ENGLISH: The Inter-American Tropical Tuna Commission was created by a Convention between the Republic of Costa Rica and the United States of America. The Convention came into force in 1950. One of the provisions of the Convention was that other governments whose nationals participate in the fisheries covered by the Convention could adhere if they so desired and if the existing members agreed. Under this arrangement, the Republic of Panama adhered to the COl1vention in 1953. The Republic of Ecuador adhered in 1961. The Senate of the Republic of Mexico approved adherence in 1963; and the Republic of Colombia has indicated her desire to adhere. Full members during 1963 were Costa Rica, Ecuador, Panama, and the United States. SPANISH: La Comisión Interamericana del Atún Tropical fue creada en virtud de una Convención entre la República de Costa Rica y los Estados Unidos de América. La Convención entró en vigencia en 1950. Una de las estipulaciones de la Convención, permite a los gobiernos de otros países cuyos habitantes participen en las pesquerías a que dicha Convención se refiere, adherirse a ella si así lo desean y si los Gobiernos Miembros están de acuerdo. Acogiéndose a esa estipulación, la República de Panamá se adhirió a la Convención en 1953. La República del Ecuador se adhirió en 1961. El Senado de la República de México aprobó la adhesión en 1963; y la República de Colombia ha manifestado su deseo de adherirse. The Convention entered into force in 1950. It is open to adherence by other governments whose nationals fish for tunas in the eastern Pacific area. Under this provision, Panama adhered in 1953, Ecuador in 1961, the United Mexican States in 1964. Canada applied for membership in 1967. Her membership will become effective on April 1, 1968. On August 21, 1967 the Ecuadorian government, for financial reasons, elected to withdraw from active membership. Under Convention ruling, this means that she remains a full member until August 21, 1968. SPANISH: La Comisión Interamericana del Atún Tropical fue originada y está bajo la autoridad de una Convención que fue negociada inicialmente entre los gobiernos de la República de Costa Rica y los Estados Unidos de América. La Convención entró en vigencia en 1950. Está abierta a la afiliación de otros gobiernos cuyos ciudadanos pescan atunes en el área del Pacífico oriental. In this paper, we briefly summarize two typical morphology characteristics of the self-organized void array induced in bulk of fused silica glass by a tightly focused femtosecond laser beam, such as the key role of high numerical aperture in the void array formation and the concentric-circle-like structure indicated by the top view of the void array. By adopting a physical model which combines the nonlinear propagation of femtosecond laser pulses with the spherical aberration effect (SA) at the interface of two mediums of different refractive indices, reasonable agreements between the simulation results and the experimental results are obtained. By comparing the fluence distributions of the case with both SA and nonlinear effects included and the case with only consideration of SA, we suggest that spherical aberration, which results from the refractive index mismatch between air and fused silica glass, is the main reason for the formation of the self-organized void array. We experimentally observe the formation of X-waves at fundamental, third harmonic, and fifth harmonic wavelengths by infrared (central wavelength at similar to 1500 nm) femtosecond laser pulse filamentation in air. By fitting the angularly resolved spectra of the fundamental and harmonic waves using X-wave relations, we confirm that all the X-waves have nearly the same group velocity, indicating that they are locked in space and time during their propagation in filament.

We experimentally investigate the evolution of an angularly resolved spectrum of third harmonic generated by infrared femtosecond laser pulse filamentation in air. We show that at low pump intensity, phase matching between the fundamental and third-harmonic waves dominates the nonlinear optical effect and induces a ring structure of the third-harmonic beam, whereas at high pump intensity, the dispersion properties of air begin to affect the angular spectrum, leading to the formation of a nonlinear X wave at third harmonic.

Since 1991, the aggregate biomass of fish stocks inhabiting the West Greenland shelf stagnates at the lowest level. The latest survey results of cruise no. 152 conducted by FRV 'Walther Herwig III' do not indicate any improvements in state of the stocks, although no fishing effort was recently directed towards groundfish. The cod stock showed again a record low and is presently dominated by recruits of the year classes 1991 and 1993. Both year classes are considered to be weak and the cod stock is beyond the 'minimum biologically acceptable level'. Consequently, an increase in stock abundance is not expected either in short or long term. Other ecologically or economically important fish species, American plaice, redfish, wolffish and starry skate, were also found to have minimum stock abundances. By-catch estimates of juvenile groundfish taken by the shrimp fishery, operating at traditional grounds of cod and redfish fisheries, are indispensible. Analysis of climatological data from Nuuk/West Greenland indicates that climate during the past fourty years was characterized by two decades of anomalous warm conditions, and cooling which dominates the dimate since 1969. Anomalous cold events were encountered during 1983, 1984 and during 1992, 1993. Similar to the air temperature anomalies, autumn temperatures of the ocean surface layer indicate cold and warm periods during the past thirty years. In contrast to the colder than normal atmospheric conditions during the early nineties, however, the ocean conditions indicate intermediate warming.
