Andrés Hernandez é professor da Universidade Los Andes, Colômbia. Seus interesses de pesquisa são accountability social, prestação de contas, movimentos sociais e governança ambiental. Ele esteve no Brasil em agosto de 2013 para participar do I Colóquio Internacional em Estudos Organizacionais. As 20 experiências finalistas de 2002 representam bem a riqueza do material recebido pelo Programa, tanto no que se refere à abrangência geográfica quanto à diversidade de áreas de atuação. Em relação ao primeiro aspecto, por exemplo, chama a atenção a presença de duas experiências de Roraima (Programa Braços Abertos, de Boa Vista, e Projeto Anike), no extremo norte do país, e de outras quatro da região Sul (Cidadania em Cadeia para o Direito do Futuro, do Presídio Masculino de Florianópolis; Formação de Parcerias e Geração de Renda nas Comunidades Rurais, de Lontras-SC, Licenciamento Ambiental para Redes de Infra-Estrutura Urbana, de Porto Alegre e Consórcio Intermunicipal de Resíduos Sólidos Urbanos – Citresu, de dez municípios gaúchos).

Videoaula que trata da elaboração de projetos de intervenção educativa em Engenharia Ambiental, podendo ser adaptada para outros fins. Na primeira parte, a professora esclarece que um projeto visa contribuir com a solução de um problema, além de identificar e caracterizar suas etapas de elaboração: introdução; justificativa; objetivos geral e específicos; referencial teórico; método e procedimentos; avaliação; e, cronograma. Na segunda parte, é dado enfoque à construção de um projeto de EA de intervenção educacional, que idealmente envolva a gestão e a educação ambiental. Intimamente ligada com as atividades referentes à construção do projeto, aborda os temas do local público; tendência da EA nos objetivos (conservadora ou crítica); método que envolva os aspectos de conhecimentos e saberes, éticos e estéticos, e políticos; metodologias que tratem da percepção ambiental e o diagnóstico socioambiental objetivando uma construção coletiva, com proponentes e comunidade identificados como público participante que protagonizam suas próprias ações.

Nas últimas décadas temos assistido a um crescimento da produção de resíduos de construção e demolição. Surge então a necessidade de fazer uma gestão consciente destes resíduos reintroduzindo-os quando possível, no ciclo de vida de novas construções, provocando uma redução quer das zonas de aterro quer da abertura de novas zonas de extração de inertes as quais, provocam um elevado impacto ambiental afetando a biodiversidade existente nessas zonas. Com esta intenção, o presente trabalho centra-se na temática do betão com agregados reciclados e pretende contribuir para o seu conhecimento, analisando as características quer dos agregados reciclados quer do betão com eles confecionado, seguindo normas e diretrizes recomendadas por diferentes especificações um pouco por todo o mundo. Ainda no mesmo contexto o estudo pretende conhecer o destino (eliminação, aterro, valorização, etc.) dado aos RCD procedentes de betão na Região Autónoma da Madeira. A análise da bibliografia existente demonstra perdas nas características destes betões reciclados quando comparados com betões convencionais, isto sem dúvida devido principalmente à quantidade de pasta de cimento aderido presente na composição do agregado reciclado, a qual afeta direta e indiretamente a maioria das propriedades quer do agregado reciclado quer do betão com eles confecionado. Foi recolhida informação que permite caracterizar o sector da construção civil, fazendo o diagnóstico do estado atual da gestão dos resíduos de construção e demolição que é feita pelas empresas de construção sediadas na RAM, mais concretamente a gestão dos resíduos de betão e a reutilização e reciclagem dos mesmos.

