This research¿s main goal was to analyze the existing relationship between both environmental and organizational values from three State Schools located in the city of Curitiba. These are: Protásio de Carvalho School, Guaíra School and Rio Branco School. At a theoretical empirical reference, an environmental approach has been performed, followed by aspects regarding organizational values, including the discussion on the theme of organizational culture, and, finally, a study on the prevalent values in public educational institutions. The method that best features this research is a comparative case report, with the use of multiple sources of evidence. Secondary data in order to identify the environmental values has been obtained through references of two of the most important newspapers in the State of Paraná, reports published by the State¿s Secretary of Education, publications from the State¿s Teachers Union and through the Educational Legislation in both Federal and State levels. The organizational values have been identified from primary data obtained through semi-structured interviews, performed with the School Principals and through questionnaires distributed to the School Principals and Teachers. The analysis over this data has been carried out in a descriptive-qualitative way by using both documentary and content analysis techniques. The database revealed that there are a few consistencies between environmental and organizational values, in a way that certain values identified in society and in the Government are, several times, more congruent with the values identified in the group of School Principals, whereas the values identified in the Teacher¿s Union have a higher consistency with the prevalent values in the group of teachers. At schools, mainly in the group of teachers, there¿s a noticeable refraction towards actions promoted by the government, and a certain skepticism towards actions promoted by the Teacher¿s Union. The student¿s education is given a higher value than one¿s cognitive education, in the work atmosphere as much as in the organizations; the Society has been gradually taking the responsibility regarding public education, with the support of school boards, teachers, and even of the Government, at a time when teachers, unlike the Society and the Government, appear to give very little value to their own profession.

This study approaches the question of organizations in search for competitiveness when globalization, knowledge and technological advances in the First World is a challenge in developing countries. The case study research focus on Bahia Sul ¿ a large organization which belongs to the important sector of paper and cellulose, especially in terms of exports. This study analyses an organization in that underpriviledged situation of a third world country in which the majority of organizational strategies are heavily thrown on people who are simultaneously reduced to instruments for economic results and who are highly demanded in terms of productivity and creativity. Due to that reality, references chosen present two key contrasting concepts. Mass man, going back to Taylor¿s blue collars as well as to Marcel¿s knowledgeable but empty words man, whose abilities do not feet his needs, in contrast with rogerian expectations of person as a mutable and continuously enriched human being and with habermasian position looking for political and decision making participation in work an social situations. Results show a strong presence of mass man, despite his technological knowledge, and scarce indications of the social man and which appears in mere aspirations out of labor situations. Conclusions emphasize a need for coherence between organizational practices in search for competitiveness and expectations on persons¿ performance because they stimulate exchanges in terms of working places for obedience and some material comfort which is aggravated by the fact that any possibility of personal fulfillment is interpreted as only possible in out of work situations. Competitiveness in such a context is not to be expected.

Este trabalho foi desenvolvido em uma instituição financeira, com o objetivo de identificar e analisar a percepção dos funcionários das áreas definidas como foco da pesquisa, quanto às dimensões formais do atual programa de controle implementado na instituição, buscando explorar pontos vulneráveis e conflitantes ao aumento da performance das atividades dos funcionários e novas ferramentas, conceitos e frentes de estudos. O trabalho foi elaborado com base nas teorias e conceitos existentes quanto aos controles organizacionais, como as abordagens de Etzioni (1964), Amat e Gomes (2001) e Sturdy, Knights e Willmott (1992). A pesquisa realizada se caracteriza como descritiva, porque visa descrever as percepções, expectativas e os perfis dos funcionários da organização estudada. Os dados primários foram coletados por meio de entrevistas e os dados secundários através de documentos internos da organização. A pesquisa também se refere a um estudo de caso, com corte seccional e, predominantemente, qualitativo, mas com suporte em técnicas quantitativas para a tabulação inicial dos dados que posteriormente foram analisados de forma interpretativa. A conclusão do trabalho foi de que as características do programa de controle da instituição financeira pesquisada, é constituído, predominantemente, de mecanismos pós-burocrático, focado em resultados, de modo hegemônico expandido e do tipo utilitário, com fortes influências alienadoras nos funcionários e com baixo poder de incentivo, no tocante ao aumento do compromisso dos funcionários. Assim, o programa de controle é percebido pelos funcionários como um mecanismo de monitoramento de ações e resultados, desenvolvido apenas para aumentar os lucros da instituição, sem se preocupar com os impactos nos seus aspectos fisicos e emocionais e aumentando, intuitivamente, os níveis de insatisfação interno.

