As outlined in the theme of this conference, the problematisation of the notion of 'progress' relates to a questioning of the West's teleological aspirations for the future. This critique has allowed for the presence of a multiplicity of ways of perceiving the world, including those from outside the West's intellectual tradition. However, within architectural discourse, conceptual plurality has been largely limited to movements such as critical regionalism or postmodernism, which have tended to question the direction or desirability of progress, rather than its fundamental nature.

This paper looks at an example of recent architecture by an Asian diasporic community in Melbourne. This is a building that appears to be 'traditional' in style, in other words atavistic and antithetical to 'progressive' architectural ideals. However, looking at it through different philosophical understandings of duration can provide us with alternative interpretations to these assumptions.

By this I am not referring to disillusionment with progress, as expressed through postmodernist and neo-traditionalist movements in the West, but ways in which looking at the 'traditional' architectures of non-Western cultures from their own philosophical positions might provide alternative definitions pf the idea of 'progress'. The increasing presence of non-western 'traditional' architecture in the West implies that West modernity might not be the only 'tradition' that has a viable future. Consequently, the idea of 'the future' as something to aspire to, might be the outcome of a particular dominant historicity rather than a universal condition.

National Competition Policy’s introduction encouraged the use of outsourcing in the public sector, but variations in the extent and types of services outsourced were evident. Through reviewing the economic and political literature, this paper has uncovered six reasons for outsourcing that straddle the two paradigms. The desire to reduce costs and increase efficiency, focus on core competitive advantage, introduce workforce flexibility, manage industrial relations’ problems, satisfy decision-makers’ personal objectives and adhere to the neo-liberal government agenda are discussed. The paper puts forward a number of models which delve into the relationship between the theoretical factors which economic and political theorists have proposed as being important in making the decision to outsource and delineates between those factors which are perceived by decision-makers as important in their reasoning and those which are unperceived but impact on the outcomes. It concludes that is only by understanding the complex relationship between reasons, and perceived and unperceived factors, will outcomes be able to be predicted.

This paper reviews the key principles of Catholic Social thought as they pertain to relations between labour and capital. It is argued that such principles are foundational for the conduct of ethical relations and the exercise of moral values in the workplace, and are recognisable in the right of workers to employment and just compensation for their labours, in the duty of employers to provide safe and engaging work for those in their charge, and in the obligation of the state to dispense wise governance in a manner that guarantees the welfare and security of all its citizens. It is argued that these principles have had de facto airing in Australian political and economic history, and that they might be usefully drawn upon again to protect the rights of workers under the current ascendency of neo-liberal policy solutions.

This paper use neo-functionalist and institutionalist theories of geo-political integration to develop a theory of international trade unionism. In brief, the theory asserts that the type of international ‘context’ in which international trade unions operate presupposes the types of ‘imperatives’ that will dominate their interests and concerns. These imperatives are taken to operate along one of three dimensions - industrial, political and ideological, and are seen as evolving in accordance with the ‘logic of spill-over’ in global and sub-global integration processes. Using this interpretation the discussion provides reasons as to why ideological imperatives have historically dominated international trade union thinking, the only exception being regional trade unions operating in Europe, which have evolved beyond the ideological to embrace industrial and political imperatives in their modes of organisation and operation.

Over the past decade, international non-governmental organizations (NGOs) have been contesting the neo-liberal economic order in international politics by campaigning for normative conditions to bring about what Richard Falk calls 'humane governance'. However, the degree to which NGOs have contributed to the formation of global social contracts remains controversial. While NGO activists and various scholars advocate the establishment of such contracts, empirical testing of this normative argument is underdeveloped. Drawing upon this lack of empirical support, critics dismiss the global social contract concept and question the roles played by NGOs in international politics. This article addresses the controversy through a review, refinement and application of global social contract theory and an empirical study of two prominent international NGO campaigns directed at the World Trade Organization (WTO), an institution that represents a 'hard test case'. It explores the ways in which NGOs and their networks are challenging the neo-liberal basis of WTO agreements and contributing to the emergence of global social contracts. The article concludes that in some circumstances, NGOs have the capacity to inject social justice into international economic contracts and there is some basis for optimism regarding the formation of global social contracts involving NGOs, nation-states and international organizations.
