We are witnessing the beginnings of what could well be significant change in Myanmar. Elections in November 2010 were quickly followed by the release of opposition leader Aung San Suu Kyi, then by the resignation of Senior-General Than Shwe, dissolution of the State Peace and Development Council (SPDC), the opening of parliament, and the inauguration of Thein Sein as President on 30th March 2011. Thein Sein's inauguration speech called for national reconciliation and an end to corruption, promised a more market-oriented economy, and vowed to create employment opportunities. He also pledged to develop the health and education sectors in cooperation with international organisations, and to alleviate poverty. While some fear this may only be rhetoric, a growing number of indications suggest that major political and economic reform may indeed be getting underway. This paper traces these recent developments and the possibility of significantly improved international development cooperation in Myanmar, particularly as it affects the prospects of poverty alleviation efforts and cooperation with Western INGO and multilateral agencies. It analyses the implications of this reform on international development assistance and cooperation from the perspectives of humanitarian needs, international relations theory, development theory, and political philosophy.

This work reveals the performance of a trihexyl(tetradecyl)phosphonium bis(trifluoromethanesulfonyl)amide ([P6,6,6,14][NTf2]) ionic liquid (IL) conversion coating upon AZ91D. Such conversion coatings represent a novel avenue for chromate replacement. An optimization of coating performance was pursued by careful alloy pretreatment to generate a surface on which the coating performs best, as the AZ91 substrate is distinctly different from pure or dilute Mg alloys. The results reveal that a functional conversion coating can be achieved, retarding anodic dissolution kinetics, causing a significant decrease in corrosion rate. The coating efficacy is closely tied to the pretreatment performed, which dictates both the microstructural and electrochemical heterogeneity of the surface. The resulting coatings were found to contain MgxFx and phosphonium cation related components, the proportions of which were dependent on the pretreatment.

Single-crystal trigonal (t) Se nanobelts have been synthesized on a large scale by reducing SeO2 with glucose at 160 °C. Electron microscopy images show that the nanobelts are 80 nm in diameter, 25 nm in thickness, and up to several hundreds of micrometers in length. HRTEM images prove that the nanobelts are single crystals and preferentially grow along the [001] direction. The time-dependent TEM images revealed that the formation and growth of t-Se nanobelts were governed by a solid−solution−solid growth mechanism. The redox reaction directly produced amorphous (α) Se nanoparticles under hydrothermal conditions. t-Se nanobelts were formed by dissolution and recrystallization of the initial α-Se nanoparticles under the functional capping of poly(vinylpyrrolidone) (PVP). The nanobelts obtained exhibit a quantum size effect in optical properties, showing a blue shift of the band gap and direct transitions relative to the values of bulk t-Se.

The microstructure evolution and softening processes occurring in 22Cr-19Ni-3Mo austenitic and 21Cr-10Ni-3Mo duplex stainless steels deformed in torsion at 900 and 1200 °C were studied in the present work. Austenite was observed to soften in both steels via dynamic recovery (DRV) and dynamic recrystallisation (DRX) for the low and high deformation temperatures, respectively. At 900 °C, an "organised", self-screening austenite deformation substructure largely comprising microbands, locally accompanied by micro-shear bands, was formed. By contrast, a "random", accommodating austenite deformation substructure composed of equiaxed subgrains formed at 1200 °C. In the single-phase steel, DRX of austenite largely occurred through straininduced grain boundary migration accompanied by (multiple) twinning. In the duplex steel, this softening mechanism was complemented by the formation of DRX grains through subgrain growth in the austenite/ferrite interface regions and by large-scale subgrain coalescence. At 900 °C, the duplex steel displayed limited stress-assisted phase transformations between austenite and ferrite, characterised by the dissolution of the primary austenite, formation of Widmanstätten secondary austenite and gradual globularisation of the transformed regions with strain. The softening process within ferrite was classified as "extended DRV", characterised by a continuous increase in misorientations across the sub-boundaries with strain, for both deformation temperatures.

TiO2 nanofibers (NFs) with different phases such as amorphous, anatase, mixed anatase?rutile, and rutile have been prepared by combining the electrospinning technique with the subsequent process of heat treatment or acidic-dissolution method. The obtained NFs are characterized by a Fourier transform infrared spectrometer (FT-IR), X-ray photoelectron spectroscopy (XPS), X-ray diffraction (XRD), scanning electron microscopy (SEM), transmission electron microscopy (TEM), and N2 adsorption?desorption isotherm measurements. Phase structure effects of electrospun TiO2 NFs on As(III) adsorption behaviors have been investigated. The results showed a significant effect of the phase structures of TiO2 NFs on As(III) adsorption rates and capacities. Amorphous TiO2 NFs have the highest As(III) adsorption rate and capacity in the investigated samples, which can be attributed to its higher surface area and porous volume. This research provides a simple and low-cost method for phasecontrolled fabrication of TiO2 NFs and application for effective removal of arsenic from aqueous solution.