The discussion about corporate obligations toward the various stakeholders began in the postindustrial era and developed to culminate in the creation of rules, regulations, programs and projects focusing on the dissemination and promotion of what we know today as corporate social responsibility (CSR). In this context, satisfying this new demand and adopting social policies emerge as a determining factor in defining organizational strategies. Nevertheless, some questions are raised when we examine the subject, such as: To what extent should organizations intervene in society? Is the decision for the organizations to adopt a socially responsible attitude really linked to promoting social well being, or is it only a commercial strategy? How does social marketing relate to CSR projects? The study herein, based on the concept and understanding of CSR theories, stakeholders and social marketing, has sought to find evidence of this relationship, in the light of the Global Compact (GC). It was decided to use the multi-case study methodology, considering the possibility of explaining the reasons why the decisions were taken, how they were implemented and what was the outcome. Interviews, supported by previously prepared scripts, were held with CSR managers, employees from other areas of the organizations, and specialists on the subject. Complementary research studies were made in various sources, such as the website of companies under analysis, their sustainability reports, and the GC websites in Brazil and the United Nations (UN). The results obtained show that the organizations have worked increasingly with CSR projects, but the efforts have not been focused. Special mention is given to the programs that create major impact on the company¿s image and reputation, such as projects competing for prizes and participating in the formation of rankings or socially responsible organizations. From the view of Carroll¿s Pyramid (1991) for CSR, it is found that the projects are predominantly focusing on ethical and philanthropic issues. The driving power of the GC, action based on learning, dialogue and partnership, is not to be found. This factor contributes to the statement that social marketing tools are used to build an ethical and socially responsible image, in detriment to effective action by the organizations to meet the social requirements of their stakeholders. The social marketing has as an objective to transform the way a specific public sees a social question and promotes behavior changes, but what has been seen is the use of marketing tools exclusively to promote the company's image.

Esta dissertação procura abordar a adoção de teorias de gerenciamento organizacional centradas na racionalidade instrumental e estrutural capazes de contribuir para promover mudanças em organizações públicas ou privadas. Como pesquisa e estudo de caso investigaremos as intervenções realizadas na gestão dos subsistemas social, técnico e diretivo da DRV - Diretoria de Registro de Veículos do Departamento Estadual de Trânsito do Estado do Rio de Janeiro - Detran/RJ no período de 1996 a 1998, particularmente, demonstrando até que ponto a adoção, na prática, de alguns preceitos das teorias organizacionais de gerenciamento clássicas, fundamentadas na centralização do poder e na descentralização operacional, puderam contribuir para a transformação de uma organização institucionalmente entrópica, gerando maior efetividade na prestação de serviços através da implementação de inovações em tecnologia de administração e informação, com reflexos em todas as demais ações da instituição e nos resultados altamente significativos para a população e para a segurança pública, com a obtenção de efetividade organizacional no tocante à qualidade dos serviços para os usuários e aumento da receita.

This dissertation seeks to add new evidence to the international debate on globalization of innovation in the developing countries context. Globalization of innovation, in this dissertation, is defined and measured by the types, levels and rate of innovative technological capability accumulation and the underlying technological learning processes (sources of capabilities) at the firm level in late-industrializing countries ¿ or developing countries. This relationship is examined within a large transnational corporation (TNC) subsidiary of the information and communication technology (ICT) sector in Brasil: Motorola do Brasil during over the period from 1996 to 2006. In the international literature there is a strong debate on the extent to which innovative technological capabilities have been spreading internationally. But, the most of the studies are focused on early industrialized countries. In other words, there is still a scarcity of analysis, mainly at the firm level, from the perspective of developing countries. This dissertation supports itself in analytical basis developed in the international literature on accumulation of technological capabilities and learning in the context of developing countries. The learning processes examined in this dissertation are: (i) intra-firm learning processes; (ii) inter-firm learning processes (links between mother and sister companies); and (iii) links between the firm and other organizations of the innovation system (universities, research institutes, among others). Based on first-hand empirical evidence, qualitative and quantitative, collected on the basis of extensive fieldwork, this dissertation examines these issues with adequate level of detail and depth, in this large company in Brazil. The study results suggest that: Concerning the path of the technological capability accumulation, the firm exhibited heterogeneity in the path of accumulation of technological capabilities to distinct functions. For the functions Software Engineering and Process and Management Project the firm reached the Level 6 (Innovative Intermediate Superior), on a scale that ranges from 1 to 7; In relation to technological capability sources, the firm deliberately sought and built sources of knowledge in order to develop and sustain its innovative technological capabilities. The dissertation, thus, contributes to adding new empirical evidence to the debate on globalization of innovative capabilities from a late-industrializing perspective.

