A Lei Complementar n. 95/1998 e a técnica de alteração das leis

Procura identificar as causas das falhas nos procedimentos de alteração das leis e apontar possíveis caminhos para a solução do problema. Para tanto, analisam-se a técnica de alteração das leis estabelecida na Lei Complementar n. 95/1998 e casos de incoerências e controvérsias textuais na legislação federal decorrentes de alterações feitas com descuido da boa técnica legislativa, mesmo após o advento da referida lei complementar.

Investiga as razões da continuidade de falhas de técnica legislativa no procedimento de alterações de leis, apesar da existência da Lei Complementar n. 95, de 26 de Fevereiro de 1998, que disciplina a matéria. Aponta possíveis caminhos para solucionar o problema, a partir da análise de casos de incoerências e controvérsias textuais decorrentes de alterações promovidas na legislação federal, após a edição da referida lei.

PICES-GLOBEC International Program on Climate Change and Carrying Capacity: Summary of the 1998 MODEL, MONITOR and REX Workshops, and Task Team Reports.

This volume summarizes the results of three workshops organized by the PICES-GLOBEC Climate Change and Carrying Capacity Program that were held just prior to the PICES Seventh Annual Meeting in Fairbanks, Alaska, in October 1998. These workshops represent the efforts of the REX, MODEL, and MONITOR Task Teams to integrate the results of national GLOBEC and GLOBEC-like programs to arrive at a better understanding of the ways in which climate change affects North Pacific ecosystems. 1998 warmwater fish survey of Vancouver Lake, Clark County

The Vancouver Lake warmwater fish population was sampled during the fall of 1998. Vancouver Lake is a large lake, connected directly to the Columbia River through the Lake River to the north and the constructed flushing channel on the eastern shore. A total of 16 species of fish were encountered, mostly warmwater game fish with a few seasonal visitors. The lake has suffered from water quality problems, and during the 1970s, it was dredged, and a channel was created to aid in increasing the water turnover rate, effectively connecting both ends of the lake to the Columbia River. As there is direct access to the Columbia River, managing this lake as a closed system may prove difficult. It is of our opinion that it may be a more effective use of resources to increase the anglers access to the available resources through providing improved boat launch access, and fish habitat structure throughout the lake. Additionally, educating the public about the how-to's of common carp angling could possibly open up additional resources not commonly utilized by the public. (Document pdf contains 38 pages)