We describe a convenient route to the preparation of silk scaffolds that does not require silk fiber dissolution and regeneration. We prepare the silk scaffolds via a single step pickering-high internal phase emulsion (HIPE) method. Additionally, we find that the use of biocompatible ionic liquids significantly improves the compressive properties of the HIPEs.

Results of experiments investigating geochemical changes during artificial recharge of treated wastewater at a coastal sandfill, reclaimed with sand dredged from the seabed, are reported in this paper. Laboratory batch experiments were conducted using secondary effluent (SE) and SE treated with an additional ultrafiltration process (UF), and wastewater treated by reverse osmosis (RO) process, mixed with surface sand obtained from the sandfill. Experiments with RO showed a net increase of 0.41 meq/L, 0.12 meq/L and 0.31 meq/L for Ca(2 + ), Mg(2 + ) and HCO(3) (-), respectively. UF and SE also exhibited net increase in Ca(2 + ), Mg(2 + ) and HCO(3) (-) indicating carbonate mineral dissolution. All three waters were found to be over-saturated with respect to calcite. Carbonate dissolution reactions were observed in the field experiments. However, the presence of imported clays from the borrow source gave rise to ion exchange reactions where Na(+) attached to the clay particles were exchanged for Ca(2 + ) and Mg(2 + ) inducing mineral dissolution, driven by sub-saturation conditions. This resulted in an increase in pH with maximum values in excess of 9.0. It was also found that the sodium adsorption ratio remained high (>10) even after the groundwater had been diluted sufficiently to freshwater levels (ionic strength, I <0.015) indicating a potential for the dispersion of clay particles. This could have a deleterious consequence on porosity and hydraulic conductivity.

Statistical copolymers of indigo (1a) and N-acetylindigo (1b) building blocks with defined structures were studied. They belong to the class of polymeric colorants. The polymers consist of 5,5′-connected indigo units with keto structure and N-acetylindigo units with uncommon tautomeric indoxyl/indolone (=1H-indol-3-ol/3H-indol-3-one) structure (see 2a and 2b in Fig. 1). They formed amorphous salts of elongated monomer lengths as compared to monomeric indigo. The polymers were studied by various spectroscopic and physico-chemical methods in solid state and in solution. As shown by small-angle-neutron scattering (SANS) and transmission-electron microscopy (TEM), disk-like polymeric aggregates were present in concentrated solutions (DMSO and aq. NaOH soln.). Their thickness and radii were determined to be ca. 0.4 and ca. 80 nm, respectively. From the disk volumes and by a Guinier analysis, the molecular masses of the aggregates were calculated, which were in good agreement with each other. Defined structural changes of the polymer chains were observed during several-weeks storage in concentrated DMSO solutions. The original keto structure of the unsubstituted indigo building blocks reverted to the more flexible indoxyl/indolone structure. The new polymers were simultaneously stabilized by intermolecular H-bonds to give aggregates, preferentially dimers. Both aggregation and tautomerization were reversible upon dissolution. The polymers were synthesized by repeated oxidative coupling of 1,1′-diacetyl-3,3′-dihydroxybis-indoles 5 (from 1,1′-diacetyl-3,3′-bis(acetyloxy)bis-indoles 6) followed by gradual hydrolysis of the primarily formed poly(N,N′-diacetylindigos) 7 (Scheme). N,N′-Diacetylbis-anthranilic acids 9 were isolated as by-products.

Textiles are commonly made from intimate blends of polyester and cotton, which makes recycling very difficult. We report for the first time the use of ionic liquid in the separation of polyester cotton blends. By selective dissolution of the cotton component, the polyester component can be separated and recovered in high yield. This finding presents an environmentally benign approach to recycling textile waste. © 2014 The Royal Society of Chemistry.

