The Federal Constitution of 1988 gave special treatment to the issue of the environment, raising this diffuse right to the status of a fundamental right. In order to preserve it, the constitutional order is provided with various means to this purpose, including the possibility of using taxation. Several principles both constitutional, as infraconstitucional, support the use of taxation as a legal instrument to protect the environment. There is an intense legal debate about the suitability, characteristics, purposes and principles which underlie and restrict the environmental taxation. Discussions and proposals for reform of the tax system in order to include the ecological aspect at its core have been developed. The use of taxation as a way to fund public expenditures related to environmental causes, promote the internalization of negative externalities and as a way to induce behavior to benefit the environment finds support in the Brazilian legal system. This paper seeks to demonstrate that the national tax system is fully able to act as a tool available to the state for the implementation of the fundamental right to an ecologically balanced environment, whether through the taxes fiscal role or due, mainly, through the phenomenon of extrafiscality. Also, it is intended, through doctrinal, jurisprudential analysis and concrete cases, to investigate whether the tax system can be effective in protecting the environment in the way it is currently constructed, or if there is need to proceed with changes in its structure in order to achieve this goal

A fragilidade brasileira quanto à competitividade turística é um fato observável nos dados da Organização Mundial do Turismo. O Brasil caiu em 2011, da 45ª para a 52ª posição, apesar de liderar no atributo recursos naturais e estar colocado na 23° em recursos culturais. Assim, grandes interesses e esforços têm sido direcionados para o estudo da competitividade dos produtos e destinos turísticos. O destino turístico é caracterizado por um conjunto complexo e articulado de fatores tangíveis e intangíveis, apresentando alta complexidade, dados de elevada dimensionalidade, não linearidade e comportamento dinâmico, tornando-se difícil a modelagem desses processos por meio de abordagens baseadas em técnicas estatísticas clássicas. Esta tese investigou modelos de equações estruturais e seus algoritmos, aplicados nesta área, analisando o ciclo completo de análise de dados, em um processo confirmatório no desenvolvimento e avaliação de um modelo holístico da satisfação do turista; na validação da estrutura do modelo de medida e do modelo estrutural, por meio de testes de invariância de múltiplos grupos; na análise comparativa dos métodos de estimação MLE, GLS e ULS para a modelagem da satisfação e na realização de segmentação de mercado no setor de destino turístico utilizando mapas auto-organizáveis de Kohonen e sua validação com modelagem de equações estruturais. Aplicações foram feitas em análises de dados no setor de turismo, principal indústria de serviços do Estado do Rio Grande do Norte, tendo sido, teoricamente desenvolvidos e testados empiricamente, modelos de equações estruturais em padrões comportamentais de destino turístico. Os resultados do estudo empírico se basearam em pesquisas com a técnica de amostragem aleatória sistemática, efetuadas em Natal-RN, entre Janeiro e Março de 2013 e forneceram evidências sustentáveis de que o modelo teórico proposto é satisfatório, com elevada capacidade explicativa e preditiva, sendo a satisfação o antecedente mais importante da lealdade no destino. Além disso, a satisfação é mediadora entre a geração da motivação da viagem e a lealdade do destino e que os turistas buscam primeiro à satisfação com a qualidade dos serviços de turismo e, posteriormente, com os aspectos que influenciam a lealdade. Contribuições acadêmicas e gerenciais são mostradas e sugestões de estudo são dadas para trabalhos futuros.

This paper presents a study of the integration of filters and microstrip antennas, yielding devices named as filtennas for applications in wireless communications systems. The design of these structures is given from the observation of filtennas based integration between horn antennas and frequency selective surfaces (FSS), used in the band X. The choice of microstrip line structures for the development of a new configuration filtennas justifies the wide application of these transmission lines, in recent decades, always resulting in the production of circuit structures with planar light-weight, compact size, low cost, easy to construct and particularly easy to integrate with other microwave circuits. In addition, the antenna structure considered for the composition of filtennas consists of a planar monopole microstrip to microstrip filters integrated in the feed line of the antenna. In particular, are considered elliptical monopole microstrip (operating in UWB UWB) microstrip filters and (in structures with associated sections in series and / or coupled). In addition, the monopole microstrip has a proper bandwidth and omnidirectional radiation pattern, such that its integration with microstrip filters results in decreased bandwidth, but with slight changes in the radiation pattern. The methods used in the analysis of monopoles, and filters were filtennas finite elements and moments by using commercial software Ansoft Designer and HFSS Ansoft, respectively. Specifically, we analyze the main characteristics of filtennas, such as radiation pattern, gain and bandwidth. Were designed, constructed and measures, several structures filtennas, for validation of the simulated results. Were also used computational tools (CAD) in the process of building prototypes of planar monopoles, filters and filtennas. The prototypes were constructed on substrates of glass-fiber (FR4). Measurements were performed at the Laboratory for Telecommunications UFRN. Comparisons were made between simulated and measured, and found good agreement in the cases considered

