The soil moisture characteristic (SMC) forms an important input to mathematical models of water and solute transport in the unsaturated-soil zone. Owing to their simplicity and ease of use, texture-based regression models are commonly used to estimate the SMC from basic soil properties. In this study, the performances of six such regression models were evaluated on three soils. Moisture characteristics generated by the regression models were statistically compared with the characteristics developed independently from laboratory and in-situ retention data of the soil profiles. Results of the statistical performance evaluation, while providing useful information on the errors involved in estimating the SMC, also highlighted the importance of the nature of the data set underlying the regression models. Among the models evaluated, the one possessing an underlying data set of in-situ measurements was found to be the best estimator of the in-situ SMC for all the soils. Considerable errors arose when a textural model based on laboratory data was used to estimate the field retention characteristics of unsaturated soils.

Seepage effects on the stability, mobility, and incipient motion of sand-bed particles are experimentally investigated. Seepage through a sand bed in a downward direction (suction) reduces the stability of particles, and it can even initiate their movement. The bed erosion is increased with the increased rates of suction. Whereas the seepage in an upward direction (injection) increases the stability of bed particles, it does not aid initiating their movement. The rate of bed erosion is reduced or even stopped by the increased infection rates. Hydrodynamic conditions leading to the so-called "pseudoincipient motion'' with suction (for the initiation of particles movement that are otherwise at rest under no-seepage conditions), and with injection (for only arresting the particles movement that are otherwise moving initially) are evaluated. The conventional Shields curve cannot be used to predict such pseudoincipient motion conditions with seepage. The concepts thus developed are useful for a better understanding of the sediment transport mechanics and in the design of stable alluvial channels affected by seepage.

In a detailed model for reservoir irrigation taking into account the soil moisture dynamics in the root zone of the crops, the data set for reservoir inflow and rainfall in the command will usually be of sufficient length to enable their variations to be described by probability distributions. However, the potential evapotranspiration of the crop itself depends on the characteristics of the crop and the reference evaporation, the quantification of both being associated with a high degree of uncertainty. The main purpose of this paper is to propose a mathematical programming model to determine the annual relative yield of crops and to determine its reliability, for a single reservoir meant for irrigation of multiple crops, incorporating variations in inflow, rainfall in the command area, and crop consumptive use. The inflow to the reservoir and rainfall in the reservoir command area are treated as random variables, whereas potential evapotranspiration is modeled as a fuzzy set. The model's application is illustrated with reference to an existing single-reservoir system in Southern India.

An integrated reservoir operation model is presented for developing effective operational policies for irrigation water management. In arid and semi-arid climates, owing to dynamic changes in the hydroclimatic conditions within a season, the fixed cropping pattern with conventional operating policies, may have considerable impact on the performance of the irrigation system and may affect the economics of the farming community. For optimal allocation of irrigation water in a season, development of effective mathematical models may guide the water managers in proper decision making and consequently help in reducing the adverse effects of water shortage and crop failure problems. This paper presents a multi-objective integrated reservoir operation model for multi-crop irrigation system. To solve the multi-objective model, a recent swarm intelligence technique, namely elitist-mutated multi-objective particle swarm optimisation (EM-MOPSO) has been used and applied to a case study in India. The method evolves effective strategies for irrigation crop planning and operation policies for a reservoir system, and thereby helps farming community in improving crop benefits and water resource usage in the reservoir command area.

This paper shows how multidisciplinary research can help policy makers develop policies for sustainable agricultural water management interventions by supporting a dialogue between government departments that are in charge of different aspects of agricultural development. In the Jaldhaka Basin in West Bengal, India, a stakeholder dialogue helped identify potential water resource impacts and livelihood implications of an agricultural water management rural electrification scenario. Hydrologic modelling demonstrated that the expansion of irrigation is possible with only a localized effect on groundwater levels, but cascading effects such as declining soil fertility and negative impacts from agrochemicals will need to be addressed.

