Structural characterization of conducting polypyrrole using 13C cross-polarization/magic-angle spinning solid-state nuclear magnetic resonance spectroscopy

¹³C nuclear magnetic resonance (n.m.r.) has been used to study polypyrrole and N-substituted polypyrrole in the solid state. The extent of oxidation appears to be counterion-dependent; in particular, the quinoid structure appears favoured in the films prepared with dodecyl sulfate. Resonances associated with the quinoid unit are lost upon reduction of the polypyrrole film, which supports the idea that the quinoid structure is associated with the oxidized form of polypyrrole. N-substituted polypyrroles have a more distinct resonance at 110 ppm, which is linked to lower degrees of oxidation or charge delocalization in these systems. The decrease in conductivity of polypyrrole upon thermal ageing in air is associated with both the loss of counterion (‘thermal dedoping’) and the decomposition of the quinoid structure in the polymer backbone. There is no indication of carbonyl formation in the solid-state n.m.r. spectra obtained in the present study.

Effect of body tilt angle on fatigue and EMG activities in lower limbs during cycling

This study compared the rate of fatigue and lower limb EMG activities during high-intensity constantload cycling in upright and supine postures. Eleven active males performed seven cycling exercise tests: one upright graded test, four fatigue tests (two upright, two supine) and two EMG tests (one upright, one supine). During the fatigue tests participants initially performed a 10 s all-out effort followed by a constant-load test with 10 s all-out bouts interspersed every minute. The load for the initial two fatigue tests was 80% of the peak power (PP) achieved during the graded test and these continued until failure. The remaining two fatigue tests were performed at 20% PP and were limited to the times achieved during the 80% PP tests. During the EMG tests subjects performed a 10 s all-out effort followed by a constant-load test to failure at 80% PP. Normalised EMG activities (% maximum, NEMG) were assessed in five lower limb muscles. Maximum power and maximum EMG activity prior to each fatigue and EMG test were unaffected by posture. The rate of fatigue at 80% PP was significantly higher during supine compared with upright posture (-68 ± 14 vs. -26 ± 6 W min-1, respectively, P\0.05) and the divergence of the fatigue responses occurred by the second minute of exercise. NEMG responses were significantly higher in the supine posture by 1–4 min of exercise. Results show that fatigue is significantly greater during supine compared with upright high-intensity cycling and this effect is accompanied by a reduced activation of musculature that is active during cycling.

The right to an impartial hearing trumps the social imperative of bringing accused to trial even 'down under'

Accused persons who are subjected to a saturation level of negative media coverage may be denied an impartial hearing, which is perhaps the most important aspect of the right to a fair hearing. Despite this, the courts have generally held that the social imperative of prosecuting accused trumps the interests of the accused. The justification for an impartial hearing stems from the repugnance of convicting the innocent. Viewed dispassionately, this imperative is not absolute, given that every legal system condones procedures which result in the conviction of some innocent people. While the importance of guarding against wrongful convictions has been overstated, the imperative to bring to trial all accused has been even more exaggerated. The legal system has displayed a capacity to deal with cases where the guilty walk free. The institutional integrity of the criminal justice system would be significantly compromised by convictions that are tarnished by pre-judgment. Confidence in the criminal justice system is more important than individual criminal accountability. The inability to receive an impartial hearing should result in a permanent stay. The only exception is where the alleged crime has the capacity to cause widespread fear or social unrest. This only applies in relation to serious acts of terrorism. This article focuses on recent legal fair trial developments in Australia, however, the analysis, reasoning and conclusion applies in relation to all jurisdictions where juries determine guilt and innocence.

Human rights and the right to development : insights into the Myanmar government's response to rights allegations

Myanmar is ruled by a military government that is strongly condemned for human rights abuses. In responding to these allegations, the Myanmar government repeatedly adopt the language of Right to Development as a counter perspective and counter allegation. The Right to Development is not well reflected in the Western human rights discourse, and both its development and Myanmar's position in the Right to Development dialogue are considered. This paper looks at the differing perspective that an understanding of the official public Myanmar response to rights allegations brings to the human rights debate surrounding Myanmar, highlighting contested ideas concerning the identity of rights duty-bearers, conceptions of those duties, and allegations of double standards. While the Myanmar position that sanctions violate the Right to Development is rejected, it is suggested that this difference in perspective is a contributor to the impasse and communication gap between the West and the Myanmar regime over human rights.

Constitutionalism and beyond the dispute between the left and right

From the constitutional point of view, all ideology in a pluralistic society structures have their own status and function. The rise of China needs a healthy, diverse and balanced thinking the situation. We need a capacity of macro-narrative and a framework to develop a macro perspective, the various ideologies put this macro, the constitutional system integration. This article is about ideology than an example, the analysis and comparison of three models. The first mode is now at in the formation and development process, and our political system to adapt to the "balanced" mode. The second model is adopted, representing the "left" "right" interest groups to reach beyond the ruling party turns around, balance of interests purpose. The third is in the process of policy formulation and selection of multi-party consultation and inclusive pattern of results of various think tanks.
