We study the interaction between nonprice public rationing and prices in the private market. Under a limited budget, the public supplier uses a rationing policy. A private firm may supply the good to those consumers who are rationed by the public system. Consumers have different amounts of wealth, and costs of providing the good to them vary. We consider two regimes. First, the public supplier observes consumers' wealth information; second, the public supplier observes both wealth and cost information. The public supplier chooses a rationing policy, and, simultaneously, the private firm, observing only cost but not wealth information, chooses a pricing policy. In the first regime, there is a continuum of equilibria. The Pareto dominant equilibrium is a means-test equilibrium: poor consumers are supplied while rich consumers are rationed. Prices in the private market increase with the budget. In the second regime, there is a unique equilibrium. This exhibits a cost-effectiveness rationing rule; consumers are supplied if and only if their costbenefit ratios are low. Prices in the private market do not change with the budget. Depuis le début de cette décennie, les médias accordent un intérêt croissant au religieux. Cet intérêt évolue en relation étroite avec le changement socioculturel qui affecte aussi bien le champ de la communication de masse que celui de la religion. On ne s'étonnera pas dès lors, explique l'A., d'observer que la mise en scène du religieux par les médias échappe, partiellement du moins, au contrôle des institutions religieuses, même les mieux organisées, et obéisse aux lois qui régulent leur langage.

A noticeable increase in mean temperature has already been observed in Switzerland and summer temperatures up to 4.8 K warmer are expected by 2090. This article reviews the observed impacts of climate change on biodiversity and consider some perspectives for the future at the national level. The following impacts are already evident for all considered taxonomic groups: elevation shifts of distribution toward mountain summits, spread of thermophilous species, colonisation by new species from warmer areas and phenological shifts. Additionally, in the driest areas, increasing droughts are affecting tree survival and fish species are suffering from warm temperatures in lowland regions. These observations are coherent with model projections, and future changes will probably follow the current trends. These changes will likely cause extinctions for alpine species (competition, loss of habitat) and lowland species (temperature or drought stress). In the very urbanised Swiss landscape, the high fragmentation of the natural ecosystems will hinder the dispersal of many species towards mountains. Moreover, disruptions in species interactions caused by individual migration rates or phenological shifts are likely to have consequences for biodiversity. Conversely, the inertia of the ecosystems (species longevity, restricted dispersal) and the local persistence of populations will probably result in lower extinction rates than expected with some models, at least in 21st century. It is thus very difficult to estimate the impact of climate change in terms of species extinctions. A greater recognition by society of the intrinsic value of biodiversity and of its importance for our existence will be essential to put in place effective mitigation measures and to safeguard a maximum number of native species.

Résumé en français Après un examen critique de la théorie des médias et de la culture développée par l'Ecole de Francfort, abordée ici principalement au travers des oeuvres de T.W. Adorno et de Jürgen Habeimas, ce travail en propose une reconstruction en s'inspirant de la théorie de la reconnaissance d'Axel Honneth. Envisagée sous un angle narratif, la communication publique est vue comme un processus engageant à la fois des relations de reconnaissance et leur négation sous la double forme de la réification et du mépris. La recherche développe une approche des médias sensible à ces tensions et conflits ainsi qu'aux luttes pour la reconnaissance qui travaillent la scène publique, y compris dans sa dimension esthétique. Title and abstract in english « Public sphere, mediations, recognition. Reconstruction elements of a critical theory of communication ». After a critical discussion of media and culture theory developped by the Frankfurt School presented here mainly through the works of T.W. Adorno and Jürgen Habermas, this research proposes to reconstruct it on the basis of the theory of recognition developed by Axel Honneth. Considered through the perspective of narrative, public communication in is seen as a process implying at the same time recognition relations and their negation through the double process of reification and disrespect. The research develops an approach of media which is attentive to those tensions and conflicts and to the struggles for recognition that forms public sphere, also in his aesthetic dimension.
