La habitabilidad precaria (HaP) constituye hoy el primer problema mundial del urbanismo, la ordenación del territorio y varias otras disciplinas, como la arquitectura y varias ingenierías que, en conjunto, estructuran e impulsan el sector de la construcción mundial que se centra en atender el alojamiento humano en su diversidad de funciones. En la Conferencia Habitat II, celebrada en 1996 en Estambul, ante el desmesurado crecimiento cuantitativo de la HaP mundial, se planteó la prioridad de prevenir el problema de los nuevos asentamientos precarios: “paliar los problemas relacionados con los asentamientos humanos espontáneos mediante programas y políticas que se anticipen a los asentamientos no planeados”1, sin embargo, tras casi veinte años, aún no existe una herramienta sustantiva y específica que facilite a los políticos responsables de gestionar el desarrollo urbano en ciudades con bajos recursos de países en desarrollo, tomar decisiones que transformen de la forma más eficiente posible el fenómeno de la proliferación de asentamientos informales en una oportunidad de progreso y prosperidad para sus ciudades. La presente tesis parte de la convicción, que trata de fundamentar objetivamente a lo largo del desarrollo de su documentación, de que dicha herramienta fundamental ha de buscarse, a partir de la teoría Habitabilidad Básica, como un soporte esencial con el que reconducir los futuros procesos de ocupación espontánea periurbana. El propósito de la investigación se concreta en caracterizar, y conocer la óptima aplicabilidad, de un instrumento operativo elemental que ayude en la toma de decisiones estratégicas de las autoridades responsables sobre la mejor ubicación de los asentamientos que, hasta la existencia y aplicabilidad de este instrumento, se consideran espontáneos. Asentamientos espontáneos éstos que, en condiciones normales quedarían sujetos durante años a la precariedad mientras que por medio de tal instrumento abandonarían su génesis espontánea para acceder a través de planificación elemental a condiciones de Habitabilidad Básica. La materialización concreta de esta herramienta sería un plano sintético de directrices de ordenación territorial y urbana denominado Plano de Elección del Sitio (PES). Diseñado como un Modelo Teórico Elemental, su aplicación estaría preferentemente orientada a ciudades pequeñas de países en desarrollo que presenten escaso nivel institucional, limitada capacidad económica y técnica, así como ausencia o ineficacia en su planeamiento. A través de un proceso de investigación basado en: la mencionada teoría de la Habitabilidad Básica, la literatura científica de la materia y las experiencias de casos recientes de planificación urbana mediante la aplicación de sistemas de información del suelo, se propone una caracterización y aplicabilidad preliminar de la herramienta. Tras analizar pormenorizadamente sus fortalezas y debilidades y contando con la participación de un grupo de expertos independientes, el trabajo concluye con una nueva caracterización de la herramienta y la reformulación de la hipótesis inicial. ABSTRACT Nowadays, the precarious habitability (PHa) is the main problem of urbanism around the world, land-use planning and several other disciplines such as architecture and different engineering studies that, as a whole, structure and boost the global construction sector which focuses on meeting the Human accommodation in its functional diversity. In the Habitat II Conference in Istanbul in 1996, in light of the excessive quantitative growth of the global PHa, the priority of preventing the problem of new squatter settlements was raised: "to alleviate the problems related to spontaneous human settlements through programs and policies that anticipate unplanned settlements"2, however, after nearly twenty years, there is still no substantive and specific tool to facilitate policy makers to manage urban development for towns with low-income in developing countries, taking decisions that transform as efficiently as possible the phenomenon of the proliferation of informal settlements into an opportunity for progress and prosperity for their cities. This thesis is based on the conviction, which tries to objectively substantiate along the development of its documentation, that this fundamental tool has to be sought from the Basic Habitability theory as an essential support to redirect the future processes of peri-urban spontaneous occupation. The purpose of the research is carried out to characterize, and know the optimum applicability of a basic operational tool to assist in the strategic decisions making of the responsible authorities on the best location of settlements that, until the existence and applicability of this instrument, are considered spontaneous. Spontaneous settlements which, under normal conditions would be subject to the precariousness for years while under that instrument they would abandon their spontaneous genesis for accessing by elemental planning to the Basic Habitability. The concretionary materialization of this tool would be a synthetic guidelines plan of territorial and urban planning called Site Election Plan (SEP). Designed as a Elementary Theoretical Model, its application would preferably be oriented for small towns in developing countries that represent a low institutional, economic and technical limited capacity, as well as the absence or ineffectiveness in their planning. Throughout a research process based on: the aforementioned theory of Basic Habitability, the scientific literature of the subject and the experiences of recent cases of urban planning through the application of soil information systems, characterization and preliminary applicability of the tool is proposed. After attentively analyzing their strengths and weaknesses and with the participation of a group of independent experts, the paper concludes with a new characterization of the tool and the reformulation of the initial hypothesis.

