This paper provides a contemporary examination of policy making and participatory practice in the context of devolving governance in the UK. The paper takes Northern Ireland as its focus and is particularly timely considering the context of devolved governance, the ongoing transition from conflict to relative peace and the potential for rejuvenating democracy through participatory
governance. The paper concentrates on one particular policy process, namely the attempted designation of a national park in the Mournes Area of Outstanding Natural Beauty. A thematic analysis of qualitative data is drawn upon to analyse the structural factors that framed the policymaking process, in particular the role of power in determining how consultation processes were 2 initiated, designed and undertaken. Using Lukes’ model) as an analytical framework, power is shown to manifest at multiple levels within the policy-making process to influence policy outcomes. The paper reveals how the persistence of a top-down approach to policy development combined with a highly parochial political outlook undermined attempts to designate a Mourne National Park. The paper concludes that, given the immaturity of recently devolved government in
Northern Ireland, in this instance, the democratising intentions of devolved governance have not been met. This has implications for Northern Ireland’s recent reform of public administration which devolves certain planning powers to local authority level and the management of the internationally significant Mournes landscape.

It is generally accepted that education has a significant role to play in anysociety transitioning from conflict to a more peaceful dispensation. Indeed,some have argued that the education system potentially represents the singlemost effective agent of social change with the capacity to bridge ethnicdivision in conflict affected countries. Despite the potential, educationalpolicy-makers grapple with the dilemma as to precisely how school systemscan best facilitate this agenda. This paper thus attempts to shed lightupon the dilemma by exploring pupil identity and associated intergroupattitudes across various school types in Northern Ireland. Five schools wereselected for the study with each one representing a particular sector withinthe Northern Irish education system (maintained grammar, maintainedsecondary, controlled grammar, controlled secondary, integrated). This led toa total sample size of 265 pupils. The main findings show that children acrossseparate Catholic, separate Protestant and mixed Catholic and Protestanteducational contexts construct and interpret identity differently. At thesame time, our data suggest that no one school setting has supremacy inpromoting social cohesion. The implications of these findings are discussed.

The aim was to explore the relationship between sources of stress and a range of coping behaviours on student
satisfaction and motivation. Most research exploring sources of stress construes stress as distress, with little
attempt to consider positive, good stress or ‘eustress’ experiences. A cohort of first-year psychology students (N=88)
were surveyed on a range of stressors. These were amended from the UK National Student Survey (NSS, 2011).
Published university league tables draw heavily on student course satisfaction but study results suggest there was
also merit in measuring students’ intellectual motivation and the extent to which they felt part of a learning
community. Using multiple regression analyses, it was found that even the attributes that normally help one to adjust to change, such as self-efficacy, do little to help the new student adjust to university life, such was the acuteness of perceived stress in the first year. Social opportunities within the university were important to help new students integrate into university life and to help them network and build support. Educators need to consider how course experiences contribute, not just to potential distress but to potential eustress.

A produção de uva de mesa “Dona Maria”, casta 100% nacional criada e obtida nos anos 50 na antiga Estação Agronómica Nacional, em Oeiras, pelo engenheiro-agrónomo Leão Ferreira de Almeida, vem decrescendo ano após ano como resultado do desinteresse e abandono por parte dos agricultores. É uma uva muito doce, com bagos grandes e apreciada pelos portugueses que sentem cada vez mais dificuldades em encontrá-la no mercado. Este estudo de caso tem como objetivos verificar o porquê de tão pouca produção desta uva por parte dos agricultores e sugerir através de ferramentas e estratégias de marketing formas de fazer com que a uva seja mais conhecida e consumida pelo mercado português. No intuito de valorizar e consumir o que é nacional, a uva “Dona Maria” é uma excelente opção para o consumo em fresco ou na forma de passa, em cantinas de escolas e universidades. Os investimentos em novas tecnologias de produção e investigação por parte dos produtores também são uma boa opção para rentabilizar a casta e fazer com que ela não desapareça do mercado, o que seria desastroso na perspectiva cultural e económica; ### Abstract: The production of the table grape “Dona Maria”, a 100% national Portuguese grape variety, created and produced in the 1950s in the former National Agricultural Station (EAN) in Oeiras, Portugal, by Leão Ferreira de Almeida, has been decreasing year after year as a result of lack of interest and abandonment on behalf of producers. It is a very sweet grape with big berries and is highly appreciated by the Portuguese, who find it ever more difficult to find it in the marketplace. This case study´s objectives were to investigate the shortage of production by growers, and to suggest through marketing strategies and tools, ways to make this grape better known and more consumed by the Portuguese market. Within the scope of highlighting and promoting this national product, “Dona Maria” grape is an excellent option either as a fresh consumable or raisin in school and university restaurants. Investment in new production technologies and research are also a good choice and direction to promote the variety and avoid its disappearance from the market, which would be disastrous both culturally and economically.

Aim There is growing interest in the contribution of public-private partnerships (PPPs) bridging the shortage of financial resources and management expertise in developing public healthcare infrastructure. However, few studies have evidenced PPPs’ ability in increasing efficiency in public procurement of primary healthcare infrastructure. The aim of this study was to assess to what extent PPPs would increase efficiency in public procurement of primary healthcare facilities. Subject and Methods A qualitative analysis, adopting a realistic research evaluation method, used data collected from a purposive sample of public (n=23) and private sector staff (n=2) directly involved in the UK National Health Service Local Improvement Finance Trust (LIFT). Results We find a positive association of LIFT helping to bridge public sector capital shortages for developing primary care surgeries. LIFT is negatively associated with inefficient procurement because it borrows finance from private banks, leaving public agencies paying high interest rates. The study shows that some contextual factors and mechanisms in LIFT play a major part in obstructing public staff from increasing procurement efficiency. Conclusion PPP’s ability to increase efficiency may be determined by contextual factors and mechanisms that restrict discretion over critical decisions by frontline public sector staff. Developing their capacity in monitoring PPP activities may make partnerships more efficient.
