How do resource booms affect human capital accumulation? We exploit time and spatial variation generated by the commodity boom across local governments in Peru to measure the effect of natural resources on human capital formation. We explore the effect of both mining production and tax revenues on test scores, finding a substantial and statistically significant effect for the latter. Transfers to local governments from mining tax revenues are linked to an increase in math test scores of around 0.23 standard deviations. We find that the hiring of permanent teachers as well as the increases in parental employment and improvements in health outcomes of adults and children are plausible mechanisms for such large effect on learning. These findings suggest that redistributive policies could facilitate the accumulation of human capital in resource abundant developing countries as a way to avoid the natural resources curse.

L'objectiu d'aquesta tesi és l'estudi de tot un seguit d'escultures votives trobades dins el santuari de Cibele de Ostia, descobert a finals del segle passat i excavat amb extensió just abans de la Segona Guerra Mundial. Tanmateix, el nostre objectiu no era el de presentar, únicament, un catàleg de l'estatuària sinó, especialment, la seva funció i relació dins el santuari com un element a considerar per a l'estudi del culte a Cibele i més concretament a Atis.

The Dapperstreet is part of a neighbourhood often referred to as “East”, situated in the eastern part of Amsterdam. It is a lively and vibrant multi-cultural part of the city. It has a daily market with food from around the world, but is also known worldwide because of the murder on Theo van Gogh, the Dutch film director who was killed there in 2001 because of his critical and provocative statements on the Islam. Thus it can be concluded that it is certainly a neighbourhood with its own problems but, as can be read in Bloem’s poem, a place to call home and long for. [1] Poem by J.C. La autora revisa la ensayística de Alfredo Pareja sobre temas de arte colonial, cultura y literatura. Da cuenta de la evolución de su noción de lo artístico desde 1933, cuando Pareja marca distancia con la generación anterior y con el arielismo vigente, al hacer suya la defensa del realismo social, más adelante, sin embargo, matizaría estos juicios en otros ensayos. Su postura crítica, en términos generales, no defiende la originalidad ni la forma del texto por sí mismas, sino el valor del contenido, el humanismo empieza a ser el hilo conductor de su narrativa e iluminador de su estética. Por otro lado, siente la necesidad de resignificar lo local en su contacto con lo universal, reconociendo el afán de contemporaneidad de su generación, su defensa de lo mestizo está presente en sus reflexiones sobre el barroquismo latinoamericano. Finalmente, resulta interesante que Pareja aproxime dos grandes momentos del arte ecuatoriano: la pintura y escultura colonial de la llamada escuela de Quito, y la propuesta estética de su generación.

This article starts by considering the fact that the Guyanas can be understood as an atypical region in the Latin-American context. The lapse of analysis of this study is from 1600 to 1814, period of development of Dutch Guyanas, which was the base of the Surinam Republic and the Co-operative Republic of Guyana. These are highlighted for being the unique Latin-American entities that were not colonized by the Catholics Monarchies, for the absence of missionary activities until 1735, and also for the absence of private action. These colonies offer an interesting study field about comparative development with other South American regions.
