The analysis of the impacts and implications that an integration agreement can have on a country should include not only economic but also institutional considerations. It is no secret that a country’s economic failure or success, no matter how small that country is, depends to a large extent on the quality of its institutions. Thus, since the late 80’s, the analysis of institutions has been commonplace in scenarios where internationalization and economic openingup have been studied, as well as in those where the causes of economic growth and development have been examined.

From a critical perspective, this essay examines the root socioeconomic and political impact of the constitutional change that occurred in Colombia during the decade of the 90s, and the resultant model consecrated in the Political Constitution of 1991.Taking that process as a starting point, the analysis reviews the principal characteristics of the introduction and subsequent coexistence of two antagonistic models of state: The Social State of Right and the Neoliberal State convergent in the articulation of the Constitution of 1991. Also, the article studies the institutional innovations that both models introduce to the Columbian political regime, especially in regards to the justice administration, the structure of public power and the srticulation of participation as the axis of democracy. At the same time, the article reviews the elements that exemplify the coexistence of these two models, by means of analytical pursuit of the behabior of the individual and collective actors and of the concrete political facts that have formed said relation throughout the last decade of the 20th century, as well as its impact on the instability of the Columbian political regime. Finally, the essay considers the deficiencies in the political culture and the constant interference of the traditional sectors and of the armed actors as a characteristically structural obstacle to the achievement of the aspirations of the great project of democratic reform and progress contemplated in the Constitution of 1991.

Globalization and liberalization of the economies have produced among others drastic effects on the human mobility, generating confusion, enhancing discrimination and a lack of respect to the rights of several migrant collectives. In this article we analyse several challenges for the study of these phenomena, based on the case of the neglected health rights of Colombian women, who have been forced to displace by the country's internal conflict, and are thus pushed to cross the border to Ecuador. The article identifies several knowledge gaps that could allow and advance a better understanding of these critical subjects. The paper - a think piece -is based upon a general review of documents and studies on the relation between migration and health. The supporting theory on the research comes from international organisations such as the WHO and IOM, NGOs, grass-roots organisations and academic research. This paper shows the need for focusing on the reality of supra states which globalization has generated, and t e urgency of securing the access to essential health preconditions to migrant populations. These issues can no longer be neglected and should be included on agendas at international level, widening the approach of programs to the displaced/immigrant population by taking into account the need to ensure the essential health preconditions (equity), prevention, and protection. Further, it is clear that women and children require a better protection with enhanced prevention and responding measures to sexual abuse, stigmatisation, violence and the respect of their rights.

This paper describes the relationship between the executive and legislative branches during the first government of Alvaro Uribe Vélez. We will focus on reviewing the legislative output of each branch of power, along with the effectiveness and efficiency they showed as promoters of this production. We will review the impact they had on the legislative agenda setting and on the control of the legislative process itself, making a diachronic analysis in which each legislature is used as a unit. Thus, we will try to identify the presence (or not) of some kind of pattern interactions, and we will evaluate, at one hand, the existence of hierarchical and transactional trends, and, on the other, the different types of balances produced between them.

This article attempts to explore the strategic and ethic reasons of Canada’s concern about the peace-building process and the security improvement in the Third World countries and, especially, in Colombia. Our research suggests that not only the strategic relation with the United States but also the necessity of strengthening its international leadership, along with its liberal concerns, support the nature of the Canada’s security agenda in these countries. By explaining these reasons, this document draws a potential framework for building a bilateral security agenda between Canada and Colombia. Our research is framed on a singular analytical, political and theoretical perspective. It recognizes the significant importance of the “ideas” for the decision-making process, as well as the necessity of reducing the huge ignorance on security relations between Colombia and Canada through a theoretical framework. The influence of the ideas in the building of the security agenda is explored taking into account three road maps, which could help to coordinate both countries’ purposes related to peace-building process and security improvement in Colombia. In the first place, the most emblematic road maps to explain and to prescribe the First World countries’ international behavior, realism and liberalism, are evocated to understand the main concerns of Canadian national security and its ethics stand in the international realm. In the second place, the road map, which has been articulated by the literature on Third World security, is shown as a guide for organizing the main security concerns in Colombia. By recognizing that the threats that must be faced by Colombian state, institutions and society are typical of a Third World country, it is possible to understand the appropriateness of certain Canadian strategies, which are supported on a broader security approach, such as human security, and that has fairly been considered for facing the complex nature of the Third World security.

The instruments of the Urban Reform have been conceived to discipline the operation of the real estate markets. This work deals with on one these instruments, the Land Readjustment. In the first part they are outlined, of way succinct, some social and territorial characteristics of the formation of Japan and Colombia in relation to the property and the use of the urban land. In second we displayed three experiences in the use of the readjustment land, beginning by the one of the restoration postwar period of Nagoya to be, according to ours to seem, most emblematic and original of the manifold that can be found in Japan. The other two correspond to the reconstruction process post-earthquake of the city of Armenia in Colombia: one of them failed and another successful one.
