Birkenhead Sixth Form College implemented a virtual network to open up remote access to the college network for its students, staff and governors. In particular, for childcare students on work placements, this has meant 24/7 secure access to their work and resources, and the ability to make timely updates to their work evidence logs. The impact is better continuity of learning and a dramatic increase in the hand-in rate for work. For the staff, governors and college as a whole, the benefits of anytime-access to the network are more than were envisaged at the outset; not only is it saving them valuable time and eliminating the need for large print runs, it is expected to bring cost-savings to the College in the long term.

Analisa-se que os mercados não existiriam sem instituições, que as economias se organizaram segundo várias modalidades de governação, originando contextos institucionais relevantes para a interpretação dos contextos econômicos das nações. A partir dessa premissa, desenvolve-se a suposição de que há três domínios principais que formam a base organizacional em que assentam as dinâmicas positivas do capitalismo – as relações industriais, os processos de inclusão pelo trabalho e pela aprendizagem e as instituições. Por fim, pode-se concluir que as instituições da esfera legislativa, especialmente as vinculadas ao desenvolvimento e à democracia, constituem elementos essenciais para a organização qualificada da economia, influenciando as capacidades gerais de uma sociedade.

Sets and catches of Atlantic menhaden, Brevoortia tyrannus, made in 1985-96 by purse-seine vessels from Virginia and North Carolina were studied by digitizing and analyzing Captain's Daily Fishing Reports (CDFR's), daily logs of fishing activities completed by captains of menhaden vessels. 33,674 CDFR's were processed, representing 125,858 purse-seine sets. On average, the fleet made 10,488 sets annually. Virginia vessels made at least one purse-seine set on 67%-83% of available fishing days between May and December. In most years, five was the median number of sets attempted each fishing day. Mean set duration ranged from 34 to 43 minutes, and median catch per set ranged from 15 to 30 metric tons (t). Spotter aircraft assisted in over 83% of sets overall. Average annual catch in Chesapeake Bay (149,500 t) surpassed all other fishing areas, and accounted for 52% of the fleet's catch. Annual catch from North Carolina waters (49,100 t) ranked a distant second. Fishing activity in ocean waters clustered off the Mid-Atlantic states in June-September, and off North Carolina in November-January. Delaware Bay and the New Jersey coast were important alternate fishing grounds during summer. Across all ocean fishing areas, most sets and catch occurred within 3 mi. of shore, but in Chesapeake Bay about half of all fishing activity occurred farther offshore. In Virginia, areas adjacent to fish factories tended to be heavily fished. Recent regulatory initiatives in various coastal states threaten the Atlantic menhaden fleet's access to traditional nearshore fishing grounds. (PDF file contains 26 pages.)

