The AEL (aid effectiveness literature) studies the macroeconomic effects of development aid using cross-country or panel data econometrics. It contains 97 papers of which 43 study whether development aid leads to increasing accumulation. The aggregate results of the 43 studies are that aid increases investment with about 25% of the aid, while most of the remaining 75% of the effect is crowded out by a fall in savings. However, these aggregate results are so variable that it is dubious if accumulation rises.

'Preventive detention' refers to detention by executive order as a  precautionary measure based on predicted criminal conduct. Detention is without criminal charge or trial as detention is based on the prediction of a future offence. This paper examines Article 5 of the European Convention for the Protection of Human Rights and Fundamental Freedoms ('ECHR'), in particular Article 5(1)(c) and Article 5(3). To explore this issue, this paper conducts a textual analysis of Article 5 and examines both the travaux preacuteparatoires of the ECHR, as well as jurisprudence of the European Court of Human Rights. This article argues that preventive detention is specifically provided for under the second ground of detention in Article 5(1)(c). A person in preventive detention, however, must be brought promptly before judicial authority under Article 5(3).

Building integrated photovoltaic (BiPV) systems generate electricity, but also heat, which is typically wasted and also reduces the efficiency of generation. A heat recovery unit can be combined with a BiPV system to take advantage of this waste heat, thus providing cogeneration. Two different photovoltaic (PV) cell types were combined with a heat recovery unit and analysed in terms of their life-cycle energy consumption to determine the energy payback period. A net energy analysis of these PV systems has previously been performed, but recent improvements in the data used for this study allow for a more comprehensive assessment of the combined energy used throughout the entire life-cycle of these systems to be performed. Energy payback periods between 4 and 16.5 years were found, depending on the BiPV system. The energy embodied in PV systems is significant, emphasised here due to the innovative use of national average input–output (I–O) data to fill gaps in traditional life-cycle inventories, i.e. hybrid analysis. These findings provide an insight into the net energy savings that are possible with a well-designed and managed BiPV system.

Mature workers have been at the centre of policies aimed at encouraging higher workforce participation, longer working life and enhanced savings for retirement. Low mature age workforce participation rates reflect labour market withdrawal in the face of multiple barriers to participation for many. Their apparent voluntary joblessness conceals the fact that mature workers endure longer periods of unemployment, discrimination, redundancy and other barriers to employment (hence the drift to 'early retirement'). The policy dilemma is not just about addressing discrimination barriers, access to appropriate retraining or skills enhancement for mature workers, but what this tells us about lifelong learning as a means of managing and mitigating risk. The mismatch between work opportunities/skills shortages and the low education and skills base of many mature workers, means it is simplistic to think that working longer might be a short term way to address skills shortages; without an enormous investment in the current ageing cohort. Drawing on Transitional Labour Market (TLM) theory and European reform agendas, this article argues that the link between investment in lifelong education/ skills training and stronger labour market participation needs attention; not just for current cohorts of excluded or underemployed mature workers but to position strategically for future generations.

Outsourcing of Information Technology (IT) services which are central to business strategy may be risky. Managers have made the outsourcing decision both to concentrate financially on the core competencies and to rid themselves of a troublesome and cost inefficient department. More recent research has, however, cast doubt on the promises of huge savings. In this paper, we consider the likelihood that outsourcing may lead to the loss of organisational knowledge - that organisations outsourcing their total Information Systems operations may also have lost irreplaceable tacit, cross-functional knowledge which subsisted within the minds of the professional systems analysts. The findings of our research revealed that expert systems analysts possess a unique organisational understanding and draw on this knowledge to operate efficiently in their environment. We present a model that will allow future researchers to build on our findings and examine whether outsourcing can lead to a loss of organisational memory.

As the Internet continues to grow in popularity and educational institutions feel the need to have a presence online, 'learning and teaching online' has become somewhat of an IT cliché. In many cases course material is made available online and it is left up to the learner to learn. The claims made for online courses promise considerable cost savings after the initial establishment period, and opportunities to provide education to a larger, globalised marketplace. For students, online learning is thought to allow more flexible study options, and the opportunity to work and study at the same time (Bell, et al 2002, p. 27).

