En el campo de la historia de la educación, el artículo presenta el análisis de la biografía de la educadora Anunciada Mastelli. El trabajo se complementa con el archivo personal de Mastelli, en el que se conserva una importante cantidad de folletos, recortes periodísticos, discursos manuscritos, publicaciones gremiales, estatutos de gremios del magisterio, actas de reuniones y congresos y notas a las autoridades nacionales. Este artículo expone cómo el archivo testimonia la continua experiencia política de la educadora, desarrollada a la par de una constante labor pedagógica que no ha quedado documentada del mismo modo. Bajo la inspiración de las ideas de la escuela nueva, genera una práctica propia que encarna en las condiciones existentes en la escuela de su tiempo y se vincula así con otros docentes que comparten similares preocupaciones pedagógicas y políticas. Mastelli comparte con Cossettini, Jesualdo e Iglesias la oposición al "modelo normalizador"; sin embargo, lo que de ella heredamos fundamentalmente es un archivo que da cuenta de su actividad política y gremial. Los documentos atestiguan la activa participación gremial de esta educadora, sus acciones por la unidad de la lucha del magisterio y una preocupación sostenida por el "afianzamiento de la nacionalidad y espíritu de argentinidad en la escuela y la docencia".

The purpose of this paper is to characterize the configurations of the families that live in contexts of social exclusion; provide conceptualizations of their operation mode; highlight the formative effects that neighborhood interdisciplinary practices with such families produce in the just graduated psychologists, included on the Extension Program. We wish to contribute to produce systematic knowledge that can account for such family configurations as potential receiver of integration policies. We are also interested on transferring the approach to diversity in the training of young professionals, in order not to be regarded as a deviation from ideal models, but as an expression of different strategies built by members of a community, to resolve children breeding and to bear their existences. This work is the result about reflections on productions inside a research fellowship: The complexities that takes the breeding in families who lives in a social exclusion situation; researches about breeding, carried out from signature Developmental Psychology II, and from de interdisciplinary work with psychologically assisted families in twelve suburbs of the city of La Plata (University Extension Program "Free Legal Offices" (Convention between Law and Social Sciences and Psychology Faculties, U.N.L.P.). From a qualitative methodology and an interdisciplinary participation, the results have arrive at the characterization and proposed conceptualizations of the included families and at the same time determine the benefits that brings with the work that articulates research and extension activities for the training of advanced students and young graduates.

El presente artículo se propone caracterizar las configuraciones familiares que habitan en contextos de exclusión social; aportar conceptualizaciones sobre sus modos de funcionamiento a través de la sistematización de los datos recogidos y destacar los efectos formativos que las prácticas interdisciplinarias barriales con esas familias, van produciendo en los psicólogos recién graduados, a través de una tarea de transferencia del enfoque sobre la diversidad tanto en el interior de las investigaciones como a partir de las intervenciones realizadas con las familias en las tareas de incorporados al Programa de Extensión. Asimismo, nos ha interesado poder efectuar una tarea de transferencia del enfoque sobre la diversidad en la formación de los profesionales jóvenes, tanto en el interior de las investigaciones como en el de las intervenciones realizadas con familias en las tareas de extensión. Este trabajo surge de resultados y reflexiones provenientes de tres fuentes: de lo producido en el marco de una Beca de iniciación a la Investigación; de las investigaciones sobre parentalidad, que desde el año 2001 venimos realizando en la Cátedra de Psicología Evolutiva II y del trabajo interdisciplinario con familias asistidas psicológicamente en el interior del Programa de Extensión Universitaria ?Consultorios Jurídicos Gratuitos?, asentados en doce barrios suburbanos de la ciudad de La Plata (convenio entre la Facultad de Ciencias Jurídicas y Sociales y la Facultad de Psicología, U.N.L.P.) A partir de una metodología cualitativa, con participación interdisciplinaria, los resultados obtenidos han permitido por un lado arribar a la caracterización y conceptualizaciones propuestas acerca de las familias incluidas y al mismo tiempo precisar los beneficios que para la formación de estudiantes avanzados y jóvenes graduados trae aparejado el trabajo que articula actividades de investigación y extensión

