O objetivo do presente estudo foi desenvolver uma discussão teórica acerca do projeto varguista que pôde ser percebido como uma tentativa de criação de um "Estado de bem-estar" no Brasil. Uma ampla base teórica traz elementos de análise sobre Estado de bem-estar, como contribuições sobre o processo de engajamento do Estado na constituição de estratégias para lidar com a "questão social", os motores desse engajamento, os atores envolvidos e o peso de seus papéis, os objetivos dos projetos de Estado de bem-estar e as consequências na instituição dos welfare states. A partir da proposta de Esping-Andersen de compreensão de diferentes regimes de welfare state - conservador, liberal e social-democrata - análise do projeto varguista resultou como enquadrado no modelo conservador. A saída corporativa, com a construção de políticas sociais - marcadamente trabalhistas -, apresentou-se como novo marco de coesão social, pelo qual poderia ser permitida a participação da classe trabalhadora. Assim como no modelo conservador sistematizado por Esping-Andersen, os direitos sociais brasileiros tiveram um reduzido potencial desmercantilizador se verificados na relação com a ideia de "cidadania regulada", pois indica uma cidadania orientada apenas para grupos ocupantes de categorias profissionais reconhecidas legalmente e pela qual a relação salarial foi traduzida em direitos e garantida constitucionalmente. As políticas sociais apresentam-se como verdadeiras políticas de formação de classe: a cidadania regulada transformava-se em promessa de inclusão, moldando as perspectivas e aspiração da classe trabalhadora e assim, legitimando a luta pela sua própria efetivação.

The sea cucumber fishery in waters off Maine is developing and has recently experienced great increases in landings, corresponding to expanding export markets. Between 1994 and 1996, reported landings ranged from one to three million pounds (Fig. 1). In 1999, reported landings were over eight million pounds and rose to over nine million in 2000 (Feindel1). Like other developing fisheries, we have little information about the biology and ecology of the sea cucumber off Maine, limited data on the fishery, and little knowledge about the key life history processes that characterize its population dynamics. Therefore, we have a limited understanding of the current status of the resource and the impacts the fishery may have on the stock.

Jamaica, with its overfish marine resources, has become a major tilapia producer in Latin America led by a small number of large farms practicing tilapia culture with considerable commercial success. Across the country, however, aquaculture is typically practiced by a large number of small-scale fish farmers who own less than 1.0 ha of land. Production is constrained by lack of credit, finite land space and suitable soil type, but larger existing aquaculturists are expanding further for overseas markets. Inspired by pioneering tilapia fish culture demonstration projects funded by the USAID and the goverment of Jamaica, fish culture production rose from a few hundred kg of Oreochromis niloticus in 1977, to about 5000 t of processed fish mainly red hybrid tilapia, in 2000. Most of this quantity was exported to Europe and North America.

Este estudo aborda o processo de trabalho na assistência ao parto e nascimento na Maternidade Leila Diniz e a contribuição do assistente social. Sua finalidade foi desvelar as particularidades deste processo de trabalho e de que forma o assistente social nele se insere. Trata-se de uma pesquisa com enfoque descritivo-analítico realizada através de pesquisa documental, observação participante e entrevista com vários sujeitos: profissionais e gestores. Utilizou-se as categorias processo de trabalho, fragmentação do trabalho e cooperação como forma de apreender a lógica de organização dessa assistência no município. Pode-se apreender que a contribuição do assistente social encontra-se vinculada à sua competência teórico - metodológica e ética-política para desvendar as contradições do SUS e dos processos de trabalho. Apresenta-se como uma das categorias profissionais que vem se colocando na defesa dos princípios do SUS. Sua contribuição encontra-se respalda no projeto ético-político da categoria e em consonância com as iniciativas da SMS/RJ, na busca de um novo modelo de atenção ao parto e nascimento, que assegure a saúde como um direito social.

