A dissertação que aqui se apresenta resulta de um trabalho de investigação junto de um Agrupamento de Escolas que adotou, a partir do ano letivo 2011/2012, como medida de promoção de sucesso educativo, o Projeto Fénix. Teoricamente, este estudo pretendeu analisar a escola enquanto organização social em que a comunidade escolar e social são partes interessadas na inovação e na mudança; esclarecer o conceito de projeto nos quadros dos novos regimes de autonomia e de gestão das escolas; compreender a importância e o papel dos projetos educacionais como fatores promotores de mudança e inovação pedagógica nas organizações escolares. Assim, adotando uma metodologia de trabalho de caráter qualitativo, descritivo e interpretativo procurou-se, através de um estudo de caso, analisar as medidas organizacionais que a escola assumiu para dar um apoio mais personalizado aos alunos que evidenciavam dificuldades de aprendizagem, nomeadamente, na disciplina de português; de que forma se procedeu à sua implementação na prática diária e o impacto do projeto nos professores e alunos; e, ao mesmo tempo analisar a relevância e o sentido da avaliação no decorrer e no término de um projeto, como importante processo de apoio à transformação, à melhoria, à transparência, no desenvolvimento de projetos educativos. A concretização destes objetivos só foi possível graças à colaboração da direção do agrupamento que autorizou a consulta de vários documentos essenciais e de todos os outros intervenientes no processo (alunos, professores, diretora, coordenadores e encarregados de educação), que prontamente se disponibilizaram para responderem às entrevistas. Sucintamente pode dizer-se que o estudo permitiu perceber que a implementação do Projeto Fénix, no geral, foi bem aceite por toda a comunidade educativa, mesmo tratando-se de um desafio ambicioso que exigiu determinação, rigor e trabalho de equipa, no qual alunos, professores e pais se comprometeram a melhorar o sucesso educativo. Apesar dos entraves que surgiram em consequência das políticas economicistas e de contenção, do quadro político atual, e da falta de recursos humanos (bolsa de professores de apoio), a nova organização pedagógica fundamentada pelo Projeto Fénix conseguiu melhorar o clima de aprendizagem, recuperar os alunos com mais dificuldades de aprendizagem e aprimorar as excelências.

This dissertation examines the organizational innovation as a nonlinear process, which occurs in a social and political context and, therefore, socially immersed. Examines the case of shrimp in the state of RN, starting from the following problem: although the norteriograndense shrimp occupies the largest producer of farmed shrimp from Brazil, has a series of bottlenecks concerning the generation of industry innovation, concerning the social relationships and policies between the various actors in the network, whether private or public, and its consequences in terms of opportunity and limits generated for the innovative dynamics. The objective of the research is to understand how the social embeddedness of political actors affects norteriograndense shrimp within the context of structural relations, the industry generation of innovation, throughout its technological trajectory . The approach of social embeddedness balances atomised perspectives, undersocialized and oversocialized, of economic action, considering both the human capacity to act as sources of constraint, whose mechanisms are analyzed the structural and political. In methodological terms this is a case study, analyzed from the research literature, documentary and experimental. Primary data were collected through semi-structured interviews and analyzed in depth by the technique of content analysis. Was adopted a longitudinal approach, seeking to understand the phenomenon from the perspective of the subjects, describing it in an inductive process of investigation. After characterizing the sector and defining their technological trajectory, the analysis of the results followed its four stages: (1) Introduction of Technology: 1973-1980, (2) Intensification of Research: 1981-1991, (3) Technological Adaptation, 1992 -2003, (4) Technological Crisis: 2004-2009. A cross-sectional analysis along the evolutionary trajectory revealed the character of structural changes and policies over time, and implications on the generating process of innovation. Note that, the technological limit to which the sector reached requires changes in technology standards, but is more likely that the potiguar shrimp is entering a new phase of his career in technology rather than a new technological paradigm

