-adjusting agent. This paper presents the simulation of the performance oj the activated carbon-methanol adsorption refrigeration operating at near atmospheric pressure powered by solar energy. This simulation can be refereed in the prototype design.

Costa Rica is a small Central American nation that has gained an international reputation as a leader in environmental conservation. This has formed the base for its highly successful and lucrative small-scale ecotourism industry. However, there are threats from high rates of deforestation and expanding large scale tourism that is trading on strong environmental credentials. This paper sets out an ecologically sustainable economic framework to firstly examine the Costa Rican experience, and then analyse lessons for general policy development of any ecotourism industry. The analysis is conducted from a political economy perspective on the trade-offs between small-scale and large-scale tourism.

The Australian Taxpayers'€™ Charter was introduced in 1997 and a revised version in November 2003. This is therefore an appropriate time to review the contribution of this initiative. This article traces the development of such modern charters and then specifically the development of tax charters. The Australian Taxpayers' Charter and the Australian Tax Office'€™s ("€œATO"€) experience with it are then examined. Among other possible advantages, the Charter may be used as a measure of the ATO'€™s performance. Taxpayers’ views regarding the extent to which the ATO meets its obligations under the Taxpayers'€™ Charter, as expressed in two surveys of Australian voters (N = 2,040 and 2,374), are presented. Generally the taxpayers are supportive. The results of the survey also support the ATO'€™s view that the Charter fits in with compliance policy. Finally, the Charter demonstrates how initiatives in tax administration might he successfully achieved.

In Public Policy and Administration Taylor (1999) concluded that the charter system was inadequate to safeguard consumers’ and citizens’ interests and that they would have to have a greater input to ensure success. Following its introduction in 1991, the Charter initiative certainly made an impact and by 1997 there were 40 main charters and perhaps 10,000 local ones. However since then the original Citizen’. Charter has, in the words of one commentator, ‘perished, or at least atrophied’ Drewry (2002, p.12). There is little doubt that it could have been more effective. For example, tax charters seem to have had more success - indeed the UK Taxpayers’ Charter pre-dates the Citizen’. Charter, having been introduced in 1986. This paper therefore reviews the Charter initiative in the light of the development of tax charters and describes a particularly successful one - the Australian Taxpayers’ Charter - that continues to provide a clear focus on twelve basic principles of tax administration. An important factor in the Australian success appears to be the more strategic approach taken with respect to the implementation, monitoring and development of its Taxpayers’ Charter. The paper also presents relevant results of two surveys (N = 2,040 and 2,374) on the extent to which Australian voters consider the Australian Tax Office adheres to the principles outlined in the Charter. The evidence is consistent with Taylor’. (1999) views and concludes that initiatives such as the Citizen’. Charter would benefit from more strategic or systematic preparation that incorporates the views and expertise of a wide range of stakeholders before being introduced and for the initiative to become an integral part of the approach to standards of service thereafter.

Issue addressed: Climate changes and environmental degradation caused by anthropogenic activities are having an irrefutable impact on human health. The critical role played by health promotion in addressing environmental challenges has a history in seminal charters − such as the Ottawa Charter for Health Promotion − that explicitly link human well-being with the natural environment. The lack of documented practice in this field prompted an investigation of health promotion practice that addresses climate change issues within health care settings.

Methods: This qualitative study involved five case studies of Victorian health care agencies that explicitly identified climate change as a priority. Individual and group interviews with ten health promotion funded practitioners as well as document analysis techniques were used to explore diverse practices across these rural, regional and urban health care agencies.

Results: Health promotion practice in these agencies was oriented toward: active and sustainable transport; healthy and sustainable food supply; mental health and community resilience; engaging vulnerable population groups such as women; and organisational development.

Conclusion: Despite differences in approach, target population and context, the core finding was that health promotion strategies, competencies and frameworks were transferable to action on climate change in these health care settings.

In Australia and New Zealand, the strategies employed by governments to remedy prejudice, intolerance and hatred occur on a continuum; ranging from global mission statements about multiculturalism/ biculturalism, through to the enactment of civil anti-discrimination and anti-vilification legislation. In some jurisdictions, these civil remedies have been extended to criminal codes and sentencing legislation, and enshrined in human rights charters. In the place of a comprehensive outline of each of the nine jurisdictions, case studies from throughout the region are presented as exemplars of the strategies employed and barriers faced in reducing prejudice-related violence.

The differences between the Australian and New Zealand jurisdictions belies a common theme that frames the delay in developing legislative responses to hate crime and the paucity of cases to reach the point at which they begin to establish an agreed set of norms and values about the abhorrence of prejudice and hatred. At most turns—whether political or public rhetoric, or legislative and policy development - there is a frontier denial, minimisation and negation of prejudice and hatred.