As reported previously, water saturated trihexyl(tetradecyl)phosphonium chloride ([P6,6,6,14][Cl]) ionic liquid (IL) is a promising electrolyte for magnesium-air batteries. The added water plays an important role in enabling high rate and high efficiency Mg dissolution while stabilizing the Mg interphase. In this work, the role of the water was investigated by replacement with other additives such as toluene and tetrahydrofuran to specifically target the assumed roles of water, namely: (i) enhancement of transport properties; (ii) complexation and stabilization of the Mg anode; (iii) provision of active protons for the cathodic reaction. Discharge tests show that ethylene glycol supports comparable performance to that provided by water. Examination of the viscosity and conductivity of different [P6,6,6,14][Cl]/additive mixtures indicates that a simple consideration of solution characteristics cannot explain the observed trends. Rather, other factors, such as the presence of active protons and/or oxygen-donor groups, are also key features for the development of IL electrolytes for practical magnesium-air cells. Finally, the presence of ethylene glycol in the electrolyte results in a complex gel on the Mg interface, similar to that found in the presence of water. This may also play a role in enabling stable discharge of the Mg anode. © 2014 The Electrochemical Society.

This study elucidates the enhancement of aerobic granulation by zero-valent iron (ZVI). A reactor augmented with ZVI had a start-up time of aerobic granulation (43 days) that was notably less than that for a reactor without augmentation (64 days). The former reactor also had better removal efficiencies for chemical oxygen demand and ammonium. Moreover, the mature granules augmented with ZVI had better physical characteristics and produced more extracellular polymeric substances (especially of protein). Three-dimensional-excitation emission matrix fluorescence showed that ZVI enhanced organic material diversity. Additionally, ZVI enhanced the diversity of the microbial community. Fe(2+) dissolution from ZVI helped reduce the start-up time of aerobic granulation and increased the extracellular polymeric substance content. Conclusively, the use of ZVI effectively enhanced aerobic granulation.

Atom probe tomography (APT) has been used to investigate the surface and sub-surface microstructures of aluminum alloy 2024 (AA2024) in the T3 condition (solution heat treated, cold worked, and naturally aged to a substantially stable condition). This study revealed surface Cu enrichment on the alloy matrix, local chemical structure around a dispersoid Al20Mn3Cu2 particle including a Cu-rich particle and S-phase particle on its external surface. Moreover, there was a significant level of hydrogen within the dispersoid, indicating that it is a hydrogen sink. These observations of the nanoscale structure around the dispersoid particle have considerable implications for understanding both corrosion and hydrogen embrittlement in high-strength aluminum alloys.

We report on the dissolution of semi-domestic silk type Antheraea assamensis using ionic liquids. We investigated the impact of different coagulating solvents, including isopropanol and water on the structure and the morphology of the regenerated silk. We found that the water regenerated silk film showed a high β-sheet content and a native silk-like XRD pattern.

 Aquatic nanotoxicologists and ecotoxicologists have begun to identify the unique properties of the nanomaterials (NMs) that potentially affect the health of wildlife. In this review the scientific aims are to discuss the main challenges nanotoxicologists currently face in aquatic toxicity testing, including the transformations of NMs in aquatic test media (dissolution, aggregation and small molecule interactions), and modes of NM interference (optical interference, adsorption to assay components and generation of reactive oxygen species) on common toxicity assays. Three of the major OECD (Organisation for Economic Co-operation and Development) priority materials, titanium dioxide (TiO2), zinc oxide (ZnO) and silver (Ag) NMs, studied recently by the Natural Sciences and Engineering Research Council of Canada (NSERC), National Research Council of Canada (NRC) and the Business Development Bank of Canada (BDC) Nanotechnology Initiative (NNBNI), a Canadian consortium, have been identified to cause both bulk effect, dissolution-based (i.e. free metal), or NM-specific toxicity in aquatic organisms. TiO2 NMs are most toxic to algae, with toxicity being NM size-dependent and principally associated with binding of the materials to the organism. Conversely, dissolution of Zn and Ag NMs and the subsequent release of their ionic metal counterparts appear to represent the primary mode of toxicity to aquatic organisms for these NMs. In recent years, our understanding of the toxicological properties of these specific OECD relevant materials has increased significantly. Specifically, researchers have begun to alter their experimental design to identify the different behaviour of these materials as colloids and, by introducing appropriate controls and NM characterisation, aquatic nanotoxicologists are now beginning to possess a clearer understanding of the chemical and physical properties of these materials in solution, and how these materials may interact with organisms. Arming nanotoxicologists with this understanding, combined with knowledge of the physics, chemistry and biology of these materials is essential for maintaining the accuracy of all future toxicological assessments.
