O Tribunal de Contas da União (TCU) fiscaliza as concessões públicas federais há mais de 20 anos. Quais os efeitos desse controle? Esta dissertação buscou verificar se a atuação do TCU inibe o surgimento de inovações em contratos de concessão pública. Por meio de uma análise qualitativa e quantitativa de dados referentes a contratos fiscalizados pelo TCU de 1993 a 2014, identificamos indícios de que um maior grau de intervencionismo do TCU está associado a uma menor quantidade de inovações em concessões públicas. Por outro lado, o aumento da burocracia nos processos de fiscalização do TCU não vem representando um obstáculo significativo para o surgimento de inovações nessa espécie de contrato.

O descompasso de uma experiência: avaliação do Programa Habitar Brasil na Comunidade África-Natal/RN

This research deals with the evaluation of the Programa do Governo Federal para Urbanização de Favelas Habitar Brasil(1993) carried out in the Africa slum - Redinha neighbourhood in Natal-Rn. This study carried out in period from 2005 to 2006 searches to identify the effects of the actions proposed by Program in 1993-1994 about the current urbanistic configuration of the Africa community. It analyzes the effectiveness in the process of achievement of the considered objectives to habitation, communitity equipments, infrastructure and agrarian regularization. On the evaluation process, it has been as reference the works developed by Adauto Cardoso (2004), Blaine Worthen (2004), Ronaldo Garcia (2001) and Rosângela Paz (2006). About the Habitational Policy with approach to the Urbanistic Right and the right to the housing, the reflections by Raquel Rolnik, Nabil Bonduki, Ermínia Maricato, Saule Júnior, Betânia de Moraes Alfonsin and Edésio Fernandes are main references. To gauge the execution of the objectives proposed by Habitar Brasil in 1993, it has searched in the documentary data of the time and in information gotten in interviews with technicians that had participated of the program, consistent references on what was considered, what was executed and the process of the intervention of Habitar Brasil in the Africa community. The area analysis in 2005-2006 has developed on the base of the urbanistic survey of the current situation from the four performance lines of the Program: habitation, infrastructure, community equipments and agrarian regularization, with a current urbanistic evaluation of Africa considering the intervention carried out in 1993 and 1994. The study points out the context of Brazilian Habitational Policy where the Programa Habitar Brasil was launched, explaining the main principles of the Program. In terms of local, it empahsizes the administrative-political factors that had contributed so that Natal-Rn city has been pioneering in the resources captation of Habitar Brazil (1993). Considering Habitar Brazil in Africa, the work argues and presents the intervention diagnosis and the proposal, developed by Program in 1993 evidencing the local problem of the time. After that, it makes a current reading of the area, identifying in 2006 representative elements of Habitar Brasil (1993-1994) for the Africa community. It identifies significant advances in the constitution of the institucional apparatus of the plaining system of Habitation of Social Interest for the city of Natal and points the fragilities in the implementation of the urban infrastructure actions and above all in the achievement of the objectives of the agrarian regularization

Industrial development experienced by Brazil from the 1950s, changed the concentration of population in the country. The process of development of domestic industry, concentrated in urban areas, crowded growing portion of the population.The Southeast region during the first stage of industrialization driven by the state, with the implementation of Plan goals, captained the major industrial projects implemented in the period and became the main industrial center of the country.In the decade from 1960 to 1980 the state action was marked by numerous regional development projects, softening the industrial concentration and Brazilian investment redirected to the Northeast.The second National Development Plan implemented in the 1970s led to major investments Northeast.This period marked the widespread urban growth and institutionalization of the first metropolitan areas in Brazil.The change of this developmental process is altered with the fiscal and financial crisis of the state in the 1980s and 1990s and spending cuts aimed at national development, reorienting the economy to liberal policies of economic liberalization and reduction of activity in the economy.Industrial policy was relegated to local development plans from the 1990s to the federating units fitting the wide use of tax incentives, the "war tax" to the continued industrialization process.In this context of the national economy work seeks to analyze the industrial setting in the metropolitan areas of Fortaleza, Recife and Salvador between 1995 and 2010.Although the metropolitan areas of Fortaleza, Recife and Salvador are the main urban centers of the Northeast, responsible for the advancement of industrial development, reconfigurations occurred between 1995 and 2010 by changing the level of industrial specialization built by regional division of labor in these regions.The work will be carried out by the method of descriptive analysis of the literature review on regional and urban development.Constitute quantitative method as the secondary data analysis of formal employment from the Annual Social Information (RAIS) Ministry of Labour and Employment (MTE).Using data RAIS / MTE analyzes the industrial specialization index using the Locational Quotient (LQ).Thus, it is assumed as a parameter analysis QL> 1, when the region has become specialized in a particular sector or QL <1, when the region does not have expertise in industrial sector analyzed.The conclusion of study indicates that there was in these metropolitan areas maintained the same bias hub.Fiscal policies, the states, was not successful in diversifying the productive structure and the Northeast region itself.This result is demonstrated by the need and dependence on state investments in the region to promote development.Industrial policies of recent years have been positive to meet the objectives of employment generation, but there must be specific policies for better diversification of production, in addition to integrating the economy of the Northeast sector and regionally