ENGLISH: The rate of growth of tropical tunas has been studied by various investigators using diverse methods. Hayashi (1957) examined methods to determine the age of tunas by interpreting growth patterns on the bony or hard parts, but the results proved unreliable. Moore (1951), Hennemuth (1961), and Davidoff (1963) studied the age and growth of yellowfin tuna by the analysis of size frequency distributions. Schaefer, Chatwin and Broadhead (1961), and Fink (ms.), estimated the rate of growth of yellowfin tuna from tagging data; their estimates gave a somewhat slower rate of growth than that obtained by the study of length-frequency distributions. For the yellowfin tuna, modal groups representing age groups can be identified and followed for relatively long periods of time in length-frequency graphs. This may not be possible, however, for other tropical tunas where the modal groups may not represent identifiable age groups; this appears to be the case for skipjack tuna (Schaefer, 1962). It is necessary, therefore, to devise a method of estimating the growth rates of such species without identifying the year classes. The technique described in this study, hereafter called the "increment technique", employs the measurement of the change in length per unit of time, with respect to mean body length, without the identification of year classes. This technique is applied here as a method of estimating the growth rate of yellowfin tuna from the entire Eastern Tropical Pacific, and from the Commission's northern statistical areas (Areas 01-04 and 08) as shown in Figure 1. The growth rates of yellowfin tuna from Area 02 (Hennemuth, 1961) and from the northern areas (Davidoff, 1963) have been described by the technique of tracing modal progressions of year classes, hereafter termed the "year class technique". The growth rate analyses performed by both techniques apply to the segment of the population which is captured by tuna fishing vessels. The results obtained by both methods are compared in this report. SPANISH: La tasa del crecimiento de los atunes tropicales ha sido estudiada por varios investigadores quienes usaron diversos métodos. Hayashi (1957) examinó los métodos para determinar la edad de los atunes interpretando las marcas del crecimiento de las partes óseas o duras, pero los resultados no han demostrado eficacia. Moore (1951), Hennemuth (1961) y Davidoff (1963) estudiaron la edad y el crecimiento del atún aleta amarilla por medio del análisis de las distribuciones de la frecuencia de tamaños. Schaefer, Chatwin y Broadhead (1961) y Fink (Ms.), estimaron la tasa del crecimiento del atún aleta amarilla valiéndose de los datos de la marcación de los peces; ambos estimaron una tasa del crecimiento algo más lenta que la que se obtiene mediante el estudio de las distribuciones de la frecuencia de longitudes. Para el atún aleta amarilla, los grupos modales que representan grupos de edad pueden ser identificados y seguidos durante períodos de tiempo relativamente largos en los gráficos de la frecuencia de longitudes. Consecuentemente, es necesario idear un método para estimar las tasas del crecimiento de las mencionadas especies sin necesidad de identificar las clases anuales. La técnica descrita en este estudio, en adelante llamada la "técnica incremental", emplea la medida del cambio en la longitud por unidad de tiempo, con respecto al promedio de la longitud corporal, sin tener que identificar las clases anuales. Esta técnica se aplica aquí como un método para estimar la tasa del crecimiento del atún aleta amarilla de todo el Pacífico Oriental Tropical, y de las áreas estadísticas norteñas de la Comisión (Areas 01-04 y 08), como se muestra en la Figura 1. Las tasas del crecimiento del atún aleta amarilla del Area 02 (Hennemuth, 1961) y de las áreas del norte (Davidoff, 1963), han sido descritas por medio de una técnica que consiste en delinear las progresiones modales de las clases anuales, en adelante llamada la "técnica de la clase anual". Los análisis de la tasa del crecimiento llevados a cabo por ambas técnicas se refieren al segmento de la población capturada por embarcaciones pesqueras de atún. Los resultados obtenidos por ambos métodos se comparan en este informe.

The Third International Symposium on Fish Otolith Research and Application in Townsville, Australia, from 11 to 16 July 2004, gathered around 300 scientists from 30 nations (http://www.otolith2004.com). Mayor topics were: structure of otoliths and function; micro-Chemitry and composition; determination of age and growth and their validation; de-termination of age in fish from tropical habitats; influence of climate, ecology and population biology; statistik and modelling; stock assessment and fishery management; quality control in institutions carrying out age determinations, and data processing; and development of technologies. The symposium was preceeded by a workshop at the James Cook University, Townsville, to enhance the knowledge and skill of participants in theoretrical and practical aspects for prearation of otoliths and interpretation of annuli; difficulties in interpreting age in tropical fish; daily increments as well as shape and image analysis.

In this thesis I investigate some aspects of the thermal budget of pahoehoe lava flows. This is done with a combination of general field observations, quantitative modeling, and specific field experiments. The results of this work apply to pahoehoe flows in general, even though the vast bulk of the work has been conducted on the lavas formed by the Pu'u 'O'o - Kupaianaha eruption of Kilauea Volcano on Hawai'i. The field observations rely heavily on discussions with the staff of the United States Geological Survey's Hawaiian Volcano Observatory (HVO), under whom I labored repeatedly in 1991-1993 for a period totaling about 10 months.

The quantitative models I have constructed are based on the physical processes observed by others and myself to be active on pahoehoe lava flows. By building up these models from the basic physical principles involved, this work avoids many of the pitfalls of earlier attempts to fit field observations with "intuitively appropriate" mathematical expressions. Unlike many earlier works, my model results can be analyzed in terms of the interactions between the different physical processes. I constructed models to: (1) describe the initial cooling of small pahoehoe flow lobes and (2) understand the thermal budget of lava tubes.

The field experiments were designed either to validate model results or to constrain key input parameters. In support of the cooling model for pahoehoe flow lobes, attempts were made to measure: (1) the cooling within the flow lobes, (2) the amount of heat transported away from the lava by wind, and (3) the growth of the crust on the lobes. Field data collected by Jones [1992], Hon et al. [1994b], and Denlinger [Keszthelyi and Denlinger, in prep.] were also particularly useful in constraining my cooling model for flow lobes. Most of the field observations I have used to constrain the thermal budget of lava tubes were collected by HVO (geological and geophysical monitoring) and the Jet Propulsion Laboratory (airborne infrared imagery [Realmuto et al., 1992]). I was able to assist HVO for part of their lava tube monitoring program and also to collect helicopterborne and ground-based IR video in collaboration with JPL [Keszthelyi et al., 1993].

