El present article vol posar sobre la taula les aportacions que per al camp dels arxius han suposat les idees del que es coneix en el camp de la historiografia com a public history (món anglosaxó) o histoire apliquée (França). Malgrat que, com es veurà a continuació, la irrupció d'aquesta línia no és recent, la seva repercussió a casa nostra ha estat més aviat escassa, tot i que es donen algunes de les condicions favorables per a una bona recepció.

[eng] The article describes the background and current state of the open access (OA) movement. Its objectives --with roots in scientists' traditional desire to disseminate their works, in librarians' concerns about the serials crisis, and in technological advances-- were formally articulated in the Budapest Open Access Initiative (BOAI) declaration of 2002. This statement established two strategies for providing access to scientific information without any economic, technical, or legal obstacles: 1) publication of articles in OA journals or 2) deposit by authors of their works in stable institutional or subject-based repositories. The article suggests that this second "route" appears to offer greater possibilities of attaining open access in the short term. However, there still is a lot of work to be done in disseminating the concepts of OA and in training authors regarding procedures for depositing their works: in other words what is needed is a series of promotional activities for overcoming one of today's greatest challenges: author inertia.

Cada día millones de usuarios vuelcan sus conocimientos y experiencias en internet. Este flujo imparable de información, verdadera memoria histórica del presente, no está siendo objeto de ningún tratamiento específico, y al finalizar su vigencia desaparece o es sustituido sin más. Este artículo reflexiona sobre los peligros que corre la documentación que circula por internet desde un punto de vista archivístico, y sobre las dificultades técnicas que entraña su conservación. A continuación analiza los principales proyectos que se han puesto en marcha con la finalidad de acumular un fondo documental de internet para su conservación permanente.

A pesar de que todavía se suele identificar al archivero con el profesional que se dedica exclusivamente a la clasificación, descripción y difusión de los documentos históricos o, como mucho, de aquellos que ya han acabado su función administrativa, esta concepción no se corresponde con el trabajo que actualmente desarrolla un número cada vez mayor de expertos.

La voluntad de conservar de forma permanente los documentos digitales ha estado presente desde los primeros tiempos de la revolución informática. Sin embargo, han sido pocas las experiencias de crear archivos digitales, debido principalmente a la dificultad para encontrar soluciones técnicas a los problemas de obsolescencia, al alto coste económico y a la ausencia de instituciones que asuman esta responsabilidad. Este artículo analiza las estrategias de conservación aplicadas hasta el momento, y reflexiona sobre los planteamientos metodológicos que han inspirado las mismas, las tendencias actuales y su viabilidad futura. A continuación expone las dos opciones para identificar el documento digital y establecer sus límites, operación previa a la aplicación de cualquier estrategia de conservación. Finalmente describe cómo se puede facilitar esta identificación aplicando metodologías de evaluación y selección propias de la archivística, y propone las reglas de evaluación documental como la herramienta fundamental que permite definir una política de conservación de los documentos digitales.

The projects dealing with e-government are currently the principal factor in instigating the changes taking place within the public administration. This change, which is considered unstoppable, has important implications regarding the management and conservation of administrative documents generated by electronic transactions. This article analyses the methodological, legal and cultural challenges that come about when the archives paradigm is included within e-government projects and also the consequences that this may have on the archives themselves. In conclusion the author proposes a set of methodological solutions for identifying those electronic documents with evidential value, determining their life cycle, defining a preservation policy and creating a digital archive.

As a consequence of the lack of adequate support, many people with physical or sensorial difficulties frequently encounter obstacles to using information technologies. Today equipment and programmes exist for overcoming these barriers, but frequently they are too expensive for the economic limitations of our smaller libraries, document centres, archives, museums, etc. An inexpensive alternative can be found in the accessibility options incorporated into Windows. While these probably do not offer the best or the most adequate solutions, it can be argued that, they are an acceptable alternative, considering existing budget restrictions. This text describes the functionalities of Windows XP, grouping them according to the type of difficulty addressed (visual, motor or auditory) in order to facilitate access to the application.

First, we examine the context of creation of special collection units in libraries, and the reasons why libraries compile archive materials and collections. Second, we focus on the techniques used in library environments to describe archive materials and collections and to guarantee their accessibility. We examine the models used in the United States and the United Kingdom to describe and access these materials, and the cooperative projects launched in these two countries in the past few years. Finally, we offer a preliminary analysis of how these types of materials are currently dealt with in Catalan libraries, and issue some recommendations to improve their archiving and access.

La iniciativa va sorgir de la voluntat del president, Josep Oliu, que va observar que el Banc Sabadell havia de tenir una unitat tècnica eficaç i eficient que gestionés, conservés i fes difusió del patrimoni documental. L’any 2005, Banc Sabadell i la Universitat de Barcelona (UB)van signar un acord per a la creació de l’Arxiu Històric de Banc Sabadell (AHBS). La UBoferia l’assessorament tècnic especialitzat i el maig del mateix any es va materialitzar lacol·laboració.

In this paper we try to analyze the role of fiscal policy in fostering a higher participation of the different production factors in the human capital production sector in the long-run. Introducing a tax on physical capital and differentiating both a tax on raw labor wage and a tax on skills or human capital we also attempt to present a way to influence inequality as measured by the skill premium, thus trying to relate the increase in human capital with the decrease in income inequality. We will do that in the context of a non-scale growth model.The model here is capable to alter the shares of private factors devoted to each of the two production sectors, final output and human capital, and affect inequality in a different way according to the different tax changes. The simulation results derived in the paper show how a human capital (skills) tax cut, which could be interpreted as a reduction in progressivity, ends up increasing both the shares of labor and physical capital devoted to the production of knowledge and decreasing inequality. Moreover, a raw labor wage tax decrease, which could also be interpreted as an increase in the progressivity of the system, increases the share of labor devoted to the production of final output and increases inequality. Finally, a physical capital tax decrease reduces the share of physical capital devoted to the production of knowledge and allows for a lower inequality value. Nevertheless, none of the various types of taxes ends up changing the share of human capital in the knowledge production, which will deserve our future attention

[cat] La historiografia ha assenyalat que en el segle XIX el crèdit que els fabricants cotoners catalans oferien als seus clients era de caràcter informal i, per tant, impossible de ser transferit al sistema bancari. Això hauria tingut un efecte negatiu en la rendibilitat de les empreses cotoneres. A partir de l’anàlisi de diversos arxius empresarials, així com de fonts judicials i notarials, aquest treball confirma aquesta descripció dels fets però proposa una interpretació més optimista. Els fabricants feien de banquers dels seus clients perquè eren els millor situats per a exercir aquesta funció. Havien construït una bona estructura d’informació, gestionaven eficientment el risc creditici i obtenien beneficis d’aquesta activitat.
