This article is about the democratic theoretical conceptions reformulated in face of the new social rules in which actors showed up claiming repressed social repressed from the second half of the XX century. In this article an approach of the main contributions of the dimensions of the conception of democracy. As a result, we present that the institutional innovations that came from a process of institutionalism of democracy have built a participative and inclusive ideal of social groups that so far were apart from the decision process in politics.

The presidency of Evo Morales, indigenous leader and who heads the party Movement Towards Socialism (MAS), opens a series of transformations in several dimensions. The changes in socio-economic and political power express the critic of long-term coloniality relations between a dominant white elite and an indigenous subordinate majority that deepens after national independence. Following this perspective, present in sectors of support to the government, the strategy of the MAS cannot follow the tradition of social revolutions that operated structural breaks in the mode of production and the state organization, but points to a new decolonizing revolution, cultural and political, articulating an indigenism of broad nature, flexible and open to popular social movements. This view is facing critics in sectors of the left that identify the renewal of capitalist modernization process initiated in 1952 under the leadership of the Nationalist Revolutionary Movement (MNR), extending citizenship and democratizing access to the state for recognition of Indians as such. From this perspective, the transformations proposed by MAS tend to favor a system restoration by diversifying its economic and social base. From the contrast provided by these two lines of interpretation, we intend to analyze the structural possibilities of the strategy of the government of Evo Morales, taking as historical reference the transformations wrought by the nationalist revolution of 1952 and the neoliberal reforms initiated in 1980.

O futebol nos dias de hoje representa algo muito maior do que um exercício físico ou uma atividade de descontração. Ele desempenha um papel dentro da sociedade que extrapola as perspectivas do jogo. Reduzir a análise sobre o futebol profissional apenas ao aspecto lúdico do esporte também diminui a concepção sobre o que ele realmente representa. Nos bastidores do espetáculo futebolístico existe um universo de atos políticos que abrangem diversas esferas do poder que por sua vez auxiliam na execução do esporte como um evento esportivo com milhões de espectadores. Uma das razões para que o âmbito político do esporte seja menos conhecido do que as táticas dos técnicos ou dribles dos jogadores é a cobertura feita pelos meios de comunicação. No decorrer de sua existência, o futebol se transformou em um evento globalizado que envolve em sua órbita muito mais do que apenas o aspecto esportivo. Com os anos, o esporte foi se firmando em diversos países como produto cultural e até mesmo ferramenta política. O que se vê contudo é a sobreposição midiática do jogo sobre a sua verdadeira estrutura. O entretenimento trazido pelo esporte ganha as páginas enquanto o jogo político que sustenta a realização do mesmo recebe uma atenção mais discreta das mídias. A proposta deste trabalho é analisar como foi feita a divulgação de notícias referentes à Copa do Mundo de 2014, que será realizada no Brasil, nos jornais Folha de S.Paulo e O Estado de S. Paulo durante o ano de 2012 através dos seus cadernos de esportes. O objetivo é compreender qual é o teor e a intensidade da cobertura sobre os fatos políticos que ajudam a dar forma ao evento mais importante do futebol. Acontecimentos desta proporção exigem preparação do país, o que implica em um trabalho em conjunto entre o Governo Federal e FIFA. The present study represents a qualitative thesis, characterized as a case study, which uses the method of the present approach. In addressing the academic home in physical education, there is the constancy of the discussions regarding the curriculum and professional formatting. In view of the curriculum modifications to fit the new legislation, and the fact they are few studies related to private institutions that offer such courses, which offer even greater number of courses when compared to public institutions aimed to investigate and analyze the professional profiles, curricular goals and flows contained in the pedagogical projects of courses bachelor degree in physical education and a private institution of higher education of the State of São Paulo, as well as verifying the existence and adequacy of articulation to the institutional educational project and the institutional development plan. Compounding the literature review discussed the key historical facts relating to courses in physical education in our country, and its path to the current model. Also presented was the law of physical education courses in force in Brazil and some concepts about teaching course projects and their relationship to other institutional documents. Techniques were used to review and document analysis, with primary source documents of their own and other government institution. It found a lack of interest of some private institutions of higher education in official documents available for this type of research, which is bad since there are more courses offered by them compared to public institutions. As for the degree course for training teachers of physical education, found lack of specificity regarding the differentiation between content and the bachelor, which ends up deviating from the expectations contained in the course to the one presented in the curriculum. An expansion of the professional field of Public Relations can be seen nowadays, influenced by factors such as the increasing use of information and communications technologies for the dissemination of information on public management and the potential creation of dialogue between government and citizens. Despite this trend, there is still a need for specific knowledge about normative aspects of public communication generated by governments on the internet and its role in the fulfillment of the right to information. This article offers a contribution to fulfill the gap of guidelines and standards for professional performance. It describes the results of empirical research which identified the potential contribution of government web portals of the main cities of São Paulo, in the southeastern Brazil, to the strengthening of citizenship, considered in its dimension of exercising the right to information about public policies, particularly those which have an impact on education. The depth and breadth of information were investigated according with twelve categories of evaluation: history; diagnoses; goals; goals; resources and current actions; planned resources and actions; efficiency; effectiveness; impact; cost-effectiveness; user satisfaction; and equity. The data found on the analyzed portals correspond to the average of 11% of which was considered, under the theoretical-methodological context of the research, as information necessary to comprise the full characterization of a public policy in relation to the categories of assessment. Opportunities to improve government web portals were detected, for which we suggest communication management strategies.