O mundo atual passa por uma crise ambiental sem precedentes na história, o que resulta em conseqüências ambientais perceptíveis e preocupantes. Governos e organizações internacionais têm dado maior relevância à variável ambiental como um dos principais eixos de definição das políticas de crescimento/desenvolvimento econômico, como o intuito de adequar as demandas sociais aos limites naturais. Como consequências dessa forma perdulária de produção e consumo da sociedade global temos a contaminação ambiental ampliada e diversificada. O presente artigo discute a acumulação capitalista no setor dos resíduos sólidos, partindo da hipótese da impossibilidade de se diminuir a geração ampliada dos resíduos, sendo necessário que se crie estratégias de gestão e tratamento para os resíduos baseados na atividade da reciclagem dos materiais. A parte final expõe os paradigmas da questão dos resíduos sólidos na sociedade global.

The central research question was to search for data to ratify the theory and discourse of the so-called practitioners of economic solidarity, by defending the substantive rationality should guide the principles of economic solidary, designing the space economy incidental and not the primacy of relations in determining social as well, reflecting the predominance of dimensions of social management in administrative practices of ESS's. For both analyzed the theoretical dimensions of social management - sociopolitical, economic, organizational and environmental - manifested in organizational practices supportive of economic organization Potiguar West. For the success of the research realized the triangulation involving a combination of quantitative and qualitative methodological approaches. At first the research will use a quantitative approach, from the cluster analysis, to verify the behavior of the sample chosen for this study. In the second stage of the qualitative study was carried out focus group technique (FLICK, 2002) for further analysis of the dimensions of social management on organizational practices supportive of economic organization, related to the principles of Solidary Economy, established in a quantitative approach. In quantitative analysis, the socio-political dimension, it was clear that the more equity instruments of internal and external, from the purposeful living in public spaces, the best monetary results. Another point worth stressing concerns the economic dimension, with the practice reciprocity prevailing in market. Thus, the qualitative approach was possible to understand the processes of exchange of product or service. Rural enterprises surveyed in the allocation of the agro-ecological products have the following scale of priority, sequentially: self-consumption (domestic), market and exchange. The research leads to the fact that training and practices that enhance the socio-political dimension (knowledge, empowerment, sense of belonging) become the guiding principle for the strengthening of the social management in the context of other dimensions, leading to gains sociopolitical, economic, organizational and environmental. Despite the weaknesses found in the organizational dimension and environment, both in a quantitative as in qualitative, we determined that the practices of ESS's Potiguar West incorporate predominantly elements of social management and economic solidarity, with a preponderance of substantive rationality in the primacy of the instrumental. Finally, research has brought information that the participants of the ESS's do not give the money economy primacy in determining social relations, which in turn leads to the confirmation that, in practice the solidarity economy, prevailing the dominance of substantive rationality, as a guide for organizational practices

The theme of this dissertation is the collegiate management in the cashew cultivation s productive chain by the reading of the Managerial Committee s role in accordance with Sustainable Regional Development. The research had as aim to reveal the way as Managerial Committee s members of cashew cultivation s productive chain interpret the economic, social and environmental dimensions to the sustainability of entrepreneurships, using as interpretative base Sachs (2004) theoretical model. The theoretical reference is based in precepts of Solidarity Economy as a strategy to the Sustainable Regional Development. To reach this aim was done a case study, based in analysis of contents and semi-structured interviews with the solidarities economic entrepreneurships that integrate the Committee and with the group of Entities of Support and Fomentation responsible for formulating and conducting actions in favour of development of the chain. The research permitted to conclude that the economic, mainly, and social dimension, secondly, to super-impose the environmental dimension. The actions in favour of the chain are yet restricted and with low effectiveness when interpreted, in an integrated way, by a side, by the informers of this research and, by another side, in accordance with precepts of sustainable development