El aumento en la cantidad de estudios de posgrado y de sus cursantes derivados de la demanda por mayores credenciales académicas en lo laboral y por la búsqueda personal para especializarse profesionalmente, es un fenómeno observado en Argentina desde mediados de los años 90. Obtener el título final de estos estudios resulta un porcentaje muy inferior en relación al número de sus inscriptos. Tales motivos focalizaron nuestra atención para analizar tanto los criterios de elección del posgrado como las condiciones contextuales y subjetivas para alcanzar la titulación. Este estudio, de tipo cualitativo, investiga en tres carreras de Especialización que se cursan en diferentes Universidades nacionales , los aspectos de su organización y estilo propuesto para cursar y lograr la finalización de los estudios, así como las motivaciones de la elección de cursantes y egresados en tres ramas diferentes: artística, humanística y tecnológica. El conocimiento sobre la lógica de la organización y la particularidad del objeto de estudio de cada carrera permite analizar diferencias y semejanzas entre ellas aportando algunas propuestas para considerar en programas de formación; mientras que los trayectos de cursantes y egresados explican aspectos subjetivos que intervienen en la finalización o no del posgrado

The "SESAME_IT4_ZooAbundance_0-50-100m_SZN" dataset contains data of mesozooplankton species composition and abundance (ind./m**3) from samples collected in the Western Mediterranean in the early spring of 2008 (20 March-5 April) during the SESAME-WP2 cruise IT4. Samples were collected by vertical tows with a closing WP2 net (56 cm diameter, 200 µm mesh size) in the following depth layers: 100-200 m, 50-100 m, 0-50 m. Sampling was always performed in light hours. A flowmeter was applied to the mouth of the net, however, due to its malfunctioning, the volume of filtered seawater was calculated by multiplying the the area by the height of the sampled layer from winch readings. After collection, each sample was split in two halves (1/2) after careful mixing with graduated beakers. Half sample was immediately fixed and preserved in a formaldehyde-seawater solution (4% final concentration) for species composition and abundance. The other half sample was kept fresh for biomass measurements (data already submitted to SESAME database in different files). Here, only the zooplankton abundance of samples in the upper layers 0-50 m and 50-100 m are presented. The abundance data of the samples in the layer 50-100 m will be submitted later in a separate file. The volume of filtered seawater was estimated by multiplying the the area by the height of the sampled layer from winch readings. Identification and counts of specimens were performed on aliquots (1/20-1/5) of the fixed sample or on the total sample (half of the original sample) by using a graduate large-bore pipette. Copepods were identified to the species level and separated into females, males and juveniles (copepodites). All other taxa were identified at the species level when possible, or at higher taxonomic levels. Taxonomic identification was done according to the most relevant and updated taxonomic literature. Total mesozooplankton abundance was computed as sum of all specific abundances determined as explained above.

The introduction of pharmaceutical product patents in India and other developing countries is expected to have a significant effect on public health and local pharmaceutical industries. This paper draws implications from the historical experience of Japan when it introduced product patents in 1976. In Japan, narrow patents and promotion of cross-licensing were effective tools to keep drug prices in check while ensuring the introduction of new drugs. While the global pharmaceutical market surrounding India today differs considerably from that of the 1970's, the Japanese experience offers a policy option that may profitably be considered by India today. The Indian patent system emphasizes the patentability requirement in contrast to the Japanese patent policy which relied on narrow patents and extensive licensing. R&D by local firms and the development of local products may be promoted more effectively under the Japanese model.

This paper examines Myanmar's industrial policy, structure, and locations during the transition from a centrally planned economy to a market-oriented one throughout the 1990s and up to the present. After the military government assumed power in 1988, it abandoned the socialist centrally planned economic system and began instituting a market-oriented one through a series of liberalization and deregulation measures, although most of which have stalled since 1997 and remain half-way implemented. Against this background, it is rather surprising that the impact of these new policies of international trade, finance, regulations, licensing and ownership requirements on industrial structure and location in Myanmar has been poorly documented and examined to date. Some key issues to understanding the impact and effectiveness of the market-oriented policies during the last two decades in Myanmar remain to be answered: Have the new trade and industrial policies changed the industrial structure and organizational behavior in Myanmar? Have they improved the performance of Myanmar's industrial sector? Have they had any impact on industry location in Myanmar? This paper reviews the series of liberalization programs implemented under the military government?the State Law and Order Restoration Council (SLORC) and the State Peace and Development Council (SPDC)?and assesses their impact on industrial structure and its spatial distribution.

