Investigating opportunities to support indigenous aquaculture in Australia : Visit to Kimberley, Western Australia, May 2003

The STREAM Initiative has been working with issues relating to livelihoods, policy and institutional development and communications throughout Asia-Pacific. Recently this has included work in India with indigenous communities supporting people to have a voice in policy making processes. There appear to be some parallels between this work and the objectives of Kimberley Aquaculture Aboriginal Corporation (KAAC) and also the Agriculture Fisheries and Forestry Australia (AFFA) Indigenous Aquaculture Unit (IAU), National Aquaculture Development Strategy for Indigenous Communities in Australia. Throughout the Asia-Pacific region capture fisheries and certain less intensive forms of aquaculture can and do play a vital role in livelihoods management, food security, and health and nutrition. Review of Open Access Policy Dependencies

Knowledge Exchange analysed the extent to which OA policies are dependent on a number of non-commercial, compliance-enabling services used by researchers and institutions. This work offers clear evidence to policy makers on the importance of a number of non-commercial services to the successful implementation of OA policies. It also shows that many of these services are at risk and warrant further support in financial and/or governance terms. The summary report (available here) includes an analysis of a wide range of OA services and policies currently in use and presents: • an analysis of the common elements found in the current OA policies adopted by research funders and institutions • a set of case studies that illustrate the direct or indirect dependency of OA policies on key services • the views of stakeholders on the key services that enable compliance with OA policies • use cases, presented in accessible formats and language for a non-technical audience • a set of priorities for action if OA policies are to be successfully implemented

IPR POLICY AND SCIENTIFIC RESEARCH KNOWLEDGE EXCHANGE REPORT FOR SCIENTIFIC POLICY MAKERS

The report provides recommendations to policy makers in science and scholarly research regarding IPR policy to increase the impact of research and make the outcomes more available. The report argues that the impact of publicly-funded research outputs can be increased through a fairer balance between private and public interest in copyright legislation. This will allow for wider access to and easier re-use of published research reports. The common practice of authors being required to assign all rights to a publisher restricts the impact of research outputs and should be replaced by wider use of a non-exclusive licence. Full access and re-use rights to research data should be encouraged through use of a research-friendly licence.

Framework for a pro-poor regional strategy on sustainable aquatic resources management in Asia-Pacific: a statement of understanding and recommendations

This statement was prepared by the participants of the FAO/NACA-STREAM Workshop on Aquatic Resources and Livelihoods: Connecting Policy and People, 17-19 March 2005, in Los Baños, Laguna, Philippines. This was the concluding event of the FAO Technical Cooperation Program (TCP) project entitled “Assistance in Poverty Alleviation through Improved Aquatic Resources Management in Asia-Pacific.” The purpose of the workshop was to review and share experiences of the NACA-STREAM Initiative, build consensus on the value of livelihoods approaches in aquatic resources management and poverty alleviation, and identify ways of promoting livelihoods approaches throughout the region. Communications planning: a review of policy and communications

This report presents a discussion of communications strategies to influence policy outcomes. It is based on a series of interviews with projects, NGOs and regional organisations to review current activities and assess the implications for STREAM of developing a communications strategy within a livelihoods framework. The main message of the report is that in order to fulfil its guiding principles. STREAM must acknowledge that policy change is related to governance and civil society, and requires a broad range of partnerships and a broad range of voices in the policy-making arena. Adapting integrated agriculture aquaculture for HIV and AIDS-affected households: the case of Malawi

The WorldFish Center in conjunction with World Vision Malawi carried out a project to improve income and nutrition status of households affected by HIV and AIDS with funding from the World Bank. The project was implemented in Southern Malawi particularly in the West of Zomba District from July 2005 to June 2006. Through participatory approaches, the project identified constraints that limit HIV and AIDS affected households’ realisation of the benefits from fish farming and adapted technologies and practices for the affected beneficiaries to boost fish production and utilization. Specifically, the project sought (1) to identify the constraints that limit HIV and AIDS affected households to realise the benefits from fish farming and based on the constraints, (2) to adapt technologies and practices for use by the affected beneficiaries to boost fish production and utilization.
