One technique for strengthening flexural members in general, and reinforced concrete beams and slabs in particular, entails caulking the underside of these members with steel shapes. This sort of strengthening is often designed from a passive approach; i.e., until the load is increased, the shapes are either not loaded or are only slightly loaded to some unquantified extent by caulking with steel shims. The present study explored the possibility of actively strengthening the capacity of reinforced concrete beams to resist bending moments by applying forces (with jacks or threaded bars, for instance) between the shape and the member to be strengthened. The shape is subsequently caulked under the beam at the points where the forces are applied with steel shims, mortar or similar. The proposal put forward in the present study to monitor the forces applied consists in measuring the deflection on the steel shape as it reacts against the beam. With this technique, the shape can be pre-strained using simple procedures that do not call for devices to measure the force applied, or the accurancy of the respective measurements can be verified. As deflection calculations in steel girders are extremely reliable, the forces applied with this procedure can be very precisely determined. Standard instrumental procedures for load testing can be used to measure deflection with more than sufficient precision to reliably determine and monitor the value of the forces exerted on the beam by the shape. Moreover, the shapes required to strengthen members with this technique are substantially smaller than the ones needed in the aforementioned passive approach. This study addressed the number, position and value of the strengthening forces to be applied in terms of the load for which strengthening was designed and the bearing capacity of the member to be strengthened. The maximum value of such forces was also analysed as a function of the capacity of the member to resist counter-gravity moments. An analysis was then conducted of beam-shape interaction when the load on the beam raises since the instant that strengthening is applied, interaction that alters the forces applied to the beam by the shape. This variation can provide an increment in the forces if we cannot introduce them initially with the value calculated as necessary because they were limited by the permanent loads existing when strengthening, or if losses occur in the forces themselves. This is one of the criteria for defining shape specifications. Conversely, such variation may cause the forces to exceed beam counter-gravity bending strength at some points in the span, a development that must also be taken into consideration. Other factors inducing variations in the strengthening force values were then analysed, including deferred concrete strain (creep and shrinkage), temperature gradients in the member and the live loads acting on adjacent spans. The inference drawn was that these developments, which may on occasion have a heavy impact, can be quantified by the design engineer, particularly in ordinary situations, for which simple procedures are proposed. Methodology is likewise proposed for verifying strength in terms of how to appraise beam's cracking and variations in modulus of deformation; safety concerns; the effect of shape lamination tolerance on the calculated deflection necessary for the shape to apply the design forces; and fire-induced situations, among others. Lastly, the most prominent conclusions are discussed and future lines of research are suggested.

Flash floods represent one of the most common natural hazards in mountain catchments, and are frequent in Mediterranean environments. As a result of the widespread lack of reliable data on past events, the understanding of their spatio-temporal occurrence and their climatic triggers remains rather limited. Here, we present a dendrogeomorphic reconstruction of past flash flood activity in the Arroyo de los Puentes stream (Sierra de Guadarrama, Spanish Central System). We analyze a total of 287 increment cores from 178 disturbed Scots pine trees (Pinus sylvestris L.) which yielded indications on 212 growth disturbances related to past flash flood impact. In combination with local archives, meteorological data, annual forest management records and highly-resolved terrestrial data (i.e., LiDAR data and aerial imagery), the dendrogeomorphic time series allowed dating 25 flash floods over the last three centuries, with a major event leaving an intense geomorphic footprint throughout the catchment in 1936. The analysis of meteorological records suggests that the rainfall thresholds of flash floods vary with the seasonality of events. Dated flash floods in the 20th century were primarily related with synoptic troughs owing to the arrival of air masses from north and west on the Iberian Peninsula during negative indices of the North Atlantic Oscillation. The results of this study contribute considerably to a better understanding of hazards related with hydrogeomorphic processes in central Spain in general and in the Sierra de Guadarrama National Park in particular.

In the current situation IT health systems are diverse, with models varying from predominant solutions adopted and created by large organizations, to ad-hoc solutions developed by any company to meet specific needs. However, all these systems are under similar financial pressures, not only from current global economic conditions and increased health care costs, but also under pressure from a population that has embraced the current technological advances, and demand a more personalized health care, up to those enjoyed by technological advances in other areas. The purpose of this thesis is to develop a business model aimed at the provision of information exchange within the clinical domain. It is intended to increase competitiveness in the health IT sector without the need for experts in standards, providing qualified technical profiles less expensively with the help of tools that simplify the use of interoperability standards. Open specifications, like FHIR, will be used in order to enable interoperability between systems. The main advantage found within FHIR is that introduces a shift in the current conception of available clinical information. So far seen, the clinical information domain IT systems, as a special requirement for more complex standards that address any specific case. This specification allows the use of clinical information through existing web technologies (HTTP, HTML, OAuth2, JSON and XML), which everyone can use with no particular training to create and consume this information. The current situation in the sector is that the integration of information is almost nonexistent, compared to current trends. Spending in IT health systems will increase dramatically within clinical integration for the next years, leaving the technical challenges whose costs will recede into the background. The investment on this area will focus on the expectations of what can be obtained in the current trend of personalization of clinical data of patients with access to records of institutions with ‘social /mobile /big data’.

To support the efficient execution of post-genomic multi-centric clinical trials in breast cancer we propose a solution that streamlines the assessment of the eligibility of patients for available trials. The assessment of the eligibility of a patient for a trial requires evaluating whether each eligibility criterion is satisfied and is often a time consuming and manual task. The main focus in the literature has been on proposing different methods for modelling and formalizing the eligibility criteria. However the current adoption of these approaches in clinical care is limited. Less effort has been dedicated to the automatic matching of criteria to the patient data managed in clinical care. We address both aspects and propose a scalable, efficient and pragmatic patient screening solution enabling automatic evaluation of eligibility of patients for a relevant set of trials. This covers the flexible formalization of criteria and of other relevant trial metadata and the efficient management of these representations.

