O Parque Nacional do Itatiaia, fundado em 1937, é o primeiro Parque Nacional do Brasil e apresenta dois planos distintos em seus espaços Parte Alta e Parte Baixa compreendendo municípios dos estados do Rio de Janeiro e Minas Gerais. O estudo do conflito socioambiental existente no Parque Nacional do Itatiaia (PNI) foi realizado, nesta tese, a partir do processo de ampliação territorial ocorrido nesta Unidade de Conservação, em 1982, que incorporou pequenas propriedades particulares ao território da Parte Alta do PNI sem que o Estado efetivasse as indenizações e as desapropriações territoriais preconizadas pela legislação ambiental brasileira para unidades de conservação de proteção integral (SNUC Lei Federal n. 9.985/2000). A caracterização do PNI foi feita levando-se em consideração as correntes ambientalistas que fundamentaram a criação de áreas protegidas desde o surgimento da primeira unidade de conservação nos Estados Unidos da América, no séc. XIX. As assimetrias identificadas nas relações de poder estabelecidas pelos atores sociais envolvidos na questão fundiária do PNI foram destacadas com base nas contribuições do campo da ecologia política. Nessa perspectiva, o estudo caracterizou a relação das comunidades tradicionais com o meio ambiente e as práticas socioambientais dela decorrentes e identificou alternativas de sustentabilidade socioambiental para enfrentamento dos conflitos fundiários existentes no PNI. A possibilidade de desenvolvimento de práticas produtivas alternativas à agropecuária, como o turismo de base comunitária, por exemplo, que permite a inclusão das famílias residentes no território do PNI até que se conclua o processo de regularização fundiária e a sua consolidação territorial, foi ressaltada com vistas a apontar a construção de um arranjo institucional como estratégia de compatibilização de dois direitos fundamentais garantidos pela Constituição Federal de 1988 (CF/88): o direito ao meio ambiente equilibrado e o direito cultural. Nesse parque, a atividade turística manifesta-se como uma das alternativas viáveis para o enfrentamento dos conflitos sobre a ocupação fundiária, tendo em vista que políticas públicas de turismo têm concebido ações de geração de trabalho e renda, de inclusão social e de sustentabilidade econômica e ambiental. A adoção da metodologia de pesquisa qualitativa, com base na técnica de observação participante, permitiu a imersão do pesquisador na problemática vivenciada por comunidades tradicionais que vivem em UCs e possibilitou a obtenção de dados singulares que auxiliaram na interpretação dos resultados. A partir das análises empreendidas com base no trabalho de campo e nas entrevistas, esta tese reforça a importância da celebração de um arranjo institucional entre o Estado brasileiro, por meio do órgão ambiental, e as famílias residentes nas comunidades da Serra Negra e da Vargem Grande, dentro dos limites territoriais do PNI, como forma de se criar uma alternativa sustentável aos impasses vivenciados pelo Estado brasileiro frente às reivindicações de grupos sociais envolvidos em conflitos socioambientais, não só no PNI, mas em diversas Unidades de Conservação do Brasil.

An assessment of three methods of fish capture, to establish the best fishing method which reflects the best range of sizes and species of fish in a given area. The methods used were trawl netting, electrofishing, and seine netting which were assessed on the Crossens drainage system near Southport. The report also includes a study of roach / bream hybrids that were found at the site, which focuses on their distinguishing features and compared with the features of roach and bream.

Squaretail coralgrouper (Plectropomus areolatus) were captured and tagged at a fish spawning aggregation (FSA) site with conventional and acoustic tags to assess their vulnerability to fishing and spatial dynamics during reproductive periods. Males outnumbered females in catch and, on average, were larger than females. Findings revealed a high vulnerability to fishing, particularly during reproductive periods, and most fish were recaptured within the 5-month spawning season and within 10−12 km of the aggregation site. Individual and sex-specific variability in movement to, and residency times at, the FSA site indicates that individual monthly spawning aggregations represent subsets of the total reproductive population. Some individuals appeared to move along a common migratory corridor to reach the FSA site. Sex-specific behavioral differences, particularly longer residency times, appear to increase the vulnerability of reproductively active males to fishing, particularly within a FSA, which could reduce reproductive output. Both fishery-dependent and fishery-independent data indicate that only males were present within the first month of aggregation. The combined results indicate that reproductively active P. areolatus are highly vulnerable to fishing and that FSAs and migratory corridors of reproductively active fish should be incorporated into marine protected areas. No presente estudo, proponho-me a mostrar narrativas de/sobre mulheres negras nascidas e/ou radicadas na cidade do Rio de Janeiro que, por se manifestarem publicamente por intermédio do exercício de práticas artístico-culturais, são contempladas pela visibilidade midiática. Trata-se de uma pesquisa qualitativa situada nos campos dos estudos pós-coloniais e dos estudos do cotidiano. Nega Gizza e Tati Quebra Barraco protagonizam a investigação. As narrativas foram coletadas em artefatos culturais midiatizados disponibilizados ao público em geral cotidianamente, ao longo do século XXI. Achados apontam que a cidade do Rio de Janeiro, o lugar do estudo, é um centro propulsor de narrativas, discursos e dispositivos atuantes nacionalmente sobre mulheres negras, os quais mantêm aspectos essencializantes e subalternizantes que sobrepujam supostos fatores positivos que seriam decorrentes de visibilidades, bem como limitam processos de ressignificações identitárias e processos empoderadores. Destacam-se: 1) o discurso sobre a feiura, que se contrapõe ao discurso estético corporal hegemônico; 2) o discurso do corpo negro suspeito. Sendo assim, o dispositivo de transformar negra/o em branca/o embranquecimento continua operando com muita potência na cidade do Rio de Janeiro, em especial tendo em vista aquilo que se espera das mulheres. Tais achados inspiraram a construção da seguinte trilogia: protagonistas impensáveis; muralha do quase; prestígio subalterno. O prestígio subalterno se manifesta por intermédio da mobilidade social restrita a lugares marcados racializados. A muralha do quase é a responsável pela ausência de redes de poder com as quais a população negra possa contar para galgar a mobilidade social. As protagonistas impensáveis são as sujeitas que, por não disporem de atributos ditados pelo discurso da legitimidade estética que merece ser representada, estão interditadas para ocupar o papel principal do espetáculo. Paradoxalmente, no entanto, em algum momento inusitado, elas levantam e falam.