This thesis aims to analyse the perception of justice in the day-to-day of the corporations, when organizational changes take the place therein. The context of the corporation which is focused herein derives from the globalization of the Brazilian market of telecommunications which has been started in the 90`s. Two substantial changes have occurred in the period of only ten years. What happens in the day-to-day of the corporations in those moments, when a deep change in their structures is operated? Which is the impact of such change in the working hours and in the internal relations? Those questions have been relevant to and have motivated the perfomance of the survey. It has been developed with twenty employees of the ¿Z¿ corporation, who are based in the city of Rio de Janeiro and who have been heard. Such different interviews with the employees have reached thirty hours. After the completion of the due analysis of the contents of the survey, this thesis sustains that the organizational practices of the ¿Z¿ corporation do not adhere to modernization and, therefore lead the perception of the unfair. This thesis wishes to contribute to the field of the organizational studies, with an interpretation of the data that have been compiled in a given moment, about a corporation.

A década de 90 representou significativas mudanças no panorama político econômico brasileiro, especificamente no projeto de desenvolvimento regional denominado Zona Franca de Manaus. Esse projeto foi concebido, primordialmente para integrar essa imensa região Amazônica ao restante do Brasil, em termos de complexa ordem geopolítica dominante nos anos 60. A análise que objetiva essa dissertação trata da evolução do emprego industrial no Pólo Industrial de Manaus na década de 90, com a conotação de expectativas, resultados e possibilidades. A implementação do projeto Zona Franca de Manaus, no que concerne seu Pólo Industrial permitiu que contingentes de mão-de-obra abundante na capital do Estado do Amazonas, tivesse a oportunidade de inserir-se no mercado de trabalho do processo de industrialização moderna. Todavia, essa mão-de-obra abundante não estava preparada para o que as indústrias demandavam, sendo necessários intensivos programas de adequação profissional para que possibilitasse o aproveitamento em processos produtivos de linhas de montagem. o Pólo Industrial de Manaus, apesar de todas as mudanças havidas na economia brasileira no período analisado, obteve significativos alcance de competências na capacitação desse contingente de trabalhadores que foram absorvidos, quando o paradigma da intensividade do fator trabalho imperava no Pólo. Entretanto, o processo de mudança que a globalização econômica e industrial provocou no sistema de produção global, trouxe para o modelo industrial da Zona Franca de Manaus acelerada mudança desse paradigma, resultando variações na demanda por mão-de-obra e acarretando significativo desemprego estrutural. É desse contexto de mudanças que trata o estudo apresentado, analisando a evolução das variáveis que influenciaram no nível de emprego industrial e no mercado de trabalho, as expectativas de novos perfis e as demandas específicas que o novo paradigma de capital intensivo, adotado pelas empresas de classe mundial desse Pólo exigem.

This dissertation aims at examining empirical evidences obtained in the light of taxonomies and strategies for measuring firms technological capabilities and innovation in the context of developing countries, motivated by the fact that debates and studies directed to innovation has been intensified, for the last thirty years, by the recognition of its vital and growing importance to the technological, economic, competitive and industrial development of firms and countries. Two main tendencies can be identified on this debate. At one side, it¿s the literature related to the developed countries logic, whose companies are, in majority, positioned at the technological frontier, characterized by the domain of innovative advanced capabilities, directed to its sustaining, deepening and renewal. At the other side, there are the perspectives directed to the developing countries reality, where there is a prevalence of companies with deficiency of resources, still in process of accumulating basic and intermediate technological capabilities, with characteristics and technological development trajectories distinct or even reverse from those of developing countries. From this last tradition of studies, the measuring approaches based in C&T indicators and in types and levels of technological capabilities stand out. The first offers a macro level, aggregated perspective, through the analysis of a representative sample of firms, seeking to the generation of internationally comparable data, without addressing the intraorganizational specificities and nuances of the paths of technological accumulation developed by the firms, using, mostly, R&D statistics, patents, individual qualifications, indicators that carry their own limitations. On the other hand, studies that examine types and levels of technological capabilities are scarce, usually directed to a small sample of firms and/or industrial sectors. Therefore, in the light of the focus and potentialities of each of the perspectives, this scenario exposes a lack of studies that examine, in a parallel and complementary way, both types of strategies, seeking to offer more realistic, consistent and concrete information about the technological reality of developing countries. In order to close this gap, this dissertation examines (i) strategies of innovation measurement in the contexts of developing countries based on traditional approaches and C&T indicators, represented by four innovation surveys - ECIB, PINTEC, PAEP and EAI, and, (ii) from the perspective of technological capabilities as an intrinsic resource of the firm, the development of which occurs in a cumulative way and based on learning, presents and extracts generalizations of empirical applications of a metric that identifies types and levels of technological capabilities, through a dynamic and intra-firm perspective. The exam of the empirical evidences of the two approaches showed what each one of the metrics are capable to offer and the way they can contribute to the generation of information that reflect the technological development of specific industrial sectors in developing countries. In spite of the fact that the focus, objective, perspective, inclusion, scope and lens used are substantially distinct, generating, on a side, an aggregated view, and of other, an intra-sector, intra-organizational and specific view, the results suggest that the use of one doesn't implicate discarding or abdicating the other. On the contrary, using both in a complementary way means the generation of more complete, rich and relevant evidences and analysis that offer a realistic notion of the industrial development and contribute in a more direct way to the design of corporate strategies and government policies, including those directed to the macro level aspects just as those more specific and focused, designed to increment and foment firms in-house innovative efforts.

