The study area is within the Pirangi River Basin, eastern sector of Rio Grande do Norte state, where is located of the Parnamirim city. It has an area of approximately 370 km². Urbanization has developed much fast without an appropriate infrastructure, mainly by the lack of sewage systems, with risks of contamination of groundwater that may cause serious damage to the health of the population. The Barreiras Aquifer System groundwater in the area represents the main source of water supply for urban and rural populations. The use of groundwater occurs without adequate planning and therefore, important recharge areas are being occupied. This study was conducted to quantify the use and evaluation of the potential of groundwater, in order to increase good water quality supply and lower risks of being affected by polluting activities. With these objectives, the following activities were carried out: 268 points of water have been registered; characterization of the lithological, thickness and hydrogeological structure of the Barreiras aquifer, based on the correlation of well logs; and evaluation of hydrodynamic parameters of the aquifer, from the interpretation of results well pumping tests. It was found that the saturated thickness increases from west to east towards the sea, with values ranging from 15,47-56,5 m with an average of 32,45 m. The hydrodynamic parameters using Cooper-Jacob method were: average transmissivity of 5,9x10-3 m²/s and average hydraulic conductivity 2,82x10-4 m/s. The effective porosity is of 15%, obtained by applying Biecinski equation. The potentiometric map shows the main direction of groundwater flow, from west to east, and identifies the recharge areas corresponding to the region of the tablelands of the "Barreiras". The river valleys refer to the discharge areas of the aquifer system. The Recharge was estimated at 253 mm/year, which corresponds to the 16.4% rate of infiltration.

Time series of terrigenous source elements (Al, K, Ti, Zr) from core GeoB4901-8 recovered from the deep-sea fan of the Niger River record variations in riverine sediment discharge over the past 245,000 yr. Although the flux rates of all the elements depend on physical erosion, which is mainly controlled by the extent of vegetation coverage in central Africa, element/Al ratios reflect conditions for chemical weathering in the river basin. Maximum sediment input to the ocean occurs during cold and arid periods, when precipitation intensity and associated freshwater runoff are reduced. High carbonate contents during the same periods indicate that the sediment supply has a positive effect on river-induced marine productivity. In general, variations in the terrestrial signals contain a strong precessional component in tune with changes in low-latitude solar radiation. However, the terrestrial signal lags the insolation signal by several thousand years. K/Al, Ti/Al, and Zr/Al records reveal that African monsoonal precipitation depends on high-latitude forcing. We attribute the shift between insolation cycle and river discharge to the frequently reported nonlinear response of African climate to primary orbital configurations, which may be caused by a complex interaction of the secondary control parameters, such as surface albedo and/or thermohaline circulation.

The Jena Biodiversity Experiment is located on a Central European mesophilic floodplain on the banks of the Saale River (see further details below). In the main experiment, 82 grassland plots of 20 x 20 m were established from a pool of 60 species belonging to four functional groups (grasses, legumes, tall and small herbs). In May 2002, varying numbers of plant species from this species pool were sown in the plots to create a gradient of plant species richness (1, 2, 4, 8, 16 and 60 species) and functional richness (1, 2, 3, or 4 functional groups). Plots were maintained by bi-annual weeding and mowing. In June 2013, a natural 200-year flood event occurred at the field site. Rainfall in May 2013 in Jena was ~150mm, constituting >25% of annual precipitation at the site that year. Overall the flood affected the entire Elbe River Basin and much of Europe and was one of the largest natural flooding events in the past two centuries. The flood lasted for a total of 24 days at the site (30 May-24 June) and led to anaerobic soil conditions. Due to small topographical differences among the plots in the experiment (<1m), there was variation in the duration of flooding and the proportion of each plot that was flooded. This variation was well-distributed across the diversity gradient. To assess the importance of flood severity, the proportion of each plot that was flooded was estimated by eye (using five classes: 0 completely dry, 0.25 up to a quarter under water, 0.5 half, 0.75 up to three quarters under water, and 1 more than three quarters under water up to completely submerged). These values, for each of the 24 days that the flood lasted, were summed up to calculate a flooding index. The resulting flooding index is given for each plot of the Main Experiment.

As a result of a floristic survey carried out in riparian habitats of northern Spain, new chorological data are provided for 9 alien and 6 native plant species. Some species are reported for the first time at regional scale, such as Carex strigosa, Helianthus x laetiflorus and Persicaria pensylvanica in Cantabria. Also noteworthy is the finding of naturalised populations of the North American grass Muhlenbergia schreberi at the Urumea river basin, which represents the second reference for the Iberian Peninsula.

