In this article we explore some issues surrounding the use of farm-level efficiency and productivity estimates for benchmarking studies. Using an eight-year balanced panel of Victorian wool producers we analyse annual variation between estimates of farm-level technical efficiency derived using Data Envelopment Analysis and Malmquist estimates of Total Factor Productivity. We find that farms change their relative rank in terms of efficiency across years. Also, unlike aggregate studies of Total Factor Productivity, we find at best erratic and modest growth, a worrying result for this industry. However, caution is needed when interpreting these results, and for that matter, benchmarking analysis as currently practised when using frontier estimation techniques like Data Envelopment Analysis.

Lichen floristics and distribution were examined in cool temperate rainforests of Victoria, Australia. Forty sites were sampled, ten from each of the Otways, Yarra Ranges, Baw Baw, and Errinundra regions. A total of 165 lichen species were recorded, representing 38 fam- ilies. Seventeen species are new for Victoria. Non-metric Multidimensional Scaling showed three lichen groups that corresponded with the rainforest types in which they occurred. A sub-group of lichen species were considered widespread and represented the core of Victoria's rainforest lichen flora.

Land use change has occurred rapidly in southwestern Victoria over the last decade and is expected to continue, albeit at a slower pace. One of these changes has been the development of 'new forests', that is industrial and farm forestry plantations and environmental plantings. Some of the challenges that these land use changes pose for water and natural resource managers are discussed. Land use change is expected to substantially reduce potential water yield in four of the region's seven drainage basins (A).

This paper contributes to a better understanding of geophysical characteristics and benthic communities in the Hopkins site in Victoria, Australia. An automated decision tree classification system was used to classify substrata and dominant biota communities. Geophysical sampling and underwater video data collected in this study reveals a complex bathymetry and biological structure which complements the limited information of benthic marine ecosystems in coastal waters of Victoria. The technique of combining derivative products from the backscatter and the bathymetry datasets was found to improve separability for broad biota and substrata categories over the use of either of these datasets alone.

Objectives: To describe people's attitudes towards early detection of cancer.

Methods: We conducted a telephone survey of Victorian adults aged 18+ years, during April-May 2005, using a market research company.

Results: 1,502 (41%) people participated; 80% of respondents believed that detecting cancer early meant that treatment saved lives most of the time or always; 88% believed finding cancer early enabled more effective treatment most of the time or always; and 70% indicated they would want to be tested for a cancer even if no treatment were available.  Two-thirds or more of adults considered survival would be very much improved by early detection for breast, melanoma and prostate cancers; 49% for bowel cancer, and 30% for lung cancer.

Conclusions and Implications : Community support for the early detection of cancer was evident even in the absence of effective treatment.  There was a lower perceived survival benefit for the early diagnosis of bowel cancer or melanoma.  An education campaign is required that focuses on the gains associated with early detection and benefits of screening for bowel cancer.

OBJECTIVE: To provide a contemporary picture of the general practitioner and specialist obstetric workforce in Victoria.

DESIGN, PARTICIPANTS AND SETTING: Postal census by questionnaire of all 317 Fellows and 961 Diplomates on the Victorian database of the Royal Australian and New Zealand College of Obstetricians and Gynaecologists in September 2003.

MAIN OUTCOME MEASURES: Sex, age and geographical distributions and patterns of retirement from and recruitment to the GP and specialist obstetric workforce in Victoria.

RESULTS: 244 Fellows (77.0%) and 652 Diplomates (67.8%) participated. The average age of Diplomates was 42 years; only 20% were involved in procedural obstetrics. Of GPs practising procedural obstetrics, 56% intended to cease within 7 years. Two-thirds of specialist obstetricians continued to practise obstetrics. Among those ceasing obstetrics, almost half had done so since 2000. Among Fellows ceasing obstetric practice, there is a peak in the 50-60-years age group, but cessation of obstetric practice occurred across all age groups.

CONCLUSION: The proportion of GPs involved in procedural obstetrics has fallen markedly over the past decade, with half of those ceasing practice in the 40-50-years age group. New GPs entering the workforce with the Diploma and overseas doctors are unlikely to meet the procedural workforce shortfall. Attracting the large cohort of doctors aged 40-50 years back to obstetric practice must be a priority. Given the pattern of retirements from obstetrics, there will be insufficient numbers of specialists to maintain current levels of service. The reasons include non-participation in obstetrics by new graduates and international medical graduates, the inadequate number of new graduates, and the predominance of women among specialists aged under 40 years, whose work output tends to be affected by family commitments.

Cultural developments in Victoria represent an example of the industry approach to the arts, which guides contemporary public cultural policy. This approach evolved many years back but it is clearly expressed in the Kennett government’s cultural policy document.

This study analyses the dynamic causality of four macroeconomic variables on house prices. The four macroeconomic variables have interrelationships with house prices in certain lagged terms, but these relationships are not always the same as the notions put forward in prior research. The relationships are detected to be unstable in the three observation periods. The instability of these relationships would cause difficulty in predicting house prices in the market, especially for policy makers and market participants.

The diet of a Southern Boobook Ninox novaeseelandiae in a Box-Ironbark woodland remnant in central Victoria was studied. An analysis of 42.5 pellets found invertebrates to represent 82% of the total prey items, but vertebrates, in the form of the House Mouse Mus domesticus, to represent 88% of the biomass. The proportion of spiders as prey items in the diet in this instance (43%) was significantly higher than in other studies on mainland Australia.

This paper proposes a neural network model using genetic algorithm for a model for the prediction of the damage condition of existing light structures founded in expansive soils in Victoria, Australia. It also accounts for both individual effects and interactive effects of the damage factors influencing the deterioration of light structures. A Neural Network Model was chosen because it can deal with 'noisy' data while a Genetic Algorithm was chosen because it does not get `trapped' in local optimum like other gradient descent methods. The results obtained were promising and indicate that a Neural Network Model trained using a Genetic Algorithm has the ability to develop an interactive relationship and a Predicted Damage Conditions Model.
