This paper discusses the use of action research with teachers in remote primary schools in PNG to provide sustainable professional learning to help improve the quality of schooling. It arises from an ADRA research project being undertaken by the authors. The paper describes the project’s research design and its implementation to investigate the introduction, implementation and feasibility of teachers using action research to solve their own problems related to providing basic education in remote communities. If successful, action research may prove to be an effective approach to sustaining professional learning communities in locations where traditional approaches and means of professional development are difficult or impossible to sustain.

The paper describes the research team’s approach to identifying and engaging schools in remote districts of Western and East Sepik provinces, surveying teachers in those districts about their professional learning needs and circumstances, identifying schools to trial action research, and to undertake the fieldwork to implement action research and to study its implementation. The teachers’ experiences with using action research are presented in the context of their particular research topics chosen for their school. To date, the findings suggest that teachers can use action research to help them improve the quality of the education they provide for children. However, the initiation and sustainability of such an action research approach is influenced by the capacities and commitment of head teachers and standards officers, in particular, valuing and understanding reflective practice and action research for professional learning in school communities.

The purpose of this paper is to examine the impact of an alternative ownership/control structure of corporate governance on firm performance. Specifically, we investigated the governance system of government linked companied (GLCs) in Malaysia. In this paper, we examine governance mechanism and firm performance of Malaysian GLCs and non-GLCs over a 11 year period from 1995 to 2005. We only select a sample of companies which are listed in Main Board. We chose a sample of 210 firms. We used Tobin’s Q which is an indicator of market performance is used as a proxy for company’s performances; meanwhile ROA is used to determine accounting performance. This paper is to determines whether after controlling firm specific characteristics such as corporate governance, agency cost, growth, risk and profitability, GLCs perform better than non-GLCs. Findings highlight that non-GLCs performance is better GLCs in term of corporate governance, and other firm specific characteristics. The relationship between ownership structure and firm performance has been issue of interest among academics, investors and policy makers as one of key issues in understanding the effectiveness of alternative governance systems where government ownership serves as a control mechanism.

Malaysian Higher educational reform is an important and central aspect of the broader Malaysian public policy focus on excellence, development and national growth. This proposed paper intends to discuss analyze and critique the APEX program for Malaysian Universities. In particular the paper will investigate and discuss the way Universiti Sains Malaysia has interpreted and developed its strategic goals in light of its award of APEX status. Specifically I intend to discuss the strengths and limitations of the Universiti Sains Malaysia agenda, and contextualize it within a broader discussion about the directions of Malaysian Higher Education, in conditions of globalization, network society, and the knowledge economy. The challenges faced by the reform agenda at USM are significant and it is important that any understanding of the USM agenda be informed by deep reflection on the underlying philosophical aims and justifications for its direction. In this way my paper will attempt to show how the USM project is both an important part of Malaysian national development and a critical response to contemporary globalization, while at the same time an innovative and challenging intervention into public policy debate in Higher Education. The values and objectives of USM in regards to its strategic reorientation have implications far beyond the Higher Education sector and these implications will also be discussed.