The most significant results of this work are (1) the quantitative demonstration that the emplacement of pahoehoe and 'a'a flows are the fundamentally different, (2) confirmation that even the longest lava flows observed in our Solar System could have formed as low effusion rate, tube-fed pahoehoe flows, and (3) the recognition that the atmosphere plays a very important role throughout the cooling of history of pahoehoe lava flows. In addition to answering specific questions about the thermal budget of tube-fed pahoehoe lava flows, this thesis has led to some additional, more general, insights into the emplacement of these lava flows. This general understanding of the tube-fed pahoehoe lava flow as a system has suggested foci for future research in this part of physical volcanology.

ENGLISH: The Inter-American Tropical Tuna Commission was established in 1950 by a Convention between Costa Rica and the United States. The Convention provides for the subsequent adherence of other nations interested in the tuna fishery of the tropical Eastern Pacific Ocean. Panama adhered to the Convention in September 1953. The Commission has the duties of collecting and interpreting all necessary factual information respecting the tunas and tuna-bait fishes in order to facilitate maintaining the populations thereof at levels permitting maximum sustained yields, and of making recommendations to the member governments for joint action toward this objective. The Commission commenced its investigations in 1951. The year 1953 is the third year of scientific study. During the year investigations along several lines were continued and further developed. SPANISH: La Comisión Interamericano del Atún Tropical fué establecida en 1950 en virtud de una Convención entre Costa Rica y los Estados Unidos. La Convención abre la puerta para que otras naciones interesadas en las pesquerías de atún en aguas tropicales del Pacífico Oriental, puedan adherirse posteriormente. Panamá se adhirió al Tratado en Septiembre de 1953. La Comisión tiene como deberes recolectar e interpretar todos los informes necesarios respecto de las especies de atún y de los peces de carnada que sirven para pescarlas¡ a fin de facilitar el mantenimiento de las respectivas poblaciones a niveles que permitan un rendimiento máximo permanente; y hacer recomendaciones a los gobiernos miembros para que actúen conjuntamente en pro de los indicados objetivos. Nuestro organismo comenzó sus investigaciones en 1951. El año 1953 es el tercero de estudios científicos. ENGLISH: The Inter-American Tropical Tuna Commission, pursuant to the provisions of the Convention, has the duty of collecting and interpreting factual information to facilitate maintaining the populations of tunas, and of tuna baitfishes, supporting the fisheries pursued by nationals of its Member Governments in the Eastern Pacific Ocean, at levels which will permit maximum sustainable average harvests year after year. This requires a wide variety of research into the biology, life history, ecology and population dynamics of the several species, and investigations into the effects of both natural factors and fishing activity on their abundance and on the harvests they can sustain. The research is conducted by a permanent, internationally recruited scientific staff, employed directly by the Commission, selected on the basis of professional competence by the Director of Investigations. SPANISH: La Comisión Interan1ericana del Atún Tropical, de informidad con las disposiciones de la Convención, tiene el deber de recolectar e interpretar la información que facilite el mantenimiento de las poblaciones del atún y de los peces de carnada que sirven para la pesca de este, sosteniendo las pesquerías a que se dedican los habitantes de sus Gobiernos Miembros en el Océano Pacifico Oriental, a niveles ,de abundancia que permitan un promedio máximo sostenible de cosechas ano tras ano. Esto requiere una amplia variedad de investigaciones dentro de la biología, historia natural, ecología y dinámica de las poblaciones de diversas especies, y sabre los efectos, tanto de los factores naturales como de la actividad pesquera, en la abundancia de las mismas y en el rendimiento que puedan dar. More and more users aim at taking advantage of the existing Linked Open Data environment to formulate a query over a dataset and to then try to process the same query over different datasets, one after another, in order to obtain a broader set of answers. However, the heterogeneity of vocabularies used in the datasets on the one side, and the fact that the number of alignments among those datasets is scarce on the other, makes that querying task difficult for them. Considering this scenario we present in this paper a proposal that allows on demand translations of queries formulated over an original dataset, into queries expressed using the vocabulary of a targeted dataset. Our approach relieves users from knowing the vocabulary used in the targeted datasets and even more it considers situations where alignments do not exist or they are not suitable for the formulated query. Therefore, in order to favour the possibility of getting answers, sometimes there is no guarantee of obtaining a semantically equivalent translation. The core component of our proposal is a query rewriting model that considers a set of transformation rules devised from a pragmatic point of view. The feasibility of our scheme has been validated with queries defined in well known benchmarks and SPARQL endpoint logs, as the obtained results confirm.