This academic work describes the interfirm technological learning processes behavior at a thermo plant throughout the years 2001 till 2007. Its former ownership structure was composed by two foreigners companies. This structure was changed by the acquisition of the company control by a Brazilian state owned company on April 2006. The company is a Natural Gas Fired Power Plant placed at Macaé City, at Rio de Janeiro State, Brazil generating electric power right to National Integrated System (SIN). The goal of this research is verify how the technological knowledge had been acquired by the firm and how it had been spread out throughout the organization before and after the change of the ownership structure. The taxonomy applied to determining of ownership structure take in account three parameters: type, specific characteristic and the ownership structure itself. Technological Learning Interfirm Processes have been examined from a model of systemic approach that establishes four key characteristics: ¿variety, intensity, functioning and interaction¿. During 2001 until 2006, till the change of owner structure, the firm developed its own learning processes in its own operational routines. The main learning processes have been identified from empirical evidences. It has been adopted the cut line at year of 2006 for the comparison among the technological learning processes behavior, when the change of ownership structure took place. The data capture occurred within April and August 2007 covering since 2001. Verified the behavior of these learning processes before and after the ownership structure changed from private property to state owned property. The conclusion of this case study suggests that interfirm processes of technological learning identified by the research had their dynamical behavior promptly affected by a change from private to ownerstate ownership structure, exposing the company to a poor performance in its industry, due to the lack of 51% of the technological intrafirm learning processes and reduction of the acquisition of new technical knowledge and its conversion throughout the organization.

This study has as objective to present a proposal to analyze the politics of the Human Resource of the Bank of Brazil utilizing the Theory of sign" (semiotic) as a theory tool, connecting to the organizational usages that had been historically stable and a new speech from the directory body that search for excellence and modernity. It¿s necessary to identify the adequate strategies to manage human resources in a businesses considered excellent and that the Bank search to utilize (benchmarking), doing a semiotic cut, in other words, isolating the communicative aspect, to find how she produces the understanding of what really need to be done at the company. If the purpose of the Bank of Brazil is to reunite an associated team, guided to results progressively better, that makes it even more competitive, and achieve its mission "to be the solution to services and the finance intermediation, to attend the expectation of clients and shareholders, to fortify the liability between the public functionary and the company and to be useful to society", should implement a model weaved in the daily one of organization to start from the creation of adequate institutional channels rewards (promotions, direct or indirect salaries, training) that privilege the aptitude an constant learning. Through the bibliographical research, will be looked to select illustrious representative texts of the specialized literature that corroborates the idea that the Bank of Brazil possess the necessary management tools to a good management of Human Resources, lacking adjust them, through the acquisition of abilities. For in such a way one will search in internal documents, data on the management of the company, interpreting them to the light of the bibliographical research. Finally it will be included participant comment as link between the theory and the practical one, the speech and the action."