A short-term real-time operation model with fuzzy state variables is developed for irrigation of multiple crops based on earlier work on long-term steady-state policy. The features of the model that distinguish it from the earlier work are (1) apart from inclusion of fuzziness in reservoir storage and in soil moisture of crops, spatial variations in rainfall and soil moisture of crops are included in the real-time operation model by considering gridded command area with a grid size of 0.5 degrees latitude by 0.5 degrees longitude; (2) the water allocation model and soil moisture balance equations are integrated with the real-time operation model with consideration of ponding water depth for Paddy crop; the model solution specifies reservoir releases for irrigation in a 10-day time period and allocations among the crops on a daily basis at each grid by maintaining soil moisture balance at the end of the day; and (3) the release policy is developed using forecasted daily rainfall data of each grid and is implemented for the current time period using actual 10-day inflow and actual daily rainfall of each grid. The real-time operation model is applied to Bhadra Reservoir in Karnataka, India. The results obtained using the real-time operation model are compared with those of the standard operating policy model. Inclusion of fuzziness in reservoir storage and soil moisture of crops captures hydrologic uncertainties in real time. Considerations of irrigation decisions on a daily basis and the gridded command area result in variations in allocating water to the crops, variations in actual crop evapotranspiration, and variations in soil moisture of the crops on a daily basis for each grid of the command area. Village tanks are put to a wide range of uses by the rural communities that depend on them for their survival. As the primacy of irrigation has decreased under these tanks due to a variety of climatic and economic reasons there is a need to reevaluate their use for other productive functions. The research presented in this paper is part of a programme investigating the potential to improve the management of living aquatic resources in order to bring benefits to the most marginal groups identified in upper watershed areas. Based on an improved typology of seasonal tanks, the seasonal changes and dynamics of various water quality parameters indicative of nutrient status and fisheries carrying capacity are compared over a period of one year. Indicators of Net (Primary) Productivity (NP): Rates of Dissolved Oxygen (DO) change, Total Suspended Solids (TSS): Total Suspended Volatile solids (TVSS) ratios are the parameters of principle interest. Based on these results a comparative analysis is made on two classes of ‘seasonal’ and ‘semi-seasonal’ tanks. Results indicate a broad correlation in each of these parameters with seasonal trends in tank hydrology. Highest productivity levels are associated with periods of declining water storage, whilst the lowest levels are associated with the periods of maximum water storage shortly after the NW monsoon. This variation is primarily attributed to dilution effects associated with depth and storage area. During the yala period, encroachment of the surface layer by several species of aquatic macrophyte also has progressively negative impacts on productivity. The most seasonal tanks show wider extremes in seasonal nutrient dynamics, overall, with less favourable conditions than the ‘semi-seasonal’ tanks. Never the less all the tanks can be considered as being highly productive with NP levels comparable to fertilised pond systems for much of the year. This indicates that nutrient status is not likely to be amongst the most important constraints to enhancing fish production. This report is a contribution to an assessment of the current status of agriculture in Cambodia, focusing on the linkages between agriculture and water, mainly in the form of irrigation. It seeks to view current government policies on agriculture and irrigation in the context of experiences on the ground, as communicated through the many field studies that cover varied aspects of performance in the agriculture sector and irrigation schemes. In an effort to identify future research areas, this review examines the status quo, and connects or disconnects with stated policy through a broad lens to capture strengths and challenges across crop production, irrigation management and post-harvest contexts. It places irrigation under scrutiny in terms of its value as a major area of government expenditure in recent years, and asks whether it presents the best potential for future gains in productivity, when compared with the prospects offered by investments in other aspects of agriculture. The fieldwork and review of current literature that form the basis of this report were undertaken at the request of, and partly funded by, the Australian Centre for International Agricultural Research (ACIAR). It is also intended to contribute knowledge to the CGIAR Research Program on Aquatic Agricultural Systems (AAS) led by WorldFish, who co-funded the activities.

This paper describes an investigation of the behavior of suction surface boundary layers in a modern multistage Low Pressure turbine. An array of eighteen surface-mounted hot-film anemometers was mounted on a stator blade of the third stage of a 4-stage machine. Data were obtained at Reynolds numbers between 0.9 × 105 and 1.8 × 105 and 1.8 × 105. At the majority of the test conditions, wakes from upstream rotors periodically initiated transition at about 40% surface length. In between these events, laminar separation occurred at about 75% surface length. It is inferred that the effect of the wakes on the performance of the bladerow is limited and that steady flow design methods should provide an adequate assessment of LP turbine performance during design.

