The Energy Conservation Act (20 ILCS 1115) was signed into law in September 1979. The law requires that the Department provide technical assistance in the development of thermal efficiency standards and lighting efficiency standards to units of local government, upon request by such unit. The law also states that the Department shall provide technical assistance in the development of a program for energy efficiency in procurement to units of local government, upon request by such unit. The Technical Assistance Programs provided under the law are supported by funds provided to the State pursuant to federal acts that provide funds for energy conservation efforts through the use of building codes.

Plastic cracking of cement mortar and concrete is primarily attributable to desiccation by evaporation from unprotected surfaces. This causes high suctions (negative pressures) to develop in the pore water adjacent to these surfaces. Dissolved salts in the pore water can also contribute significantly to suctions. Quantitative expressions are available for all of the components of the total suction. The development of suctions over time is illustrated by the results of desiccation tests conducted on cement mortars, supplemented by data from the literature. It is shown that ambient conditions conducive to plastic cracking can arise almost anywhere, but that the extremely high suctions that develop in mature cement mortar and concrete do not imply that compression failures should occur A high value of fracture energy is derived from data from the desiccation tests that implies that plastic cracking is characterized by a significant zone of plastic straining or microcracking.

Stirred mills are becoming increasingly used for fine and ultra-fine grinding. This technology is still poorly understood when used in the mineral processing context. This makes process optimisation of such devices problematic. 3D DEM simulations of the flow of grinding media in pilot scale tower mills and pin mills are carried out in order to investigate the relative performance of these stirred mills. Media flow patterns and energy absorption rates and distributions are analysed here. In the second part of this paper, coherent flow structures, equipment wear and mixing and transport efficiency are analysed. (C) 2006 Published by Elsevier Ltd.

A new integration scheme is developed for nonequilibrium molecular dynamics simulations where the temperature is constrained by a Gaussian thermostat. The utility of the scheme is demonstrated by its application to the SLLOD algorithm which is the standard nonequilibrium molecular dynamics algorithm for studying shear flow. Unlike conventional integrators, the new integrators are constructed using operator-splitting techniques to ensure stability and that little or no drift in the kinetic energy occurs. Moreover, they require minimum computer memory and are straightforward to program. Numerical experiments show that the efficiency and stability of the new integrators compare favorably with conventional integrators such as the Runge-Kutta and Gear predictor-corrector methods.