The present research concerns about outdoor s thermal comfort conditions in hot-humid climate cities, understanding that life quality is a result of the urban object s type built for the human being in an environment with specific climate and morphological characteristics. It is presented as object of study the correlation between the neighborhood Renascença II s microclimate in São Luis /MA-Brazil, hot-humid climate city, and its urban morphological changes. As well as the thermal comfort s satisfaction level of its outdoor users. The research has as general goal to diagnosis the way these transformations caused by the urbanization influence the Renascença II s microclimate, identifying critical spots of the studied area, in order to contribute with land use recommendations based on bioclimatic architecture concepts and supply bases to urban design decisions adequate to the São Luis climate. It is presented as theoretical bases the urban climate, its concepts and elements. After that, the thermal comfort conditioners and its prediction models of thermal comfort sensation in outdoor are presented. The predictive models are presented along with bioclimatic assessment methods. Finally the use of bioclimatic assessment as an effective tool to identify places that need changes or preservation in order to seek environment quality. The applied methodology was based on the studies of Katzschner (1997), complemented by Oliveira s (1988) and Bustos Romero s (2001) studies that suggest an analysis and evaluation of maps of topography, buildings floors, land use, green areas and land covering, in order to overlap their characteristics and identify climate variable s measurements points; then a quantitative analysis of the climate variables (air temperature and humidity, wind speed and direction) of the chosen points takes place. It was perceived that Renaissance II has no permanence areas as squares or parks, its outdoor has little vegetation and presets high land impermeability and built density levels. The majority of the people interviewed said that was comfortable in a range of air temperature between 27,28ºC and 30,71ºC. The elaboration of a neighborhood master plan is important, which defines strategies for improvement of the life quality of its inhabitants

Contemporary studies have shown that the evolution of the heritage concepts is accompanied by an affirmation of the importance of social participation in recognizing heritage values and in managing cultural assets. We used the Brazilian context to emphasize the challenges for democratizing this process. This problematic is discussed based on the cases of Cidade Altaand Ribeira, neighborhoods that date from the formation of Natal-RNand have cultural assets recognized by levels of government. The study builds elements to answer the research question: what meanings and representations does the culturalheritage in the case study have for its users? The research method analyzes the representations and the meanings of the neighborhoods, firstly is based on historiographical studies, memories records of the city and on the process of heritage management. Secondly, it isbased on the field research, it is structured in environmental perception studies (areas of Environmental Psychology, Architecture and Urbanism) and has been applied with users with different bonds with the studied environment (residents, workers and visitors). The data were obtained with the multi-method which included direct observation, questionnaire survey and mentalmaps (that replicate Kevin Lynch). The analysis of result verified the research hypothesis, emphasizing aspects of the relationship between users and cultural heritage relevant to strengthening collective memory, local identity, contributing to heritage management. Among the results, the socio-environmental image obtained which emphasized a "cultural axis" linkingboth studied neighborhoods and confirms the influences of elements rein the memories records of the city and in the area s management. Identified aspects to strengthen the relationship between the users and cultural assets, such as the presence of placeswith affective ties to certain groups, as well as the need to fight off negative images (of degradation and insecurity) associated to the site and also expand the participation of the population, including residents, in policies and cultural activities. After all, recognition of value and the involvement of societycultural assets have the potential of contribute to integrate city development with heritage conservation

This paper aims to discuss the conflicts of competence in environmental matters, as well as the legitimacy of the normative acts in the exercise of jurisdiction effected environmental management. For this work, addresses the issue of federalism, North American (dual) and German (cooperative), deepening its historical and theoretical fundamentals, as well as the influences on the evolution of the ideological matrix of Brazilian federalism. Distinguishes itself around the problem the theoretical and abstract discussion involving the constitutional division of powers, and the issue of his relationship with the vicissitudes in the embracement of environmental matters that invariably leads to mistakes in the exercise of jurisdiction environmental management. Its highlight the existence of a framework environmental law, embodying the principles themselves as well as a specific object of authority, which qualifies a different interpretation of the rules of constitutional powers as well as influencing the acting agent of government in managing the public good environment. The study represents an exploratory research as it investigates the depths of the institutes are in evidence not only with satisfying its practical outcome. For this to happen, explores bibliographical sources and identified by the science of law as more important, as the search for social-political boundary which takes the issue studied in their historical and contextual materiality, whose study is essential for a complete understanding of the topic . The dialectic that arguments have been constructed throughout the monograph, attempts to pass a critical way to expose the author's ideas, which considers as essential in the arrival of new questions