In this paper we question the assumption that online teaching is merely making course material available on the World Wide Web. We report on our study of what is involved in the act of teaching online and on the research that led to the development of the 'mobile teaching facility' to enable a focus on teaching in the online environment. We reflect on how a group of academic staff are responding to online teaching. Details of professional development workshops, hardware and software solutions and working with the complexities of pedagogy will also be discussed. This paper is about our findings, recommendations and plans for future explorations.

Traditional!y, the simulation of buildings has focused 011 operational energy consumption in an attempt to determine the potential for energy savings. Whilst operational energy of Australian buildings accounts for around 20% of total energy consumption nationally, embodied energy represents 20 to 50 times the annual operational energy of 1110st Australian buildings. Lower values have been shown through a number of studies that have analysed the embodied energy of buildings and their products, however these have now shown to be incomplete in system boundary. Many of these studies have used traditional embodied energy analysis methods, such as process analysis and input-output analysis, Hybrid embodied energy analysis methods have been developed, but these need to be compared and validated. This paper reports on preliminary work on this topic. The findings so far suggest that current best-practice methods are sufficiently accurate for most typical applications, but this is heavily dependant upon data quality and availability.

This paper reports on a survey of lapsed members of an Australian professional National Rugby League (NRL) Club. Analysis of the 195 useable responses returned suggest that these lapsed members had originally joined as much for intangible aspects, such as seeking a greater level of involvement with the club, as for the functional aspects such as savings on game entry. Overall, these lapsed members were satisfied with the service they received whilst a member, and claimed it had been performed in line with expectations. The main drivers of satisfaction were also a mix of tangible and intangible factors such as feeling valued by the club and receiving discounts on entry costs. The members gave a number of reasons for not rejoining in 2002, but primarily cited an inability to attend games. Despite joining for intangible reasons, it seems that if these members could not get to games, they perceived that membership was not worth maintaining. That said, a large number of members indicated that as their circumstances change they will rejoin the club, supporting the theory that non-renewal is not driven by service failure, but rather the perception that attendance is still the core product (entertainment). The overall level of satisfaction had a weak but positive relationship with the likelihood of members rejoining in the future.

This paper presents findings from an empirical study of banking customer experiences with the adoption of Internet banking. Using a qualitative, interpretive grounded theory approach and single and group interviews, the study explores customer perceptions and experiences and provides an understanding of how and why specific factors affect their decision whether or not to bank on the Internet in the current era. The findings are used to develop a theoretical framework which conceptualizes and links consumer issues influencing the adoption of this application, and we also provide a set of recommendations for banks. Specifically, the findings suggest that convenience – in particular, time savings – is the major motivator to bank on the Internet, while there are a range of other influential factors which could be modulated by banks. The results also highlight increasing online risk acceptance by customers and the growing importance of deep levels of customer support for online services. Key gender differences in attitudes to Internet banking are highlighted. This study suggests that organizations will improve their management of customer attitudes to new Internet service applications by understanding the need to proactively address customer fears and misconceptions about the technologies involved.

Growing global concern regarding the rapid rate at which humans are consuming the earth’s precious natural resources is leading to greater emphasis on more effective means of providing for our current and future needs. Energy and fresh water are the most crucial of these basic human needs. The energy and water required in the operation of buildings is fairly well known. Much less is known about the energy and water embodied in construction materials and products. It has been suggested that embodied energy typically represents 20 times the annual operational energy of current Australian buildings. Studies have suggested that the water embodied in buildings may be just as significant as that of energy. As for embodied energy, these studies have been based on traditional analysis methods, such as process and input-output analysis. These methods have been shown to suffer from errors relating to the availability of data and its reliability. Hybrid methods have been developed in an attempt to provide a more reliable assessment of the embodied energy and water associated with the construction of buildings. This paper evaluates the energy and water resources embodied in a commercial office building using a hybrid analysis method based on input-output data. It was found that the use of this hybrid analysis method increases the reliability and completeness of an embodied energy and water analysis of a typical commercial building by 45% and 64% respectively, over traditional analysis methods. The embodied energy and water associated with building construction is significant and thus represents an area where considerable energy and water savings are possible over the building life-cycle. These findings suggest that current best-practice methods of embodied energy and water analysis are sufficiently accurate for most typical applications, but this is heavily dependent upon data quality and availability.