Os espaços verdes públicos de recreio infantil e sénior são indispensáveis para a qualidade do ambiente e da vida urbana, pela sua importância e pelos múltiplos benefícios que lhe estão associados. A criação deste tipo de espaços deve ocorrer de modo concertado com o crescimento das cidades. Neste sentido, as politicas de planeamento urbano devem dar resposta a uma rede coesa deste tipo de espaços na cidade concebendo-os de modo a que sejam acessíveis a toda a população. O presente trabalho apresenta uma metodologia de planeamento de uma rede de espaços verdes públicos de recreio infantil e recreio sénior para a cidade de Coimbra. A metodologia é apoiada numa primeira fase em fichas de levantamento e numa segunda fase recorre-se à aplicação dos Sistemas de Informação Geográfica (SIG); ABSTRACT: Public green spaces for the recreation of children and senior are essential for the quality of the environment and urban life, given their importance and the multiple benefits associated with them. The creation of such spaces must occur in parallel with the growth of the cities. Therefore, urban planning policies must meet a cohesive network of this type of spaces in the city, designing them to be accessible to the entire population. This work presents a methodology for the planning of a network of public green spaces for the recreation of children and seniors for the city of Coimbra. The methodology is supported initially in survey forms and a second phase refers to the application of Geographic information Systems (GIS).

This paper presents an Advanced Traveler Information System (ATIS) developed on Android platform, which is open source and free. The developed application has as its main objective the free use of a Vehicle-to- Infrastructure (V2I) communication through the wireless network access points available in urban centers. In addition to providing the necessary information for an Intelligent Transportation System (ITS) to a central server, the application also receives the traffic data close to the vehicle. Once obtained this traffic information, the application displays them to the driver in a clear and efficient way, allowing the user to make decisions about his route in real time. The application was tested in a real environment and the results are presented in the article. In conclusion we present the benefits of this application. © 2012 IEEE.

Automatic Text Summarization has been shown to be useful for Natural Language Processing tasks such as Question Answering or Text Classification and other related fields of computer science such as Information Retrieval. Since Geographical Information Retrieval can be considered as an extension of the Information Retrieval field, the generation of summaries could be integrated into these systems by acting as an intermediate stage, with the purpose of reducing the document length. In this manner, the access time for information searching will be improved, while at the same time relevant documents will be also retrieved. Therefore, in this paper we propose the generation of two types of summaries (generic and geographical) applying several compression rates in order to evaluate their effectiveness in the Geographical Information Retrieval task. The evaluation has been carried out using GeoCLEF as evaluation framework and following an Information Retrieval perspective without considering the geo-reranking phase commonly used in these systems. Although single-document summarization has not performed well in general, the slight improvements obtained for some types of the proposed summaries, particularly for those based on geographical information, made us believe that the integration of Text Summarization with Geographical Information Retrieval may be beneficial, and consequently, the experimental set-up developed in this research work serves as a basis for further investigations in this field.

[EN]This paper describes a wildfi re forecasting application based on a 3D virtual environment and a fi re simulation engine. A novel open source framework is presented for the development of 3D graphics applications over large geographic areas, off ering high performance 3D visualization and powerful interaction tools for the Geographic Information Systems (GIS) community. The application includes a remote module that allows simultaneous connection of several users for monitoring a real wildfi re event.

