We investigate the determinants of US credit union capital-to-assets ratios, before and after the implementation of the current capital adequacy regulatory framework in 2000. Capitalization varies pro-cyclically, and until the financial crisis credit unions classified as adequately capitalized or below followed a faster adjustment path than well capitalized credit unions. This pattern was reversed, however, in the aftermath of the crisis. The introduction of the PCA regulatory regime achieved a reduction in the proportion of credit unions classified as adequately capitalized or below that continued until the onset of the crisis. Since the crisis, the speed of recovery of credit unions in this category following an adverse capitalization shock was sharply reduced.

Purpose
The study contributes to the literature on public value and performance examining politicians’ and managers’ perspectives by investigating the importance they attach to the different facets of performance information (i.e. budgetary, accrual based- and non-financial information (NFI)).

Design/methodology/approach
We survey politicians and managers in all Italian municipalities of at least 80,000 inhabitants.

Findings
Overall, NFI is more appreciated than financial information (FI). Moreover, budgetary accounting is preferred to accrual accounting. Politicians’ and managers’ preferences are generally aligned.

Research limitations/implications
NFI as a measure of public value is not alternative, but rather complementary, to FI. The latter remains a fundamental element of public sector accounting due to its role in resource allocation and control.

Practical implications
The preference for NFI over FI and of budgetary over accruals accounting suggests that the current predominant emphasis on (accrual-based) financial reporting might be misplaced.

Originality/value
Public value and performance are multi-faceted concepts. They can be captured by different types of information and evaluated according to different criteria, which will also depend on the category of stakeholders or users who assesses public performance. So far, most literature has considered the financial and non-financial facets of performance as virtually separate. Similarly, in the practice, financial management tends to be decoupled from non-financial performance management. However, this research shows that only by considering their joint interactions we can achieve an accurate representation of what public value really is.

This article explores the definition of ‘vintage cinema’ and specifically re-evaluates the fetishism for the past and its regurgitation in the present by providing a taxonomy of the phenomenon in recent film production. Our contribution identifies three aesthetic categories: the faux-vintage, the retro and the anachronistic and by illustrating their overlapping and discrepancies, it argues that the past remains a powerful negotiator of meaning for the present and the future. Drawing on studies of memory and digital nostalgia, this article focuses on the latter category: anachronism and unravel the persistence of and the filmic fascination for obsolete analogue objects through an analysis of Only Lovers Left Alive (Jim Jarmusch, 2013).

We present the Coordinated Synoptic Investigation of NGC 2264, a continuous 30 day multi-wavelength photometric monitoring campaign on more than 1000 young cluster members using 16 telescopes. The unprecedented combination of multi-wavelength, high-precision, high-cadence, and long-duration data opens a new window into the time domain behavior of young stellar objects. Here we provide an overview of the observations, focusing on results from Spitzer and CoRoT. The highlight of this work is detailed analysis of 162 classical T Tauri stars for which we can probe optical and mid-infrared flux variations to 1% amplitudes and sub-hour timescales. We present a morphological variability census and then use metrics of periodicity, stochasticity, and symmetry to statistically separate the light curves into seven distinct classes, which we suggest represent different physical processes and geometric effects. We provide distributions of the characteristic timescales and amplitudes and assess the fractional representation within each class. The largest category (>20%) are optical "dippers" with discrete fading events lasting ~1-5 days. The degree of correlation between the optical and infrared light curves is positive but weak; notably, the independently assigned optical and infrared morphology classes tend to be different for the same object. Assessment of flux variation behavior with respect to (circum)stellar properties reveals correlations of variability parameters with Hα emission and with effective temperature. Overall, our results point to multiple origins of young star variability, including circumstellar obscuration events, hot spots on the star and/or disk, accretion bursts, and rapid structural changes in the inner disk. Based on data from the Spitzer and CoRoT missions. The CoRoT space mission was developed and is operated by the French space agency CNES, with participation of ESA's RSSD and Science Programmes, Austria, Belgium, Brazil, Germany, and Spain.

