Tämän työn tavoitteena on luoda kuva yritysten kuljetusvirroista ja varastointiratkaisuista Pohjois-Euroopassa. Päätutkimusmenetelmänä käytettiin verkkopohjaista kyselyä, jolla pyrittiin keräämään tietoa Suomen, Ruotsin ja Viron suurimpien yritysten logistisista ratkaisuista. Kyselytutkimus toteutettiin yhteistyössä Tallinnan teknillisen yliopiston sekä Jönköpingin yliopiston kanssa. Toimivat kuljetusjärjestelmät ovat nykyään elintärkeitä, sillä ne luovat edellytykset talouden kasvulle ja hyvinvoinnin lisääntymiselle. Myös akateemisessa tutkimuksessa on havaittu, että yritysten todellisista toiminnoista ja luvuista tulisi saada lisää tietoa. Tässä työssä kerättiin ja analysoitiin tietoa yritysten kuljetusyksiköistä, kuljetusmuodoista, kuljetuskustannuksista, kuljetusvirroista eri maiden välillä, varastointiratkaisuista sekä kabotaasikuljetusten ja rikkidirektiivin vaikutuksista. Kirjallisuus- ja kyselytutkimuksen perusteella puoliperävaunu ja kumipyöräkuljetukset ovat Pohjois-Euroopan suosituimmat kuljetuskeinot. Kyselytulosten mukaan varsinkaan suomalaiset yritykset eivät juuri käytä rautatiekuljetuksia, eikä rautatieyhteyttä pidetty tärkeänä varastojen sijainnista päätettäessä. Kuljetusvirrat Kiinan ja Euroopan välillä suuntautuvat Kiinasta Eurooppaan päin. Kiinasta tuleva kuljetusvirta tulee todennäköisesti pysymään vahvana myös tulevaisuudessa. Venäjän ja Euroopan väliset kuljetusvirrat suuntautuvat kyselytulosten perusteella Euroopasta Venäjälle päin. Pohjois-Euroopassa yrityksillä on käytössä pieniä ja keskikokoisia varastoja sekä suurempia jakelukeskuksia. Tulevaisuudessa varastot vaikuttaisivat keskittyvän hieman suuremmiksi yksiköiksi. Kyselytutkimuksen mukaan kabotaasikuljetukset ovat laskeneet ainakin joidenkin yritysten maantiekuljetusten kustannuksia. Rikkidirektiivin puolestaan odotetaan nostavan merikuljetusten hintoja sekä yritysten kuljetuskustannuksia huomattavasti.

The objective of this work was to monitor the operational conditions of the transport of chilled and frozen foods during delivery within cities and to evaluate the impact of the door openings on the alteration of the internal temperature of the refrigerated environment. Several temperature and pressure sensors were used in a refrigerated container with two compartments and they were installed in the refrigeration system unit and on the internal and external surfaces of the container. After the monitoring tests, it was verified that door openings during deliveries resulted in a disturbance that raised the internal temperature of the refrigerated container above values recommended for adequate conservation of the products transported. Moreover, increasing the number of door openings promoted a cumulative effect on the internal temperature, mainly in the chilled food compartment of the container. It was concluded that the refrigeration system unit presented serious limitations with regard to the maintenance of the container's internal temperature during the actual distribution routine, since it does not possess enough instantaneous capacity to restore the temperature set-point between deliveries.

This study investigates societal effectiveness of transport sector’s Research & Development (R&D) operations. In this study effectiveness refers to organization’s capability to produce the intended and desired impacts through its operations. The aim of this study is to identify the motives for evaluating societal effectiveness and recognize the critical success factors for improving effectiveness. The theoretical framework focuses first in the policy context of effectiveness evaluation in public sector and secondly the framework introduces the concept and process of effectiveness evaluation. The empirical part is carried out as a case study, which investigates societal effectiveness of Finnish Transport Agency’s (FTA’s) R&D. The aim is to recognize FTA’s critical success factors for improving R&D operations’ societal effectiveness. Based on these factors, the organization is able to define indicators for measuring effectiveness in the future operations. In this study societal effectiveness is investigated from R&D purchasers’ and R&D end- users’ points of views according to Purchaser-Provider-model. The results indicate that societal effectiveness evaluation is important part of R&D operations, but the implementation of the evaluation as part of daily operations is challenging. Because of limited resources, the organization is forced to strong priorization and therefore R&D tasks are secondary after the operational tasks. Based on the results the critical success factors can be recognized as resources and priorization, clear strategy and objectives, internal communications, cooperation between public and private sector and R&D implementation and dissemination.

In the industry of the case company, transportation and warehousing costs account for more than 10% of the total cost which is more than on average. A Finnish company has an understanding that by sending larger shipments in parcels, they could save tens of thousands of euros annually in freight costs in Finland’s domestic shipments. To achieve these savings and optimize total logistics cost, company’s interest is to find out which is the cost efficient way of shipping road shipments of certain volumes; in parcel boxes or on pallets, and what should be the split volume determining the shipment type. Distribution center (DC) costs affect this decision and therefore they need to be also evaluated to determine the total logistics cost savings. Main results were achieved by executing activity-based costing-calculations including DC and road freight costs to determine the ideal split volume with which the total logistics cost is optimal. Calculations were done for Finland’s DC, separately for two main road freight destinations, Finland and Sweden, which cover 50% of road shipment spend. Data for calculations was collected both manually and automatically from various internal and external sources, such as the company ERP system and logistics service providers’ (LSP) reporting. DC processes were studied in practice and compared to model processes. Currently used freight rates were compared to existing pricing models and freight service tendering process was evaluated by participating in the process and comparing it to the models based on literature. The results show that the potential savings are not as significant as the company hoped for, mainly because of packing work increasing DC labor cost. Annual savings by setting ideal split volume per country would account for 0,4 % of the warehousing and transportation costs of shipments in scope of this thesis. Split volume should be set separately for each route, mainly because the pricing model for road freight is different in each country. For some routes bigger parcels should be sent but for some routes pallets should be used more. Next step is to do these calculations for remaining routes to determine total savings potential. Other findings show that the processes in the DC are designed well and the company could achieve savings by executing tenders more efficiently. Company should also pay more attention to parcel pricing and packing the shipments accordingly.

ABSTRACT Before the mid 1980s the World Bank conceived "nature" as something to be "conquered" and "environment" as a source of resources for "development". By the late 1980s the Bank incorporated norms of environmental sustainability and indigenous peoples' protection into its mandate, and other development-oriented IOs followed. This two-part paper describes how a fight over the Polonoroeste road project in the Brazilian Amazon - inside the Bank, between the Bank and NGOs supported by the US Congress, and between the Bank and the government of Brazil -helped to generate the far-reaching change of policy norms. The first part describes how the project was designed as an innovation in sustainable development in rainforests; and how it provoked a firestorm inside the Bank as it moved towards project approval.