Rockfishes (Sebastes spp.) support one of the most economically important f isheries of the Pacific Northwest and it is essential for sustainable management that age estimation procedures be validated for these species. Atmospheric testing of thermonuclear devices during the 1950s and 1960s created a global radiocarbon (14C) signal in the ocean environment that scientists have identified as a useful tracer and chronological marker in natural systems. In this study, we first demonstrated that fewer samples are necessary for age validation using the bomb-generated 14C signal by emphasizing the utility of the time-specific marker created by the initial rise of bomb-14C. Second, the bomb-generated 14C signal retained in fish otoliths was used to validate the age and age estimation method of the quillback rockfish (Sebastes maliger) in the waters of southeast Alaska. Radiocarbon values from the first year’s growth of quillback rockfish otoliths were plotted against estimated birth year to produce a 14C time series spanning 1950 to 1985. The initial rise in bomb-14C from prebomb levels (~ –90‰) occurred in 1959 [±1 year] and 14C levels rose relatively rapidly to peak Δ14C values in 1967 (+105.4‰) and subsequently declined through the end of the time series in 1985 (+15.4‰). The agreement between the year of initial rise of 14C levels from the quillback rockfish time series and the chronology determined for the waters of southeast Alaska from yelloweye rockfish (S. ruberrimus) otoliths validated the aging method for the quillback rockfish. The concordance of the entire quillback rockfish 14C time series with the yelloweye rockfish time series demonstrated the effectiveness of this age validation technique, confirmed the longevity of the quillback rockfish up to a minimum of 43 years, and strongly confirms higher age estimates of up

John Otterbein Snyder (1867–1943) was an early student of David Starr Jordan at Stanford University and subsequently rose to become an assistant professor there. During his 34 years with the university he taught a wide variety of courses in various branches of zoology and advised numerous students. He eventually mentored 8 M.A. and 4 Ph.D. students to completion at Stanford. He also assisted in the collection of tens of thousands of fish specimens from the western Pacific, central Pacific, and the West Coast of North America, part of the time while stationed as “Naturalist” aboard the U.S. Fish Commission’s Steamer Albatross (1902–06). Although his early publications dealt mainly with fish groups and descriptions (often as a junior author with Jordan), after 1910 he became more autonomous and eventually rose to become one of the Pacific salmon, Oncorhynchus spp., experts on the West Coast. Throughout his career, he was especially esteemed by colleagues as “a stimulating teacher,” “an excellent biologist,” and “a fine man.

This paper provides the first description of the mangrove cockle, Anadara spp., fisheries throughout their Latin American range along the Pacific coast from Mexico to Peru. Two species, A. tuberculosa and A. grandis, are found over the entire range, while A. similis occurs from El Salvador to Peru. Anadara tuberculosa is by far the most abundant, while A. grandis has declined in abundance during recent decades. Anadara tuberculosa and A. similis occur in level mud sediments in mangrove swamps, comprised mostly of Rhizophora mangle, which line the main-lands and islands of lagoons, whereas A. grandis inhabits intertidal mud flats along the edges of the same mangrove swamps. All harvested cockles are sexually mature. Gametogenesis of the three species occurs year round, and juvenile cockles grow rap-idly. Cockle densities at sizes at least 16–42 mm long ranged from 7 to 24/m2 in Mexico. Macrofaunal associates of cockles include crustaceans, gastropods, and finfishes. The mangrove swamps are in nearly pristine condition in every country except Honduras, Ecuador, and Peru, where shrimp farms constructed in the 1980’s and 1990’s have destroyed some mangrove zones. In addition, Hurricane Mitch destroyed some Honduran mangrove swamps in 1998. About 15,000 fishermen, including men, women, and children, harvest the cockles. Ecuador has the largest tabulated number of fishermen, 5,055, while Peru has the fewest, 75. Colombia has a large number, perhaps exceeding that in Ecuador, but a detailed census of them has never been made. The fishermen are poor and live a meager existence; they do not earn sufficient money to purchase adequate food to allow their full health and growth potential. They travel almost daily from their villages to the harvesting areas in wooden canoes and fiberglass boats at low tide when they can walk into the mangrove swamps to harvest cockles for about 4 h. Harvest rates, which vary among countries owing to differences in cockle abundances, range from about 50 cockles/fisherman/day in El Salvador and Honduras to 500–1,000/ fisherman/day in Mexico. The fishermen return to their villages and sell the cockles to dealers, who sell them mainly whole to market outlets within their countries, but there is some exporting to adjacent countries. An important food in most countries, the cockles are eaten in seviche, raw on the half-shell, and cooked with rice. The cockles are under heavy harvesting pressure, except in Mexico, but stocks are not yet being depleted because they are harvested at sizes which have already spawned. Also some spawning stocks lie within dense mangrove stands which the fishermen cannot reach. Consumers fortunately desire the largest cockles, spurning the smallest. Cockles are important to the people, and efforts to reduce the harvests to prevent overfishing would lead to severe economic suffering in the fishing communities. Pro-grams to conserve and improve cockle habitats may be the most judicious actions to take. Preserving the mangrove swamps intact, increasing their sizes where possible, and controlling cockle predators would lead to an increase in cockle abundance and harvests. Fishes that prey on juvenile cockles might be seined along the edges of swamps before the tide rises and they swim into the swamps to feed. Transplanting mangrove seedlings to suitable areas might increase the size of those habitats. The numbers of fishermen may increase in the future, because most adults now have several children. If new fishermen are tempted to harvest small, immature cockles and stocks are not increased, minimum size rules for harvestable cockles could be implemented and enforced to ensure adequate spawning.