Conventional practice in Regional Geochemistry includes as a final step of any geochemical campaign the generation of a series of maps, to show the spatial distribution of each of the components considered. Such maps, though necessary, do not comply with the compositional, relative nature of the data, which unfortunately make any conclusion based on them sensitive
to spurious correlation problems. This is one of the reasons why these maps are never interpreted isolated. This contribution aims at gathering a series of statistical methods to produce individual maps of multiplicative combinations of components (logcontrasts), much in the flavor of equilibrium constants, which are designed on purpose to capture certain aspects of the data.
We distinguish between supervised and unsupervised methods, where the first require an external, non-compositional variable (besides the compositional geochemical information) available in an analogous training set. This external variable can be a quantity (soil density, collocated magnetics, collocated ratio of Th/U spectral gamma counts, proportion of clay particle fraction, etc) or a category (rock type, land use type, etc). In the supervised methods, a regression-like model between the external variable and the geochemical composition is derived in the training set, and then this model is mapped on the whole region. This case is illustrated with the Tellus dataset, covering Northern Ireland at a density of 1 soil sample per 2 square km, where we map the presence of blanket peat and the underlying geology. The unsupervised methods considered include principal components and principal balances
(Pawlowsky-Glahn et al., CoDaWork2013), i.e. logcontrasts of the data that are devised to capture very large variability or else be quasi-constant. Using the Tellus dataset again, it is found that geological features are highlighted by the quasi-constant ratios Hf/Nb and their ratio against SiO2; Rb/K2O and Zr/Na2O and the balance between these two groups of two variables; the balance of Al2O3 and TiO2 vs. MgO; or the balance of Cr, Ni and Co vs. V and Fe2O3. The largest variability appears to be related to the presence/absence of peat.

We present a study on the gender balance, in speakers and attendees, at the recent major astronomical conference, the American Astronomical Society meeting 223, in Washington, DC. We conducted an informal survey, yielding over 300 responses by volunteers at the meeting. Each response included gender data about a single talk given at the meeting, recording the gender of the speaker and all question-askers. In total, 225 individual AAS talks were sampled. We analyze basic statistical properties of this sample. We find that the gender ratio of the speakers closely matched the gender ratio of the conference attendees. The audience asked an average of 2.8 questions per talk. Talks given by women had a slightly higher number of questions asked (3.2$\pm$0.2) than talks given by men (2.6$\pm$0.1). The most significant result from this study is that while the gender ratio of speakers very closely mirrors that of conference attendees, women are under-represented in the question-asker category. We interpret this to be an age-effect, as senior scientists may be more likely to ask questions, and are more commonly men. A strong dependence on the gender of session chairs is found, whereby women ask disproportionately fewer questions in sessions chaired by men. While our results point to laudable progress in gender-balanced speaker selection, we believe future surveys of this kind would help ensure that collaboration at such meetings is as inclusive as possible.

The purpose of the article is to research an issue concerning the bilingual status of students majoring in English as a foreign language at Tomsk State University and similar universities. The authors focus on a brief description of types of bilingualism to define the category best suited to the EFL students and discuss the complementing uses of traditionally accepted (TOEFL+ etc.) and alternative language assessment procedures (The Peabody Picture Vocabulary Test) for the stated target group to assess their competence in international education and balanced cross-cultural communication.

Predicting the next location of a user based on their previous visiting pattern is one of the primary tasks over data from location based social networks (LBSNs) such as Foursquare. Many different aspects of these so-called “check-in” profiles of a user have been made use of in this task, including spatial and temporal information of check-ins as well as the social network information of the user. Building more sophisticated prediction models by enriching these check-in data by combining them with information from other sources is challenging due to the limited data that these LBSNs expose due to privacy concerns. In this paper, we propose a framework to use the location data from LBSNs, combine it with the data from maps for associating a set of venue categories with these locations. For example, if the user is found to be checking in at a mall that has cafes, cinemas and restaurants according to the map, all these information is associated. This category information is then leveraged to predict the next checkin location by the user. Our experiments with publicly available check-in dataset show that this approach improves on the state-of-the-art methods for location prediction.