The implementation of Puerto Rican Regulation No. 6768, which overhauled the existing fishery management framework, generated considerable hostility towards local managers. Among the controversial management measures adopted in 2004 were the assignment of fishing licenses based on fishing income, the establishment of closed seasons, and new minimum size restrictions for commercially valuable species. Though tensions have subsided, considerable opposition to these regulations remains. This paper provides a characterization of the current population of active small-scale fishermen, discusses their perceptions about the biological and socio-economic condition of the fishery, and describes their attitudes towards the new management framework. This study revealed that the number of active fishermen decreased from 1,731 in 1988 to 868 in 2008. Although a declining resource base was one of the main drivers behind these waning participation statistics, rising fuel costs and burdensome regulations exacerbated the rate of attrition. The majority of the fishermen were middleaged men (50 years) with moderate levels of formal education and high levels of fishing dependence which limited their employment opportunities outside the fishery. Most of the vessels were small (20 ft) and outfitted with a single outboard engine (80 hp). Hook and line and SCUBA were dominant gears because of their versatility and cost effectiveness. Fishermen suggested that their opposition to the regulations would continue unless they were afforded greater regulatory flexibility and provided with a larger role in the decision-making process. Fishermen were adamant about the need to reconsider the income reporting requirements to secure a fishing license because of the potential for losing public assistance benefits. They also objected to increasing the minimum size of many deepwater snapper (Lutjanidae) and grouper (Serranidae) species because it forced them to discard dead fish, a practice they consider wasteful since these species do not survive the ascent to the surface once hooked.

Shore whaling along North America’s California and Baja California coasts during 1854–99 was ancillary to the offshore and alongshore American whale fishery, which had begun in the North Pacific in the early 1800’s and was flourishing by the 1840’s. From its inception at Monterey, Calif., in the mid 1850’s, the shore fishery, involving open boats deployed from land to catch and tow whales for processing, eventually spread from Monterey south to San Diego and Baja California and north to Crescent City near the California–Oregon border. It had declined to a relict industry by the 1880’s, although sporadic efforts continued into the early 20th century. The main target species were gray whales, Eschrichtius robustus, and humpback whales, Megaptera novaeangliae, with the valuable North Pacific right whale, Eubalaena japonica, also pursued opportunistically. Catch data are grossly incomplete for most stations; no logbooks were kept for these operations as they were for high-seas whaling voyages. Even when good information is available on catch levels, usually as number of whales landed or quantity of oil produced, it is rarely broken down by species. Therefore, we devised methods for extrapolation, interpolation, pro rationing, correction, and informed judgment to produce time series of catches. The resulting estimates of landings from 1854 to 1899 are 3,150 (SE = 112) gray whales and 1,637 (SE = 62) humpback whales. The numbers landed should be multiplied by 1.2 to account for hunting loss (i.e. whales harpooned or shot but not recovered and processed).

The 19th century commercial ship-based fishery for gray whales, Eschrichtius robustus, in the eastern North Pacific began in 1846 and continued until the mid 1870’s in southern areas and the 1880’s in the north. Henderson identified three periods in the southern part of the fishery: Initial, 1846–1854; Bonanza, 1855–1865; and Declining, 1866–1874. The largest catches were made by “lagoon whaling” in or immediately outside the whale population’s main wintering areas in Mexico—Magdalena Bay, Scammon’s Lagoon, and San Ignacio Lagoon. Large catches were also made by “coastal” or “alongshore” whaling where the whalers attacked animals as they migrated along the coast. Gray whales were also hunted to a limited extent on their feeding grounds in the Bering and Chukchi Seas in summer. Using all available sources, we identified 657 visits by whaling vessels to the Mexican whaling grounds during the gray whale breeding and calving seasons between 1846 and 1874. We then estimated the total number of such visits in which the whalers engaged in gray whaling. We also read logbooks from a sample of known visits to estimate catch per visit and the rate at which struck animals were lost. This resulted in an overall estimate of 5,269 gray whales (SE = 223.4) landed by the ship-based fleet (including both American and foreign vessels) in the Mexican whaling grounds from 1846 to 1874. Our “best” estimate of the number of gray whales removed from the eastern North Pacific (i.e. catch plus hunting loss) lies somewhere between 6,124 and 8,021, depending on assumptions about survival of struck-but-lost whales. Our estimates can be compared to those by Henderson (1984), who estimated that 5,542–5,507 gray whales were secured and processed by ship-based whalers between 1846 and 1874; Scammon (1874), who believed the total kill over the same period (of eastern gray whales by all whalers in all areas) did not exceed 10,800; and Best (1987), who estimated the total landed catch of gray whales (eastern and western) by American ship-based whalers at 2,665 or 3,013 (method-dependent) from 1850 to 1879. Our new estimates are not high enough to resolve apparent inconsistencies between the catch history and estimates of historical abundance based on genetic variability. We suggest several lines of further research that may help resolve these inconsistencies.