Los indicadores de sostenibilidad climática constituyen herramientas fundamentales para complementar las políticas de ordenamiento del territorio urbano y pueden beneficiar la calidad de vida sus habitantes. En el presente trabajo se diseñó un indicador climático urbano para la ciudad de Bahía Blanca considerando variables meteorológicas y análisis de la percepción social. El mismo permitió delimitar la ciudad en cuatro regiones bien diferenciadas entre sí. A partir de entonces, se realizó una propuesta sostenible para mitigar los efectos adversos del clima a partir de la aplicación del método DPSIR. Las mismas estuvieron destinadas a mejorar las condiciones de vida de la población. Los resultados permitieron considerar que una pronta implementación de la misma junto con una activa participación de los actores sociales y los tomadores de decisiones es necesaria para mejorar las condiciones actuales en la que se encuentra la ciudad. Con las medidas propuestas, la población local sabrá cómo actuar ante la ocurrencia de distintos eventos extremos, eventos de desconfort climático, etc. Al ser un método sencillo, la metodología aplicada en este estudio puede replicarse en otras ciudades del mundo con el objetivo de mejorar la calidad de vida de los habitantes.

Le principe de coopération est considéré depuis longtemps comme l’une des pierres angulaires du droit international, toutefois, l’existence d’une obligation de coopérer en droit international reste encore controversée. Les ressources en eau, à cause de leur fluidité et de leurs multiples usages, démontrent toujours l’interdépendance humaine. En matière de cours d’eau transfrontaliers, la Convention de New York inclut explicitement dans son texte l’obligation générale de coopérer comme l’un de ses trois principes fondamentaux. Il nous incombe alors de voir quelle obligation de coopérer les États souverains s’imposent dans leurs pratiques ? Pour répondre à cette question, nous procédons tout d’abord à une étude positiviste du contenu normatif de l’obligation de coopérer. Nous constatons que l’incorporation de la notion de l’obligation de coopérer dans le principe de la souveraineté est une tendance manifeste du droit international qui a évolué du droit de coexistence composé principalement des règles d’abstention, au droit de coopération qui comporte essentiellement des obligations positives de facere, dont la plus représentative est l’obligation de coopérer. Néanmoins, il n’existe pas de modèle unique d’application pour tous les États, chaque bassin disposant de son propre régime coopératif. Pour mesurer l’ampleur des régimes coopératifs, nous étudions cinq paramètres : le champ d’application, les règles substantielles, les règles procédurales, les arrangements institutionnels et le règlement des différends. Quatres modèles de coopération ressortent : le mécanisme consultatif (l’Indus), le mécanisme communicateur (le Mékong), le mécanisme de coordination (le Rhin) et le mécanisme d’action conjointe (le fleuve Sénégal). Pour ce qui est de la Chine, il s’agit de l’État d’amont en voie de développement le plus important dans le monde qui a longtemps été critiqué pour son approche unilatérale dans le développement des eaux transfrontières. Nous ne pouvons pas cependant passer sous silence les pratiques de coopération qu’elle a développées avec ses voisins. Quelle est son interprétation de cette obligation générale de coopérer ? Notre étude des pratiques de la Chine nous aide, en prenant du recul, à mieux comprendre tous les aspects de cette obligation de coopérer en droit international. Afin d’expliquer les raisons qui se cachent derrière son choix de mode de coopération, nous introduisons une analyse constructiviste qui est plus explicative que descriptive. Nous soutenons que ce sont les identités de la Chine qui ont déterminé son choix de coopération en matière de cours d’eau transfrontaliers. Notre étude en vient à la conclusion que même s’il y a des règles généralement reconnues, l’obligation de coopérer reste une règle émergente en droit international coutumier. Ses modes d’application sont en réalité une construction sociale qui évolue et qui peut varier énormément selon les facteurs culturels, historiques ou économiques des États riverains, en d’autres mots, selon les identités de ces États. La Chine est un État d’amont en voie de développement qui continue à insister sur le principe de la souveraineté. Par conséquent, elle opte pour son propre mécanisme consultatif de coopération pour l’utilisation des ressources en eau transfrontalières. Néanmoins, avec l’évolution de ses identités en tant que superpuissance émergente, nous pouvons probablement espérer qu’au lieu de rechercher un pouvoir hégémonique et d’appliquer une stratégie unilatérale sur l’utilisation des ressources en eau transfrontalières, la Chine adoptera une stratégie plus coopérative et plus participative dans l’avenir.

