A Comissão da Organização dos Poderes e Sistema de Governo da Assembleia Nacional Constituinte (ANC) realiza debate sobre o papel das instituições brasileiras e a questão da divisão dos poderes em Executivo, Legislativo e Judiciário. A Comissão é dividida em três subcomissões: Subcomissão do Poder Legislativo, Subcomissão do Poder Executivo e Subcomissão do Poder Judicário e do Ministério Público. Os senadores Afonso Arinos (PSDB-RJ) e Mário Covas (PSDB-RJ) e os deputados Aldroaldo Streck (PDT-RS) e Victor Faccioni (PDS-RS) debatem sobre o tipo de sistema de governo a ser adotado: Presidencialismo, Parlamentarismo ou o Sistema Misto. O senador José Fogaça (PMDB-RS), em entrevista, relata a preferência dos constituintes em relação ao sistema de governo a ser adotado. O deputado Egídio Ferreira Lima (PMDB-PE), relator da Comissão da Organização dos Poderes e Sistemas de Governo faz uma síntese dos assuntos abordados na Comissão. O deputado Oscar Corrêa (PFL-MG), presidente da Comissão da Organização dos Poderes e Sistema de Governo relata sobre início dos trabalhos.

A Comissão de Sistematização da Assembleia Nacional Constituinte (ANC) debate emenda sobre a criação da Defensoria Pública. A Defensoria defende o cidadão contra ações ou omissões praticadas por empresas públicas. O Senador Nelson Carneiro (PMDB-RJ) apoia a Defensoria, assinalando que se trata de uma carreira composta por elementos escolhidos por concurso público e orientados por um Procurador-Geral da Defensoria, que deverão defender os pobres contra os mais poderosos. Plenário discute a representação política. O novo projeto eleva de sessenta para oitenta o número máximo de deputados federais por Estado, beneficiando apenas o Estado de São Paulo. A medida é polêmica porque, mantido o número atual de cadeiras na Câmara, os Estados pequenos teriam sua representação diminuída. O Deputado Victor Fontana (PFL-SC) propõe diminuir o número de deputados na Câmara, afirmando que o último aumento para quatrocentos e oitenta e sete (487) deputados não trouxe mais eficiência e nem conseguiu recuperar a credibilidade dos políticos perante o eleitor. O Deputado Antônio Salim Curiati (PDS-SP) defende a redução para duzentos e vinte e cinco (225) deputados. Os Deputados Celso Dourado (PMDB-BA) e Roberto Rollemberg (PMDB-SP) querem ampliar o número de representantes. Senadores franceses visitaram o Congresso para conhecer os trabalhos da Assembleia Nacional Constituinte (ANC). O presidente da ANC, Deputado Ulysses Guimarães (PMDB-SP) explicou aos senadores que, no Brasil, preferiu-se a organização da Constituinte dividida em comissões temáticas, com a participação de todos os representantes. Os parlamentares franceses também queriam saber sobre a discussão do tema "sistema de governo". O Deputado Ulysses Guimarães declara que esse é um dos temas mais polêmicos e que as negociações ainda não foram concluídas. O Senador Jean François Pintat afirmou que os franceses vêm com bons olhos o trabalho desenvolvido, porque a Constituinte representa a promessa de uma verdadeira democracia.

Deputados de todos os partidos reuniram-se para discutir o sistema de governo. O Deputado Amaury Muller (PDT-RS) declara estar convencido de que é a sociedade que deve discutir esta questão, de tal forma que ela própria possa definir sua posição. O Deputado Marcelo Cordeiro (PMDB-BA) afirma que é preciso um novo regime político que assegure a maior participação do povo e a fiscalização dos atos do governo e que esse sistema é o parlamentarismo. O Deputado Victor Faccioni (PDS-RS) considera que o sistema parlamentar de governo é a mudança mais fundamental da Assembleia Nacional Constituinte (ANC). O Presidente do PMDB, Deputado Ulysses Guimarães reúne-se com o Presidente do PFL, o Senador Marco Marciel (PFL-PE) e demais líderes desses dois partidos. PFL e PMDB querem que a nova Constituição seja fruto do entendimento e o primeiro tema discutido foi o sistema de governo. Ulysses Guimarães (PMDB-SP) reconhece que há posições divergentes sobre o sistema de governo dentro dos próprios partidos e diz que é justo que se dê uma preferência para a decisão sobre esse assunto, na medida em que ele afeta toda a estrutura do projeto. Começam as Sessões Extraordinárias da Comissão de Sistematização para discutir as emendas populares. A primeira sessão contou com a participação de representantes da sociedade civil e a discussão girou em torno dos direitos da mulher, entre os quais o aborto foi o tema mais polêmico. A Deputada Abigail Feitosa (PMDB-BA) considera que o aborto deve ser matéria de lei ordinária. A Deputada Dirce Tutu Quadros (PTB-SP) defende que deva ser dado a mulher o direito de fazer ou não o aborto. Projeto de emenda popular, que concede aposentadoria às mulheres após 25 anos de serviço, ganhou o apoio do Relator da Constituição Bernardo Cabral e de muitos constituintes.

