The 2002-2003 Weatherization Program has just come to an end and we would like to take the time to thank you for an excellent year serving the population of Iowa. As always, it was a pleasure working with each and every one of you. We have recently had a new addition to the weatherization family. A hearty welcome is extended to Mike Creeden, the new Weatherization Coordinator at North Iowa. Agencies were recently sent their HEAP and DOE contracts. Once the HEAP contracts are received by our office and signed by the Administrator, they will be promptly returned for your files. The DOE signature pages will be returned to each agency, once DOE has approved the state plan. In the meantime, should you have any questions, feel free to contact our office. There was a change in this year’s utility contracts; a maximum of twelve bulbs may be replaced per house, at a maximum of $10 per bulb. WAMS in Access 2000 is just about ready for use. Be looking for it’s release soon. Look forward to Pressure Diagnostic and TI- 86 training July 8-9 and 22-23. If you are interested in hosting this training, please contact our office.

This report discusses a number of topics and presents data and other information in response to Iowa Code Section 216A.135’s mandate for an annual Plan Update. It was prepared as an edocument and relies mainly on links to other documents which, when combined, make up the complete report. The outline that follows names the issues being presented this year by the CJJPAC and is both a table of contents and a “site-map” for the report.

Nuestro trabajo que hemos realizado a lo largo del curso consiste en el estudio de las plantas desalinizadoras, su mercado y producción, y en la elaboración de un plan de empresa que esperamos que sea útil a todas aquellas personas que estén interesadas en nuestro proyecto. De igual forma esperamos que nuestro trabajo y modelo de empresa sirva de ejemplo a seguir por terceros, cuya actividad esté relacionada o involucrada con las plantas desalinizadoras.El tema lo elegimos debido a su alto contenido ecológico, puesto que vivimos enuna sociedad en la que el cambio climático y la escasez de agua son graves problemas que afectan a nuestro globo terráqueo. Nosotros como habitantes del planeta nos sentimos con la obligación y el deber de intentar poner nuestro grano de arena para poder protegerlo.Los objetivos que nos planteamos al principio del trabajo y que hemos intentadoalcanzar han sido: el estudio de la situación del agua de la zona en la que noshemos centrado (Blanes, Lloret, Tossa y Maresme Nord) y las oportunidades de negocio que abre una empresa como la nuestra: Planta desalinizadora.Creemos que la creación de este tipo de empresas es una clara solución futura para solventar los problemas de falta de agua. Y en este grave problema hemos encontrado una oportunidad de negocio que a la larga se convierte en solución.En resumen, nuestro trabajo, una vez conocido el mercado y producción de estasplantas, consiste en la elaboración de un plan de empresa, las características del cuál se detallaran más adelante.

Over the past two decades, intermittent hypoxic training (IHT), that is, a method where athletes live at or near sea level but train under hypoxic conditions, has gained unprecedented popularity. By adding the stress of hypoxia during 'aerobic' or 'anaerobic' interval training, it is believed that IHT would potentiate greater performance improvements compared to similar training at sea level. A thorough analysis of studies including IHT, however, leads to strikingly poor benefits for sea-level performance improvement, compared to the same training method performed in normoxia. Despite the positive molecular adaptations observed after various IHT modalities, the characteristics of optimal training stimulus in hypoxia are still unclear and their functional translation in terms of whole-body performance enhancement is minimal. To overcome some of the inherent limitations of IHT (lower training stimulus due to hypoxia), recent studies have successfully investigated a new training method based on the repetition of short (<30 s) 'all-out' sprints with incomplete recoveries in hypoxia, the so-called repeated sprint training in hypoxia (RSH). The aims of the present review are therefore threefold: first, to summarise the main mechanisms for interval training and repeated sprint training in normoxia. Second, to critically analyse the results of the studies involving high-intensity exercises performed in hypoxia for sea-level performance enhancement by differentiating IHT and RSH. Third, to discuss the potential mechanisms underpinning the effectiveness of those methods, and their inherent limitations, along with the new research avenues surrounding this topic.