The starting point of the present work consisted of investigating the development of biotechnology in the Northeast region of Brazil from the perspective of a Regional Innovation System (RIS). The theoretical framework adopted relied on the approaches and concepts presented by the Neo-Schumpeterian perspective. This framework was chosen because, by means of the Innovation System concept, this literature allows us to analyze the relationships and configurations of actors, as well as the role of the state and of social, science and technology, and economic policies in the studied region. The analysis considered four selected dimensions: physical infrastructure, human capital, scientific production, and funding. These variables were chosen because they allow us to verify the possibilities and limitations of developing a biotechnology RIS in the Northeast of Brazil, and these elements would help in answering the question behind this dissertation. The location of the physical infrastructure was determined by means of bibliographic and documental research and interviews with heads of institutions that do biotechnology research. Regarding human capital, the analysis focused on resource training in biotechnology, highlighting graduate courses and research groups in the area. To measure knowledge production, we delimited scientific collaboration among researchers in the field of biotechnology as the focus of this category. For the funding dimension, information was gathered from reports available at the websites of national and state funding agencies. The data was analyzed through method triangulation, involving quantitative and qualitative research stages. To back the analyses, we revisited the integration policies in the area of Science, Technology and Innovation. Our analysis has shown that these policies play a crucial role in the development of biotechnology in the region being studied. The data revealed that the physical infrastructure is concentrated in only three states (Bahia, Ceará, and Pernambuco). In this regard, the Northeast Biotechnology Network (Renorbio) stands out as a strategic actor, enabling states with poor infrastructure to develop research through partnerships with institutions located in another state. We have also verified that the practices involving human resource training and knowledge production are factors that enable the emergence of a regional system for biotechnology in the studied region. As limitations, we have verified the low immersion level of regional actors, the heterogeneity of socioeconomic indicators, the lack of financial resources, and a low innovation culture in the business sector. Overall, we have concluded that the development of a Regional Innovation System in Biotechnology, based on the current regional dynamics, depends on an effective change in the behavior of the social agents involved, both in the national and regional dimensions as well as in the public and private spheres

The transformations economical, cultural and social that happen in world ambit they are associated to the intense progress and expansion of new technologies, forcing governments, people, companies and nations to the introduction of new patterns of behavior, forcing, in that way, to the continuous renewal of products and technological processes to maintain the competitiveness, so much among nations, as in the managerial world. In that matter, the technological innovation is recognized as basic factor of maintainable economical competitiveness, being the responsible for the breaking and/or improvement of the techniques and production processes, what presupposes the systematization varied institutional arrangements that they involve firms, interaction nets among companies, government agencies, universities, research institutes, laboratories of companies and scientists and engineers activities. Those arrangements, to the if they articulate with the educational system, with the industrial and managerial section and, also, with the financial institutions, they take the form that Freeman (1987) it coined of national system of innovation, promoted through public politics of CT&I, which seek to induce and to support innovative initiatives in the companies, as well as to establish demands and to prioritize vocations and regional potentialities. In that context of government support to the technological innovation interferes this study, that it looked for to know the reasons of the fragility innovative in the pharmaceutical industry of State of Pará in Brazil, pointed for PINTEC (2005), starting from the point of view of the businessmen of that section. For such, the qualitative approach was used - with interviews directing semi and the technique of the content analysis. The results of the research pointed that the fragilities innovative of the section links to the ignorance of the government support to the technological innovation on the part of the businessmen of the pharmaceutical industry of State of Pará in Brazil

Devido ao contexto económico vivido actualmente, de muita concorrência e de incerteza, impõe-se a aposta em fazer diferente, em fazer melhor e a um menor custo. Tal caminho pode ser percorrido com recurso à criatividade e inovação resultando deste binómio elementos potenciadores de mais-valias para a empresa e para o consumidor. Será que o ambiente organizacional influencia o aparecimento de criatividade e inovação? A opinião de que o ambiente é realmente muito importante para tal acontecer é partilhada por vários autores. A cultura organizacional, a forma como é considerado o indivíduo dentro da organização, como é feita a gestão de talentos, a forma como são encorajadas as ideias de todos os indivíduos pode realmente ser um factor decisivo para facilitar e encorajar a criatividade e inovação na empresa. A abordagem empírica assenta num estudo qualitativo, para o qual foram seleccionadas três empresas. A selecção de duas das empresas teve em conta o seu posicionamento no mercado como empresas inovadoras e a terceira pelo facto do seu core business estar directamente relacionado com a criatividade. Através do estudo realizado conclui-se que a cultura e o clima organizacional, ou seja, a forma como é visto o colaborador, como lhe é dado poder de decisão, como é reconhecido o seu esforço, trabalho e empenho, influencia os níveis de criatividade e inovação dentro da Organização. ABSTRACT; Due to the current economic context, marked by a fierce competition and uncertainty, it is necessary to focus on making differently, better and cheaper. Such path can be followed using creativity and innovation. Profit-boosting elements for the company and the consumer. Does the work environment affect the occurrence of creativity and innovation? Several authors share the opinion that the environment is very important for that occurrence. The organizational culture, the way how the individual is perceived inside the organization, how the management of talents is made, the ideas from all individuals are seen, can be a major to facilitate and encourage creativity and innovation in the company.
