We analyse the determinants of firm entry in developing countries using Argentina as an illustrative case. Our main finding is that although most of the regional determinants used in previous studies analysing developed countries are also relevant here, there is a need for additional explanatory variables that proxy for the specificities of developing economies (e.g., poverty, informal economy and idle capacity).We also find evidence of a core-periphery pattern in the spatial structure of entry that seems to be mostly driven by differences in agglomeration economies. Since regional policies aiming to attract new firms are largely based on evidence from developed countries, our results raise doubts about the usefulness of such policies when applied to developing economies. Using a database of 2,263 responses to R&D public calls in Catalonia, during the period 2007–2010, this paper proceeds to analyse the potential interaction of the territorial and policy dimensions with the propensity to apply for, and be awarded, a public R&D subsidy. Controlling for characteristics at the firm and project level, we estimate models using a twostep procedure. In the first step, our results suggest that large firms which export and which belong to high-tech manufactures are more likely to participate in a public R&D call. Furthermore, both urban location and past experience of such calls have a positive effect. Our territorial proxy of information spillovers shows a positive sign, but this is only significant at intra-industry level. Membership of one of the sectors prioritized by the Catalan government, perhaps surprisingly, does not have a significant impact. In the second step, our results show that cooperative projects, SMEs or old firms shows a positive effect on the probability of obtaining a public subsidy. Finally, the cluster policy does not show a clear relationship with the public R&D call, suggesting that cluster policies and R&D subsidies follow different goals. Our results are in line with previous results in the literature, but they highlight the unequal territorial distribution of the firms which apply and the fact that policymakers should interlink the decision criteria for their public call with other policies.

O objetivo deste trabalho foi estimar a variabilidade e a divergência genética entre genótipos de tucumanzeiro-do-pará promissores para a produção de frutos por marcadores de RAPD. Foram coletadas amostras de folhas de 29 plantas-matrizes selecionadas no Banco Ativo de Germoplasma da Embrapa Amazônia Oriental, com base na produção de frutos por planta, mas com pronunciadas variações para outras características. As amostras de DNA foram amplificadas por 24 iniciadores RAPD e analisadas por três métodos multivariados, usando a matriz de dissimilaridades genéticas obtidas pelo complemento aritmético do coeficiente de Jaccard. Foram gerados 332 marcadores moleculares que expressaram 98,5% de polimorfismo. Os marcadores RAPD apresentaram poder de discriminação eficiente entre os 29 genótipos avaliados, constatando-se distância genética média entre os genótipos de 51,7%, variando entre 26,9% e 71,5%. A maior média de distância ocorreu entre o genótipo 22 e os demais, com 66,8%. Os genótipos formaram oito e quinze grupos distintos, possivelmente grupos heteróticos, pelos métodos de agrupamentos UPGMA e Tocher, respectivamente. As análises das coordenadas principais confirmaram a alta variabilidade entre os genótipos. Os marcadores moleculares utilizados permitiram a identificação de ampla variabilidade e forte divergência genética entre os genótipos com ausência de duplicatas, o que possibilita a indicação desses materiais para compor programa de melhoramento genético para a produção de frutos.

Reliable molecular typing methods are necessary to investigate the epidemiology of bacterial pathogens. Reference methods such as multilocus sequence typing (MLST) and pulsed-field gel electrophoresis (PFGE) are costly and time consuming. Here, we compared our newly developed double-locus sequence typing (DLST) method for Pseudomonas aeruginosa to MLST and PFGE on a collection of 281 isolates. DLST was as discriminatory as MLST and was able to recognize "high-risk" epidemic clones. Both methods were highly congruent. Not surprisingly, a higher discriminatory power was observed with PFGE. In conclusion, being a simple method (single-strand sequencing of only 2 loci), DLST is valuable as a first-line typing tool for epidemiological investigations of P. aeruginosa. Coupled to a more discriminant method like PFGE or whole genome sequencing, it might represent an efficient typing strategy to investigate or prevent outbreaks.

Temperature is the main climate factor related to induction, maintenance and dormancy release in apple (Malus domestica Borkh.). The inadequate chilling exposure in apples causes budbreak problems, resulting in decrease in yield potential. Thus, the knowledge of physiological principles and environmental factors determining the dormancy phenomenon, especially winter temperature effects, it is necessary for the efficient selection of cultivars in a productive region. In addition, it is indispensable to adapt the orchard management aiming to decrease the problems caused by lack chilling during winter. The objective of this study was to evaluate the influence of different thermal conditions during the dormancy period on budbreak of apple cultivars. One-year-old twigs of 'Castel Gala' and 'Royal Gala' cultivars, grafted on M7 rootstock, were submitted to temperatures of 5, 10 and 15ºC for different exposure periods (168; 336; 672; 1,008 and 1,344 hours). After treatments execution, the plants were kept in a greenhouse at 25ºC. Budbreak was quantified when accumulated 3,444; 6,888; 10,332; 13,776; 17,220 and 20,664 GDHºC after temperature treatments. The cultivars responded differently to temperature effect during the winter period. The temperature of 15ºC during winter shows a greater effectiveness on 'Castel Gala' apple budbreak while in the 'Royal Gala' apples the temperatures of 5 and 10ºC show better performance. 'Castel Gala' cultivar (low chilling requirement) may supply its physiological necessities, may be capable to budburst, even when subjected to higher temperatures in relation to 'Royal Gala' apples (high chilling requirement).