This paper engages with the varieties of capitalism literature to investigate the employee representation and consultation approaches of liberal market economy multinational companies (MNCs), specifically Australian, British and US MNCs operating in Australia. While the literature would suggest commonality amongst these MNCs, the paper considers whether the evidence points to similarity or variation amongst liberal market headquartered MNCs. The findings contribute to filling a recognized empirical gap on MNC employment relations practice in Australia and to a better understanding of within category varieties of capitalism similarity and variation. Drawing on survey data from MNCs operating in Australia, the results demonstrated that UK-owned MNCs were the least likely to report collective structures of employee representation. Moreover, it was found that Australian MNCs were the most likely to engage in collective forms of employee representation and made less use of direct consultative mechanisms relative to their British and US counterparts. In spite of the concerted individualization of the employment relations domain over previous decades, Australian MNCs appear to have upheld more long-standing national institutional arrangements with respect to engaging with employees on a collective basis. This varies from British and US MNC approaches which denotes that our results display within category deviation in the variety of capitalism liberal market economy typology. Just as Hall and Soskice described their seminal work on liberal market economy (LME) and coordinated market economy (CME) categories as a “work-in-progress” (2001: 2), we too suggest that Australia’s evolution in the LME category, and more specifically its industrial relations system development, and the consequences for employment relations practices of its domestic MNCs, may be a work-in-progress.

Despite an abundance of studies on hybridization and hybrid forms of organizing, scholarly work has failed to distinguish consistently between specific types of hybridity. As a consequence, the analytical category has become blurred and lacks conceptual clarity. Our paper discusses hybridity as the simultaneous appearance of institutional logics in organizational contexts, and differentiates the parallel co-existence of logics from transitional combinations (eventually leading to the replacement of a logic) and more robust combinations in the form of layering and blending. While blending refers to hybridity as an ‘amalgamate’ with original components that are no longer discernible, the notion of layering conceptualizes hybridity in a way that the various elements, or clusters thereof, are added on top of, or alongside, each other, similar to sediment layers in geology. We illustrate and substantiate such conceptual differentiation with an empirical study of the dynamics of public sector reform. In more detail, we examine the parliamentary discourse around two major reforms of the Austrian Federal Budget Law in 1986 and in 2007/2009 in order to trace administrative (reform) paradigms. Each of the three identified paradigms manifests a specific field-level logic with implications for the state and its administration: bureaucracy in Weberian-style Public Administration, market-capitalism in New Public Management, and democracy in New Public Governance. We find no indication of a parallel co-existence or transitional combination of logics, but hybridity in the form of robust combinations. We explore how new ideas fundamentally build on – and are made resonant with – the central bureaucratic logic in a way that suggests layering rather than blending. The conceptual findings presented in our article have implications for the literature on institutional analysis and institutional hybridity.

This article attempts to push Mauss’ work on the sociality of prayer (1909) to its fullest conclusion by arguing that prayer can be viewed anthropologically as providing a map for social and emotional relatedness. Based on fieldwork among deep-sea fisher families living in Gamrie, North-East Scotland (home to 700 people and six Protestant churches), the author takes as his primary ethnographic departure the ritual of the ‘mid-week prayer meeting’. Among the self-proclaimed ‘fundamentalists’ of Gamrie’s Brethren and Presbyterian churches, attending the prayer meeting means praying for salvation. Yet, contrary to the stereotype of Protestant soteriology as highly individualist, in the context of Gamrie, salvation is not principally focused upon the self, but is instead sought on behalf of the ‘unconverted’ other. Locally, this ‘other’ is made sense of with reference to three different categories of relatedness: the family, the village and the nation. The author’s argument is that each category of relatedness carries with it a different affective quality: anguish for one’s family, resentment toward one’s village, and resignation towards one’s nation. As such, prayers for salvation establish and maintain not only vertical – human-divine – relatedness, but also horizontal relatedness between persons, while also giving them their emotional tenor. In ‘fundamentalist’ Gamrie, these human relationships, and crucially their affective asymmetries, may be mapped, therefore, by treating prayers as social phenomena that seek to engage with a world dichotomised into vice and virtue, rebellion and submission, and, ultimately, damnation and salvation.

This article discusses the role of EU anti-discrimination law in challenging EU anti-crisis measures from a critical legal studies perspective. Critical legal scholarship is defined through its challenge of ‘lex’ through the vision of ‘ius’ and its critical links with social movements. EU anti-discrimination law attracts critique for constituting a compartmentalised socio-legal field, which prevents justice for those at intersections of inequalities. By defining as the aim of anti-discrimination law the combat of disadvantage resulting from ascribed otherness around the nodes sex/gender, race/ethnicity, and disability, the article suggests a convincing normative vision suitable to de-compartmentalise the field and adequately address intersectionality. This critical legal perspective on intersectionality differs from its sociological counterparts by omitting class as a category. The article demonstrates that this distinction is necessary for EU anti-discrimination law to maintain its critical edge.

