Purpose – The purpose of this paper is to offer a new approach for small and medium enterprises (SMEs) in Australia to engage in sustainable trade with China through the use of Sister City relationships. The reason for writing this paper is to address this research gap with the aim of influencing government policy at the national and the local level.

Design/methodology/approach – The main methods used is a historical literature review, a critical review of the effectiveness of the Sister City relationships and an examination of a special Sister City relationship between Latrobe City in Australia and the Chinese city of Taizhou.

Findings – Throughout the course of the paper it was established that Sister City relationships had been insufficiently utilized as commercial facilitators and especially SMEs in regional Australia. This was especially evident in terms of trade relations with China.

Research limitations/implications – This conceptual paper will require further research at different levels. Future research should establish what Australian sister cities with China are actually doing and how a more focused relationship utilizing SMEs in their territory might be utilized. This is clearly a limitation with this conceptual paper, which it is hoped will be overcome with new research planned by the authors.

Practical implications – The practical implications emerging from this paper is that Sister City relationships can be refocused from their current role to becoming structurally integrated into trade facilitators for SMEs in pursuing trade with China. Most Sister City relationships do not have a trade focus in the first instance. As a result of this paper we are hoping that local government policy makers and state government trade facilitators will see Sister City relationships in a new light.

Originality/value – This paper brings to attention cases of Sister City relationships which have gravitated towards a trade focus (an exception like Latrobe City) in which results are already evident. A paper of this kind is directed at governments at all levels as well as SMEs who wish to work better with government.

This study investigated whether the availability and accessibility of supermarkets and fruit and vegetable stores, and the availability, variety and price of foods within these stores, varied across areas of different levels of socioeconomic disadvantage in Melbourne, Australia. Data on food store locations, and food variety and price within stores were obtained through objective audits of 45 neighbourhoods of varying socioeconomic disadvantage. Geographical accessibility of healthy food stores was mostly better amongst those living in more advantaged neighbourhoods. Availability of healthy foods within stores only slightly favoured those in advantaged neighbourhoods. However food prices favoured those living in disadvantaged areas.

Education and training institutions from schools through to universities have a vital role in supporting development in regional Australia. The interaction between these institutions and their rural communities influences the social capital of the community and the extent to which the community is a learning community, willing and able to manage change to the community’s advantage.

There are benefits to be had from a collaborative approach to planning and delivering training. This approach is consistent with theories of social capital that emphasise the crucial part played by networks, values and trust in generating superior outcomes for individuals, communities and regions. Research has found that education and training is most effective in building social capital and learning communities were there is attention to customising or targeting education and training provision to local needs. The key to matching provision with local needs, particularly in the more rural and remote areas, is collaboration and partnerships. Partners can be regional organisations, other educational institutions, businesses and government. The factors that enhance the effectiveness of the collaborations and partnerships are the elements of social capital: networks, shared values and trust, and enabling leadership.

Networks are most effective where there were opportunities and structures for interaction, which can be termed interactional infrastructure, that foster networks within the region, and networks that extended outside the region. Interactional infrastructure includes regional forums, committee structures, consultative processes and opportunities for informal discussion addressing the issues of education, training and employment in a community or region. Better outcomes are evident when there is an interactional infrastructure that is resourced with financial, physical and human resources of sufficient quantity and quality. Collaborations provide access to a greater range of external resources through extended external networks. Effective networks and shared visions, values and trust among the partners in a collaboration, are fostered by enabling leaders. Educational institutions are well placed to supply the ‘human infrastructure’ that makes collaborations and partnerships work, including enabling leadership.

Attention to factors associated with the quality of social capital, especially interactional infrastructure including leadership, shared vision and values and networks within and external to the community, can be expected to improve the effectiveness of education and training outcomes. More importantly, a collaborative approach to planning for education and training in rural regions will build the capacity of regions and their constituent communities to develop and change by building social capital resources. Leadership is an important driver of processes that build community and regional capacity and ultimately produce social and economic benefits through regional development. Educational providers in rural regions are well placed to act as enabling leaders.

This paper reports some of the findings from a project that aimed to identify effective processes for ensuring that the content of learning activities is relevant to the changing needs of clients, and evolves so as to always incorporate the best available knowledge and science. This paper focuses on findings relating to the drivers for the development of new or substantially revised learning programs. The project, ‘Providing client-focussed education and training’, was funded by the FarmBis section of the Department of Agriculture, Fisheries and Forestry. The project also produced a self-assessment checklist for training providers to identify ways of improving the development and delivery of training. The key issues include continuous monitoring of client’s needs, and actively seeking opportunities to meet and work with industry organisations, other training providers and funding bodies.

There appear to be two drivers for the development of learning programs. One is problems or opportunities identified by people and organisations that could be termed ‘scanners’ and who tend not to be potential participants, the other is learning needs expressed by individuals or enterprises who want to participate in learning activities.

Scanners are typically industry organisations, government agencies and researchers, but may include providers and participants. Scanners identify learning needs that are not yet being expressed by potential participants, with the occasional exception of leading primary producers. Expressed participant needs drive the development of other programs. Providers become aware of the need for a new or substantially revised program, for example as a result of feedback from an existing program, because of legislative change or from delivering a similar program in other industries or contexts (for example computer training). Brokers (such as industry organisations who work to connect providers and participants) and ‘champions’ of training help participants identify and articulate their learning needs.

This paper reports findings of the first phase of a study conducted to investigate the factors that contribute to the success of partnerships between vocational education and training (VET) providers and community/industry, and the processes partnerships employ to produce quality learning outcomes for individuals and other stakeholders, including enterprises, industries and communities. This phase of the project maps the partnerships that have previously been researched or reported, using a meta-analysis methodology. The literature reviewed here is restricted to the period since 1995, and 117 partnerships from several sources were identified and analysed. The partnerships identified in this paper are analysed in terms of their status at the time of reporting in the literature. The review of Australian VET partnerships found that industry-provider partnerships were the most common. Industry-provider partnerships were predominant in urban areas, while in rural areas community-industry-provider partnerships were most common. This rural/urban divide was also reflected in different purposes of the partnerships. While urban partnerships were most frequently concerned with industry development, rural partnerships were most frequently concerned with regional development through education and training. Measures of success were found to be determined primarily by stakeholders of partnerships, generally by comparing outcomes with goals and objectives. The most frequently reported outcomes were community development, access and equity and collaboration between stakeholders. The findings of this paper raise several questions about partnerships and quality training outcomes. Further investigation is required to determine what measures (other than customer satisfaction) should be used to evaluate quality of training outcomes.
