El artículo se desarrolla en tres apartados. El primero dibuja el estado de la cuestión en relación con los instrumentos actuales de participación regional en las decisiones europeas. El segundo analiza detalladamente el debate de las posiciones y las propuestas defendidas durante los trabajos de la Convención Europea alrededor del grado de inserción de las regiones en la toma de decisiones. El tercero examina las principales consecuencias que se derivan del acuerdo final, poniendo especialmente de relieve las implicaciones que se derivan para los Estados miembros que, como España, se hayan inmersos en un proceso de reformas constitucionales y estatuarias

Turkey's accession to the EU: interests, ideas and path dependence

The paper is divided into four sections. The first offers a critical assessment of explanations of both rationalist and constructivist approaches currently dominating European studies and assesses the notion of path dependence. The second and third sections analyse the role of both material interests and polity ideas in EU enlargement to Turkey, and conclude that explanations exclusively based on either strategic calculations or values and identities have significant shortcomings. The fourth section examines the institutional path of Turkey's candidacy to show how the course of action begun at Helsinki restricted the range of possible and legitimate options three years later in Copenhagen.

El impacto de Internet en los medios de comunicación y la industria del deporte.

Atès que la presència de l'esport a Internet cada cop és més recurrent, aquest treball es centra en l'impacte d'Internet en les relacions existents entre alguns dels actors més importants a la indústria de l'esport a Europa: - Organitzacions esportives, que són productors del producte esportiu base; - Mitjans de comunicació, que comuniquen temes esportius; - Organitzacions comercials, que promocionen els seus productes a través de l'esport i els mitjans de comunicació (tot incloent els patrocinadors esportius); - Fans / consumidors del producte base de l' esport. Amb l'anàlisi de l'estructura i continguts d'una mostra de 27 llocs web d'aquestes organitzacions, i després de considerar els conceptes i teories sobre la comunicació a Internet, l'emergència del comerç electrònic i l'e-marketing, i com poden relacionar-se amb la indústria esportiva i la transmissió de missatges esportius, s'estableixen les conclusions sobre quin és l'impacte d'Internet a la indústria esportiva, quan som propers a l'inici de la convergència entre la televisió digital i Internet.

De l'economia a les mentalitats: reforma agrària, desenvolupament rural i identitat ètnica als Andes

Estudi elaborat a partir d’una estada a la Facultad Latinoamericana de Ciencias Sociales, Ecuador, entre setembre i desembre del 2006. El projecte té l'objectiu general d'elaborar una monografia, entre el treball d’arxiu i el de camp, capaç d’exemplificar els processos de consolidació dels sectors dirigents indígenes i de vincular-los amb les transformacions de la societat rural andina contemporània. L’estudi de cas és el d’una organització de segon grau molt representativa (la UNOCANC, parròquia de Toacazo, província de Cotopaxi, Equador), analitzant el que han significat aquest canvis des de la descomposició del règim d’hisenda fins a l’ascens d’una part de l’élite camperola local a les altes instàncies de la CONAIE (Confederación de Nacionalidades Indígenas del Ecuador).

El Consumo de leche fresca en Cataluña entre mediados del siglo XIX y 1936: la difusión de un nuevo alimento

La difusión del consumo de leche fresca fue un cambio significativo en la dieta de los europeos, pero que ha sido poco estudiado con respecto a las poblaciones de la Europa Mediterránea. En este artículo analizaremos las principales circunstancias que condicionaron aquel proceso en Cataluña entre mediados del siglo XIX y 1936. En nuestra exposición argumentaremos que el consumo de leche en aquella zona sólo era relevante en el siglo XIX en situaciones de enfermedad o vejez, y que después aumentó y adquirió un nuevo significado como resultado de varios factores. En especial destacaremos: (a) los progresos científicos en microbiología y nutrición, (b) las actividades que realizaron los médicos y diversas instituciones públicas para fomentar el consumo de leche fresca, y (c) las innovaciones tecnológicas en el sector lechero.

The Difficult and tortuous path of agricultural cooperative networks in spain, 1890-1935

The rural associationism developed from the last decades of the XIX century could be consider as an answer of the agriculturists to the increasing integration of agriculture in the market, and to the effects of the Great Depression. In the case of Spain, the initiatives in this sense arose with certain delay in relation to the countries of Western Europe. The beginning of the Spanish cooperativism is closely bound to the Law of 1906. It granted the agrarian cooperatives with fiscal exemptions and other types of supports to the associates, although the process did not really accelerate until the promulgation of the law regulation in 1908.

Learning the ropes and embracing the rules: CFSP institutions as arenas for learning and strategic socialisation

The aim of this article is to analyse those situations in which learning and socialisation take place within the context of the Common Foreign and Security Policy (CFSP), in particular, at the level of experts in the Council Working Groups. Learning can explain the institutional development of CFSP and changes in the foreign policies of the Member States. Some scope conditions for learning and channels of institutionalisation are identified. Socialisation, resulting from learning within a group, is perceived as a strategic action by reflective actors. National diplomats, once they arrive in Brussels, learn the new code of conduct of their Working Groups. They are embedded in two environments and faced with two logics: the European one in the Council and the national one in the Ministries of Foreign Affairs (MFA). The empirical evidence supports the argument that neither rational nor sociological approaches alone can account for these processes.

Technical innovations at the service of cheaper labour in pre-industrial Europe. The Enlightened agenda to transform the gender division of labour in silk manufacturing

In 1749, Jacques de Vaucanson patented his or tour pour tirer la soie or spindle for silk reeling. In that same year he presented his invention to the Academy of the Sciences in Paris, of which he was a member1. Jacques de Vaucanson was born in Grenoble, France, in 1709, and died in Paris in 1782. In 1741 he had been appointed inspector of silk manufactures by Louis XV. He set about reorganizing the silk industry in France, in considerable difficulty at the time due to foreign competition. Given Vaucanson’s position, his invention was intended to replace the traditional Piémontes method, and had an immediate impact upon the silk industry in France and all over Europe.

Material flow accounting of Mexico (1970-2003)

This technical background paper describes the methods applied and data sources used in the compilation of the 1980-2003 data set for material flow accounts of the Mexican economy and presents the data set. It is organised in four parts: the first part gives an overview of the Material Flow Accounting (MFA) methodology. The second part presents the main material flows of the Mexican economy including biomass, fossil fuels, metal ores, industrial minerals and, construction minerals. The aim of this part is to explain the procedures and methods followed, the data sources used as well as providing a brief evaluation of the quality and reliability of the information used and the accounts established. Finally, some conclusions will be provided.