In den letzten drei Jahrzehnten sind Fernerkundung und GIS in den Geowissenschaften zunehmend wichtiger geworden, um die konventionellen Methoden von Datensammlung und zur Herstellung von Landkarten zu verbessern. Die vorliegende Arbeit befasst sich mit der Anwendung von Fernerkundung und geographischen Informationssystemen (GIS) für geomorphologische Untersuchungen. Durch die Kombination beider Techniken ist es vor allem möglich geworden, geomorphologische Formen im Überblick und dennoch detailliert zu erfassen. Als Grundlagen werden in dieser Arbeit topographische und geologische Karten, Satellitenbilder und Klimadaten benutzt. Die Arbeit besteht aus 6 Kapiteln. Das erste Kapitel gibt einen allgemeinen Überblick über den Untersuchungsraum. Dieser umfasst folgende morphologische Einheiten, klimatischen Verhältnisse, insbesondere die Ariditätsindizes der Küsten- und Gebirgslandschaft sowie das Siedlungsmuster beschrieben. Kapitel 2 befasst sich mit der regionalen Geologie und Stratigraphie des Untersuchungsraumes. Es wird versucht, die Hauptformationen mit Hilfe von ETM-Satellitenbildern zu identifizieren. Angewandt werden hierzu folgende Methoden: Colour Band Composite, Image Rationing und die sog. überwachte Klassifikation. Kapitel 3 enthält eine Beschreibung der strukturell bedingten Oberflächenformen, um die Wechselwirkung zwischen Tektonik und geomorphologischen Prozessen aufzuklären. Es geht es um die vielfältigen Methoden, zum Beispiel das sog. Image Processing, um die im Gebirgskörper vorhandenen Lineamente einwandfrei zu deuten. Spezielle Filtermethoden werden angewandt, um die wichtigsten Lineamente zu kartieren. Kapitel 4 stellt den Versuch dar, mit Hilfe von aufbereiteten SRTM-Satellitenbildern eine automatisierte Erfassung des Gewässernetzes. Es wird ausführlich diskutiert, inwieweit bei diesen Arbeitsschritten die Qualität kleinmaßstäbiger SRTM-Satellitenbilder mit großmaßstäbigen topographischen Karten vergleichbar ist. Weiterhin werden hydrologische Parameter über eine qualitative und quantitative Analyse des Abflussregimes einzelner Wadis erfasst. Der Ursprung von Entwässerungssystemen wird auf der Basis geomorphologischer und geologischer Befunde interpretiert. Kapitel 5 befasst sich mit der Abschätzung der Gefahr episodischer Wadifluten. Die Wahrscheinlichkeit ihres jährlichen Auftretens bzw. des Auftretens starker Fluten im Abstand mehrerer Jahre wird in einer historischen Betrachtung bis 1921 zurückverfolgt. Die Bedeutung von Regentiefs, die sich über dem Roten Meer entwickeln, und die für eine Abflussbildung in Frage kommen, wird mit Hilfe der IDW-Methode (Inverse Distance Weighted) untersucht. Betrachtet werden außerdem weitere, regenbringende Wetterlagen mit Hilfe von Meteosat Infrarotbildern. Genauer betrachtet wird die Periode 1990-1997, in der kräftige, Wadifluten auslösende Regenfälle auftraten. Flutereignisse und Fluthöhe werden anhand von hydrographischen Daten (Pegelmessungen) ermittelt. Auch die Landnutzung und Siedlungsstruktur im Einzugsgebiet eines Wadis wird berücksichtigt. In Kapitel 6 geht es um die unterschiedlichen Küstenformen auf der Westseite des Roten Meeres zum Beispiel die Erosionsformen, Aufbauformen, untergetauchte Formen. Im abschließenden Teil geht es um die Stratigraphie und zeitliche Zuordnung von submarinen Terrassen auf Korallenriffen sowie den Vergleich mit anderen solcher Terrassen an der ägyptischen Rotmeerküste westlich und östlich der Sinai-Halbinsel.

The processes of mobilization of land for infrastructures of public and private domain are developed according to proper legal frameworks and systematically confronted with the impoverished national situation as regards the cadastral identification and regularization, which leads to big inefficiencies, sometimes with very negative impact to the overall effectiveness. This project report describes Ferbritas Cadastre Information System (FBSIC) project and tools, which in conjunction with other applications, allow managing the entire life-cycle of Land Acquisition and Cadastre, including support to field activities with the integration of information collected in the field, the development of multi-criteria analysis information, monitoring all information in the exploration stage, and the automated generation of outputs. The benefits are evident at the level of operational efficiency, including tools that enable process integration and standardization of procedures, facilitate analysis and quality control and maximize performance in the acquisition, maintenance and management of registration information and expropriation (expropriation projects). Therefore, the implemented system achieves levels of robustness, comprehensiveness, openness, scalability and reliability suitable for a structural platform. The resultant solution, FBSIC, is a fit-for-purpose cadastre information system rooted in the field of railway infrastructures. FBSIC integrating nature of allows: to accomplish present needs and scale to meet future services; to collect, maintain, manage and share all information in one common platform, and transform it into knowledge; to relate with other platforms; to increase accuracy and productivity of business processes related with land property management.

1 6 STRUCTURE OF THIS THESIS -Chapter I presents the motivations of this dissertation by illustrating two gaps in the current body of knowledge that are worth filling, describes the research problem addressed by this thesis and presents the research methodology used to achieve this goal. -Chapter 2 shows a review of the existing literature showing that environment analysis is a vital strategic task, that it shall be supported by adapted information systems, and that there is thus a need for developing a conceptual model of the environment that provides a reference framework for better integrating the various existing methods and a more formal definition of the various aspect to support the development of suitable tools. -Chapter 3 proposes a conceptual model that specifies the various enviromnental aspects that are relevant for strategic decision making, how they relate to each other, and ,defines them in a more formal way that is more suited for information systems development. -Chapter 4 is dedicated to the evaluation of the proposed model on the basis of its application to a concrete environment to evaluate its suitability to describe the current conditions and potential evolution of a real environment and get an idea of its usefulness. -Chapter 5 goes a step further by assembling a toolbox describing a set of methods that can be used to analyze the various environmental aspects put forward by the model and by providing more detailed specifications for a number of them to show how our model can be used to facilitate their implementation as software tools. -Chapter 6 describes a prototype of a strategic decision support tool that allow the analysis of some of the aspects of the environment that are not well supported by existing tools and namely to analyze the relationship between multiple actors and issues. The usefulness of this prototype is evaluated on the basis of its application to a concrete environment. -Chapter 7 finally concludes this thesis by making a summary of its various contributions and by proposing further interesting research directions.