In between these events, laminar separation occurred at about 75 percent surface length. Because the wake-affected part of the flow appeared to be only intermittently turbulent, laminar separation also occurred at about 75 percent surface length while this flow was instantaneously laminar. At all but the lowest Reynolds numbers, the time-mean boundary layer appeared to have re-attached by the trailing edge even though it was not fully turbulent. It is inferred that the effect of the wakes on the performance of the blade row is limited and that steady flow design methods should provide an adequate assessment of LP turbine performance during design.

The persistence time and risk of microcystin-RR (MC-RR) in cropland via irrigation were investigated under laboratory conditions. In order to evaluate the efficiency of the potential adsorption and biodegradation of MC-RR in cropland and the persistence time of MC-RR for crop irrigation, high performance liquid chromatography (HPLC) was used to quantify the amount of MC-RR in solutions. Our study indicated that MC-RR could be adsorbed and biodegraded in cropland soils. MC-RR at 6.5 mg/L could be completely degraded within 6 days with a lag phase of 1 - 2 days. In the presence of humic acid, the same amount of MC-RR could be degraded within 4 days without a lag phase. Accordingly, the persistence time of MC-RR in cropland soils should be about 6 days. This result also suggested the beneficial effects of the organic fertilizer utilization for the biodegradation of MC-RR in cropland soils. Our studies also demonstrated that MC-RR at low concentration (< 10 mu g/L) could accelerate the growth of plants, while high concentration of MC-RR (> 100 mu g/L) significantly inhibited the growth of plants. High sensitivity of the sprouting stage plants to MC-RR treatments as well as the strong inhibitory effects resulting from prolonged irrigation further indicated that this MC-RR growth-inhibition may vary with the duration of irrigation and life stage of the plants. Land-use change is an important aspect of global environment change. It is, in a sense, the direct result of human activities influencing our physical environment. Supported by the dynamic serving system of national resources, including both the environment database and GIS technology, this paper analyzed the land-use change in northeastern China in the past ten years (1990 - 2000). It divides northeastern China into five land-use zones based on the dynamic degree (DD) of land-use: woodland/grassland - arable land conversion zone, dry land - paddy field conversion zone, urban expansion zone, interlocked zone of farming and pasturing, and reclamation and abandoned zone. In the past ten years, land-use change of northeastern China can be generalized as follows: increase of cropland area was obvious, paddy field and dry land increased by 74. 9 and 276. 0 thousand ha respectively; urban area expanded rapidly, area of town and rural residence increased by 76. 8 thousand ha; area of forest and grassland decreased sharply with the amount of 1399. 0 and 1521. 3 thousand ha respectively; area of water body and unused land increased by 148. 4 and 513. 9 thousand ha respectively. Besides a comprehensive analysis of the spatial patterns of land use, this paper also discusses the driving forces in each land-use dynamic zones. The study shows that some key biophysical factors affect conspicuously the conversion of different land- use types. In this paper, the relationships between land- use conversion and DEM, accnmlated temperature(>= 10 degrees C) and precipitation were analysed and represented. We conclude that the land- use changes in northeast China resulted from the change of macro social and economic factors and local physical elements. Rapid population growth and management changes, in some sense, can explain the shaping of woodland/grassland - cropland conversion zone. The conversion from dry land to paddy field in the dry land - paddy field conversion zone, apart from the physical elements change promoting the expansion of paddy field, results from two reasons: one is that the implementation of market-economy in China has given farmers the right to decide what they plant and how they plant their crops, the other factor is originated partially from the change of dietary habit with the social and economic development. The conversion from paddy field to dry land is caused primarily by the shortfall of irrigation water, which in turn is caused by poor water allocation managed by local governments. The shaping of the reclamation and abandoned zone is partially due to the lack of environment protection consciousness among pioneer settlers. The reason for the conversion from grassland to cropland is the relatively higher profits of fanning than that of pasturing in the interlocked zone of farming and pasturing. In northeastern China, the rapid expansion of built-up areas results from two factors: the first is its small number of towns; the second comes from the huge potential for expansion of existing towns and cities. It is noticeable that urban expansion in the northeastern China is characterized by gentle topographic relief and low population density. Physiognomy, transportation and economy exert great influences on the urban expansion.