A method for the analysis of high-speed solid-rotor induction motors in presented. The analysis is based on a new combination of the three dimensional linear method and the transfer matrix method. Both saturation and finite length effects are taken into account. The active region of the solid rotor is divided into saturated and unsaturated parts. The time dependence is assumed to be sinusoidal and phasor quantities are used in the solution. The method is applied to the calculation of smooth solid rotors manufactured of different materials. Six rotor materials are tested: three construction steels, pure iron, a cobaltiron alloy and an aluminium alloy. The results obtained by the method agree fairly well with the measurement quantities.

OBJECTIVE: To describe the epidemiology, the surgical treatment, the microbiology, the antibiotic prophylaxis and the outcome of patients with the most severe type of open fractures. METHODS: Retrospective chart reviews of patients with Gustilo type III open fracture admitted to an university hospital in Switzerland between January 2007 and December 2011. The patient's and fracture's characteristics, surgery, antibiotic prophylaxis, and microbiology findings at the initial and at the revision surgery were described. RESULTS: Thirty patients were included (83% male, mean age 41 years). More than half of the patients had polytrauma. In all patients, debridement and stabilization surgery (70% using external fixation) were performed at admission. Soft tissue reconstruction was performed in 87% and in 23% immediate bone graft was performed. Antibiotic prophylaxis were given in all patients for a median duration of 9 days (60% received amoxicillin/clavulanic acid). Positive bacterial culture was found in 53% of the patients at initial surgery and in 88% at revision surgery. At initial and revision surgery, 47% and 88% of the pathogens were amoxicillin/clavulanic acid-resistant. Treatment outcome was favorable in 24 of 30 patients (80%) and in six cases (20%) an amputation had to be performed. None of the patients had chronic bone infection. CONCLUSIONS: Positive cultures were found often in open fractures. Amoxicillin/clavulanic acid which is often mentioned in many guidelines as prophylaxis in open fractures does not cover the most common isolated organisms. The combination of surgery and antibiotic prophylaxis leads to good outcome in Gustilo type III fracture.

The cuticle covers the aerial parts of land plants, where it serves many important functions, including water retention. Here, a recessive cuticle mutant, eceriferum-ym (cer-ym), of Hordeum vulgare L. (barley) showed abnormally glossy spikes, sheaths, and leaves. The cer-ym mutant plant detached from its root system was hypersensitive to desiccation treatment compared with wild type plants, and detached leaves of mutant lost 41.8% of their initial weight after 1 h of dehydration under laboratory conditions, while that of the wild type plants lost only 7.1%. Stomata function was not affected by the mutation, but the mutant leaves showed increased cuticular permeability to water, suggesting a defective leaf cuticle, which was confirmed by toluidine blue staining. The mutant leaves showed a substantial reduction in the amounts of the major cutin monomers and a slight increase in the main wax component, suggesting that the enhanced cuticle permeability was a consequence of cutin deficiency. cer-ym was mapped within a 0.8 cM interval between EST marker AK370363 and AK251484, a pericentromeric region on chromosome 4H. The results indicate that the desiccation sensitivity of cer-ym is caused by a defect in leaf cutin, and that cer-ym is located in a chromosome 4H pericentromeric region.

Dans un contexte en constante évolution, l'élaboration, la mise en oeuvre et l'évaluation des politiques publiques de biodiversité nécessitent d'anticiper les changements futurs possibles afin de pouvoir se préparer à temps. Or les informations concernant ces changements sont nombreuses et les enjeux qui pourraient s'avérer importants à l'avenir sont souvent peu visibles. Pour répondre à ce défi, une expertise multi-acteurs et multidisciplinaire s'inspirant des démarches d'horizon scanning et intitulée BioPIQue 2013 a permis d'identifier 25 questions émergentes, dont 10 questions stratégiques, pour les politiques publiques de biodiversité en France métropolitaine d'ici à 2020. Ces questions émergentes sont autant d'opportunités et de risques que l'ensemble es acteurs qui souhaitent avancer vers une plus grande prise en compte des enjeux de biodiversité peuvent saisir.

This paper investigates the example of Cyprus as a case study for the Europeanisation of conflict resolution. The argument advanced is that the European Union (EU) impacts the positions of the parts of the conflict (here, Greek Cypriots, Turkish Cypriots and Turkey) but not always towards the resolution of the dispute and compliance with EU conditionality. Conformity with EU conditionality depends on its credibility, which is decreased by the internalisation of the conflict into the EU. In this context, this work contributes to the discussion on Europeanisation and the aptitude of the EU in conflict resolution as well as the role of the EU in the Cyprus conflict during the post-accession years.

