In this paper we present a revisited classification of term variation in the light of the Linked Data initiative. Linked Data refers to a set of best practices for publishing and connecting structured data on the Web with the idea of transforming it into a global graph. One of the crucial steps of this initiative is the linking step, in which datasets in one or more languages need to be linked or connected with one another. We claim that the linking process would be facilitated if datasets are enriched with lexical and terminological information. Being that the final aim, we propose a classification of lexical, terminological and semantic variants that will become part of a model of linguistic descriptions that is currently being proposed within the framework of the W3C Ontology- Lexica Community Group to enrich ontologies and Linked Data vocabularies. Examples of modeling solutions of the different types of variants are also provided.

In this article, we argue that there is a growing number of linked datasets in different natural languages, and that there is a need for guidelines and mechanisms to ensure the quality and organic growth of this emerging multilingual data network. However, we have little knowledge regarding the actual state of this data network, its current practices, and the open challenges that it poses. Questions regarding the distribution of natural languages, the links that are established across data in different languages, or how linguistic features are represented, remain mostly unanswered. Addressing these and other language-related issues can help to identify existing problems, propose new mechanisms and guidelines or adapt the ones in use for publishing linked data including language-related features, and, ultimately, provide metrics to evaluate quality aspects. In this article we review, discuss, and extend current guidelines for publishing linked data by focusing on those methods, techniques and tools that can help RDF publishers to cope with language barriers. Whenever possible, we will illustrate and discuss each of these guidelines, methods, and tools on the basis of practical examples that we have encountered in the publication of the datos.bne.es dataset.

Short text messages a.k.a Microposts (e.g. Tweets) have proven to be an effective channel for revealing information about trends and events, ranging from those related to Disaster (e.g. hurricane Sandy) to those related to Violence (e.g. Egyptian revolution). Being informed about such events as they occur could be extremely important to authorities and emergency professionals by allowing such parties to immediately respond. In this work we study the problem of topic classification (TC) of Microposts, which aims to automatically classify short messages based on the subject(s) discussed in them. The accurate TC of Microposts however is a challenging task since the limited number of tokens in a post often implies a lack of sufficient contextual information. In order to provide contextual information to Microposts, we present and evaluate several graph structures surrounding concepts present in linked knowledge sources (KSs). Traditional TC techniques enrich the content of Microposts with features extracted only from the Microposts content. In contrast our approach relies on the generation of different weighted semantic meta-graphs extracted from linked KSs. We introduce a new semantic graph, called category meta-graph. This novel meta-graph provides a more fine grained categorisation of concepts providing a set of novel semantic features. Our findings show that such category meta-graph features effectively improve the performance of a topic classifier of Microposts. Furthermore our goal is also to understand which semantic feature contributes to the performance of a topic classifier. For this reason we propose an approach for automatic estimation of accuracy loss of a topic classifier on new, unseen Microposts. We introduce and evaluate novel topic similarity measures, which capture the similarity between the KS documents and Microposts at a conceptual level, considering the enriched representation of these documents. Extensive evaluation in the context of Emergency Response (ER) and Violence Detection (VD) revealed that our approach outperforms previous approaches using single KS without linked data and Twitter data only up to 31.4% in terms of F1 measure. Our main findings indicate that the new category graph contains useful information for TC and achieves comparable results to previously used semantic graphs. Furthermore our results also indicate that the accuracy of a topic classifier can be accurately predicted using the enhanced text representation, outperforming previous approaches considering content-based similarity measures. © 2014 Elsevier B.V. Os museus são instituições que desempenham um importante papel para a sociedade, com seus acervos de grande valor cultural e científico. É dever dos museus promover o acesso aos acervos e realizar ações de comunicação para divulgação e acesso público aos bens culturais que compõem suas coleções. Os museus vêm empregando a Tecnologia da Informação e Comunicação para apoiar suas atividades, ampliar o leque de serviços prestados à sociedade, promover a cultura, ciência e conhecimento, divulgar e disponibilizar seus acervos por meio da Web. Para disponibilizar as informações de acervos de museus, tornando uma navegação mais intuitiva e natural, e possibilitar a troca de informações entre os museus, visando a Recuperação da Informação, o reuso e interoperabilidade dos dados, é preciso adaptá-las para o formato da Web Semântica. Este estudo propõe uma solução para integrar os dados de acervos da Rede de Museus e Espaços de Ciências e Cultura da Universidade Federal de Minas Gerais e disponibilizá-los na Web, utilizando conceitos da Web Semântica e Linked Data. Para atingir esse objetivo, será desenvolvido um estudo experimental e um protótipo de aplicação para validá-lo e responder à pergunta de competência.