The National Marine Fisheries Service’s Alaska Fisheries Science Center (AFSC) has a long and successful history of conducting research in cooperation with the fishing industry. Many of the AFSC’s annual resource assessment surveys are carried out aboard chartered commercial vessels and the skill and experience of captains and crew are integral to the success of this work. Fishing companies have been contracted to provide vessels and expertise for many different types of research, including testing and evaluation of survey and commercial fishing gear and development of improved methods for estimating commercial catch quantity and composition. AFSC scientists have also participated in a number of industry-initiated research projects including development of selective fishing gears for bycatch reduction and evaluating and improving observer catch composition sampling. In this paper, we describe the legal and regulatory provisions for these types of cooperative work and present examples to illustrate the process and identify the requirements for successful cooperative research.

A rigid grate was installed in a groundfish trawl to test its effectiveness in excluding Pacific halibut, Hippoglossus stenolepis, from commercial flatfish catches in the Gulf of Alaska. The grate was located ahead of the trawl codend to direct halibut toward an escape opening while allowing target species to pass through toward the codend. In an experimental fishery, the escape rate of halibut was estimated at 94%, while 72% of the Dover sole, Microstomas pacificus, 67% of the rex sole, Glyptocephalus zachirus, and 79% of the flathead sole, Hippoglossoides elassodon, were retained.

The rate of injuries sustained by red king crab, Paralithodes camtschaticus, during passage under several types of bottom trawl footropes was examined using a modified bottom trawl in Bristol Bay, Alaska. Crabs were recaptured and examined for injuries after passing under each of three trawl footropes representing those commonly used in the bottom trawl fisheries of the eastern Bering Sea. Using the injury rate from tows with a floated footrope which minimized crab contact to account for handling injuries, injury rates of 5, 7, and 10% were estimated for crabs passing under the three commercial trawl footropes.

Red snapper, Lutjanus campechanus, is subject to significant overfishing in U.S. Gulf of Mexico waters, and regulations are being implemented to reduce fishing mortality and restore them to a 20% spawning potential ratio by the year 2009. One source of mortality that must be reduced to achieve this goal is the incidental capture ofjuvenile red snappers in shrimp, Penaeus spp., trawls. NOAA's National Marine Fisheries Service is conducting research to develop shrimp trawl modifications to reduce the snapper bycatch. An important part of this research is the study of juvenile red snapper behavior on commercial shrimp grounds and in relation to trawling gear. An area of high juvenile red snapper abundance was identified off the coast of Mississippi. Most snappers were observed around structures or objects on the bottom which they appeared to use for refuge or orientation. Those ranging over barren bottom had no apparent point of orientation. When encountered by shrimp trawls, most juvenile snappers rose above the trawl footrope and fell back into the trawl. These observations have directed research toward modifying shrimp trawls to release juvenile red snappers after entry, rather than preventing them from entering a shrimp trawl.