La investigación analiza cuáles son las claves actuales del uso de la libertad condicional (LC) en Cataluña. Para hacerlo, primero explica cuáles son las realidades de las políticas criminales y de ejecución penal practicadas en Cataluña y España y las compara con otras realidades europeas. Los resultados de esta primera parte fundamentan la conveniencia de aumentar de manera significativa su aplicación y cómo este aumento repercutiría positivamente en la mejora de las tasas de reincidencia, en el desistimiento del delito y en la reinserción social de las personas encarceladas. En la segunda parte del estudio se analiza el perfil de las personas que llegan a LC, pero también de las que no llegan, a pesar de cumplir algunas de las condiciones objetivas para hacerlo. Del estudio de estos perfiles se analizan las similitudes y diferencias en las características de los penados y se hacen propuestas de mejora en la clasificación de grado penitenciario y la posibilidad de progresión sin que aumente el riesgo teórico de reincidencia ni el de recursos a asignar, aunque sí hacer una redistribución de los actualmente existentes. La tercera parte del estudio analiza los obstáculos que tiene la Administración para poder hacer propuestas de mejora para aumentar la aplicación de la LC. Entre las dificultades analizadas se comentan: el modelo de aplicación español sobre la LC, la satisfacción de la responsabilidad civil, los extranjeros que se encuentran en situación administrativa irregular en España, los retrasos en la concesión de los permisos ordinarios y las progresiones de grado y el seguimiento y control de la LC. El estudio ha utilizado metodologías cuantitativas y cualitativas simultáneamente. La información obtenida se triangula y se señalan aquellos puntos donde el consenso es más global y aquellos puntos más controvertidos donde los resultados no permiten extraer conclusiones fehacientes. En la parte cuantitativa se han analizado 3.340 casos que se encontraban en 2012 en LC, 3 º grado y 2 º grado utilizando diferentes técnicas estadísticas. En la parte cualitativa, se han hecho análisis de casos, entrevistas en profundidad, grupos focales, técnica Delphi y recopilación bibliográfica y de legislación comparada. La investigación termina proponiendo 23 propuestas de mejora agrupadas en 6 bloques de intervención.

Fire is a major agent involved in landscape transformation and an indirect cause of changes in species composition. Responses to fire may vary greatly depending on life histories and functional traits of species. We have examined the taxonomic and functional responses to fire of eight taxonomic animal groups displaying a gradient of dietary and mobility patterns: Gastropoda, Heteroptera, Formicidae, Coleoptera, Araneae, Orthoptera, Reptilia and Aves. The fieldwork was conducted in a Mediterranean protected area on 3 sites (one unburnt and two burnt with different postfire management practices) with five replicates per site. We collected information from 4606 specimens from 274 animal species. Similarity in species composition and abundance between areas was measured by the Bray-Curtis index and ANOSIM, and comparisons between animal and plant responses by Mantel tests. We analyze whether groups with the highest percentage of omnivorous species, these species being more generalist in their dietary habits, show weak responses to fire (i.e. more similarity between burnt and unburnt areas), and independent responses to changes in vegetation. We also explore how mobility, i.e. dispersal ability, influences responses to fire. Our results demonstrate that differences in species composition and abundance between burnt and unburnt areas differed among groups. We found a tendency towards presenting lower differences between areas for groups with higher percentages of omnivorous species. Moreover, taxa with a higher percentage of omnivorous species had significantly more independent responses of changes in vegetation. High- (e.g. Aves) and low-mobility (e.g. Gastropoda) groups had the strongest responses to fire (higher R scores of the ANOSIM); however, we failed to find a significant general pattern with all the groups according to their mobility. Our results partially support the idea that functional traits underlie the response of organisms to environmental changes caused by fire.

Based on four different public R&D calls from the Catalan government, this article evaluates the propensity of entrants and young firms to apply for R&D public grants and, as compared to their counterparts, their capacity for obtaining subsides. This analysis is particularly relevant since entrants and young firms encounter greater market difficulties. Our sample contains 22,139 firms and corresponds to a merge of two databases: one from the Catalan agency responsible for promoting private innovation (ACC1Ó) and the other from the Mercantile Register. Merging these databases has two advantages. Firstly, participants and non-participants in the public R&D call (“InnoEmpresa”) are included and, secondly, it provides us with information at firm and project level. The period of observation is between 2006 and 2010, since some explanatory variables are lagged by one period. We apply a two-step methodology. Our results show that entrants and young firms show a lower propensity to apply for R&D subsidies and to obtain R&D public grants. Firm size, exports and participation in a previous call show a positive impact on the likelihood of applying, and firms located in the Barcelona metropolitan area have a greater propensity to apply. Additionally, project quality and R&D cooperative reports presented jointly with other partners have a positive impact on the likelihood of obtaining the R&D subsidy. Finally, firms that have previously obtained an R&D subsidy do not exhibit a greater propensity for obtaining subsequent grants.