O contexto da competição intercapitalista tem levado ao esgotamento de formas clássicas de organização empresaria l, enquanto modelos de eficiência e competitividade. Este esgotamento tem provocado a emergência de novas formas organizacionais, com as cadeias produtivas, cadeias de suprimentos, clusters, consórcios, etc. que surgem como alternativa para a busca da ampliação desta eficiência. Contudo, um dilema que emerge neste cenário é se as tradicionais ferramentas de análise e gestão podem ser utilizadas eficientemente neste novo cenário. Particularmente esta tese procura discutir esta questão sobre uma destas ferramentas, que é a Teoria das Restrições. Se tem sido amplamente utilizada no ambiente das empresas individuais, agora que a competição ocorre no âmbito das cadeias de suprimentos, surge a oportunidade de avaliar a possibilidade de utilizar a Teoria das Restrições neste ambiente que caracteriza as novas formas de relações interfirmas. Adicionalmente, como forma de ampliar a possibilidade de sua utilização, buscou-se na Teoria dos Custos de Transação o suporte teórico necessário para adaptar o uso da mesma na identificação e análise de restrições em cadeia de suprimentos. Esta adaptação gerou um esquema de análise que utilizou uma ferramenta da Teoria das Restrições conhecida como Processo de Aperfeiçoamento Contínuo, integrado a um conjunto de conceitos extraídos da Teoria dos Custos de Transação. Para ampliar a compreensão do mesmo, e não limitar a um estudo teórico, promoveu-se uma avaliação empírica do mesmo. Esta foi realizada via um estudo exploratório, de quatro casos, em cadeias de suprimentos produtoras de vinhos finos no Estado do Rio Grande do Sul. Os resultados da aplicação permitiram constatar a adequada aplicabilidade do esquema de análise proposto, principalmente como um instrumento de análise, ex-post, do processo que as CSs utilizam para identificar e analisar suas restrições e desenvolver ações voltadas à ampliação de sua competitividade.

Com a evolução tecnológica e a crescente disputa no mercado, as empresas passaram a investir em novas tecnologias e métodos organizacionais que buscassem um aumento da produtividade e qualidade. Esta pesquisa, por meio de um estudo de caso, teve como objetivo levantar e analisar as condições ergonômicas na organização do escritório de uma empresa segundo tendências que contemplam redução de custo e rapidez na comunicação. Neste modelo, o escritório, identificado como aberto ou panorâmico, característica dos sistemas de gerenciamento corporativos, se, por um lado, apresentou vantagens, como a facilidade de comunicação e melhor controle da chefia sobre os trabalhadores, por outro lado, expôs também uma face negativa, porque normalmente tais atividades laborais exigem o exercício da concentração mental, e, em um escritório assim disposto, o trabalhador percebe os murmúrios desse ambiente como uma incômoda sensação que resulta em comprometimento da capacidade de concentração e queda tanto no rendimento quanto na produtividade. Tomou-se como ponto de partida uma queixa de perturbação que se instalou no setor sob a forma de ruído. Este estudo centrou sua investigação em três pontos: a percepção do trabalhador no ambiente organizacional, a sistemática da troca de informações e as características físicas do modelo de escritório. Os resultados indicaram que a troca de informações intensificada, a forma de distribuição do layout e o modelo de escritório adotado afetam negativamente o desempenho do indivíduo, comprometendo-lhe o rendimento laboral e a saúde; no entanto, um vez modificada, não apenas a disposição dos postos de trabalho, mas também as características do mobiliário, e, ainda, levado a efeito um processo educacional quanto ao controle do tom de voz tais mudanças podem tornar o ambiente, para o desenvolvimento mais eficiente das atividades, sem comprometimento do fluxo de comunicação.

A presente pesquisa tem como objetivo avaliar os aspectos mais relevantes para construção de competências organizacionais e gerenciais em equipes de futebol profissional, contribuindo para um melhor entendimento acerca da gestão dos clubes onde atuam essas equipes. Para tanto, foi realizada uma pesquisa de caráter exploratório de base qualitativa, operacionalizada através de quatro estudos de caso em clubes do estado do Rio Grande do Sul. Foram entrevistados dirigentes, atletas, exatletas, cronistas esportivos e comissões técnicas. Estes atuam há mais de cinco anos no meio esportivo e são ligados profissionalmente, direta ou indiretamente, no momento da pesquisa, a clubes de elite no cenário do Rio Grande do Sul e do Brasil. Posteriormente, os dados foram analisados à luz do método de análise de conteúdo. Em seguida, a análise dos dados foi organizada a partir de cinco grandes blocos: o cenário esportivo, os clubes, os gestores, as equipes e os atletas. Este agrupamento deu suporte para identificação de competências organizacionais básicas e seletivas, para o levantamento de competências gerenciais associadas à gestão de equipes esportivas e para categorização de recursos de competências e competências relevantes para o desempenho esportivo de atletas profissionais. Os resultados demonstram a aplicabilidade de um modelo de gestão por competência no contexto do futebol profissional. Apontam ainda a pertinência da questão do desenvolvimento e articulação das competências organizacionais, gerenciais de dirigentes e treinadores e individuais de jogadores para construção de competências coletivas que se reflitam em equipes efetivas em seus resultados de campo e na busca das metas estabelecidas.