The foraging ecology of bottlenose dolphins Tursiops truncatus in the Northwest Florida Panhandle and estuaries in northern Georgia was determined using diet analysis and behavioral surveys. Stomach content analysis was completed on bottlenose dolphins(N = 25) that stranded in the Northwest Florida Panhandle from November 2006 to March 2009. The most abundant prey species were spot Leiostomus xanthurus (20.4%), squid (10.9%), pinfish Lagodon rhombiodes (10.3%), and Atlantic croaker Micropogonias undulatus (8.5%). Dolphins that stranded during months with a red tide Karenia brevis bloom consumed more pinfish, and spot; whereas dolphins that stranded in non-bloom months consumed more squid, Atlantic croaker, and silver perch Bairdiella chrysoura. Differences in diet were also identified for dolphins that stranded inside bays/sound and dolphin that stranded outside of bays along the coast, and male and female dolphins. Surveys were conducted from south of the Savannah River to north of Ossabaw Sound in Georgia where foraging behaviors were classified. Multivariate Generalized Additive Models were used to test correlations of behaviors to dolphin group size, depth, salinity, temperature, creek width, and tide. Sightings with headstands (p = 0.009), hard stops (p = 0.019), chasing (p = 0.004), mudbank whacking (p < 0.001), herding/circling (p = 0.024), and strand feeding (p = 0.006) were correlated with shallow water or small creeks. Sightings with kerplunking (p = 0.031), mudbank whacking (p = 0.001), strand feeding (p = 0.003), and herding/circling (p = 0.026) were significantly correlated with low tide. The results of the Savannah, Georgia study were the first to characterize foraging behaviors in this area and demonstrate how bottlenose dolphins utilize the salt marsh estuary in terms of foraging. Studies like these are important to determine how dolphins forage efficiently and to provide background information on diet and foraging behavior for use in monitoring future impacts to dolphins in the Northwest Florida Panhandle and near Savannah, Georgia.

Diante dos avanços que hoje se vive na sociedade tecnológica, globalizada, informatizada e marcada por avanços científicos parece ser uma verdadeira anomalia tratar do tema humanização na saúde. Entretanto, a questão toma assento nas diversas discussões que envolvem a problemática da saúde e, sobretudo, das diretrizes governamentais que a envolvem, enquanto aposta ético-política de Estado. Esta investigação teve como objetivo analisar o processo de humanização no campo da saúde a partir das construções simbólicas produzidas e das experiências vivenciadas por profissionais de saúde. O estudo teve como campo um hospital universitário federal, com a Política Nacional de Humanização implantada e, como sujeitos, profissionais de saúde que desenvolviam suas atividades laborais nesse mesmo campo. O desenho da pesquisa foi qualitativo, do tipo exploratório-descritivo, assumindo como referencial teórico a Teoria das Representações Sociais e também se amparando numa perspectiva filosófica. A coleta dos dados foi realizada utilizando as técnicas de questionário para caracterização dos sujeitos (n=24); e entrevista em profundidade (n=24). Os dados foram submetidos às análises de conteúdo e hermenêutica. Nos resultados destacam-se quatro eixos temáticos: atributos teóricos do conceito de humanização; atributos práticos do conceito de humanização; atributos práticos reais e ideais do processo de humanização e; fatores determinantes do processo de humanização. As representações sociais sobre a humanização no campo da saúde apreendidas neste trabalho encontram-se definidas a partir de dois conceitos: a humanização como a assistência voltada para o ser humano de forma integral/singular e; a tríade processo de humanização-estratégias para a humanização-facilidades versus dificuldades para a humanização. Destaca-se no significado da humanização a perspectiva humanista e naturalista e os fatores sociopolíticos, humanos e relacionados à gestão, como dimensões que interferem na promoção da humanização da assistência. Conclui-se que o grupo de trabalhadores da saúde estudado concebe a humanização de forma transcendente, a despeito dos próprios limites, possibilidades, fragilidades, desigualdades, mas que, ainda assim, preserva a capacidade de idealizar e, quiçá, sonhar

A presente dissertação constitui uma investigação no campo da filosofia moral moderna, acerca do surgimento de um traço constitutivo das principais teorias morais modernas: o individualismo. Esse conceito é examinado, principalmente, à luz da filosofia prática de John Stuart Mill. A investigação inicia-se com a análise da emergência da moderna tradição dos direitos naturais, surgida com o escopo de equacionar os dilemas morais advindos de um contexto histórico-cultural particular. Em seguida, investiga-se o surgimento da tradição moral utilitarista e sua crítica ao moderno jusnaturalismo. A seguir, analisa-se como o próprio utilitarismo, contudo, torna-se objeto de críticas que incidem sobre o que seria a) a sua incapacidade de elaborar uma concepção de vida humana qualitativamente distinta da vida de outros animais; e b) sobre a insuficiente consideração do utilitarismo pelas liberdades individuais. A dissertação investiga, pois, os esforços de Mill para fazer frente a tais críticas e, assim, "redescrever" a tradição utilitarista. As tentativas de Mill de responder às críticas feitas ao utilitarismo o afastam da formulação clássica dessa escola de pensamento. Mill torna-se, assim, um utilitarista sui generis. A presente dissertação sugere que Mill, ao objetivar resguardar o utilitarismo das críticas que esta tradição recebera, elabora uma das mais influentes teorias morais individualistas da contemporaneidade.