We reflect on the politics of establishing catchment management agencies in South Africa with a specific focus on the Breede-Overberg Catchment Management Agency (BOCMA), which was recently replaced by the Breede-Gouritz Catchment Management Agency (BGCMA). We do so by applying the framework of adaptive comanagement and its institutional prescriptions: collaboration, experimentation, and a bioregional approach. We start by introducing the history of this catchment management agency (CMA) and then describe the establishment of CMAs in South Africa in general and that of BOCMA in particular. We follow the framework for rule types and types of river basin organizations set out by the editors of this special feature with reference to adaptive comanagement where applicable. We then discuss the politics and strategies involved in the introduction of the CMA concept to the National Water Act and the latest developments around these institutions in South Africa. This is followed by reflections on what can be surmised about BOCMA’s democratic functioning and performance to date. We conclude by reflecting on the future of operations of the new BGCMA and CMAs in South Africa in general. While our research shows that BOCMA’s establishment process has featured several elements of adaptive comanagement and its institutional prescriptions, it remains to be seen to what extent it is possible to continue implementing this concept when further developing and operationalizing the BGCMA and the country’s other CMAs.

Indigenous Arctic and Subarctic communities currently are facing a myriad of social and environmental changes. In response to these changes, studies concerning indigenous knowledge (IK) and climate change vulnerability, resiliency, and adaptation have increased dramatically in recent years. Risks to lives and livelihoods are often the focus of adaptation research; however, the cultural dimensions of climate change are equally important because cultural dimensions inform perceptions of risk. Furthermore, many Arctic and Subarctic IK climate change studies document observations of change and knowledge of the elders and older generations in a community, but few include the perspectives of the younger population. These observations by elders and older generations form a historical baseline record of weather and climate observations in these regions. However, many indigenous Arctic and Subarctic communities are composed of primarily younger residents. We focused on the differences in the cultural dimensions of climate change found between young adults and elders. We outlined the findings from interviews conducted in four indigenous communities in Subarctic Alaska. The findings revealed that (1) intergenerational observations of change were common among interview participants in all four communities, (2) older generations observed more overall change than younger generations interviewed by us, and (3) how change was perceived varied between generations. We defined “observations” as the specific examples of environmental and weather change that were described, whereas “perceptions” referred to the manner in which these observations of change were understood and contextualized by the interview participants. Understanding the differences in generational observations and perceptions of change are key issues in the development of climate change adaptation strategies.

The adoption of bioregionalism by institutions that are instrumental in river basin management has significant potential to resolve complex water resource management problems. The Westcountry Rivers Trust (WRT) in England provides an example of how localized bioregional institutionalization of adaptive comanagement, consensus decision making, local participation, indigenous technical and social knowledge, and “win-win” outcomes can potentially lead to resilient partnership working. Our analysis of the WRT’s effectiveness in confronting nonpoint source water pollution, previously impervious to centralized agency responses, provides scope for lesson-drawing on institutional design, public engagement, and effective operation, although some evident issues remain.

Floodplains pose challenges to managers of conservation lands because of constantly changing interactions with their rivers. Although scientific knowledge and understanding of the dynamics and drivers of river-floodplain systems can provide guidance to floodplain managers, the scientific process often occurs in isolation from management. Further, communication barriers between scientists and managers can be obstacles to appropriate application of scientific knowledge. With the coproduction of science in mind, our objectives were the following: (1) to document management priorities of floodplain conservation lands, and (2) identify science needs required to better manage the identified management priorities under nonstationary conditions, i.e., climate change, through stakeholder queries and interactions. We conducted an online survey with 80 resource managers of floodplain conservation lands along the Upper and Middle Mississippi River and Lower Missouri River, USA, to evaluate management priority, management intensity, and available scientific information for management objectives and conservation targets. Management objectives with the least information available relative to priority included controlling invasive species, maintaining respectful relationships with neighbors, and managing native, nongame species. Conservation targets with the least information available to manage relative to management priority included pollinators, marsh birds, reptiles, and shore birds. A follow-up workshop and survey focused on clarifying science needs to achieve management objectives under nonstationary conditions. Managers agreed that metrics of inundation, including depth and extent of inundation, and frequency, duration, and timing of inundation would be the most useful metrics for management of floodplain conservation lands with multiple objectives. This assessment provides guidance for developing relevant and accessible science products to inform management of highly dynamic floodplain environments. Although the problems facing managers of these lands are complex, products focused on a small suite of inundation metrics were determined to be the most useful to guide the decision making process.