Nos últimos anos tem sido observado um aumento de relatos de infecções associadas às micobactérias não tuberculosas (MNT). No entanto, o conhecimento da frequência e as espécies envolvidas nas infecções pulmonares no Brasil são limitados. Neste trabalho foi avaliada a ocorrência de espécies de MNT isoladas no Laboratório de Micobactérias do Instituto Evandro Chagas, Laboratório de Regional de Saúde Pública da Região Norte. Foram analisadas todas as MNT isoladas de espécimes clínicos pulmonares e não pulmonares de indivíduos com infecção, de acordo com os critérios da American Thoracic Society e Ministério da Saúde entre os anos de 2004 a 2007. As MNT foram caracterizadas por PCR-restriction analysis (PRA-hsp65) e sequenciamento dos genes do RNAr 16S, hsp65, rpoB. Foram identificados 51 indivíduos com infecção pulmonar, sendo as seguintes MNT envolvidas: M. abscessus (n=2), M. bolletii (n=4), M. massiliense (n=9), M. avium (n=5), M. colombiense (n=5), M. fortuitum (n=4), M. simiae (n=2), M. interjectum (n=4), M. intracellulare (n=5), M. kansasii (n=1), M. scrofulaceum (n=1) e M. terrae (n=1). Em oito indivíduos foram isoladas MNT não identificadas ao nível de espécie, podendo representar nova entidade taxonômica pertencente ao complexo M.simiae. O presente estudo descreveu a diversidade de MNT isoladas de espécimes clínicos pulmonares no estado do Pará, Região Amazônica Brasileira. O achado de casos infecções pulmonares diagnosticados e tratados sem sucesso por vários meses como tuberculose apontam para a necessidade de isolamento e identificação da micobactéria envolvida antes estabelecimento de falência terapêutica.

Objetiva-se, neste trabalho, analisar o Complexo Hidrelétrico Urubupungá, implantado na fronteira entre os Estados de São Paulo e Mato Grosso do Sul, a partir da Usina Hidrelétrica Engenheiro Souza Dias, denominada Jupiá. Debatendo questões entre memória e imprensa, destacando como podem ser elaboradas, articuladas e apropriadas pelos mecanismos do poder, busca-se analisar por meio de periódicos como O Estado de S. Paulo e a Revista Visão, como a noção de progresso é pensada como elemento modernizador. Assim, destacam-se uma série de discursos nas mídias locais e nacionais sobre a consolidação do projeto, seu ideário de progresso e uma nova imagem para a região, isto mesmo antes do início das obras. Desta forma, pelos meandros do poder, discursos surgiram ao longo da década de 1950 e 1960, marcando a construção da hidrelétrica até seu término em 1970, estabelecendo ligações com marcos de memória do passado e deixando desdobramentos para o futuro.

CCurrently there are various systems for the evaluation of environmental impacts of buildings, known as tools of environmental certification. Among these, the tool LEED for New Construction and Major Renovations has been the most widely used and accepted worldwide, in assessing the sustainability of buildings. Therefore, this study aimed to analyze the tool for LEED certification for construction work in Brazil, which ranks fourth in the world ranking records certification of sustainable buildings. It was found in this analysis that the assumptions of this tool are encouraging the use of more sustainable and less impactful on the environment as it promotes the deployment of innovative projects from a technological standpoint, , as well as the valuation of enterprises certified. Also, very significant results obtained in terms of energy efficiency and environmental quality in occupied buildings