In this paper, first we look back at the activities of the JMSDF in the Indian Ocean and the Gulf for the past 10-20 years from the view-point of contributions to security in the regions, and Japan's defence and diplomatic policies. In addition we would like to consider the situation that Japan has currently been placed in, or the primary factors of the change of power balance caused by China's foreign expansion and US gradual troop reductions, and economic conditions and energy supply problems after the earthquake disaster, as well as the returning of the LDP Administration. Each of these affects Japan's defence and diplomatic policies, and Japanese approach to Gulf countries is to be precisely understood in this context. For Japan, the importance of relationships with Gulf countries will surely increase in the foreseeable future. However the immediate addition of the JMSDF's force in the Indian Ocean and the Gulf Region is difficult. So Japan's role in regional security will probably be depending on the licensing of technology to India and Gulf countries, plus the construction of collaborative systems devoted to the training and support of highly proficient personnel. China will have a competitive relationship with Japan over access to the energy supply sources and the markets in Gulf countries, and it will be necessary to employ such systems for the purpose of international trust building and preventing of any free-ride.

In this study we evaluate innovative performance of the economies of Central and Eastern Europe (CEE) based on the available statistics of innovation processes. We compare such country-level indicators as educational levels, investments in R&D, FDI, trade and licensing flows, patents and scientific articles, and find that the most developed CEE economies are also the most innovative. At the same time, as supported by the results of the interviews in Czech Republic, one of the top performers in the CEE region, its economy is facing a number of challenges that are similar to other middle-income countries around the world. We suggest addressing these challenges from the prospective of the Middle Income Trap, when a middle-income economy to sustain growth must learn to compete with advanced economies in high-skill innovation. Development of effective innovation policy should be a priority for the CEE countries to escape from the middle income trap.

This paper presents an initiative for monitoring the competence acquisition by a team of students with different backgrounds facing the experience of being working by projects and in a project. These students are graduated bachelor engineering are inexperienced in the project management field and they play this course on a time-shared manner along with other activities. The goal of this experience is to increase the competence levels acquired by using an structured web based portfolio tool helping to reinforce how relevant different project management approaches can result for final products and how important it becomes to maintain the integration along the project. Monitoring is carried out by means of have a look on how the work is being done and measuring different technical parameters per participant. The use of this information could make possible to bring additional information to the students involved in terms of their individual competencies and the identification of new opportunities of personal improvement. These capabilities are strongly requested by companies in their daily work as well as they can be very convenient too for students when they try to organize their PhD work.