To date, only few initiatives have been carried out in Spain in order to use mathematical models (e.g. DNDC, DayCent, FASSET y SIMSNIC) to estimate nitrogen (N) and carbon (C) dynamics as well as greenhouse gases (GHG) in Spanish agrosystems. Modeling at this level may allow to gain insight on both the complex relationships between biological and physicochemical processes, controlling the processes leading to GHG production and consumption in soils (e.g. nitrification, denitrification, decomposing, etc.), and the interactions between C and N cycles within the different components of the continuum plant-soil-environment. Additionally, these models can simulate the processes behind production, consumition and transport of GHG (e.g. nitrous oxide, N2O, and carbon dioxide, CO2) in the short and medium term and at different scales. Other sources of potential pollution from soils can be identified and quantified using these process-based models (e.g. NO3 y NH3).

This paper introduces a road map for ICTs (Information and communication technologies) supporting planning, operation and management of energy systems in smart cities. The road map summarises different elements that form energy systems in cities and proposes research and technical development (RTD) and innovation activities for the development and innovation of ICTs for holistic design, planning and operation of energy systems. In addition, synergies with other ICT systems for smart cities are considered. There are four main target groups for the road map: 1) citizen; 2) building sector; 3) energy sector; and 4) municipality level. As an example for enabling active participation of citizens, the road map proposes how ICT can enable citizens? involvement among others into building design. The building sector roadmap proposes how ICTs can support the planning of buildings and renovations in the future, as well as how to manage building energy systems. The energy sector road map focuses on city?s energy systems and their planning and management, including e.g. demand side management, management of different district level energy systems, energy performance validation and management, energy data models, and smarter use of open energy data. Moreover, the municipality level road map proposes among others ICTs for better integration of city systems and city planning enabling maximised energy efficiency. In addition, one road map section suggests development needs related to open energy data, including among others the use of energy data and the development and harmonisation of energy data models. The road map has been assembled in the READY4SmartCities project (funded by EU 7th Framework Programme), which focuses on the energy system at the city level, consisting of centralised energy systems and connections to the national level energy grids, as well as interconnections to the neighbourhood and building level energy systems.

Current solutions to the interoperability problem in Home Automation systems are based on a priori agreements where protocols are standardized and later integrated through specific gateways. In this regards, spontaneous interoperability, or the ability to integrate new devices into the system with minimum planning in advance, is still considered a major challenge that requires new models of connectivity. In this paper we present an ontology-driven communication architecture whose main contribution is that it facilitates spontaneous interoperability at system model level by means of semantic integration. The architecture has been validated through a prototype and the main challenges for achieving complete spontaneous interoperability are also evaluated.

Enterprises are increasingly using a wide range of heterogeneous information systems for executing and governing their business activities. Even if the adoption of service orientation has improved loose coupling and reusability, applications are still isolated data silos whose integration requires complex transformations and mediations. However, by leveraging Linked Data principles those data silos can now be seamlessly integrated, and this opens the door to new data-driven approaches for Enterprise Application Integration (EAI). In this paper we present LDP4j, an open souce Java-based framework for the development of interoperable read-write Linked Data applications, based on the W3C Linked Data Platform (LDP) specification.

Multiple indicators are of interest in smart cities at different scales and for different stakeholders. In open environments, such as The Web, or when indicator information has to be interchanged across systems, contextual information (e.g., unit of measurement, measurement method) should be transmitted together with the data and the lack of such information might cause undesirable effects. Describing the data by means of ontologies increases interoperability among datasets and applications. However, methodological guidance is crucial during ontology development in order to transform the art of modeling in an engineering activity. In the current paper, we present a methodological approach for modelling data about Key Performance Indicators and their context with an application example of such guidelines.

Apart from providing semantics and reasoning power to data, ontologies enable and facilitate interoperability across heterogeneous systems or environments. A good practice when developing ontologies is to reuse as much knowledge as possible in order to increase interoperability by reducing heterogeneity across models and to reduce development effort. Ontology registries, indexes and catalogues facilitate the task of finding, exploring and reusing ontologies by collecting them from different sources. This paper presents an ontology catalogue for the smart cities and related domains. This catalogue is based on curated metadata and incorporates ontology evaluation features. Such catalogue represents the first approach within this community and it would be highly useful for new ontology developments or for describing and annotating existing ontologies.

The REpresentational State Transfer (REST) architectural style describes the design principles that made the World Wide Web scalable and the same principles can be applied in enterprise context to do loosely coupled and scalable application integration. In recent years, RESTful services are gaining traction in the industry and are commonly used as a simpler alternative to SOAP Web Services. However, one of the main drawbacks of RESTful services is the lack of standard mechanisms to support advanced quality-ofservice requirements that are common to enterprises. Transaction processing is one of the essential features of enterprise information systems and several transaction models have been proposed in the past years to fulfill the gap of transaction processing in RESTful services. The goal of this paper is to analyze the state-of-the-art RESTful transaction models and identify the current challenges.

The W3C Linked Data Platform (LDP) candidate recom- mendation defines a standard HTTP-based protocol for read/write Linked Data. The W3C R2RML recommendation defines a language to map re- lational databases (RDBs) and RDF. This paper presents morph-LDP, a novel system that combines these two W3C standardization initiatives to expose relational data as read/write Linked Data for LDP-aware ap- plications, whilst allowing legacy applications to continue using their relational databases.