This work aims to investigate the behavior of fractal and helical elements structures in planar microstrip. In particular, the frequency selective surfaces (FSSs) had changed its conventional elements to fractal and helical formats. The dielectric substrate used was fiberglass (FR-4) and has a thickness of 1.5 mm, a relative permittivity 4.4 and tangent loss equal to 0.02. For FSSs, was adopting the Dürer’s fractal geometry and helical geometry. To make the measurements, we used two antennas horns in direct line of sight, connected by coaxial cable to the vector network analyzer. Some prototypes were select for built and measured. From preliminary results, it was aimed to find practical applications for structures from the cascading between them. For FSSs with Dürer’s fractal elements was observed behavior provided by the multiband fractal geometry, while the bandwidth has become narrow as the level of iteration fractal increased, making it a more selective frequency with a higher quality factor. A parametric analysis allowed the analysis of the variation of the air layer between them. The cascading between fractal elements structure were considered, presented a tri-band behavior for certain values of the layer of air between them, and find applications in the licensed 2.5GHz band (2.3-2.7) and 3.5GHz band (3.3-3.8). For FSSs with helical elements, six structures were considered, namely H0, H1, H2, H3, H4 and H5. The electromagnetic behavior of them was analyzed separately and cascaded. From preliminary results obtained from the separate analysis of structures, including the cascade, the higher the bandwidth, in that the thickness of the air layer increases. In order to find practical applications for helical structures cascaded, the helical elements structure has been cascaded find applications in the X-band (8.0-12.0) and unlicensed band (5.25-5.85). For numerical and experimental characterization of the structures discussed was used, respectively, the commercial software Ansoft Designer and a vector network analyzer, Agilent N5230A model.

This work consists of a discussion, analysis and reading of Borges’stories, in that the problem of interest pronounces to the language, to the speech and the deed, sending them so much to the Literature with relationship to the Philosophy, so much to the statute of the ficcional, with relationship to the of the ontologic. In that optics, it intends to show the Borges deed as warp of the death, of the allegorical and of the metaphorical, in the sense of bringing for the ficcional lines different from the Real, elaborating the speech for besides the statement, reaching the interstic, the silence, the interruptions and the suspension of the representation. In that discursive elaboration, a crossing is pointed in the letter, affected for unspeakable sensations, crossing the processes of memory, imaginary and real, in which the time counting makes to emerge the difference and the repetition. In these if constituting territorial negotioting that they lead the characters to imaginary spaces as possibilities of the real, allowing them executes mobility for desterritory it self and reterritory itself, according to the change forces that show in your threshing. The stabilization of energy supply in Brazil has been a challenge for the operation of the National Interconnected System in face of hydrological and climatic variations. Thermoelectric plants have been used as an emergency source for periods of water scarcity. The utilization of fossil fuels, however, has elevated the cost of electricity. On the other hand, offshore wind energy has gained importance in the international context and is competitive enough to become a possibility for future generation in Brazil. In this scenario, the main goal of this thesis was to investigate the magnitude and distribution of offshore wind resources, and also verify the possibilities of complementing hydropower. A data series of precipitation from the Climatic Research Unit (CRU) Blended Sea Winds from the National Climatic Data Center (NCDC/NOAA) were used. According to statistical criteria, three types of complementarity were found in the Brazilian territory: hydro × hydro, wind × wind and hydro × wind. It was noted a significant complementarity between wind and hydro resources (r = -0.65), mainly for the hydrographical basins of the southeast and central regions with Northeastern Brazil winds. To refine the extrapolation of winds over the ocean, a method based on the Monin-Obukhov theory was used to model the stability of the atmospheric boundary layer. Objectively Analyzed Air-Sea Flux (OAFLUX) datasets for heat flux, temperature and humidity, and also sea level pressure data from NCEP/NCAR were used. The ETOPO1 from the National Geophysical Data Center (NGDC/NOAA) provided bathymetric data. It was found that shallow waters, between 0-20 meters, have a resource estimated at 559 GW. The contribution of wind resources to hydroelectric reservoir operation was investigated with a simplified hybrid wind-hydraulic model, and reservoir level, inflow, outflow and turbine production data. It was found that the hybrid system avoids drought periods, continuously saving water from reservoirs through wind production. Therefore, from the results obtained, it is possible to state that the good winds from the Brazilian coast can, besides diversifying the electric matrix, stabilize the hydrological fluctuations avoiding rationing and blackouts, reducing the use of thermal power plants, increasing the production cost and emission of greenhouse gases. Public policies targeted to offshore wind energy will be necessary for its full development.