Objetivo: Compreender a educação no processo de interação entre o enfermeiro e a pessoa idosa e família no domicílio. Estudo de natureza qualitativa, enquadrado nos principais pressupostos do Interacionismo Simbólico e da Grounded Theory, em quatro freguesias do Agrupamento de Centros de Saúde do Ave III, com um total de inscritos de 80285 e destes 9,81% eram pessoas idosas com idades iguais ou superiores a 65 anos. Na colheita dos dados recorremos: (i) à observação não participante das práticas de enfermagem às pessoas idosas e família no domicílio;(ii) 12 entrevistas às enfermeiras observadas e 4 entrevistas em grupo (pessoa idosa e família). Emergiram as categorias: organização estrutural dos cuidados no domicílio; avaliação em contexto e intervenção terapêutica em contexto. A categoria central foi a “Construção da relação no contexto do domicílio” pelo facto da relação da enfermeira com o idoso e a família ser central em todo o processo de cuidados. Os conhecimentos fornecidos pela teoria substantiva “Cuidar no Domicílio – um Processo de Interação” fundamentada nos dados e na sua análise, fornecem contributos válidos para a prática de enfermagem nesta área específica do cuidar a pessoa idosa e família no domicílio e no contexto em que foi desenvolvido o estudo; ABSTRACT: Education in the Interaction Process between nurse and Elderly person/family in the community Objective: Understanding education in the interaction process between nurse and elderly and their relatives at home. Qualitative study, framed on Symbolic Interactionism and Grounded Theory main assumptions, counting with 802825 members of four parishes of Agrupamento de Centros de Saúde do Ave III, which 9, 81% were elderly and had 65 or more years old. Data collection instruments used: (i) non-participant observation of nursing practices with elderly and families at home, (ii) interviews of 12 nurses practices observed and 4 group interviews (family and elderly person). Categories emerged: structural organization of home care; assessment and therapeutic intervention in context. The core category emerged was "Construction of the relationship in the context of the household" once the relationship between nurse, elderly and family seem be central to the whole process of care. The knowledge provided by substantive theory "Caring at Home - An Interaction Process" founded on data analysis provided valuable contributions to nursing practice in this specific area of care, elderly care and their relatives at home, in which context study was developed.