BioSuper: A web tool for the superimposition of biomolecules and assemblies with rotational symmetry

Background Most of the proteins in the Protein Data Bank (PDB) are oligomeric complexes consisting of two or more subunits that associate by rotational or helical symmetries. Despite the myriad of superimposition tools in the literature, we could not find any able to account for rotational symmetry and display the graphical results in the web browser. Results BioSuper is a free web server that superimposes and calculates the root mean square deviation (RMSD) of protein complexes displaying rotational symmetry. To the best of our knowledge, BioSuper is the first tool of its kind that provides immediate interactive visualization of the graphical results in the browser, biomolecule generator capabilities, different levels of atom selection, sequence-dependent and structure-based superimposition types, and is the only web tool that takes into account the equivalence of atoms in side chains displaying symmetry ambiguity. BioSuper uses ICM program functionality as a core for the superimpositions and displays the results as text, HTML tables and 3D interactive molecular objects that can be visualized in the browser or in Android and iOS platforms with a free plugin. Conclusions BioSuper is a fast and functional tool that allows for pairwise superimposition of proteins and assemblies displaying rotational symmetry. The web server was created after our own frustration when attempting to superimpose flexible oligomers. We strongly believe that its user-friendly and functional design will be of great interest for structural and computational biologists who need to superimpose oligomeric proteins (or any protein). Predicting sense of community and participation by applying machine learning to open government data

Community capacity is used to monitor socio-economic development. It is composed of a number of dimensions, which can be measured to understand the possible issues in the implementation of a policy or the outcome of a project targeting a community. Measuring community capacity dimensions is usually expensive and time consuming, requiring locally organised surveys. Therefore, we investigate a technique to estimate them by applying the Random Forests algorithm on secondary open government data. This research focuses on the prediction of measures for two dimensions: sense of community and participation. The most important variables for this prediction were determined. The variables included in the datasets used to train the predictive models complied with two criteria: nationwide availability; sufficiently fine-grained geographic breakdown, i.e. neighbourhood level. The models explained 77% of the sense of community measures and 63% of participation. Due to the low geographic detail of the outcome measures available, further research is required to apply the predictive models to a neighbourhood level. The variables that were found to be more determinant for prediction were only partially in agreement with the factors that, according to the social science literature consulted, are the most influential for sense of community and participation. This finding should be further investigated from a social science perspective, in order to be understood in depth.

Abstract: There is a lot of hype around the Internet of Things along with talk about 100 billion devices within 10 years time. The promise of innovative new services and efficiency savings is fueling interest in a wide range of potential applications across many sectors including smart homes, healthcare, smart grids, smart cities, retail, and smart industry. However, the current reality is one of fragmentation and data silos. W3C is seeking to fix that by exposing IoT platforms through the Web with shared semantics and data formats as the basis for interoperability. This talk will address the abstractions needed to move from a Web of pages to a Web of things, and introduce the work that is being done on standards and on open source projects for a new breed of Web servers on microcontrollers to cloud based server farms. Speaker Biography -Dave Raggett : Dave has been involved at the heart of web standards since 1992, and part of the W3C Team since 1995. As well as working on standards, he likes to dabble with software, and more recently with IoT hardware. He has participated in a wide range of European research projects on behalf of W3C/ERCIM. He currently focuses on Web payments, and realising the potential for the Web of Things as an evolution from the Web of pages. Dave has a doctorate from the University of Oxford. He is a visiting professor at the University of the West of England, and lives in the UK in a small town near to Bath.

GODIVA2 is a dynamic website that provides visual access to several terabytes of physically distributed, four-dimensional environmental data. It allows users to explore large datasets interactively without the need to install new software or download and understand complex data. Through the use of open international standards, GODIVA2 maintains a high level of interoperability with third-party systems, allowing diverse datasets to be mutually compared. Scientists can use the system to search for features in large datasets and to diagnose the output from numerical simulations and data processing algorithms. Data providers around Europe have adopted GODIVA2 as an INSPIRE-compliant dynamic quick-view system for providing visual access to their data.