O Relator da Comissão de Sistematização da Assembleia Nacional Constituinte (ANC), Deputado Bernardo Cabral (PMDB-AM) ainda não se decidiu entre o presidencialismo, parlamentarismo puro e híbrido. O Deputado Manoel Moreira (PMDB-SP) declara que a preocupação é encontrar um sistema que tenha condições de governabilidade ao país. Cidadãos opinam sobre o tema. O Relator Bernardo Cabral declara sua opinião sobre o parlamentarismo. O Deputado Theodoro Mendes (PMDB-SP) apresenta proposta mantendo o presidencialismo, mas com o fortalecimento do Legislativo. A emenda do Senador Nelson Carneiro (PMDB-RJ) adota o parlamentarismo, mas dá ao presidente o poder de exonerar o primeiro-ministro. O Deputado Cid Carvalho (PMDB-MA) tenta o consenso, com a proposta do parlamentarismo adotado de forma gradual e mandato de seis anos para o Presidente José Sarney. O Senador Fernando Henrique Cardoso (PMDB-SP) admite a necessidade de um período de adaptação, mas não de dois ou três anos. O Deputado Victor Faccioni (PDS-RS) defende o parlamentarismo.

态矢量方法的实验研究

在地震等灾变的发生之前,会出现一定的前兆现象.文中通过实验方法对这些前兆现象之一的态矢量的异常变化进行了研究.实验使用声发射技术(Acoustic Emission),对三轴应力条件下岩石试件内部微裂纹的产生和扩展进行了记录.实验结果表明在岩石试件最终破坏之前,表征态矢量的相关参量都发生了异常明显的变化,这表明态矢量的异常变化可以被用作为岩石等脆性材料灾变的前兆,使用态矢量方法可以对脆性材料的破坏乃至地震作出预测.

O uso do twitter pelos deputados federais brasileiros : estudo sobre atuação e tendências de comportamento

Estudo dos perfis parlamentares e padrões de comportamento dos deputados federais brasileiros, da 54ª Legislatura, na rede social Twitter. Analisa os diferentes usos da ferramenta na rede mundial de computadores pelos mandatários do poder político, com o objetivo de identificar tendências de atuação, bem como correlações entre liderança na Câmara e liderança no Twitter. Busca também relacionar os níveis de participação interatividade do mandato parlamentar às variáveis faixa etária e votação nas últimas eleições. Utiliza metodologia de análise de conteúdo de base documental, quantitativa amostral e observacional do comportamento político no Parlamento e na rede. Conclui que há coincidência entre liderança no Parlamento e liderança na rede social, havendo um padrão de atuação especialista entre líderes, ressalvadas exceções pontuais; que parlamentares mais votados também tendem a ter atuação diferenciada no Twitter; e que os parlamentares mais jovens tendem a ser mais participativos, embora não prevaleça entre eles o uso pessoal de sua conta.

地震临界点理论的实验研究

按照临界点理论 ,在大地震或岩石等脆性材料破坏发生之前能量会加速释放 (AER) ,这种加速过程呈幂律变化 (power law) .本文通过大尺度岩石破裂声发射实验 ,对这一临界现象进行了研究 .实验分别采用 3种岩石试件 ,并且实现了不同轴压加载历史以及三轴应力状态 ;实验利用声发射技术记录了微裂纹产生和扩展时所释放的弹性能 (声发射 ) ;实验结果证实了临界点理论 ,在不同的实验条件下 ,岩石材料在受压破坏之前弹性能会出现明显的加速释放过程 .本文还对使用AER预测中期地震进行了初步研究 .

This report reviews experiments in the marking, for study purposes, of seals, sea-lions, and fur seals in the North Atlantic, North Pacific, and Antarctic regions. Also discussed are the results of studies of the northern fur seal, especially the series from 1940 to 1049 carried out by U.S. Government agents on the Pribilof Islands, Alaska. A Comissão da Organização dos Poderes e Sistema de Governo tem a função de redefinir as atribuições dos Três Poderes e decidir o sistema de governo. O senador Afonso Arinos (PFL-RJ) falou sobre a relevância da escolha do sistema de governo. Entrevista com os deputados Adroaldo Streck (PDT-RS), Victor Faccioni (PDS-RS) e o senador Mário Covas (PMDB-SP), sobre a opção do sistema de governo. O senador José Fogaça (PMDB-RS), relator da Subcomissão do Poder Executivo irá definir o sistema de governo. Na opnião dele, os parlamentares decidirão por um sistema misto. O deputado Egidio Ferreira Lima (PMDB-PE) falou sobre as atribuições dessa Comissão. O deputado Oscar Corrêa (PFL-MG), disse que a Comissão já iniciou os trabalhos em ritmo normal.

Cidadãos opinam sobre o fim dos marajás no funcionalismo público. O Deputado Victor Faccioni (PDS-RS) apresenta emenda estabelecendo um piso máximo para os servidores públicos, correspondente a 90% do que recebem os ministros do Supremo Tribunal Federal. O Deputado Arolde de Oliveira (PFL-RJ) considera louvável a iniciativa do parlamentar para moralizar o serviço público. O Deputado Ruben Figueiró (PMDB-MS) informa que a medida é conveniente. O Deputado Fernando Gasparian (PMDB-SP) discorda do Deputado Victor Faccioni e sugere outra medida estabelecendo um teto máximo para todos, mas que não tenha como base o salário dos ministros do STF. Constituintes moderados do PMDB formam o Centro Democrático, o Centrão. O líder do Centrão Expedito Machado (PMDB-CE) opina sobre a divisão do PMDB e diz que a intenção do seu grupo é fortalecer o partido. O Deputado Aloisio Vasconcellos (PMDB-MG) declara que a partir de 1988 haverá uma reformulação partidária e que é inquestionável a necessidade de partidos fortes. Será entregue ao Presidente da Assembleia Nacional Constituinte (ANC), Deputado Ulysses Guimarães, o novo esboço do projeto de Constituição. O Senador Afonso Arinos (PFL-RJ) define o parlamentarismo como um sistema de governo em que o presidente é o chefe de Estado e o primeiro-ministro é o chefe de governo, sendo que o primeiro tende para a estabilidade e o segundo para a eficácia.