Energy efficient office buildings are intended to provide a comfortable and healthy environment for their occupants as well as reducing the energy consumption of the building. They are often designed as "showcase" buildings illustrating the potential for savings through some innovative design technology. But do such buildings actually deliver the desired energy savings and satisfactory comfort conditions for occupants? Measurements of a "green" University campus building in Victoria, Australia, designed with an innovative fabric energy storage system, demonstrate that the ventilation system is not providing acceptable indoor air quality conditions. The design strategies used to reduce energy consumption have had negative consequences on the air quality of the building. Insufficient fresh air is being drawn into the building leading to an excessive build up of carbon dioxide. It is recommended that monitoring systems need to use a wider range of measurements than temperature alone to guarantee good quality indoor air and working conditions and that commissioning of buildings should include adequate monitoring of the operational performance of the building. Designers need to be made aware of the potential consequences of their decisions when attempting innovative energy-efficient designs.

Outsourcing is generally framed in terms of benefits and cost savings, rather than risks. One important risk is “data theft”. This paper draws upon a longitudinal study into IT and business process outsourcing to present a theoretical model incorporating risk. Sources include qualitative interviews with purchasers, non purchasers, and vendors of outsourced business process services. It concludes that data theft is an under-acknowledged risk in all business process outsourcing (BPO), but is higher for offshore outsourcing. This risk may be mitigated, but when factored into the business case can invalidate typically small cost savings. In acknowledging and adequately costing this risk, decision-makers may find BPO, particularly where offshore vendors are involved, less attractive.

Conserving of battery power is a critical requirement in WSNs. Past studies have shown that the transceiving process consumes more energy than the internal processing. This work focuses on eliminating overhead messages used for address allocation by employing multiple base-stations. In this context we explore address allocation without Duplicate Address Detection (DAD). We present an alternative approach to Duplicate address detection using the sink as an address pool to maintain and systematize available addresses. Experimental results show that this approach eliminates overhead messages generated by DAD; resulting in energy savings when used in conjunction with an on-demand address allocation mechanism.

Outsourcing of IT is a popular strategy, argued by proponents to deliver a range of benefits including cost savings, increased service quality, and strategic advantages. However, empirical evidence of the success of outsourcing is limited, and several recent studies have suggested widespread dissatisfaction exists amongst purchasers. This paper analyses one such study to determine predictors of outsourcing satisfaction (and
dissatisfaction). The analysis reveals that, for purchasers, IT outsourcing satisfaction and perceived value (which are highly correlated) depend on whether strategic benefits are obtained, and on the technical service quality provided by vendors. Both in turn depend on whether expected cost savings are obtained. The implications of these findings for both vendors and purchasers are discussed.

Early in 2001, after a damning public report by the Auditor-General, the Australian Federal Government abandoned its highly promoted “whole of government” IT infrastructure outsourcing initiative. This about-face was greeted in the press with reports that the initiative was a “fiasco”. Yet a four-year case study conducted by the authors suggests a more complex picture. Like many other “selective” outsourcers of IT, the Federal Government had been led to believe that it was adopting a relatively low risk strategy that would, if well managed, lead to significant cost savings and operational benefits. Instead, despite having implemented many widely promoted “best practices”, the Federal Government found a substantial discrepancy between what outsourcing promised to deliver, and what was actually achieved. In this respect their experiences were no different from those of many other large IT organizations engaged in selective IT outsourcing, who responded to a substantial contemporaneous survey. This case study examines why the Government’s expectations were not achieved, and arrives at conclusions that have important implications for decision makers confronted with choices about sourcing IT service delivery.