Esta ponencia tiene como finalidad contribuir con un cuerpo de conocimientos y prácticas emergentes que sirvan de apoyo a la intervención de los actores sociales involucrados en la resolución de los problemas de gerenciamiento social del recurso hídrico, que contribuyan al mejoramiento en la calidad de vida costarricense, en el marco de la realidad política, institucional, legal, financiera, participativa y técnico instrumental existente en el país desde una perspectiva socialmente sostenible. El logro en el desarrollo de estas capacidades de gerenciamiento social en los actores públicos y privados en el uso y manejo del recurso hídrico aportará al país un capital cognoscitivo y tecnológico que puede marcar su mejoramiento futuro. Abstract This communication has like purpose of contributing with a body of knowledge and emergent practices that serve as support to the intervention of the involved social actors in the resolution of the problems of legal, financial, participative and technicalinstrumental social managment of the resource hydric, which they contribute to the improvement in the quality of Costa Rican life, within the framework of the political reality, institutional, existing in the country from a socially sustainable perspective. The profit in the development of these capacities of social management in the actors public and deprived in the use and handling of the hydric resource will contribute to the country a cognoscitive and technological capital that can mark its future improvement.

A structural time series model is one which is set up in terms of components which have a direct interpretation. In this paper, the discussion focuses on the dynamic modeling procedure based on the state space approach (associated to the Kalman filter), in the context of surface water quality monitoring, in order to analyze and evaluate the temporal evolution of the environmental variables, and thus identify trends or possible changes in water quality (change point detection). The approach is applied to environmental time series: time series of surface water quality variables in a river basin. The statistical modeling procedure is applied to monthly values of physico- chemical variables measured in a network of 8 water monitoring sites over a 15-year period (1999-2014) in the River Ave hydrological basin located in the Northwest region of Portugal.

In Brazilian semiarid region, the majority of water bodies are temporary and the biodiversity in these ecosystems is poorly known. The goal of this study was to describe the temporal variation of benthic macroinvertebrates in an intermittent stream in the Brazilian semiarid region. From March to July of 2009, surveys of benthic macroinvertebrates and water physiochemical parameters were done in a first order stream located at Piranhas-Açu River basin. 25 macroinvertebrates families were found, 21 belonging to Insecta class. The chironomids were the most abundant group during all study period and were represented by 19 genus. The largest densities and taxonomic richness were seen in the drying phase of the stream while the smallest values were found in the period with the heaviest rainfalls ( wet phase ). Only the families Chironomidae and Ceratopogonidae were found during all study period, suggesting that these groups have better adaptations to support floods and droughts. Furthermore, these two groups seemed to be pioneering in this stream. Among the chironomids, Paratendipes dominated the period of floods while Tanytarsus were more abundant in the drying phase . This study showed that hydrological fluctuation is the main force influencing the macroinvertebrate community in this stream, therefore, efforts seeking the conservation and management of Brazilian semiarid water bodies should consider this high natural variability in flow regime

Résumé : Les eaux souterraines ont un impact majeur sur la vie terrestre, les besoins domestiques et le climat. Elles sont aussi un maillon essentiel du cycle hydrologique. Au Canada par exemple, plus de 30 % de la population est tributaire des eaux souterraines pour leur alimentation en eau potable. Ces ressources subissent de nombreuses pressions sous l’influence de certains facteurs comme la salinisation, la contamination et l’épuisement. La variabilité du climat et la demande croissante sur ces ressources imposent l'amélioration de nos connaissances sur les eaux souterraines. L’objectif principal du projet de recherche est d’exploiter les données d’anomalies (TWS) de la mission Gravity Recovery And Climate Experiment (GRACE) pour localiser, quantifier et analyser les variations des eaux souterraines à travers les bassins versants du Bas-Mackenzie, du Saint-Laurent, du Nord-Québec et du Labrador. Il s’agit aussi d’analyser l’influence des cycles d’accumulation et de fonte de neige sur les variations du niveau des eaux souterraines. Pour estimer les variations des eaux souterraines, la connaissance des autres paramètres du bilan hydrologique est nécessaire. Ces paramètres sont estimés à l’aide des sorties du modèles de surface CLM du Système Global d’Assimilation des Données de la Terre (GLDAS). Les données GRACE qui ont été utilisées sont celles acquises durant la période allant de mars 2002 à août 2012. Les résultats ont été évalués à partir d’enregistrements de niveaux piézométriques provenant de 1841 puits localisés dans les aquifères libres du bassin des réseaux de suivi des eaux souterraines au Canada. Les valeurs de rendements spécifiques des différents types d’aquifères de chaque puits et celles des variations mensuelles du niveau d’eau dans ces puits ont été utilisées pour estimer les variations des anomalies des eaux souterraines in-situ. L’étude de corrélation entre les variations des anomalies des eaux souterraines estimées à partir de la combinaison GRACE-GLDAS et celles issues de données in-situ révèle des concordances significatives avec des valeurs de