Os factores que levam os alunos, no final da escolaridade obrigatória, a escolher o seu percurso escolar são vários. Neste estudo procurou-se saber em que medida a frequência de Clubes na área das Ciências influenciam essa decisão e, ainda, estudar como potenciar a sua organização no sentido de que estes possam contribuir positivamente para as escolhas dos alunos por percursos escolares na área das Ciências. A investigação decorreu em duas fases. Na primeira fase, foi avaliada a influência dos Clubes de Ciências na decisão do percurso escolar dos alunos, no final da escolaridade básica. Nesta fase foram realizados os seguintes procedimentos: -Entrevista semi-estruturada realizada a sete professoras responsáveis de Clubes na área das Ciências Físicas e Naturais, de 7 Escolas Secundárias da região de Aveiro. -Administração de um questionário, construído com questões maioritariamente fechadas, a uma amostra de 106 alunos, do 10ºAno, provenientes de 11 Escolas Secundárias da região de Aveiro, que frequentaram Clubes na área das Ciências Físicas e Naturais, no 3º Ciclo. -Tratamento estatístico das questões do questionário, com recurso ao programa SPSS (Statistical Package for the Social Science) e análise de conteúdo das questões abertas do questionário e das entrevistas, recorrendose para o efeito à construção de categorias de resposta. Na segunda fase concebeu-se e implementou-se um Clube de Ciências. Nesta fase surgiu a criação do Clube: ”Educação para o Desenvolvimento Sustentável”, no qual foi desenvolvido o projecto: “Construção e dinamização de uma Estação Meteorológica”, numa Escola Básica do 2º e 3º Ciclos do Concelho de Aveiro. Os resultados obtidos na primeira fase do estudo são reveladores da importância que é atribuída às experiências vivenciadas pelos alunos nos Clubes de Ciências que frequentaram. Os temas/assuntos abordados foram essencialmente conteúdos ligados a áreas do conhecimento das disciplinas de Ciências. Predominaram as estratégias com base em trabalho de projecto e em actividades experimentais. Indicadores nacionais e internacionais têm evidenciado um decréscimo no número de jovens que, na sua escolaridade, optam por estudos nas áreas das Ciências e da Tecnologia. Este decréscimo tem sido um factor de preocupação ao nível das políticas educativas, nomeadamente europeias, tornando-se urgente, por um lado, compreender o porquê desse facto e, por outro, encontrar formas de o minimizar. Os Clubes na perspectiva das responsáveis entrevistadas: (a) Surgem como uma oportunidade para melhorar as competências dos alunos ao nível do saber fazer; (b) Permitem confirmar e reforçar a motivação e o gosto pelas Ciências; (c) Podem, também, dar-lhes orientações para o futuro, embora esta não tenha sido uma preocupação explícita; (d) São do agrado dos alunos devido a apresentarem actividades não meramente académicas e formais. Os Clubes, na perspectiva dos alunos respondentes: (a) Aumentaram a motivação para estudar Ciências; (b) Permitiram relacionar as Ciências com o dia-a-dia; (c) Ajudaram na escolha do curso que frequentam no Ensino Secundário; (d) Contribuíram para querer exercer uma profissão na área das Ciências. Na segunda fase do estudo, foi desenvolvido um trabalho de projecto que envolveu alunos do 3º Ciclo. O tema do projecto, proposto e implementado, coincidiu com os dois temas menos abordados, nos Clubes frequentados pelos respondentes da primeira fase do estudo, Meteorologia e Temáticas com Impacto Social. Por outro lado o Clube pretendeu contribuir para a Década da Educação para o Desenvolvimento Sustentado, instituída pelas Nações Unidas, para fazer frente à actual situação de emergência planetária. Uma estratégia privilegiada para formar cidadãos capazes de assumir atitudes e valores com vista ao desenvolvimento sustentável, passa pela Educação em todas as suas vertentes, nomeadamente a do ensino não formal, na qual se incluem os Clubes de Ciências. ABSTRACT: National and international indicators have showed a decrease in the number of youngsters that, during their school course make their choices in the study areas of Science and Technology. This decreasing tendency has been a motive of concern as far as the European educational policies are concerned. Thus, it is urgent to understand the reason behind that situation and find ways to minimize it. There are various factors that make students choose their study areas in the end of their school course. This study aimed to find out how the Science Clubs can influence their decisions as well as to study new ways to improve their organization in such a way that they may contribute positively to the students’ choices of their school careers in the area of Science. The investigation was divided in two parts: in the first part, it was evaluated the level of the influence of the Science Clubs in the students’ school careers at the end of the elementary education. At this stage it was adopted the following procedure: -A semi-structured interview was applied to 7 female teachers that are responsible for the Natural and Physics Science Clubs, in secondary schools, in the region of Aveiro; -A mainly close-question questionnaire was applied to a sample of 106 students, in the 10th grade, in 11 secondary schools, in the region of Aveiro. These students have attended some Natural and Physics Science Clubs, during the 7th, 8th and 9th grades; -Statistical work of the questionnaire was done with the help of the SPSS programme (Statistical Package for the Social Science) as well as the analysis of the contents of the open-questions of the questionnaire and the interviews by means of the answer-category method. In the second part, a Science Club was planned and implemented. At this stage, a club was created - “Education for the Sustainable Development” - within which the following project was developed – “Building and Development of a Meteorological Observatory”, at a 2nd and 3rd Ciclos (Stages) Elementary School, in Aveiro. The results of the first part of this study case have showed clearly the importance given to the experiences of the students while attending the Science Clubs. The themes/subjects studied were mainly science knowledgerelated contents. The strategies adopted were based on project work and experimental activities. A view of the Clubs by the people who are responsible for them: (a)The Clubs mean an opportunity for students to learn the know-how process; (b)They have provided the reinforcement of the motivation and preference for Science; (c)Although it was not the main concern with the clubs, the truth is that they can also give the students a sense of awareness for the future; (d)Students like to make part of the clubs because of their experimental character. A view of the Clubs by the students who make part of them: (a)The clubs have increased the level of motivation to study Science; (b)They have allowed a close perspective of the daily life reality; (c)They have helped with the choice of the Secondary School courses; (d)They have made students want a future professional career in the area of Science. In the second part of this study case, a project work was carried out involving 7th, 8th and 9th grade students. The subject of the project, considered and implemented, coincided with the two less boarded subjects, in the Clubs attended a course for the respondents of the first phase of the study, Meteorology and Thematic with Social Impact. The Club also aimed to contribute to the decade of the “Education for the Sustained Future” as settled by the United Nations in order to face the present emergency situation of the planet. The last but not the least, it is believed that, the best strategy to teach future citizens who are able to take the responsibility of their values and attitudes towards a sustainable future, is to provide them a type of Education that can teach them both the formal curriculum aspects and the informal ones, as it is the case of the Science Clubs.

