O serviço público de fornecimento de água nas regiões metropolitanas: cooperação entre entes da federação e desenvolvimento

This work aims to study the material conflict of jurisdiction as to the ownership of public water supply, between the municipalities and the Member States, in metropolitan areas. One of the important points of analysis is the realization of the fundamental right of access to water, a right that is implicit in the Constitution of 1988, being prevented from having their achievement considering the lack of definition of the ownership of the service. Knowing discussed the essential public service, in all its stages, it will realize it is a complex activity that depends for its operation, joint activities of federal entities and the society. In its pursuit of development (understood as better conditions of life), that in view of the Federal Law nº 11.445 of 2007 is the universal access to service, require the adoption of popular participation and the positive benefits of the state, such as planning. The right to housing is included in several international human rights instruments and in Brazilian legal system integrates the constitutional catalog of fundamental social rights (art. 6) and urban development policy (art. 182 and 183). Besides, it is for all federative governments its effectiveness by building programs and improvement of housing conditions and sanitation (art. 23, IX), which justifies the investment in urban planning and public policy of housing affordability because they are tools for achieving this right. Newer strategies in this area have been based on tax incentives, combined with the mortgage as a way to induce the construction of new housing units or reform those in a precarious situation. However, there is still a deficit households and environmental soundness, compounded with the formation of informal settlements. Consequently, we need constant reflections on the issue, in order to identify parameters that actually guide their housing policies in order to meet the constitutional social functions of the city and ensure well-begins of its citizens (art. 182). On the other hand, the intervention of the government in this segment can not only see the availability of the home itself, but also the quality of your extension or surroundings, observing aspects related to environmental sanitation, urban mobility, leisure and services essential health, education and social assistance. It appears that the smoothness and efficiency of a housing policy condition to the concept of adequate housing, in other words, structurally safe, comfortable and environmentally legally legitimate, viable from the extensive coordination with other public policies. Compostagem e vermicompostagem de dejetos de caprinos: efeito das estações do ano

A caprinocultura brasileira cresceu consideravelmente nos últimos anos, elevando a produção de resíduos, fato que justifica o estudo de práticas de reciclagem, tais como a compostagem e a vermicompostagem, pois, além da agregação de valor com a produção do composto, representa um meio de saneamento na área rural. Para o desenvolvimento deste trabalho, foram utilizados dejetos coletados de caprinos em diferentes faixas etárias, mantidos em sistema de semiconfinamento e com regime alimentar único. O objetivo principal foi avaliar os efeitos das estações do ano sobre os processos de compostagem e vermicompostagem. As reduções na quantidade de matéria seca (MS) foram de 53,7; 53,4; 51,4 e 47,8% para a compostagem e 57,4; 51,0; 41,4 e 53,6% para a vermicompostagem nas estações de verão, outono, inverno e primavera, respectivamente. Observaram-se maiores reduções na relação C/N durante o verão e outono, em relação à primavera e ao inverno, para ambos os processos. As equações de redução de volume, na compostagem, foram: y = -0,0512x + 1,0233; y = -0,0552x + 1,1766; y = -0,0521x + 1,1656 e y = -0,0558x + 1,3227, para as estações primavera, outono, inverno e verão, respectivamente, (x = número de semanas e y = volume, em m³).

Produção de matéria seca em pastagem de Tifton 85 irrigada, com diferentes doses de dejeto líquido de suíno

O dejeto líquido de suíno (DLS) pode constituir-se em excelente fonte de adubação em pastagem, com aplicação por aspersão, desde que seja assegurada a proteção do meio ambiente. Apesar de seu comprovado potencial para uso em sequeiro, pouco se conhece sobre o comportamento da cultivar Tifton 85 em sistemas sob irrigação e sob aplicação de DLS. Para determinar a produção de matéria seca pré-pastejo de Tifton 85 com DLS, foi conduzido um experimento na Fazenda-Escola da Universidade de Uberaba, irrigado por aspersão em malha, com aplicação de 0; 50; 100 e 200 m³ ha-1 ano-1 de DLS. Houve efeito significativo das doses de DLS em relação à produção de matéria seca pré-pastejo, ocorrendo acréscimos de produção com o aumento das doses. O fornecimento de 200 m³ ha-1 ano-1 de DLS possibilitou produção de 5.928 kg de matéria seca (MS) da forrageira por ciclo de 28 dias.