The purpose of this paper is to present a program written in Matlab-Octave for the simulation of the time evolution of student curricula, i.e, how students pass their subjects along time until graduation. The program computes, from the simulations, the academic performance rates for the subjects of the study plan for each semester as well as the overall rates, which are a) the efficiency rate defined as the ratio of the number of students passing the exam to the number of students who registered for it and b) the success rate, defined as the ratio of the number of students passing the exam to the number of students who not only registered for it but also actually took it. Additionally, we compute the rates for the bachelor academic degree which are established for Spain by the National Quality Evaluation and Accreditation Agency (ANECA) and which are the graduation rate (measured as the percentage of students who finish as scheduled in the plan or taking an extra year) and the efficiency rate (measured as the percentage of credits which a student who graduated has really taken). The simulation is done in terms of the probabilities of passing all the subjects in their study plan. The application of the simulator to Polytech students in Madrid, where requirements for passing are specially stiff in first and second year subjects, is particularly relevant to analyze student cohorts and the probabilities of students finishing in the minimum of four years, or taking and extra year or two extra years, and so forth. It is a very useful tool when designing new study plans. The calculation of the probability distribution of the random variable "number of semesters a student has taken to complete the curricula and graduate" is difficult or even unfeasible to obtain analytically, and this is even truer when we incorporate uncertainty in parameter estimation. This is why we apply Monte Carlo simulation which not only provides illustration of the stochastic process but also a method for computation. The stochastic simulator is proving to be a useful tool for identification of the subjects most critical in the distribution of the number of semesters for curriculum vitae (CV) completion and subsequently for a decision making process in terms of CV planning and passing standards in the University. Simulations are performed through a graphical interface where also the results are presented in appropriate figures. En este proyecto se analizan las características y el ciclo de diseño asociado al entorno de CAD IspLEVER, de Lattice Semiconductor, con la finalidad de evaluar su adecuación a la docencia relacionada con la ingeniería de sistemas digitales cableados. En base a este estudio se realiza una guía del manejo de las diferentes herramientas que se integran en el entorno. Además, se realiza la caracterización de una serie de familias de dispositivos del fabricante Lattice Semiconductor que pudiera servir de apoyo a la hora de elegir un dispositivo de este fabricante para la realización de un determinado diseño. Para dar comienzo a la realización del estudio del entorno y de las herramientas que integra IspLEVER, se procedió a la familiarización con el marco de trabajo. Esta familiarización se realizó, en un principio, a través de la lectura de la documentación ofrecida por el fabricante en su página web, http://www.latticesemi.com. Tras esta lectura, que sirvió para tener una primera visión de las características de la herramienta, se procedió a la descarga del paquete de instalación; el fabricante ofrece una versión de evaluación que expira a los 12 meses. Una vez descargado, se instaló y para terminar con los preparativos, se pasó el procedimiento de obtención de la licencia. Con ello se consiguió tener el software preparado para su utilización. A continuación se emplearon horas de trabajo para, sin documentación alguna, tratar de crear diseños; con este trabajo se pretendía detectar lo intuitivo que resulta el entorno cuando se tienen conocimientos de herramientas de CAD electrónico. Tras esta primera toma de contacto con el entorno real, se procedió al estudio de las diferentes opciones que ofrece para la realización de diseños, ya sean lógicos o físicos. Además del estudio de todas las posibilidades que ofrece el entorno, el trabajo se focalizó en la detección y comparación de las distintas opciones que ofrece para realizar una misma tarea, como ocurre con la asignación de pines o con la revisión de los resultados de una simulación, entre otras. Entrelazado con el estudio de las opciones que ofrece el entorno, se realizó el estudio de las distintas herramientas de trabajo integradas en el mismo. Una vez estudiado el entorno y las herramientas, se procedió a la realización del tutorial. Se capturaron todas las imágenes que se consideraron apropiadas para que al alumno le resultase cómodo y fácil seguir todas las indicaciones que el tutorial ofrece, para la realización de un ciclo de diseño lógico completo. Tras la realización del tutorial, se procedió a revisar la amplia documentación que el fabricante ofrece de cada una de las distintas familias de dispositivos que fabrica. El fin de esta revisión no fue otro que realizar una caracterización de las distintas familias, que pudiera servir de apoyo a la hora de elegir un dispositivo de este fabricante para la realización de un determinado diseño. Este estudio de las familias de dispositivos del fabricante, también se realizó para detectar qué familia de dispositivos era la más idónea para incluir uno de sus miembros en una hipotética placa de prototipado, para la realización de prácticas de laboratorio. ABSTRACT. This project consists in the analysis of the characteristics and the design cycle associated with the IspLEVER environment of CAD, by Lattice Semiconductor. The objective of that analysis is to evaluate their suitability for teaching engineering related to wired digital systems. Based on this analysis a guide was made for managing the different tools that are integrated into the environment. In addition, the characterization of several families by the manufacturer Lattice Semiconductor was made, with the objective that it could be used to support the choice of a Lattice’s device to perform a certain design. To start the IspLEVER environment and tools study, I began with a familiarization with the environment. This familiarization consisted in a study of the manufacturer documentation offered in their web page, http://www.latticesemi.com. After that, I had a general view about the characteristics of the environment and environment tools. Then I continued downloading the installation package. The manufacturer offers an evaluation version that expires in the period of one year. After that download, the environment was installed. Finally, the licensing procedure was followed to finish with the preparations. Then, the software was prepared for its utilization. Following, several work hours were wasted without documentation, trying to create designs. This work has been to identify how intuitive the environment is when you have knowledge of electronic CAD tools. After this first point of contact with the real environment, I proceeded to study different offered options, by the manufacturer, for the realization of either logical or physical designs. In addition to studying all the possibilities offered by the environment, the work is focused on the detection and comparison of the various options offered to perform the same task, as with the pin assignment or reviewing the results of a simulation… At the same time, the environment tools were studied. At this point, I began creating the tutorial. I captured all the figures that I consider important to make it easy to the students. The tutorial contains a complete logical design cycle. When the tutorial was finished, I started to review the manufacturer documentation about each devices family. The purpose of this review was to characterize the different families to support the device selection in future designs. Another purpose of that characterization was focused on the detection of the best family to include one of its members in a prototyping board for conducting laboratory practices.