A preocupação com a qualidade do ensino online tem vindo a aumentar, emconsequência da expansão de cursos na Internet que, frequentemente, possuem um fraco ou nulo interesse de aprendizagem. Com o desígnio demudar o rumo é necessário avaliar para que se tome consciência dos errosque se cometem e das verdadeiras potencialidades deste modelo de ensino. O intuito desta dissertação foi elaborar uma avaliação da parte curricular doMestrado em Multimédia em Educação 2002/2004, que decorreu naUniversidade de Aveiro e, com suporte nesse trabalho, propor um referencial para a avaliação de acções de pós-graduação que utilizem um modelo de ensino baseado em tecnologias eLearning. A avaliação do presente Mestrado surge da necessidade de aferir qual o realimpacto do modelo de ensino utilizado, pois pela primeira vez em Portugal foi leccionado um curso de pós-graduação com base em suportes tecnológicos, que permitiam, aos alunos e professores, a construção de conhecimento sema necessidade permanente da presença física numa sala de aula. Para possibilitar esta avaliação foi necessário construir um referencial contendo aspectos que influenciaram no processo de ensino/aprendizagem. O estudo foi efectuado tendo em conta a percepção dos intervenientes, que foirecolhida através de questionários, e da análise dos registos da plataforma,que suportou, em termos tecnológicos, a maioria das comunicações viaInternet. Para avaliar é fundamental saber o que se pretende analisar, por conseguinteao longo deste projecto foi elaborado um referencial que suporta todo oprocesso de avaliação. As suas categorias são as seguintes: perfil dos alunos, modelo de aprendizagem, atitudes dos intervenientes, pedagogia, tecnologia, aspectos logísticos e apreciação global. Para especificar cada categoria foram delineadas algumas dimensões,que, por sua vez, foram mensuradas a partir de um conjunto de indicadores. Esta dissertação tem a pretensão de oferecer uma ferramenta avaliativa para todos aqueles que de alguma forma interfiram no processo de ensino online, possibilitando a tomada de consciência dos aspectos críticos que devem ser ponderados em toda a acção educativa. The intentionof this dissertation was to elaborate an evaluation of curricularpart of the Master’s in Multimedia in Education 2002/2004, that it elapsed in the University of Aveiro and, with base in this work, to consider a referential for theevaluation of after-graduation eventsthat use a model of education based on technologies eLearning. The evaluation of the Master’s appears of the necessity to survey which the real impact of the model of used education, therefore in Portugal a after-graduation course was teach for the first time on the basis of technological supports, that the student and teachers allowed to the construction ofknowledge without the permanent necessity of the physical presence in aclassroom. To make possible this evaluation was necessary to construct a referential contend aspects that had influenced in the teaching/apprenticeship process. The study it was realize having in account the perception of the intervenient,that it was collected through questionnaire, and the analysis of the registers of the platform,that it supported, in technological terms, the majority of thecommunications trough Internet. To evaluate it is basic to know what if it intends to analyze, therefore to long ofthis project was elaborated a referential that supports the evaluation process all. Its categories are the following ones: profile of the students, attitudes ofintervenient, model of learning, pedagogy, technology, logistic aspects, and global appreciation. To specify each category some dimensions had been delineated, which,for its time, had been observed from a set of indicators. This dissertation has the pretension to offer to a tool for all those that of someform intervene with the education process online, making possible the taking of conscience of the critical aspects that must be weighed in the entire educativeevents.
